U.S. charges, sanctions Iranians for global cyber attacks on behalf of Tehran

WASHINGTON (Reuters) - The United States on Friday charged and sanctioned nine Iranians and an Iranian company for attempting to hack into hundreds of universities worldwide, dozens of companies and parts of the U.S. government, including its main energy regulator, on behalf of Tehran's government.

The cyber attacks, beginning in at least 2013, pilfered more than 31 terabytes of academic data and intellectual property from 144 U.S. universities and 176 universities in 21 other countries, the U.S. Department of Justice said, describing the campaign as one of the largest state-sponsored hacks ever prosecuted.

The U.S. Treasury Department said that it was placing sanctions on the nine people and the Mabna Institute, a company U.S. prosecutors characterized as designed to help Iranian research organizations steal information.

U.S. Deputy Attorney General Rod Rosenstein said the nine Iranians were considered fugitives who may face extradition in more than 100 countries if they travel outside of Iran.

Authorities "will aggressively investigate and prosecute hostile actors who attempt to profit from America’s ideas by infiltrating our computer systems and stealing intellectual property," Rosenstein said at a news conference.

He said the case "will disrupt the defendants’ hacking operations and deter similar crimes."

The hackers were not accused of being directly employed by Iran's government. They were instead charged with criminal conduct waged primarily through the Mabna Institute on behalf of the Islamic Revolutionary Guard Corps, the elite military force assigned to defend Iran’s Shi’ite theocracy from internal and external threats.

There was no immediate response to the charges and sanctions in Iran's state-run media.

The targeting of the Federal Energy Regulatory Commission, or FERC, was especially concerning, U.S. Attorney Geoffrey Berman said, because it oversees the interstate regulation of energy in the United States and holds details of some of the country's "most sensitive infrastructure."

Hackers targeted email accounts of more than 100,000 professors worldwide, half located in the United States, and compromised about 8,000 of them, prosecutors said. Hackers also targeted the U.S. Labor Department, the United Nations and the computer systems of the U.S. states Hawaii and Indiana, prosecutors said.

Friday's actions are part of an effort by senior cyber security officials at the White House and across the U.S. government to blame foreign countries for malicious hacks.

They were announced a day after U.S. President Donald Trump named John Bolton, a former U.S. ambassador to the United Nations who is deeply skeptical of the 2015 international nuclear accord with Iran, as his new national security adviser. Trump himself has repeatedly cast doubt on the nuclear deal, in which the U.S. and other world powers eased sanctions in exchange for Tehran putting limits on its nuclear program.

INTERNET FIRMS ALERTED

The Department of Justice on Friday privately warned major internet infrastructure companies to expect attacks from Iran, an executive at one company who received the alert said. The officials said the most likely retaliation would be denial of service attacks on websites, which are not destructive but disrupt commerce and communication.

Britain's National Cyber Security Centre said on Twitter that the Mabna Institute was "almost certainly responsible for cyber attacks targeting universities around the world."

The sanctions and charges were the fourth time in the past few months that the Trump administration has blamed a foreign government for major cyber attacks, a practice that was relatively rare under the Obama administration.

Last week, the administration accused the Russian government of cyber attacks stretching back at least two years that targeted the U.S. power grid. Washington imposed new sanctions on 19 Russians and five groups, including Moscow’s intelligence services, for meddling in the 2016 U.S. election and other cyber attacks.

Friday's indictment in U.S. District Court in New York said the Iranian hackers did extensive background research of university professors before sending them "spearphishing" emails tailored to their academic interests and scholarly published articles.


The emails purported to be from professors at another university and indicated the sender had read an article written by them, prosecutors said.

The emails would then direct recipients to click on links to related articles that would direct victims to a malicious internet domain that appeared similar to the victim's actual university portal, where they would be prompted to enter their login credentials.

Once accounts were compromised, the hackers would steal reams of academic data and intellectual property related to science and technology, engineering, social sciences and medicine, the indictment said.

Stolen data was obtained to benefit Iran's Revolutionary Guard and sold within Iran through the websites Megapaper and Gigapaper to universities in Iran, prosecutors said.

'PASSWORD SPRAYING'

Hackers targeted and compromised employee email accounts for 36 U.S.-based companies and 11 companies in countries including Germany, Italy and Britain, prosecutors said. Victim companies in the United states included two media and entertainment companies, one law firm, 11 technology firms, and two bank and investment firms, among others.

Unlike the precise targeting of professors, companies fell victim to a broad technique known as "password spraying" that involves finding lists of company email accounts online and then attempting to hack into them by using common default passwords. Once inside, the hackers would steal entire email mailboxes.

The Treasury Department also placed sanctions on another Iranian, Behzad Mesri. Sometimes known as "Skote Vahshat," Mesri was charged in 2017 with hacking cable TV network HBO to leak unaired episodes of the fantasy drama Game of Thrones. Mesri is still at large, officials said.

The Obama administration in 2016 indicted seven Iranians for distributed-denial-of-service attacks on dozens of U.S. banks and for trying to shut down a New York dam. Those hackers were also accused of working on behalf of Iran's government.

None of the Iranians indicted in 2016 have been arrested or extradited, a Justice Department spokesman said.

The first batch of fighters to quit Ghouta under a Russian-brokered deal were bused out on Thursday and started arriving in the northwestern province of Idlib on Friday.
An AFP reporter in the province, the last still largely outside government control, saw the first buses arrive at a camp after spending the night on the edge of rebel-held territory.

Nearly 170,000 people have fled after a Turkish-led assault on the Kurdish-majority Syrian city of Afrin, the UN said Friday, pointing to the harrowing conditions faced by those displaced.

"The estimate now is 167,000 people have been displaced by hostilities in Afrin district," Jens Laerke, spokesman for the UN humanitarian agency, told reporters in Geneva.

He said most of those who had left had gone to nearby Tal Rifaat.

The World Health Organization (WHO) meanwhile said it had deployed mobile medical clinics and health supplies to areas hosting those displaced from Afrin, warning that health services inside the city were also lacking.

"Children, women, and men have undertaken harrowing journeys to flee Afrin and need urgent health assistance. Our staff have met civilians who reported walking for 36 hours to reach safer areas," WHO's representative in Syria Elizabeth Hoff said in a statement.

Marixie Mercado, a spokeswoman for the UN children's agency, also said displaced people arriving at collective shelters in Nubul had described "running in the face of shelling, sleeping in the open, being separated from their families".

Turkish troops and allied Syrian rebels seized control of Afrin city from the Kurdish People's Protection Units (YPG) militia on Sunday.

Ankara began its offensive in January against the YPG, which it says is allied with the outlawed Kurdistan Workers' Party (PKK) waging an insurgency against Turkey since 1984.

The UK-based Syrian Observatory for Human Rights has put the number who have fled Afrin at 250,000, and says dozens of civilians have been killed in the fighting, in addition to around 1,500 Kurdish fighters.

According to Laerke, between 50,000 and 70,000 civilians are estimated to remain inside the city.

The health situation there is also difficult, the WHO said, pointing out that only one of four hospitals was currently functioning.

More than 350,000 people have been killed since Syria's war started in 2011 with the brutal repression of anti-government protests.

CPP to AFP: Stop ‘deceiving and forcing people’ to pose as NPA

The Communist Party of the Philippines (CPP) doubted the number of rebel returnees being claimed by the Armed Forces of the Philippines (AFP), and slammed the military for “deceiving and forcing people” to allegedly model as surrenderees of the New People’s Army (NPA).
“Deceiving and forcing people to pose as NPA surrenderees. To come up with big numbers, the AFP employs deception, threats and violence to force people pose as surrenderees,” the CPP said in a statement issued on Thursday.

The CPP made the remark in response to the military’s claim that more than 4,000 armed members and supporters of the NPA have surrendered to authorities since January. Continue Reading>>>


 

Obesity could become chief avoidable cancer cause: UK charity

Obesity could overtake smoking as the chief avoidable cause of cancer-related deaths, the world's largest independent funder of cancer research said Friday.

With smoking rates in decline and obesity on the rise, it could surpass smoking as the biggest killer, the chief executive of Cancer Research UK said as it published new research.

"Obesity is potentially the new smoking, if we're not careful," said Harpal Kumar.

"My sense would be it'll be some time in next couple of decades that we'll see those two switch around."

Following a major new study of 2015 cancer data, the charity found that 37.7 percent of all cancers diagnosed in Britain each year could be prevented through lifestyle changes.

Smoking remains the biggest avoidable cause of cancer, a factor in 15.1 percent of preventable cases -- down from 19.4 percent in 2011 -- followed by obesity at 6.3 percent -- up from 5.5 percent.

Next came overexposure to ultraviolet radiation from the sun and sunbeds and occupational exposure at 3.8 percent each, infections (3.6 percent), alcohol (3.3 percent) and eating too little fibre (3.3 percent).

The research published in the British Journal of Cancer shows that obesity causes 13 different types of cancer, including bowel, breast, womb and kidney.

"Leading a healthy life doesn't guarantee that a person won't get cancer, but it can stack the odds in your favour," Kumar said.

"These figures show that we each can take positive steps to help reduce our individual risk of the disease.

"Prevention is the most cost-effective way of beating cancer."

Suspected IS gunman takes hostages in France

The shootings in southwestern France come with the country still on high alert after a string of jihadist attacks since 2015
A gunman claiming allegiance to the Islamic State group fired shots and took hostages at a supermarket in southwestern France on Friday, a local prosecutor said.

Security forces were responding to two separate incidents, one at a supermarket in the town of Trebes and the second, a 15-minute drive away, in the town of Carcassonne where a policeman was shot.

It was unclear if the two incidents were linked.

In Trebes, the man "entered the Super U supermarket at around 11.15 am and shots were heard," a security source told AFP on condition of anonymity.

The gunman claimed allegiance to the Islamic State group, the local prosecutor's office said.

Local authorities tweeted that the area was off-limits to the public.

If the link to Islamic State is confirmed, the attack would be the first major incident since the election of centrist President Emmanuel Macron in May last year.

The shootings come with France still on high alert after a string of jihadist attacks since 2015, starting in January that year with the assault on satirical magazine Charlie Hebdo that left 12 people dead.

France also suffered major attacks in Paris in November 2015 when IS jihadists killed 130 people at bars, restaurants, the Bataclan concert venue and the national stadium.

In July 2016, in another attack claimed by IS, a man drove a truck through revellers celebrating Bastille Day, killing 84 people.

A state of emergency put in place just after the Paris attacks was finally lifted in October last year, but soldiers continue to patrol major tourist sites and transport hubs under an anti-terror mission.

JERUSALEM (Reuters) - Israel for the first time admitted that it bombed a suspected Syrian nuclear reactor in 2007 and said on Wednesday the strike should be a warning to Iran that it would not be allowed to develop nuclear weapons.

The military released previously classified cockpit footage, photographs and intelligence documents about its Sept. 6, 2007, air strike on the Al-Kubar facility near Deir al-Zor in eastern Syria.

It said the reactor was being constructed with help from North Korea and had been months away from activation. Amos Yadlin, Israel's military intelligence chief at the time, said on Israel Radio that even with a functioning reactor, it would have taken Syria years to build a nuclear weapon.

Reuters has been unable to immediately verify the Israeli material.

Israel’s decision to go public comes after repeated calls in recent months by Prime Minister Benjamin Netanyahu for the United States and international community to take tougher action on Iran, Syria’s ally.

Netanyahu said on Wednesday Israel was determined to prevent its enemies from obtaining nuclear weapons.

"The Israeli government, the Israel Defense Forces and the Mossad prevented Syria from developing nuclear capability. They are worthy of full praise for this. Israel's policy was and remains consistent - to prevent our enemies from arming themselves with nuclear weapons," Netanyahu wrote on Twitter.

Intelligence minister, Israel Katz, said earlier on Twitter: "The (2007) operation and its success made clear that Israel will never allow nuclear weaponry to be in the hands of those who threaten its existence - Syria then, and Iran today."

Iran, which says its nuclear program has only peaceful aims, signed a 2015 deal under which it accepted curbs on its nuclear program in return for sanctions relief. U.S. President Donald Trump and Netanyahu have both been critical of the deal.

The Israeli military described in detail events leading up to the night of Sept 5-6, 2007, in which, it said, eight warplanes, F-16s and F-15s, carried out the mission after taking off from the Ramon and Hatzerim air bases.

They flew to Deir al-Zor region, 450 km (270 miles) northwest of Damascus, and dropped 18 tonnes of munitions on the site, it said.

Yadlin said Israel decided at the time against acknowledging the raid on the reactor so as not to provoke Syrian President Bashar al-Assad into retaliating. "No core. No war," Yadlin said about Israel's goal.

"TOP SECRET"

The Israeli military on Wednesday declassified internal "top secret" intelligence reports, in Hebrew, some of them partly redacted.

One, dated March 30, 2007, said: "Syria has set up, within its territory, a nuclear reactor for the production of plutonium, through North Korea, which according to an (initial) worst-case assessment is liable to be activated in approximately another year. To our assessment [REDACTED] secretive and orderly [REDACTED] for achieving a nuclear weapon."

Israeli intelligence predicted that the suspected reactor "would turn operational by the end of 2007".

The mission to destroy the reactor started at 10.30 p.m. on Sept. 5 and ended with the return of the warplanes at 2.30 a.m. the next day, the Israeli military said.

The disclosure on Wednesday stemmed in part, Yadlin said, from years of pressure by the Israeli media on military censors to allow them to publish Israeli-sourced information about the raid and the release on Wednesday of memoirs by Ehud Olmert, the former prime minister who ordered the bombing.

The event was first made public by Syria, which, as reported by Reuters at the time, said in the early hours of Sept. 6 that its air defenses had repelled an incursion by Israeli warplanes.

Syria, a signatory of the 1970 nuclear Non-Proliferation Treaty (NPT), has always denied that the site was a reactor or that Damascus engaged in nuclear cooperation with North Korea.

In his 2010 memoir "Decision Points," former U.S. President George W. Bush disclosed he discussed intelligence about the Syrian facility with Olmert before it was destroyed but did not give him the green light for the raid.

In 2008 the United States presented what it described as intelligence showing that North Korea had helped Syria with "covert nuclear activities." At the time Syria dismissed the accusations as part of a campaign to discredit the Damascus government.


The Israeli release contains a black-and-white aerial photograph captioned "before the attack" and showing a box-like structure amid desert dunes with smaller outlying buildings.

A series of black-and-white videos, taken above the target, shows the structure in cross-hairs. A male voice is heard counting down three seconds, a cloud of black smoke rises from the structure as it explodes. Other footage appears to show the aftermath - a smoldering hole in the ground.

"Arizona", one pilot radioed to military headquarters in Tel Aviv, giving the code word for a successful operation.

Scores of Russian diplomats set to be expelled after EU leaders agree Russia 'highly likely' to have carried out Salisbury attack

Scores of Russian diplomats look set to be expelled from European capitals as ten EU countries indicated they were preparing to follow Theresa May's lead in the wake of the Salisbury attacks.

France, Poland, Ireland, Croatia, the Czech Republic, Lithuania, Latvia, Denmark, Estonia and the Netherlands are all in discussions about deporting suspected spies after Theresa May shared intelligence about the nerve agent attack at a meeting of the European Council.

Germany's Chancellor, Angela Merkel, has also hinted that she may be prepared to go beyond merely rebuking Vladimir Putin, and the EU recalled its ambassador to Moscow overnight in a show of solidarity with Mrs May.

Throwing their weight behind the Prime Minister, the 27 leaders of the European Council said it was “highly likely” that the Kremlin was responsible for the poisoning of Sergei Skripal and his daughter, Yulia.

Responding to the announcement on Friday, Moscow accused the UK of leading the European Union towards an "anti-Russia campaign".

In a statement, the Russian foreign ministry said the only explanation was that European leaders "wanted to help the British Prime Minister out of a difficult situation".

It came as Markus Ederer, the EU ambassador, was recalled from Moscow on Thursday night to consult with Brussels over the EU’s response to the attack, while a number of EU member states said they were poised to announce expulsions of Russian diplomats.

While Dutch prime minister Mark Rutte said the move was a "measure" rather a "sanction" against Russia, the decision paves the way for further retaliatory action against the Kremlin which could see its European spy network dismantled within a matter of weeks.

Meanwhile, a convoy of vehicles left the British Embassy in Moscow on Friday morning ahead of a Russian deadline for 23 diplomats to leave the country.

Russia said it was expelling the diplomats last Saturday in a carefully-calibrated retaliatory move against London, which has accused the Kremlin of orchestrating the nerve toxin attack.

On Friday morning, staff were seen embracing colleagues as vehicles were being readied on the grounds of the British embassy.

Leaving a dinner with European leaders on Thursday night, Mrs May said the Council was “standing together” against the growing threat posed by the Putin regime.

"I welcome the fact that the EU Council has agreed with the United Kingdom Government's assessment that it is highly likely that Russia is responsible for the attempted murder that took place on the streets of Salisbury and that there is no plausible alternative explanation,” she added.

"The threat that Russia poses respects no borders and it is a threat to our values and it is right that here in the EU Council we are standing together to uphold those values."

On Friday morning, Russian Foreign Minister Sergei Lavrov told reporters on a visit to Hanoi that the UK is "feverishly trying to force allies to take confrontational steps".

It came after five EU countries indicated they are prepared to follow Theresa May’s lead by expelling diplomats suspected of espionage.

France, Poland, Lithuania and at least two other countries are understood to be in discussions about co-ordinated expulsions of Russian Embassy officials in the wake of the Salisbury poisonings.

On Friday, Latvia said it would expel "one or several" Russian diplomats. The Czech prime minister Andrej Babis said it was "probable" his country would follow suit, with a decision to be made on Monday. Estonia is understood to be taking action.

Irish PM Leo Varadkar said Ireland would conduct a security assessment of Russian diplomats, which could lead to expulsions.

It comes as Donald Tusk, the president of the European Council, said leaders of the 28 EU states agreed that Russia is likely behind the attack.

At a dinner with other EU leaders in Brussels, Mrs May warned her allies that Russia represents a “long term” threat to each of them and urged them to consider taking action either individually or as a bloc.
 
Following a meeting between Mrs May, the French President Emmanuel Macron and the German Chancellor Angela Merkel, French officials hinted that the country was prepared to act.

Mr Macron and Mrs Merkel agreed on the importance of sending "a strong European message" to Russia.

Dalia Grybauskaite, president of Lithuania, confirmed she was contemplating the deportation of Russians, and Poland’s deputy foreign minister Bartosz Cichocki told The Telegraph his country was prepared to act unilaterally in expelling Russians if it encouraged others to take steps against Moscow.

EU leaders made a joint statement on Thursday night agreeing they stood in "unqualified solidarity" with the UK in a big victory for Mrs May.

In a joint statement, they said: "The European Council condemns in the strongest possible terms the recent attack in Salisbury, expresses its deepest sympathies to all whose lives have been threatened and lends its support to the ongoing investigation.

"It agrees with the United Kingdom Government's assessment that it is highly likely that the Russian Federation is responsible and that there is no plausible alternative explanation. We stand in unqualified solidarity with the United Kingdom in the face of this grave challenge to our shared security.

"The use of chemical weapons, including the use of any toxic chemicals as weapons under any circumstances, is completely unacceptable, must be systematically and rigorously condemned and constitutes a security threat to us all.

"Member states will co-ordinate on the consequences to be drawn in the light of the answers provided by the Russian authorities. The European Union will remain closely focused on this issue and its implications.

"Against this background, the European Union must strengthen its resilience to chemical, biological, radiological and nuclear-related risks, including through closer cooperation between the European Union and its member states as well as Nato.

"The European Union and its member states should also continue to bolster their capabilities to address hybrid threats, including in the areas of cyber, strategic communication and counter-intelligence. The European Council invites the European Commission and the High Representative to take this work forward and report on progress by the June European Council."

Kigali (AFP) - Forty-four African countries have signed an agreement establishing a free trade area seen as vital to the continent's economic development, the head of the African Union said Wednesday.

The creation of a free trade area -- billed as the world's largest in terms of participating countries -- comes after two years of negotiations, and is one of the AU's flagship projects for greater African integration.

A separate agreement saw 27 countries agree to the free movement of people across their borders, allowing nationals from other signatory nations to stay in their countries for up to 90 days.

"We have come here to fulfil the aspiration of our peoples for integration and unity," said Moussa Faki Mahamat, chairman of the AU commission.

"The agreement establishing the CFTA (African Continental Free Trade Area) was signed by 44 countries."

The deal will still have to be ratified at a national level, and is only due to come into force in 180 days.

However Africa's biggest economies Nigeria and South Africa did not sign the agreement.

Nigeria's President Muhammadu Buhari pulled out saying he needed more time for consultations at home following objections from business leaders and unions.

South Africa's President Cyril Ramaphosa hailed the agreement saying it would "catapult African countries and companies to much higher levels of growth" but that he would only sign it once it was ratified by his country's parliament.

"Some countries have reservations and have not finalised their national consultations. But we shall have another summit in Mauritania in July where we expect countries with reservations to also sign," said Albert Muchanga, the AU Commissioner for Trade and Industry.

However economic powerhouses Kenya, Morocco, Egypt, Ethiopia and Algeria did sign the deal.

If all 55 African Union members eventually sign up, it will create a bloc with a cumulative GDP of $2.5 trillion (2 trillion euros) and cover a market of 1.2 billion people.

Currently, African countries only do about 16 percent of their business with each other, the smallest amount of intra-regional trade compared to Latin America, Asia, North America and Europe.

And with average tariffs of 6.1 per cent, businesses currently pay higher tariffs when they export within Africa than when they export outside it, according to the AU.

"If we remove customs and duties by 2022, the level of intra-African trade will increase by 60 percent, which is very, very significant," Muchanga told AFP in an interview before the summit.

Proponents of the deal argue that African economies on their own are too small to support economic diversification and industrialisation on their own and will benefit from having a unified platform to negotiate trade deals with wealthier nations.

The "CFTA will make Africa one of the largest economies in the world and enhance its capacity to interact on equal terms with other international economic blocs," said Faki in a speech before the signing ceremony.

"The world is changing, and changing at a great speed. International competition is fierce. It leaves no room for the weak."

However, critics highlight a dearth of roads and other infrastructure linking different African nations, as well as the fact that many countries do not manufacture goods their neighbours may want to import, as challenges to the deal.

Sola Afolabi, a Nigeria-based international trade consultant, told AFP the fact already-existing regional trade blocs were not working, should be a red flag.

"If there is no reward for compliance and there is no punishment for non-compliance, then it is going to be a very nice agreement without any teeth or any legs," he said.

Faki acknowledged that Africans "have seen so many proclamations remain a dead letter, so many commitments without practical execution that they have come to doubt the strength of our commitment."

He urged for a break in this trend, calling for a deal that "must confound those who, outside Africa, continue to think -- with barely-concealed condescension -- that our decisions will never materialise."

A lead engineer of China’s J-20 super maneuverable stealth fighter – hailed as the new bulwark against the US grabbing air superiority in the South China Sea – has told The People’s Daily his team will make further modifications to the plane’s engine, coating and weapon bay.

The J-20 entered into service in 2017 as China’s “4.5th generation” indigenous fighter.

On the sidelines of the annual National People’s Congress earlier this week, the fighter’s designer, Yang Wei, said China would continue to produce more J-20s for combat and develop and trial new, smarter fighter jets.

The Beijing-based tabloid Global Times has also hinted that the People’s Liberation Army is already developing a genuine 5th generation fighter.

As for the J-20, future modifications and additions include a high thrust engine, more accurate radar and new avionics and electronic equipment.

Analysts suspect that some of the J-20s that took part in a fly-by during a major PLA drill at the Zhurihe base in Inner Mongolia in July of last might already have been equipped with the homemade WS-15 Emei afterburning turbofan engines, rather than Russia’s AL-31F or WS-10 engines.

Rumored specifications of the Emei engine suggest it has a maximum thrust of 197 kilonewtons (44,000 lbf) with afterburner, with a thrust-to-weight ratio of between 9.7 and 10.87.

China’s J-20 jets have several unique design aspects and capabilities, including a canard configuration that gives them greater stealth while maintaining maneuverability and supersonic speed, Yang said. “The design allows the J-20 to fly further and with greater bomb load,” he added.

The J-20 is also capable of situation awareness, information warfare and cooperative combat.

BEIJING/SHANGHAI (Reuters) - China urged the United States on Friday to "pull back from the brink" as President Donald Trump's plans for tariffs on up to $60 billion in Chinese goods moved the world's two largest economies closer to a trade war.

The escalating tensions sent shivers through financial markets as investors foresaw dire consequences for the global economy if trade barriers start going up.

Trump is planning to impose the tariffs for what he says is misappropriation of U.S. intellectual property. A probe was launched last year under Section 301 of the 1974 U.S. Trade Act.

"China doesn't hope to be in a trade war, but is not afraid of engaging in one," the Chinese commerce ministry responded in a statement.

"China hopes the United States will pull back from the brink, make prudent decisions, and avoid dragging bilateral trade relations to a dangerous place."

In a presidential memorandum signed by Trump on Thursday, there will be a 30-day consultation period that only starts once a list of Chinese goods is published. That effectively creates room for potential talks to address Trump's allegations on intellectual property theft and forced technology transfers.

Though the White House has said the planned tariffs were a response to China's "economic aggression", Trump said he views China as "a friend" and the two sides are in negotiations.

A Chinese commerce ministry official said both sides were in touch.

Still, it is unclear under what terms China and the U.S. are willing to talk, with Beijing adamant that the U.S. tariffs constitute a unilateral move that it rejects.

China has always said it will not hold talks with the U.S. within the framework of the Section 301 probe, Chen Fuli, director-general of the commerce ministry's department of treaty and law, told reporters.

"Currently, we are not looking to get in a negotiation again," a senior U.S. official told reporters in Beijing.

If China wants to avoid U.S. tariffs, it needs to start taking concrete action, the official said, adding that Washington has not given Beijing any to-do list to remedy trade ties.

READY TO RETALIATE

China showed readiness to retaliate by declaring plans to levy additional duties on up to $3 billion of U.S. imports including fruit and wine in response to U.S. import tariffs on steel and aluminium, which were due to go into effect on Friday.

The inevitable fall in demand from a full-blown trade war would spell trouble for all economies supplying the United States and China.

Feeling the chill, MSCI's broadest index of Asia-Pacific shares outside Japan fell 2.5 percent, tracking heavy losses on Wall Street. China's main indexes tumbled the most in six weeks, skidding up to 3.6 percent.

"Today's (U.S.) tariffs amount to no more than a slap on the wrist for China," Mark Williams, Chief Asia Economist at Capital Economics, wrote in a note. "China won't change its ways. Worries about escalation therefore won't go away."

Williams estimated that the $506 billion that China exported to the United States drove around 2.5 percent of its total gross domestic product, and the $50-60 billion targeted by the U.S. tariffs contributed just around 0.25 percent.

Trump, however, appears intent on fulfilling election promises to reduce the record U.S. trade deficit with China. A commentary published by the official Xinhua news agency said the United States had adopted a "Cold War mentality", and "panic" over China's economic rise was driving Washington's confrontational approach.

U.S. multi-nationals at a business gathering in Shanghai were warned by Stephen Roach, a Yale University economist, "to prepare for the worst" and make contingency plans until calmer heads prevail.

Roach said he could foresee "the Chinese government moving to restrict, in some form or another, the financial as well as the supply chain activities of American companies operating in this country."

Foreign Ministry spokeswoman Hua Chunying said China would not hold back in retaliating.

"It's impolite not to give as good as one gets," Hua told reporters.

LOW HANGING FRUIT

Alarm over Trump's protectionist leanings mounted earlier this month after he imposed hefty import tariffs on steel and aluminium under Section 232 of the 1962 U.S. Trade Expansion Act, which allows safeguards based on "national security".


On Friday, Trump gave Canada, Mexico, Argentina, Australia, Brazil and South Korea and the European Union temporary exemptions. China was not exempted even though it was a far smaller supplier than Canada or South Korea.

Also omitted from the exemption list was U.S. ally Japan, though a government spokesman said Tokyo would press to be included. And Finance Minister Taro Aso expressed empathy with Washington over protecting intellectual property.

China's retaliation against the U.S. tariffs on steel and aluminium appeared restrained.

China has drawn a list of 128 U.S. products that could be hit with tariffs if the two countries are unable to reach an agreement on trade issues, the ministry said.

Without giving a timeframe, the commerce ministry said China was considering implementing measures in two stages: first a 15 percent tariff on 120 products including steel pipes, dried fruit and wine worth $977 million, and later, a 25 percent tariff on $1.99 billion of pork and recycled aluminium.

U.S. wine exports to China last year were $79 million, according to the U.S. Wine Institute, which represents Californian wine makers.

Fruit growers in California, Florida, Michigan and Washington all stood to lose as China's list also included close to 80 fruit and nut products. The U.S. exported $669 million of fruit, frozen juice and nuts to China last year, and it was the top supplier of apples, cherries, walnuts and almonds.

"With the restrained response, China hopes Trump can realise his errors and mend his ways," said Xu Hongcai, deputy chief economist at the China Centre for International Economic Exchanges, a Beijing think tank.

"If we really want to counter, the strongest response would be to target soybean and automobiles. China is drawing its bow but not firing. We still have some cards to play."

The United States will need to fire hundreds of anti-missile rockets to intercept Russia’s much hyped new nuclear-tipped weapon, a senator in Moscow has boasted.

The RS-28 Sarmat, nicknamed "Satan 2" by NATO, is Russia’s planned intercontinental ballistic missile system to replace its current generation of arms. Officials have repeatedly boasted about its capabilities. Shrouded in secrecy and propaganda, the missile has suffered a series of delays in testing and it's not clear how operational it is.

If launched, the missile would take 500 anti-missile rockets to take it out, the head of Russian Senate’s Defense and Security Committee Viktor Bondarev said on Thursday. "This is the conclusion of Western experts," Bondarev told state news agency RIA Novosti. The senator did not elaborate on which experts had made the estimation.
Russian officials and state media occasionally draw attention to the prowess of the weapon, reportedly capable of striking an area the size of Texas. When the weapon will come into service is still not clear and the closest the public has been to watching it get tested was in a video presented by Russian President Vladimir Putin in his annual address earlier this month.

Although presented as a big reveal, Putin’s footage of the Sarmat included mostly animated graphics that prompted mockery online and even included clips that had aired on Russian television over a decade ago. Putin said the test took place in October and had been successful.

The missile is theoretically able to carry up to 15 warheads and part of the headline-grabbing rhetoric of Putin’s presentation was that it was invulnerable to missile defense systems. When asked about this statement, Putin’s spokesman Dmitry Peskov later conceded that this was in fact not an advantage to Russia, given what foreign nuclear powers have at their disposal.

“The other side also has arms against which Russia cannot defend itself,” he said at a press briefing earlier this month, the RBC news channel reported. “In this we have parity. This acts as the wager for the weapon not to be used.”

Qualifications/Requirements
  • Bachelor's degree from an accredited university or college (or a high school diploma / GED with at least 4 years of experience in Sales). Minimum of 5 additional years of experience in Sales Origination.
  • Proven technical and commercial sales experience as an individual contributor
  • Demonstrated ability to work directly with a globally dispersed team of sales managers. Demonstrated success in exceeding Orders and Revenue targets and managing multiple customer success metrics
  • Ideally minimum of 5 years working in the Inspection Non-Destructive Testing “NDT” Industry
  • Strong communication and presentation skills
  • Outstanding interpersonal skills that enable working in matrix environment, externally with customers and internally thru product company team.

  • Capable of striving under pressure and working effectively in a multi-cultural environment
  • Fluent in English
