Job Vacancy For Civil Engineer (Adamawa) at the United Nations Development Programme

Background
  • UNDP Nigeria has been supporting early recovery and stabilization of communities that are damaged under the Boko Haram Insurgency in the three most affected States in the North East Nigeria, namely Adamawa, Borno and Yobe.
  • To support the communities, UNDP has launched its integrated early recovery programme, “Integrated Community Stabilization Programme (ICSP)”. With an area-based approach to the communities affected by the conflicts and displacement, UNDP’s integrated support focuses on:
    • Enhancing Livelihoods of conflict-affected people;
    • Restoring Basic services in target communities;
    • Establishing effective and accountable local governance at community and state level; and
    • Rebuilding Social cohesion and re-establishing community security.
  • The second component of the Programme, basic services restoration includes rehabilitation or construction of public facilities, including schools, health facilities, solar power facilities, water boreholes and other governmental facilities. More than 30 public facilities are planned to be rehabilitated or newly constructed in 2018 across the three States.
  • Under the overall guidance and direct supervision of the Head of UNDP Sub-Office in Maiduguri and Programme Manager of ICSP, the Civil Engineer is responsible for effective delivery of project implementation support services ensuring effective operational management of project, transparent utilization of financial resources. The incumbent will basically be in charge of the constructed facilities in Adamawa State, but will also partially cover facilities in other states if needed based on instruction.
  • The Civil Engineer works in close collaboration with the respective Programme and Operations teams in UNDP Country Office in Abuja and Sub-Office in Maiduguri, ensuring successful CO and SO performance and compliance in programme management and finance.
  • The recommended candidate's initial duty station will be Maiduguri and later on changed to Adamawa
Duties and Responsibilities
Summary of key functions:
  • Certify designs of the facilities that are submitted by the respective authorities for civil works in Adamawa State
  • Certify the Bills of Quantities (BoQs) submitted by the respective authorities and verify the BoQs before initiating the procurement process;
  • Lead and support in the review and verification of the BoQs already prepared by the respective departments of national counterparts;
  • Support and lead ICSP engineers in the technical evaluation process and provide advice on any procurement related issues;
  • Support ICSP project team in verifying the Variation orders VO (if and when applicable);
  • Revision and verification of payment requests submitted by the contractors before proceeding with disbursements of payments;
  • Provide technical inputs to strengthen alignment and complementarity of UNDP’s support with government policies and plans.
  • Assist UNDP as expert witness in litigation arising from the development or construction of the project and in bearings before various approving and regulatory agencies.
  • Analyse and share information with the team and the local technical teams.
  • Support the assessment activities of the targeted sites in Adamawa State;
  • Support the implementation of project activities, where required, and advise on project contracting requirements;
  • Monitor day-to-day progress of project activities and promptly report any abnormality or risks to the respective UNDP project managers and project teams
  • Develop and design interventions based on the accurate information and risk analysis on the ground and utilizing lessons learned from the activities in consultation and coordination with respective Project Managers
  • Follow up and oversee the rehabilitation of civil, electrical and mechanical works at site preparation and execution of the Works against the provided approved sketch and bill of quantities within the set time frame
  • Construction Inspection including inspection of materials, equipment’s to be installed.
  • Check materials received at construction/renovation sites against damages, missing parts and appropriate ratings; ensuring that the materials/equipment provided by the Contractor meets UNDP requirement and standards.
  • Ensures that materials/equipment provided by the Contractor meets accepted requirement and standards.
  • Discuss site issues with the Contractor and promptly report back to UNDP if a problem arises that requires UNDP input.
  • Checks and certifies substantial construction progress/ completion and the corresponding payments. Advice UNDP to withhold payments for any work which has been rejected or any work which is not in compliance with the contract documents.
  • Ensure that the Contractor maintain safety on the site and clean the site after the completion of the rehabilitation work.
Requirements, Skills and Experience
Education and Certificate:
  • Master's Degree or Equivalent in Civil Engineering.
  • Registration in the Council for the Regulation of Engineering in Nigeria (COREN) before 2018
Experience:
  • Minimum 5 years of extensive coordination and development experience including renovation and construction works.
  • Experience in design, preparation of BoQ, estimated costs of civil structures;
  • Construction supervision experience of buildings, utility services, schools, etc
  • Experience in handling of tender documents for turnkey contracts, including technical inputs/specifications for the procurement of services using the conditions of international lending/funding agencies
  • Preparation of work progress reports, daily, weekly, milestone, etc
  • Proven ability to work with multi-disciplinary teams and liaison with authorities.
  • Experience in supervising rehabilitation works and managing projects.
  • Experience with UN or international organization working in crisis-affected country, especially Nigeria would be an advantage.
Technical skills required:
  • Functionally-related professional management skills.
  • Technical related skills.
  • Ability to plan and prioritize work activities to meet organizational goals and organize and oversee work processes efficiently to achieve quality results.
  • Knowledge of strategic planning processes, programming.
  • Knowledge of fund raising, project and programme drafting.

Language Requirements:

Background
  • UNDP is the development arm of The United Nations' Organization, with its Headquarters in New York. UNDP is represented in 166 countries in the world. In Nigeria, its office is based Abuja. UNDP administers individuals engaged in Programmes and Projects undertaken in collaboration with The Federal Government of Nigeria and other development partners.
Background on the Service Contract contractual modality:
  • UNDP Nigeria is currently using a salary scale matrix for National project personnel called Service Contract holders (SC) that were updated in 2014. Individuals engaged to work in programmes or projects are hired under the Service Contract contractual modality, which is a non-staff contract. It is a decentralized contracting instrument, which is cost effective and flexible for use only by UNDP country offices and regional centres outside of Headquarters Individuals contracted under SC, are not considered UN staff members and therefore, are not covered by UN Staff Regulations and Rules. 
  • The basis for the establishment of conditions of service for Service Contract (SCs) holders is based on the local labour market. 
  • Therefore, the remuneration package for Service Contracts must be consistent with prevailing levels of pay for similar services and comparable work in the local labour market.  UNDP Nigeria would like to update the current remunerations of Service Contract holders utilizing the set procedures in the UNDP Handbook on Setting Remuneration for Service Contract Personnel. 
  • In this context, the survey process will be carried out by a technically qualified individual with extensive expertise in labour market analyses, management and organizational development.  Accordingly, UNDP Nigeria solicits proposals from interested individuals to conduct a salary survey and to assist UNDP Nigeria in coming up with a revised and reasonable salary scale for SC holders.
Scope of Work, Responsibilities and Description of the Proposed Analytical Work
  • The selected individual, jointly with UNDP Nigeria, will compile and suggest a list of employers as Comparators, which may be considered for SC remuneration survey for approval by UNDP Nigeria;
  • The selected individual will carry out the survey based on the Handbook on Setting Remuneration for Service Contract Personnel and collect, compile, analyze and interprets data collected in a written report;
The selected individual will collect the following information from each of these Comparators:
  • Job descriptions of the similar positions for Job matching process with proposed comparator organizations on the nature, complexities and responsibilities of each position of existing SC levels;
  • Collect and analyze the salary structures and associated benefits (including typical allowances and benefits package) of the selected employers in comparison to existing SC Job descriptions.
  • Research on social security options available on the Nigerian market and make recommendations on a reliable and suitable options;
  • Review tax applications and apply any updates to the new salary scale;
  • The selected individual will then compare the new salary scale with other UN Agencies’ scales for similar contractual modality;
  • The selected individual will present analysis to UNDP Nigeria and make recommendations on the proposed salary scale.
Deliverables:
  • Based on the established UNDP Handbook on Setting Remuneration for Service Contract Personnel and within the time frame specified, the selected individual is expected to submit a report which includes, but not limited to, the following outputs:
  • Details and Summary of data collected from the Comparators showing TOR matches and the evaluation of their remuneration package;
  • Present the Minimum and Maximum Remuneration values of all job matches obtained from the comparators;
  • A report on final survey findings with comparison and analysis of the survey results, recommendations related to remuneration packages;
  • A summary table of Comparators practices on remunerations compared to UNDP Nigeria Service Contract salary scale;
  • A proposal with options for a revised remunerations scale for SC holders as set out in the UNDP Handbook on Setting Remuneration for Service Contract Personnel (options at the 40th, 50th and 60th Percentile levels);
  • A comparison of other UN salary scales for similar contractual modalities;
  • Highlight of benefits offered by comparator organizations for similar contractual modalities with emphasis on annual leave, sick leave, maternity & paternity leave, health coverage, life & disability insurance, vacation benefits and public holidays;
Recommendation for a social security / investment plan that takes into account the following:
  • The versatility of this contractual instrument;
  • The short-term nature of the service contract;
  • The need to ensure that individuals engaged under this contract have a retirement/savings plan.
  • Fulfilment of UNDP's obligation to assure that service contract holders have social security as stipulated in the Service Contract User Guide;
  • Incorporation of comments and suggestions made by UNDP Nigeria, if any, into the proposal for SC remunerations;
  • Provide all completed questionnaires together with relevant salary and all relevant documentations and correspondences with the respective comparators;
  • After the submission of the draft report to the country office, the selected individual may be requested to provide additional data or clarifications to UNDP HQ.
Requirements and Experience and Qualifications
Academic Qualifications:
  • At least a first Degree in Statistics, Economics, Social Sciences or any related field.
Years of experience:
  • Proven track of experience of at least five years in the area of compensation and benefits for international organizations as well as data collection and analysis
Competencies:
  • Demonstrated capacity for collecting data from across the Federal Republic of Nigeria.

  • The financial proposal should specify a total lump sum amount, and payment terms around specific and measurable (qualitative and quantitative) deliverables (i.e. whether payments fall in installments or upon completion of the entire contract). Payments will based upon output, i.e. upon delivery of the services specified in the TOR. The financial proposal will include a breakdown of this lump sum amount (including travel, per diems, and number of anticipated working days).
Travel;
  • All envisaged travel costs must be included in the financial proposal. This includes all travel to join duty station/repatriation travel.  In general, UNDP should not accept travel costs exceeding those of an economy class ticket. Should the IC wish to travel on a higher class he/she should do so using their own resources.
  • In the case of unforeseeable travel, payment of travel costs including tickets, lodging and terminal expenses should be agreed upon, between the respective business unit and Individual Consultant, prior to travel and will be reimbursed.

Project name: Sustainable Fuelwood Management in Nigeria

Background
Over half of Nigeria's estimated 170 million inhabitants live below the poverty line, with over 70% of the population still relying on biomass for fuelwood. Rapid deforestation is a major concern with over half of the country's primary forests cut down in the last 10 years, exacerbated by rapid population growth of 2.5%. The unsustainable production and utilization of biomass resources represents one of the key drivers of deforestation and land degradation in Nigeria. In response to this challenge, the Government of Nigeria has secured funding from the Global Environment Facility (GEF) for a sustainable fuelwood management project. The project, which began implementation in February 2017, has a GEF grant of $4,410,000 and co-financing of $16,400,000.

The objective of the project is sustainable fuelwood production and consumption to secure the flow of multiple environmental benefits, including carbon storage and sequestration. This will be achieved through i) supply side management (the production and procurement of certified fuelwood from sustainably sourced feedstock from a) woodlands outside the protected forests in Cross River and Delta State in the South and b) from farmer-managed woodlots in Kaduna State in the North and ii) demand side management through the promotion of improved stoves/kilns in the domestic sub-sector as an inclusive business to reduce fuelwood demand, improve health and reduce greenhouse gas emissions.

Four components will support the achievement of objective:
  • Sustainable fuelwood supply
  • Fuelwood demand management
  • Domestic industry for clean cook stoves and other clean energy alternatives
  • Financial models for sustainable fuelwood management:
    • The project is nationally implemented by the Energy Commission of Nigeria (ECN) as the implementing partner, with oversight support from UNDP. ECN is accountable to the Federal Government of Nigeria (FGN) and UNDP for the quality of project outcomes and appropriate use of the project resources, both when directly implementing project activities and when delegating others to do so.
Scope of Work, Responsibilities and Description of the Proposed Analytical Work
  • The project is seeking the services of a Technical Advisor (TA). The TA will be responsible for providing overall technical guidance and backstopping to the project.
  • He/She will render technical support to the Project Manager, the Project Steering Committee (PSC) and other Government counterparts as may be deemed necessary.
Duties and Responsibilities
  • Assist the Project Manager and project team to prepare a detailed Annual Work Plan of project activities in line with the project document and approved budget.
  • Ensure delivery and disbursement of project funds in accordance with agreed Annual Work Plans, in order to achieve expected quarterly disbursement schedules and to meet the stated project outcomes and outputs; work closely with the Finance Officer to review expenditures and ensure cost-efficiency and effectiveness.

Background
  • The energy sector is the largest source of GHG emissions in Nigeria, accounting for over 70% of the country’s total GHG emissions (155.34 MtCO2e in 2000). Over 85% of energy sector emissions emanated from fuel combustion activities, and the remaining from fugitive fuel emissions
  • In response to this challenge, the Government of Nigeria has secured funding from the Global Environment Facility (GEF) for De-Risking Renewable Energy NAMA for the Nigerian Power Sector and achieve a transformation in the electricity supply mix such that at least 20GW of Nigeria’s electricity is generated from solar PV by 2030.
  • Using a rigorous quantitative methodology based on UNDP’s De-risking (“DREI”) methodology, the project will develop NAMA architecture and enabling conditions through a combination of complementary policy and financial de-risking instruments, which will be validated through the implementation of a 100 MW PV project.in Nigeria
  • The project, which began implementation in February 2017, has a GEF grant of $4,400,000 and co-financing of $213,750,000.
Building upon existing national development policies and initiatives, the project’s specific objectives are to:
  • Put in place public de-risking instruments to support the more efficient and effective participation of the private sector in the power sector.
  • Contribute to the country’s attainment of its voluntary mitigation targets in the energy sector, with expected direct emission reductions of 205,700 tonnes of CO2e during the project’s lifetime and additional indirect emission reductions of between 6.79 and 9.72 million tCO2e.
  • Develop the first of its kind, On-Grid Solar-PV baseline project and pave the way for catalyzing more private investments so that the NAMA will generate national benefits related to green growth, energy security and job creation at scale.
The three components that support the achievements of objectives are:
  • Design and development of a power sector renewable energy NAMA supported by DREI analysis.
  • Policy and institutional framework for private investment in on-grid renewable power generation.
  • 1st commercial on-grid RE project.
