The Engineering for Development (E4D) Continuing Education Scholarship Programme awards scholarships for travel and living expenses to candidates from low-income countries to attend continuing education programmes at ETH Zurich.
The goal of the programme is to enhance the knowledge and skills of future leaders with the perspective of contributing to capacity development and poverty reduction in their home countries.
Eligibility Criteria
  • The candidate must hold a completed and recognised Master’s degree from a university and proof professional working experience of at least 2 years.
  • A minimal English standard of TOEFL level C1. If the continuing education programme requires a minimal level in another language, proof of this level should also be submitted.
  • The scholarship is open to candidates from countries classified in the DAC-​list of the OECD.
  • Candidates need to be accepted by the School for Continuing Education, ETH Zurich as well as the MAS, DAS or CAS programme office.
E4D Continuing Education Scholarship Programme Benefits.
The following expenses will be covered by the scholarship (for the successful candidate):

News NFL instructs clubs to close team facilities

NFL commissioner Roger Goodell has instructed clubs to close all team facilities, stepping up league efforts to combat the spread of new coronavirus.

According to a memo sent to all league clubs and reported on NFL.com, the shutdowns will continue to at least April 8.

Goodell told the teams the rules are meant to "ensure that all clubs operate on a level playing field, and that the NFL continues to conduct itself in a responsible way at this time."

All NFL clubs had already suspended normal business operations and barred players from team facilities unless they were there to receive medical treatment.

Most if not all clubs had a limited number of staff working in their offices even as health authorities around the United States recommended people stay at home in a bid to slow the spread of the virus.

Now Goodell has told clubs that from Wednesday night the only personnel allowed at team facilities will be those providing ongoing medical treatment to players, and those required to maintain the security and operational capabilities of the facilities.

Teams will still be free to conduct the signing of players, long-distance evaluation of draft prospects, ticket sales and other tasks preparing for the 2020 season.

"The challenges we face are not unique -- many businesses and individuals throughout the country are experiencing and addressing similar issues," Goodell said. "Please be assured that the NFL is well-positioned to meet these operational challenges as we prepare to offer our fans and the country an outstanding 2020 NFL season."

The annual NFL draft of new talent is still scheduled to take place April 23-24, although the public events surrounding the selection process that had been planned in Las Vegas have been cancelled.

The 2020 NFL season is due to begin on September 10.

In a move symbolic of the difficulties now facing Tokyo, Olympic countdown clocks in the city switched from displaying the number of days to go, instead simply showing today's date and the time.

"It's like taking seven years to build the world's biggest jigsaw puzzle and, with just one piece to go, having to start again but now with less time to finish," tweeted Craig Spence, spokesman for the International Paralympic Committee.

It is not even clear exactly when the rescheduled Games will take place, with the International Olympic Committee saying the new date would be "beyond 2020 but not later than summer 2021".

Japan has framed Tokyo 2020 as the "Recovery Games" -- a chance to show the world it has bounced back from the "triple disaster" in 2011 when a massive earthquake sparked a tsunami and the Fukushima nuclear meltdown.

The delayed event -- still to be called Tokyo 2020 -- will now be a "testament to mankind's defeat of the new virus", said Japan's Prime Minister Shinzo Abe.

He repeated that message in a Wednesday call with US President Donald Trump, in which the leaders agreed the Games would be "proof that humans have beaten the new coronavirus", a Japanese government spokesman said.

The Olympic flame "could become the light at the end of the tunnel in which the world finds itself at present", Japan and the IOC said in a joint statement.

- 'Way bigger than me' -

The quadrennial Olympics, which has weathered boycotts, terrorist attacks and protests, is the highest-profile event affected by the virus that has killed thousands and postponed or cancelled sports competitions worldwide.

The IOC had come under fire for appearing out of touch by sticking to its schedule, but it eventually bowed to the inevitable, citing the need to protect the health of athletes.

Bach said the postponement was "about protecting human life", with more than 11,000 athletes expected along with 90,000 volunteers, and hundreds of thousands of officials and spectators from all over the world.

US swimming star Ryan Lochte summed up the combination of disappointment and relief expressed by most athletes, after many had voiced anger at being asked to continue training during the pandemic.

"I was a little pissed off because I've been training my butt off and I've been feeling great," the 12-time Olympic medallist told the Los Angeles Times.

"But this whole thing is way bigger than me," Lochte added. "It's way bigger than the Olympians, it's affecting the entire world right now."

There were similar feelings on the streets of Tokyo, which had won widespread praise for its preparations, with tickets in high demand and venues completed well ahead of schedule.

"It is disappointing for sure, but when you think about the health of athletes as well as spectators, I understand," IT engineer Momoko Doku told AFP on the bustling Shibuya crossing.

"The new coronavirus is spreading so fast in the world, and this is a very serious issue internationally," he said.

The Japanese media were also broadly supportive, although the Tokyo Shimbun daily screamed "surprise and embarrassment".

"It is like all the efforts of the last seven years are back to square one," the Nikkei business daily said.

- 'Let us hope' -

The Olympic torch relay, due to begin from Fukushima Thursday, has also been postponed but the flame will stay in the area until it is safe to begin.

Organisers now have to wrestle with a host of unanswered questions: are the venues still available? What to do with ticket-holders and volunteers? How to fit the Games into a crowded 2021 sporting schedule?

The athlete's village was due to be renovated into more than 4,000 luxury apartments, hundreds of which have already been snapped up. Tens of thousands of hotel rooms will need to be cancelled and rebooked.

Japan and the organising committee were spending $12.6 billion on the Games and experts say they may need to spend around half that again to rearrange the event -- before hopefully recouping the losses when the Olympics are held.

Tokyo 2020 president Yoshiro Mori, an 82-year former prime minister and cancer survivor, pointed to his own health battles as inspiration for the difficult times ahead.

"We have no choice but to have hope. I myself suffered cancer... But I was saved by a new drug. I am here, allowed to live.

"Let us hope for these things."

Hundreds of luxury apartments overlooking Tokyo Bay that were due to be converted from the Athletes' Village have already been sold -- just one of the many headaches caused by the historic postponement of the Tokyo Olympics.

Touted by developers as a "flagship neighbourhood for urban lifestyles", the buildings housing the 11,000 competitors were to be hastily repurposed into more than 4,000 condos with stunning city views, some carrying a price tag of 170 million yen ($1.5 million).

The decision to postpone the Games by up to a year has pitched buyers into uncertainty, according to Zoe Ward, director of Tokyo Property Central, with close to 900 units already snapped up.

"Even if it's not a financial hit, it's going to be a big inconvenience to them," Ward told AFP.

She added that buyers would now be scouring the small print of their contracts to see if they can pull out without losing their deposits -- usually around five percent.

"The wording they put in the contract is pretty vague, it normally says natural disasters or anything outside the sellers' control so it might fall under that category," said the property expert.

One buyer, a man in his 30s, had been planning to move into the development in March 2023 with his wife and children and told AFP there were "many, many scenarios" that could now arise.

However, he was relatively zen about the delay given the unprecedented coronavirus situation.

- 'Double whammy' -

Tomohiro Makino, CEO of consulting firm Oraga Research and an expert on Japanese real estate, told AFP that developers faced a "double whammy" of a falling market generally and image problems with the Olympic Village project.

"There is a concern prices could drop. If excitement and anticipation (about the Olympics) fades away, the situation will be severe for the selling side. For now, cancellations are a critical problem for them," said Makino.

One of the biggest draws -- being part of the Olympic legacy -- could now be tarnished, he added.

He said developers should have legal cover from a force majeure clause but given the high profile of the project, they may be inclined to show flexibility -- especially as only a quarter of the units have been put up for sale.

"The selling side has been forced into making a tough decision," he said.

Sellers had marketed the development, which comprises 23 tower blocks capable of housing up to 12,000 people, as "the city complex where everything begins" with views of the ocean, Tokyo Tower and the metropolis' glittering skyline.

The 18-hectare (45 acre) plot would also feature schools, a playground, swimming pool and gym. As the apartments are renovated from elite athletes' accommodation, they are also slightly bigger than average Tokyo flats, which tend to be on the small side.

"Looking from the sky, the new neighbourhood appears like a large flag right in the middle of Tokyo. It has limitless potential as a new flagship model for urban lifestyles," according to the promotional material.

- 'Clear schedule' -

The development is a joint-venture bringing together 11 of Japan's top real estate firms.

A spokeswoman for one of the firms, Mitsui Fudosan Co, told AFP: "We are hurriedly assessing the impact of the postponement of the Olympics with companies and officials involved in the project."

The sale of the second batch of units has been delayed from March to June or later, said another official at the company, insisting this was "due to the effect of the new coronavirus. It's nothing to do with a possible postponement of the Olympics".

Ward said that while uncertainty hung over both buyers and developers, the situation was better than the limbo they faced before the International Olympic Committee and Japan's unprecedented decision.

"Once the government gets a clear schedule (for the Games to go ahead), then the project will start doing active sales again. Up until (the night before the decision), I think it was worse for buyers because no one knew what they were doing," she said.

"I feel like it's good news because a cancellation would be far worse for everyone's attitude and general feeling. I think an extension is the best thing we could have. Going through with it would be terrible and cancelling it would be worse."

The England captain has not played since January due to a serious hamstring injury and was on the losing side as Tottenham lost to Liverpool in last season's Champions League final.

That is the closest the 26-year-old has come to major honours and Shearer feels it may be time to move on if that does not change in the coming months.

"My guess is, if he doesn't win anything in the next 12 months then he has to leave," Shearer told the Match of the Day: Top 10 podcast.

"He'll do another year, I think, and if nothing comes in terms of trophies, then he'll be off."

Shearer sits at the top of the Premier League scoring charts with 260 goals.

Asked if Kane, currently on 136 goals, could one day overtake his tally, the former Blackburn and Newcastle striker said: "It depends on his fitness, where he is and what success he's had at whatever club he's at -- whether that's at Spurs or somewhere else.

"It's going to be hard for him. He's on 136 and there's a lot of 'ifs' being asked -- if he stays fit or if he stays in the Premier League. It's going to be tough, but it's going to go one day."

Kane has said he is on track to be fit when the Premier League returns, urging people to "stay safe" during the coronavirus crisis.

He has been sidelined since suffering a torn hamstring tendon in Tottenham's New Year's Day defeat at Southampton.

The Ryder Cup should follow the lead of the Olympics and Euro 2020 in postponing this year's edition to 2021 says one of the stars of the 2018 European win Tommy Fleetwood.

The 29-year-old Englishman told The Times on Wednesday the coronavirus pandemic will make qualifying for the biennial contest between the United States and Europe unfair.

The Ryder Cup is slated for September 25-28 in Whistling Straits, Wisconsin.

Qualifying for the event lasts from September 19 2019 to September 13 this year but already two of the four majors -- The Masters and the PGA -- have been postponed.

"It would be a shame and feel weird to have to wait for so long after the last Ryder Cup, but you just have to take whatever comes," said Fleetwood.

"And it would be fairer in qualification terms for it to be pushed back."

Fleetwood should have no problem qualifying as he presently sits top of the European points list.

He formed a devastating partnership with Italian Francesco Molinari at the 2018 Ryder Cup in France winning all four of their matches.

Fleetwood says the players have to be prepared for any eventuality.

"The main thing is to be ready, both physically and mentally," he said.

"My psychologist said, 'You will never get this period back'.

"It's not great in terms of practice and playing time, but it will be good for rest and recovery."

"Hopefully this will never happen again but we have to deal with it," added Fleetwood who has a putting green and a simulator in his house but can't use the garden to practice as it is a "sandpit" due to work being carried out on it.

He says he has told his father and father-in-law to stay indoors which they have accepted "through gritted teeth and in a grumpy way".

The British Government on Monday ordered the nationwide shut down of non-essential shops and services and people to stay at home.

There have been as of Tuesday evening 422 deaths and 8,077 cases in Britain.

He has other concerns too as the people most at risk are those with underlying health issues -- his mother, Sue, has Crohn’s disease and his stepson, Oscar, 13, has type 1 diabetes.

However, Fleetwood sees a positive side emanating from the pandemic.

"One thing that has been amazing from all this is how people’s attitudes change in a crisis," he said.

"I've seen so many positive messages that people are sending

Premier League strugglers Brighton announced they had decided to donate 1,000 tickets to workers battling the crisis and have invited others in the Premier League, English Football League, Scotland and Northern Ireland to do the same when football resumes.

"We are working on a range of things across all areas of the community and I hope this will just be the start," said chief executive and deputy chairman Paul Barber.

"We fully appreciate football is the last thing on anyone's minds at this moment, but we feel this is a small way in which we can show our gratitude for those NHS (National Health Service) staff on the frontline who are fighting the battle on behalf of all of us and give them something to look forward to."

Barber suggested a club-to-club baton system and nominated south-coast rivals Bournemouth as the next in line.

Bournemouth chairman Jeff Mostyn was keen to rise to the challenge, saying: "We are absolutely delighted to match Brighton's gesture and commit to 1,000 tickets."

Fellow Premier League side Watford have offered the use of their Vicarage Road stadium to Watford General Hospital.

With football in England postponed until April 30 at the earliest, Watford are set to open up the ground for a range of NHS purposes.

"We need to forget football right now and concentrate on doing all we can to support the NHS and, in particular, Watford General Hospital," Watford chairman and chief executive Scott Duxbury said in a joint statement announcing the move.

Vicarage Road is now set to host NHS staff inductions, offer space for urgent meetings, childcare facilities and warehouse space.

Christine Allen, the chief executive of West Hertfordshire Hospitals NHS Trust, praised Watford for their support.

"Right now, we are doing all we can to make sure we can focus on caring for our sickest patients. We have found ourselves needing extra space very quickly," she said.

"For example, we are running refresher training to our clinical staff so that they can care for patients with breathing difficulties."

Gunmen stormed a Sikh-Hindu temple in central Kabul on Wednesday and were locked in an ongoing battle with security forces in the latest assault on the Afghan capital.

The attack comes as Afghanistan is facing myriad crises including a raging insurgency, political deadlock, a massive cut in US aid, a flailing peace process and rising coronavirus cases.

"At around 7:45 am (0315 GMT), a number of attackers entered a Hindu-Sikh temple," interior ministry spokesman Tariq Arian told AFP.

"People are stuck inside the building and (security forces) are trying to rescue them."

The Islamic State group later claimed responsibility for the attack, according to the SITE intelligence group. The Taliban denied any involvement.

"There are about 150 people inside the temple. Families are living there and they usually gather to offer prayers in the mornings," said Anarkali Kaur Honaryar, a Sikh member of the Afghan parliament.

"Some people inside the temple are hiding and their phones are off. I am very concerned."

Health ministry spokesman Wahidullah Mayar said 15 wounded people and one dead child had been brought to a local hospital. But it was feared the toll would rise much higher, as images posted online showed several bodies as well as terrified people who appeared to be Sikhs running from the scene.

IS has a history of targeting Afghan Sikhs and Hindus including a suicide bombing in Jalalabad in July 2018 that killed 19 people and wounded 21.

Around 1,000 Sikhs and Hindus are estimated to reside in what is an overwhelmingly Muslim nation.

Earlier this month, IS jihadists killed 32 people and wounded dozens more in an attack at a political gathering in Kabul.

IS, which follows a radical Sunni interpretation of Islam, first became active in Afghanistan in 2015.

In recent months the group has suffered mounting setbacks after being hunted by US and Afghan forces as well as Taliban offensives targeting their fighters, but it still retains the ability to launch major assaults on urban centres.

- Aid cut -

To add to Afghanistan's woes, Washington slashed the amount of aid to the country this week.

The decision came after US Secretary of State Mike Pompeo visited Kabul in a bid to resolve a standoff between President Ashraf Ghani and his rival Abdullah Abdullah, who also is proclaiming himself president following a contested election.

Pompeo, who lashed out at their "failure" to come to an agreement, said the US would immediately cut $1 billion and was prepared to pull another $1 billion in 2021, with further cuts possible after that.

The US and the Taliban signed a deal last month that was supposed to pave the way for talks between the Afghan leadership and the insurgents, but with Kabul unable to agree who is in government, the talks have stalled.

With a GDP of only about $20 billion, the cuts represent a devastating blow to Afghanistan's donor-dependent economy.

Meanwhile, coronavirus is continuing to spread across Afghanistan. Officially there are 74 confirmed cases and two deaths, but many observers fear the number is far higher.

The impoverished country is testing few people, "social distancing" is an abstract concept for an illiterate population accustomed to crowding into mosques and large family gatherings, and thousands of people have returned from pilgrimages to coronavirus-hit Iran in recent weeks.

News: Coronavirus calls into question PSA-Fiat Chrysler merger

Will they or won't they? On top of massive economic damage, the coronavirus pandemic now is casting doubt over the pending merger of PSA Group and Fiat Chrysler (FCA), financial sources told AFP.

The tie-up, announced at the end of October and due to be finalized in early 2021 at the latest, would create the world's fourth-largest automaker, bringing under one roof brands like Peugeot, Citroen, Jeep, Alfa Romeo and Maserati.

Preparations are continuing, with legal teams working hard to get the green light from antitrust authorities, according to the sources who requested anonymity as they discussed this sensitive subject.

Meanwhile, auditors and financial advisors are working on paperwork required by the US Securities and Exchange Commission stock market regulator.

But the COVID-19 pandemic has caused global markets to tumble as it plunges the economy into recession, shutting down auto plants in Europe and the United States. That has called into question the financial terms of the merger, according to the sources who are working on the transaction.

"The two groups need this merger in view of the heavy investments that must be made in electric cars, but they must recognize that, in view of the economic situation, for the merger to take place it will be necessary to review the initial financial terms," one of the sources said.

Karl Brauer, and expert at Kelley Blue Book, agreed, saying: "Assumptions about valuation of the companies, revenues projections, sales for 2020 and beyond for both companies, all those mathematical assumptions that were made during the talks essentially have to be re-evaluated now."

PSA and FCA no longer "have the level of confidence that they had even a month ago in terms of sales revenues, market shares, products mix and products planning," he said.

- Lost value -

The two groups planned a merger of equals, which involves paying a dividend of 1.1 billion euros to their respective shareholders for 2019.

FCA is also expected to pay an extraordinary dividend of 5.5 billion euros, while PSA must distribute to its shareholders its 46-percent stake in French equipment manufacturer Faurecia.

But Faurecia's market capitalization has shrunk by at least a third since the merger was announced, which means the value of PSA's stake lost nearly 1 billion euros as of Monday.

"We will have to rebalance things between shareholders if we still want to talk about a merger of equals," said one of the financial sources.

And an industry expert, who asked not to be named, said, "I have always found that parity is very much to Fiat's advantage."

With the decline in Faurecia value, "It is even more so."

- Dividends at stake -

The promised dividend of 1.1 billion euros is now in doubt as well, the sources said, since the companies will need to preserve their cash to cope with the coming collapse in auto sales, both in Europe, where PSA earns most of its income, and in the US, where FCA generates very large margins.

Governments are urging firms to be cautious.

French Economy Minister Bruno Le Maire on Tuesday warned "all companies, especially the largest, to exercise the utmost restraint on the payment of dividends."

"It is a time when all the money has to be used to run businesses," he said, especially if companies are seeking government help.

Arguing that 14 million European jobs are threatened, the European Automobile Manufacturer's Association (ACEA) last week asked for financial support for the industry, which is facing its "worst crisis" ever experienced.

"If PSA or FCA appeal to the state, how could they justify asking taxpayers for billions and distributing billions to their shareholders at the same time?" said Gregori Volokhine of Meeschaert Financial Services.

But PSA insisted that the deal would still go ahead.

"The merger makes sense more than ever in the current day-to-day context. Our teams are continuing work with the same commitment," PSA wrote in an emailed response to AFP.

"In the context of such a health crisis, we feel it is inappropriate to speculate about any possible changes to the agreement," the carmaker continued. "Our focus is to protect our employees and our business."

France's Economy Ministry, which is an indirect shareholder of PSA via the BPIFrance sovereign wealth fund's 12.2 percent stake in the company, did not respond to AFP's request for comment.

A PSA spokesperson simply said the merger schedule remained "unchanged," while FCA also did not respond to a request for comment.

Jean-Marie Messier, whose firm Messier Maris & Associes advised PSA on the transaction, and Michael Zaoui, counsel to the Peugeot family via Zaoui & Co., also declined to comment.

The White House and Senate have reached agreement on a $2 trillion stimulus package for the US economy and millions of Americans ravaged by the coronavirus crisis, top lawmakers said early Wednesday.

"At last, we have a deal," Senate Majority Leader Mitch McConnell said, hailing the massive "wartime level of investment into our nation" reached after five days of arduous and tense negotiations.

"We have a bipartisan agreement on the largest rescue package in American history," top Senate Democrat Chuck Schumer said shortly after McConnell spoke.

"So many people are being put out of work through no fault of their own. They don't know what their future is going to be like, how are they going to pay the bills," Schumer added.

"Well, we come to their rescue."

The Senate and House of Representatives still need to pass the legislation before sending it to President Donald Trump for his signature.

McConnell said the Senate will vote on the measure later Wednesday.

The deal aims to buttress the teetering economy by giving roughly $2 trillion to health facilities, businesses and ordinary Americans buckling under the strain of the coronavirus pandemic.

It will put cash directly into the hands of Americans hard hit by the crisis, provide grants to small businesses and hundreds of billions of dollars in loans for larger corporations including airlines.

It also proposes the injection of around $130 billion into what Schumer calls "a Marshall Plan for hospitals" and health care infrastructure, referring to the huge American aid program to rebuild Europe after World War II.

McConnell and Schumer negotiated the deal with Treasury Secretary Steven Mnuchin and other White House officials after days of bitter partisan fighting over what to put into the final package.

Mnuchin had shuttled between the Capitol offices of the Senate's leaders as they and staffers hammered out the language of the bill.

The agreement followed multiple failed attempts to advance a Republican-led proposal, and pressure had soared to swiftly reach a compromise.

President Donald Trump called for an immediate resolution to the stalemate.

"Congress must approve the deal, without all of the nonsense, today," he said Tuesday on Twitter.

"The longer it takes, the harder it will be to start up our economy. Our workers will be hurt!"

- 'Stop negotiating' -

Democrats rejected the original package, arguing that it put corporations ahead of workers, including health professionals on the front lines of the battle against a pandemic that has infected 55,000 and killed nearly 800 in the US alone.

As the hours ticked away Tuesday, several lawmakers voiced their anxiety.

"Pass the damn bill. Stop negotiating. Enough is enough," a visibly angry Republican Senator Lindsey Graham said on the floor, after accusing Democrats of "nickeling and diming at a time people are dying."

Any relief package that passes the Senate will need to clear the Democratic-led House too before going to Trump.

Speaker Nancy Pelosi unveiled a more generous, roughly $2.5 trillion counterproposal that included ambitious elements like guaranteed paid and family medical leave, student loan forgiveness and oversight of the $500 billion earmarked for corporations.

But she signaled the House may simply take up the Senate bill and try to pass it.

"Much of what we have in our bill is reflected in this supposed agreement," Pelosi said.

According to Schumer, the compromise legislation includes an oversight mechanism for the company loans, and will guarantee that laid-off workers "on average, will receive their full pay for four months."

Pelosi suggested the measure might even pass the House by unanimous consent.

But getting 435 lawmakers to swallow a gargantuan rescue package without debate could be an uphill proposition in a sharply divided chamber.

Congressman Justin Amash, a former Republican who left the party after feuding with Trump, slammed the agreement, tweeting that it gave "far too little for those who need the most help, while providing hundreds of billions in corporate welfare."

Prosecutors accuse Saudi Arabia's deputy intelligence chief Ahmed al-Assiri and the royal court's media czar Saud al-Qahtani of leading the operation against Khashoggi and giving orders to a Saudi hit team.

Khashoggi, 59, a commentator who wrote for The Washington Post, was killed after he entered the Saudi consulate on October 2, 2018, to obtain paperwork for his wedding to Turkish fiancee Hatice Cengiz.

The Saudi insider-turned-critic was strangled and his body cut into pieces by a 15-man Saudi squad inside the consulate, according to Turkish officials.

His remains have never been found despite repeated calls by Turkish officials for the Saudis to cooperate.

Riyadh insists he was killed in a "rogue" operation.

But the CIA, a UN special envoy and Ankara have directly linked the Saudi crown prince to the killing, a charge the kingdom vehemently denies.

- 'Monstrous killing' -

Turkey carried out its own investigation after being unhappy with Saudi Arabia's explanations.

The Istanbul prosecutor's office said in a statement that Assiri and Qahtani were charged with "instigating the deliberate and monstrous killing, causing torment".

The murder caused relations to between Ankara and Riyadh -- which have a longstanding geopolitical rivalry -- to worsen.

Saudis, who enjoy investing and holidaying in Turkey, were urged to boycott the country last year.

Turkey is a key backer of Qatar, especially after a Riyadh-led economic blockade began against the Gulf state in 2017, and is accused of supporting groups including the Muslim Brotherhood.

Saudi Arabia views the Brotherhood as an existential threat.

Turkish President Recep Tayyip Erdogan has vowed Ankara will not give up the case.

"This happened in my country, how am I not going to follow up on that? Of course I'm going to follow up. This is our responsibility," Erdogan told Fox News last year.

- 'Insufficient evidence' -

Eighteen other suspects -- including intelligence operative Maher Mutreb who frequently travelled with the crown prince on foreign tours, forensic expert Salah al-Tubaigy and Fahad al-Balawi, a member of the Saudi royal guard -- were also charged with "deliberately and monstrously killing, causing torment".

They face life in jail if convicted.

Mutreb, Tubaigy and Balawi had been among 11 people on trial in Riyadh. Western officials said many of those accused defended themselves by saying they were carrying out Assiri's orders, describing him as the operation's ringleader.

Five unnamed people were sentenced to death in Saudi Arabia in December while three others were handed jail terms totalling 24 years over the killing.

Qahtani had been investigated but he was not charged by the Saudi authorities because of "insufficient evidence" while Assiri was charged but eventually acquitted on the same grounds.

The Turkish prosecutor said a trial in absentia would be opened against the 20 suspects but did not give a date.

The prosecutor have already issued arrest warrants for the suspects, who are not in Turkey.

Gun sales have exploded in the United States in the last two weeks as the coronavirus outbreak worsens, with people stocking up on weapons and ammunition out of fear the pandemic might lead to social unrest.

"We have had about an 800 percent increase in sales," said David Stone, owner of Dong's Guns, Ammo and Reloading in Tulsa, Oklahoma. "I'm still not out of any caliber but I'm getting close to running out."

Stone told AFP that the overall majority of customers rushing to stock up on firearms and ammunition are first-time buyers grabbing anything available.

"It's fear over coronavirus," he said. "I don't understand it myself and I think it's unreasonable."

Several other store owners across the United States said they have also seen a surge in sales as people fear social order will unravel if the health and economic crisis caused by the virus escalates.

Tiffany Teasdale, owner of Lynnwood Gun, located in the state of Washington, one of the states hardest hit by the virus, said she has seen a massive uptick in sales with customers lining up an hour before the store opens.

"We used to have on what we would call busy days, 20 to 25 firearms being sold," said Teasdale, who has hired a bouncer to keep everyone in check. "Today, we are seeing upwards of 150."

She said shotguns were in shortage across the country, along with ammunition for them as well as ammunition for handguns.

"A lot of people are buying shotguns, handguns, AR-15 (semi-automatic rifles), everything," said Teasdale, whose store is open seven days a week.

Like Stone, she said most of her customers are first-time buyers who undergo background checks and, if need be, are given a quick course on how to handle their purchase.

- 'Everybody buying guns' -

"We have men, women, young, middle-aged, older, everybody buying guns," she said. "And all ethnic backgrounds -- black, Asian, Indian, Hispanic."

She said one customer who came into the store recently decided it was time to arm himself after he witnessed two women fighting over the last case of bottled water at a store.

Utah resident Nick Silverri told the local CBS station that he recently purchased a shotgun for protection, but was having a hard time finding ammo.

"A shotgun seemed like a prudent firearm for self-defense in case COVID-19 virus got people all riled up and crazy," he said.

Jordan McCormick, marketing director of Delta Team Tactical, based in Utah, said his company, which mostly makes AR-15 kits, is working non-stop to meet demand.

"Last week is pretty much when things got crazy," McCormick, whose products are sold online and in stores, told AFP. "It's like gasoline got poured on a fire."

He said fears over gun shops being shut down across the country as more and more states impose lockdowns have driven sales, along with concerns by advocates who worry that the right to bear arms -- as laid out in the second amendment of the US constitution -- could be threatened.

"A lot of people want to protect themselves," he said. "If people are out of work for a while and they start looting, they want to have the ability to protect themselves, their assets and their family."

The UN's health agency has faced criticism in the past for overreacting and for moving too slowly in fighting epidemics, but it has rarely faced as much scrutiny as with the coronavirus pandemic.

The World Health Organization was deemed too alarmist when it faced the H1N1 epidemic in 2009 but five years later it was accused of dragging its feet in declaring an emergency over the Ebola outbreak in west Africa, which would go on to kill more than 11,000 people.

After that debacle, the WHO reformed and created a rapid response unit that has since helped to tackle two Ebola outbreaks in Democratic Republic of Congo.

And yet, the organisation is once again under fire, with critics saying it did not react quickly or strongly enough to the new coronavirus, which emerged in Wuhan, China, late last year.

The agency has been accused of delaying sounding the alarm for fear of offending Beijing, for waiting too long to declare the COVID-19 outbreak a global pandemic and for failing to coordinate a coherent international response.

Also, a consensus appears to be emerging on the need to close down public spaces to limit the spread but the WHO has given little guidance on these measures.

"WHO remains surprisingly silent and absent in all of these pragmatic questions," Antoine Flahault, head of the Institute of Global Health at the University of Geneva, wrote in The Lancet medical review, asking: "Is there any orchestra conductor?"

- 'Enemy of humanity' -

However, other commentators have praised WHO chief Tedros Adhanom Ghebreyesus and his team for giving sound guidance, instead criticising countries for failing to heed the advice.

Devi Sridhar, a professor of global public health at the University of Edinburgh, said the WHO's reaction was "hard to fault", adding that countries like South Korea that followed the advice to test, trace and contain have done better than others.

One of the central planks of criticism is that the WHO waited until March 11, when nearly 120,000 cases had already been registered, to declare the outbreak a pandemic -- a move that truly hit the accelerator on global efforts to rein in the virus.

By that time, the virus, dubbed an "enemy of humanity" by Tedros, had already taken hold in Europe, which soon overtook Asia as the epicentre of the outbreak.

With a dearth of tests, shortages of protective gear for health workers and vital medical equipment like ventilators, health systems even in wealthy nations have been pushed to the breaking point.

Despite the chaos, and evidence that Chinese officials hid the crisis for weeks and stifled doctors trying to sound the alarm, the WHO has praised Beijing for its early response.

Joseph Amon, a professor of global health at Drexel University in the United States, told AFP it was a "clear mistake and set an early tone by WHO that the epidemic was perhaps not as severe and that the initial response was adequate".

China told the WHO about an unknown form of pneumonia circulating in Wuhan on December 31, 2019.

Experts say that if the world had learnt of the problem weeks earlier it could probably have been reined in.

"If we had known about it then, then that could have made a huge difference," Roland Kao, an epidemiologist at the University of Edinburgh, told AFP.

But while experts agree there was certainly much to criticise in China's initial response, many say the WHO was right to highlight what the country got right, including quickly sharing the genetic sequencing of the virus and taking dramatic lockdown measures to slow the spread.

"To alienate China early in the process by pointing out mistakes would have been a mistake," Ann Lindstrand, in charge of WHO's expanded immunisation programme, told AFP, saying Beijing's cooperation was crucial.

"Tedros did the right thing."

Tedros himself has dismissed claims that he and WHO have bowed to Chinese pressure, stressing the collaborative relationship the agency has with its members.

"I don't consider anything that comes from member states as pressure," he told a news conference this month.

Some say the COVID-19 pandemic has actually revealed the opposite problem -- states need to feel pressure from the WHO but the agency simply does not have the power.

"Dr Tedros and WHO are working hard to conduct the orchestra, but the players are not cooperating," said Suerie Moon, the co-director of the Graduate Institute's Global Health Centre.

Senate threatens to order Emefiele’s arrest over $289m payment

The Senate Public Accounts Committee said on Tuesday that it might consider demanding a warrant for the arrest of the Governor of the Central Bank of Nigeria, Godwin Emefiele, over his alleged refusal to honour invitations extended to him by the legislature.

The committee invited Emefiele to address it on the release of $289m cash to a former Director General of the National Intelligence Agency, Ayo Oke, sometime in 2015.


The Senate had, while acting on a report of the Auditor General for the Federation, last week, uncovered how the CBN released $289m cash to the former NIA DG.

The Chairman of the Senate Committee on Public Accounts, Senator Matthew Urhoghide, said the CBN governor had been summoned several times but he ignored the invitations.

Urhoghide fumed that Emefiele did not also deem it fit to send any official of the CBN to appear before the committee.

He said, “We have summoned the CBN governor; it is the only part remaining in the investigation.

“The CBN governor has not sent any of his officials; they have to corroborate the story being told by those mentioned in the audit query, whether they are correct or not correct.

“The committee may consider consulting with the Senate leadership with a view to issuing a warrant for the arrest of the governor of Central Bank if he pushes us to the extreme.

“There are over 10 issues highlighted in the audit query that needed to be addressed by Emefiele and his top officials.”


He added that other issues, like the sales of federal bonds, funds collection, and discrepancies in figures between some agencies and the CBN, needed to be addressed by the governor of the apex bank.

The Director of Finance of the Nigerian National Petroleum Corporation, Godwin Okonkwko, had last week told the committee that $289m was released to the former NIA DG.

Okonkwo had explained that the $289m cash given to the former NIA boss by the CBN was based on a directive to that effect from the NNPC.


The $43m found in an Ikoyi apartment in 2017 that led to the sacking of Oke as the DG of NIA was a fraction of $289m cash collected by the DG from the NNPC.

Panic on Tuesday gripped some governors and ministers as the Chief of Staff to the President, Abba Kyari, and the Bauchi State Governor, Bala Mohammed, tested positive for COVID-19.

The panic among the governors and the ministers stemmed from the fact that Kyari after his return from foreign trips a few days ago attended the Federal Executive Council meeting on Wednesday, while Mohammed was at the National Executive Council meeting on Thursday.

Kyari, after Nigeria recorded the first coronavirus case on February 27 visited Germany and Egypt. In Germany, he and the Minister of Power, Saleh Mamman, on March 9, met Siemens officials over the power deal signed with the company.


A top government official, who confided in The PUNCH, said there was concern that Kyari and Mohammed could have infected some ministers and governors.

The source stated, “Panic has gripped governors. Kyari went into isolation on Monday, but before that, he had attended the FEC meeting and also travelled to Kogi State to sympathise with the state Governor, Yahaya Bello over the death of his mother.

“Also Bauchi governors attended the NEC meeting on Thursday. There are fears that both of them could have infected their colleagues with the disease.”

Also gripped with fear were those who had visited the Villa in the last one week and met Kyari.

As panic gripped governors and ministers, the Nigeria Centre for Disease Control said on Tuesday COVID-19 cases had increased to 44 from 40 on Monday.

The NCDC, on its Twitter handle, said eight confirmed cases had been recorded in Abuja, one in Bauchi State, one in Edo State, one in Ekiti State, 29 in Lagos State and three in Ogun State.

“As at 06:25pm on 24th March, there are 44 confirmed cases of #COVID-19 in Nigeria. Two have been discharged with one death,” the NCDC stated.

A top source at the Federal Ministry of Health confirmed to The PUNCH that Kyari, who recently returned from Germany, was among those who tested positive on Tuesday.


He, however, said the President, Major-General Muhammadu Buhari (retd.), had tested negative but the President would be tested again in a few days.

At 65, Kyari is one of the oldest persons in Nigeria with a confirmed case of the novel coronavirus. SaharaReporters had reported on Tuesday that the President’s chief of staff was coughing.

The diagnosis of Kyari with COVID-19 created fears at the Presidential Villa and among governors, who attended the National Executive Council meeting with him on Thursday last week.


The PUNCH learnt that some very top officials at the Presidential Villa had gone on self-isolation to play safe over coronavirus.

Among them are Vice-President Yemi Osinbajo and the Senior Special Assistant to the President on Media and Publicity, Mr Garba Shehu.

Also on self-isolation are senior directors and close aides to the Chief of Staff to the President.

Findings indicated that Osinbajo did not report to the office on Tuesday. On Monday, he was billed to inaugurate a digital radio system owned by the Federal Road Safety Commission, but the event was put off abruptly.

The Vice-President reported late to work past noon on Monday, unlike before when he came very early in the morning.

The developments came after reports indicated on Tuesday that Kyari tested positive for coronavirus earlier on Monday.

The Chief of Staff had attended last Wednesday’s Federal Executive Council meeting and had contact with many top officials of government, including the President, Major General Muhammadu Buhari (retd.); Osinbajo; the Secretary to the Government of the Federation, Mr Boss Mustapha; and the Head of Service of the Federation, Mrs Folasade Yemi-Esan.

Many ministers also attended the FEC meeting, including those of finance/budget/national planning, Mrs Zainab Ahmed; health, Dr Osagie Ehanire; Aviation, Hadi Sirika; information and culture, Mr Lai Mohammed; and state, transportation, Gbemisola Saraki.

Following Kyari’s positive test result, Buhari was reportedly tested and his result turned negative.

But, presidential spokesman, Mr Garba Shehu, failed to respond to enquiries on the matter by The PUNCH.

He also failed to respond to a specific question on whether he had self-isolated himself, as a result of his regular contact with Kyari.

But he informed reporters of other newspapers, who also reached out to him, that he could not talk to them “right now.”

Osinbajo’s media aide, Mr Laolu Akande, also did not respond to enquiries by The PUNCH on his boss’ alleged self-isolation, though he was in his (Laolu) office on Tuesday.


However, Akande later confirmed on his Twitter handle, @akandeoj, the fact that Osinbajo was on self-isolation.

He tweeted, “VP Osinbajo yesterday (Monday) at the office conducted his meetings via video conferencing, while observing social distancing. Today (Tuesday), he continues his work from the home office, as he is in self-isolation in accordance with Nigeria Centre for Disease Control protocols.”

A government official explained that the Presidential Task Force on COVID-19 would officially announce the decision that all government officials exposed to Kyari should proceed on self-isolation.

“The task force will make that announcement. That is the agreement taken after discussions across several layers of government. But, it is true that Osinbajo is on self-isolation,” the official added.

The Technical Assistant to the VP (New Media), Mr Philip Obin, later tweeted that the VP held a meeting via video conferencing on Tuesday.

Using his Twitter handle, @PhillipObin, he wrote, “#COVID-19compliant @ProfOsinbajo just concluded a meeting via video conferencing, as he continues to discharge his official duties as the Vice President, Federal Republic of Nigeria.”

The tweet was accompanied by three pictures taken at the said meeting. In one, the VP is seen wearing a medical mask and clutching his iPad. In the second photo and third photos, he is shown sitting at a round table with other participants and his aides.

However, there are two empty chairs both rows in between Osinbajo and the others.

The tweet was to convey the message that the VP was still working, though in self-isolation. Around the VP’s office, the majority of aides were seen wearing face masks.

The development came as members of the PTF on COVID-19 made a dramatic visit to the State House on Tuesday. The members were led by the Chairman, Mr Boss Mustapha. Mustapha is the Secretary to the Government of the Federation.

The members declined to state their mission, but it was observed that they filed straight to a floor accommodating the office of Kyari. They made a brief inspection, discussed for about 15 minutes and left in two white Coaster buses.

Mustapha merely told reporters, “We are going to brief the media later.” The members drove off without making further comments.

Aside from the SGF, other members of the PTF on COVID-19 sighted at the Villa were Minister of Health, Prof Osagie Ehanire; Minister of Aviation, Hadi Sirika; Minister of Interior, Ogbeni Rauf Aregbesola; Minister of Information and Culture, Mr Lai Mohammed; Minister of Foreign Affairs, Mr Geoffrey Onyeama; Minister of Humanitarian Affairs and Disaster Management, Mrs Sadiya Umar-Farouk; and the Minister of State Health, Senator Olorunnimbe Mamora.

Meanwhile, Buhari and his Katsina home State Governor, Mr Aminu Masari, held a meeting at the State House on Tuesday.

The agenda of the meeting was unknown, but Masari left the State House about 12.47 pm after meeting with Buhari. He declined to speak with State House correspondents.

As Masari exited the Villa, the National Security Adviser, Major General Babagana Monguno (retd.); Director-General, Department of State Services, Yusuf Bichi; and the Inspector-General of Police, Mr Mohammed Adamu, arrived for another separate meeting with Buhari.

The agenda of their meeting was expected to focus on security. They did not speak with reporters.

Kyari’s three aides test positive

On Tuesday evening, three aides of the Chief of Staff to the President, Mr Abba Kyari, reportedly tested positive for coronavirus.

Information at the disposal of The PUNCH indicated that they had been asked to self-isolate.

Kogi gov, Bello, goes into self-isolation

The Kogi State governor, Bello, has also gone into self- isolation, following reports that the Chief of Staff to the President tested positive for COVID-19.

Bello shook hands with Kyari last week when the latter attended the burial of his mother precisely on March 17, 2020. A close aide to Bello said the governor would be tested for the virus.

He said, “I can confirm to you that his Excellency has gone into self-isolation and is being tested for COVID-19. The result will be announced on Wednesday.”

Others who attended the burial alongside Kyari include the Senior Special Assistant to the President on Media and Publicity, Garba Shehu; and Minister of Special Duties, Senator George Akume.

Panic in Bauchi as gov tests positive

In Bauchi State, the Governor, Senator Bala Mohammed, also tested positive for coronavirus.

The governor had on Monday gone into self-isolation after having contact with a son of former Vice President Atiku Abubakar abroad an Aero Contractors flight from Lagos to Abuja.

Atiku’s son, Mohammed, tested positive for the disease on Sunday night. His father said he recently travelled to Switzerland.


The Senior Special Assistant to the Bauchi State governor on Media, Mukhtar Gidado, in the statement on Tuesday, said the test conducted on Mohammed was positive.

He said, “This is to inform the general public that the results of the six initial tests carried out by the Centre for Disease Control on His Excellency, Senator Bala Mohammed, his family and aides that accompanied him to Lagos are out.

“Of the six initial tests carried out, one sample was confirmed to be positive for COVID-19. The positive result happened to be that of His Excellency, Senator Bala Mohammed, the Executive Governor of Bauchi State.

“At this point, it should be noted that the governor is in self-isolation as his doctors and officials from the Nigeria Centre for Disease Control have taken full charge of his quarantine.”

Meanwhile, the result of the governor has created panic in the state, particularly among those who attended events with him after his return from Lagos.

The governor attended the foundation laying of 2,500 housing units on Saturday at Dungal Village and a stakeholders engagement at the Council Chamber of the Government House Bauchi on Sunday.

The foundation laying was attended by some traditional rulers, the state Deputy Governor, Senator Baba Tela, the Secretary to the State Government, Sabi’u Baba; the Chief of Staff Government House, the Managing Director, Family Homes Funds Limited, Femi Adewale, and Ambassador Adamu Jumba, who represented the Minister of Finance, Zainab Ahmed.

The governor, in a statement on Tuesday by Umar Saidu on behalf of the Head of Civil Service, said civil servants from grade 1 to 12 should stay at home.

30 people who had contact with Bauchi gov undergoing COVID-19 test

Also, the state government said the blood samples of no fewer than 30 people who had close contact with the governor had been taken for testing.

The government directed that all those that had contact with Mohammed to come forward to be tested and should isolate themselves.

The Commissioner for Health in the state, Dr. Aliyu Maigoro, disclosed this to journalists on Tuesday evening in Bauchi.

He said that four isolation centres had been created at the Toro General Hospital, the Federal Medical Centre, Azare; Specialist Hospital in Bauchi and the Abubakar Tafawa Balewa University Teaching Hospital in Bauchi.

Bauchi Islamic schools defy govt

The state Ministry of Education condemned the refusal of some Islamic and Qur’anic schools in the state to close down despite the government’s directive.

The state governor had, on Sunday directed that all schools in the state be closed as from Monday.

Mohammed said the order for all schools across the state to be closed down indefinitely was part of measures to guard against the spread of Lassa fever and coronavirus in the state.

But on Tuesday, the Commissioner for Education, Dr. Aliyu Tilde, said some Islamic schools had yet to comply with the directive.

He stated this in a statement written in Hausa which he signed and issued to newsmen in Bauchi on Tuesday.

He said, “The Ministry of Education has noticed with dismay that up til now, there are some Islamic and Qur’anic schools that have refused to close down despite government’s directive to do so to contain any spread of the coronavirus.

“It has become necessary to protect these almajiris just as children in the formal school system are being protected. These almajiris come from different parts and they go back to where they came from during the rainy season.”

62-year-old UK returnee tested positive in Ogun, 32 isolated

On its part, the Ogun State Government confirmed that a 62-year-old man who recently returned from the United Kingdom had tested positive for COVID -19.

The state Commissioner for Health, Dr Tomi Coker, disclosed this on Tuesday while briefing journalists on the coronavirus in the state.

Coker, at the briefing attended by the Special Adviser to Governor Dapo Abiodun on Public Communications, Remmy Hazzan, said 32 contacts had been isolated.

Coker said the case was a resident of Sagamu and that he recently arrived in the country from the United Kingdom on March 17 before he started showing symptoms of COVID-19.

She said the case presented a history of cough few days after he got to his residence in Sagamu and was later tested positive for COVID -19.

The commissioner disclosed that 28 caregivers and four family members that had contacts with him were at the isolation centre at the Olabisi Onabanjo University Teaching Hospital, Sagamu.

She said, “Today, we have a newly confirmed COVID-19 in Ogun State. The said case is a 62-year-old man who resides in Sagamu.

“He had history of recent travel. He travelled on the 17th of March. He presented history of cough and was tested and the test came out positive. Our priority at the moment is to provide care for the gentleman. He has been transferred to our isolation centre which is located at the OOUTH, Sagamu.”

On contact tracing, Coker said, “He has recently returned from the United Kingdom and we have contacted all his contacts who are 28 caregivers and four members of his family, 32 altogether.

“We have been able to contact them. He has been very responsible by isolating himself since he arrived, therefore it makes our job quite easy in tracing his contacts.”

Sanwo-Olu shuts markets, reduces gathering limit to 25

As part of measures to curb the spread of the virus, the Lagos State Governor, Mr Babajide Sanwo-Olu, on Tuesday ordered the closure of all markets in the state except food markets and those selling essential commodities.

Sanwo-Olu, at a press conference, said the closure of the markets would take effect from Thursday and would last for seven days in the first instance.

He noted that there had been an increase in the total number of confirmed cases nationwide, with Lagos recording the highest number.

Explaining more measures to check COVID-19 spread, he stated, “All open markets and stores are directed to close, except for sellers of food and medicines, medical equipment and other essential life-saving products. For those that fall into the aforementioned categories, it is imperative that they observe necessary precautionary measures of social distancing.”

Mass gatherings reduced to 25 from 50

“Let us refrain from gatherings or congregations of any kind at this time; and where we must absolutely gather, we are changing that directive, effective from Thursday from 50 to 25.”

He said Lagos could not afford a total lockdown because of the economic implication but measures should be put in place to check the spread of the virus.

The governor stated, “It is not a total lockdown; we still want people on essential services to go about their normal activities. We are trying to de-centralise markets in Lagos. This is why we want to use some of our closed schools as markets, so people can buy food and medicine without going a long distance.

“We will review the decision after a week. If we see a slow down, certainly we will get back to work. We do not want to shut down, we just want to be proactive. We want people to just calm down the spread so that we get to where we need to get to quicker and faster,” Sanwo-Olu said.

Lagos tracking 1,800 people

The governor added that the state was tracking 1,800 people who might have had contact with any of the confirmed cases.

The State Commissioner for Health, Prof. Akin Abayomi, said the majority of the confirmed cases were imported.

“Out of the 30 positive cases we have in Lagos, the majority are imported, about 20, while five are contacts that we have been tracing and the remaining five are cases we have no idea of where they acquired the infection,” he said.

Also, the commissioner advised people that attended African Magic viewers’ Choice Award to go into self-isolation as they could have been exposed to the virus.

In a tweet, he stated, “I hereby notify you that all participants at the African Magic viewers’ Choice Award (AMVCA) held on14th March at @EkoHotels may have come in contact with one of the confirmed cases in Lagos and are most likely to have been exposed to #COVID-19 Infection.

“Attendees at the said event are therefore advised to: observe strict self- isolation, call our #TollFree line 08000corona if they notice any of the #COVID19 related symptoms, Let’s #TakeResponsibility by practising #SocialDistancing to prevent the spread of the virus.”

Convert FGCs’ hostels to isolation centres, Reps tell FG

The House of Representatives has asked the Federal Government to convert the hostels in the Federal Government colleges across Nigeria to isolation centres for suspected cases of coronavirus.

The House also resolved to invite the management of the Central Bank of Nigeria led by the Governor, Godwin Emefiele, to brief the parliament on the economic measures being taken to cushion the effect of the pandemic on the economy and the people.

These are parts of the resolutions passed based on a motion of urgent public importance jointly sponsored by the leadership of the House.

The motion was titled, ‘The Need for the Federal Government to Adopt Emergency Measures to Protect the People and Economy of Nigeria from the Potentially Dire Consequences of a Widespread of the COVID-19 Disease Amongst the Population.’

Adopting the motion unanimously, the House directed the Federal Ministry of Education to “immediately make available hostels in the now-vacated Federal Government Colleges across the country for use as emergency care centres and isolation units by the Federal Ministry of Health and the National Centre for Disease Control, if it becomes necessary to do so, to manage high numbers of people requiring treatment from the COVID-19 disease.”

Also, the House mandated the Federal Ministry of Health and the NCDC to “immediately develop contingency plans for the establishment of emergency care facilities at the FGCs. These contingency plans should include cost estimates for the provision of equipment, material, medicines and other such requirements as may become necessary.”

Coronavirus test kits arrive in Nigeria

Nigeria’s share of the coronavirus kits donated by Jack Ma Foundation and Ali Baba Foundation to Africa Union Member States arrived in the country on Tuesday.

The donations were brought into the cargo area of the Murtala Muhammed International Airport, Lagos by an Ethiopian Airlines cargo plane.

The Government of Ethiopia on Monday received a consignment of medical equipment from the foundations.

The shipment included over 1.5 million laboratory diagnostic test kits and over 100 tons of infection prevention and control commodities.

This relief initiative was launched by the Prime Minister of Ethiopia, Dr Abiy Ahmed, the Jack Ma Foundation, and Alibaba Foundation as part of actions towards the implementation of the Africa joint continental strategy for COVID-19 led by the African Union through Africa Centres for Disease Control.

Each AU member state is expected to get equipment consisting 20,000 laboratory diagnostic test kits, 100,000 medical masks, and 1000 protective suits and face shields to the fight against COVID-19.

Earth cleansing itself, its inhabitants, says Zahra Buhari

Meanwhile, Zahra Buhari-Indimi, daughter of the President, Major General Muhammadu Buhari (retd.), has said the earth is “cleansing” itself and its inhabitants.

Although the President’s daughter did not explain what the earth was being cleansed of, several Nigerians on social media interpreted her comment as an allusion to the coronavirus pandemic.

Buhari-Indimi, who made the assertion in an Instagram story on Tuesday, said, “Earth cleansing itself and its inhabitants. Karma is the most patient gangster ever.”

Several Nigerians on social media derided the comment. On Twitter, @JVA_001 said, “This is the insensitive post that Zahra Buhari decided to put on her stories at this time. This just shows how far removed from reality these people are.

FG refuses to stop local flight despite spread of COVID-19

The Nigerian Civil Aviation Authority has said there is no need to stop local flights despite a ban on gatherings of over 50 people by the government.

Bauchi State Governor, Bala Mohammed, who tested positive for Covid19, is believed to have contracted the disease from Mohammed Atiku Abubakar on an Aero Contractors flight from Lagos to Abuja last week.

The spokesperson for the Nigerian Civil Aviation Authority, Sam Adurogboye, said over 50 persons could be allowed in an aircraft because all the passengers must have gone through the mandatory screening process.

He said, “All passengers in an aircraft have been screened. At least their status has been ascertained by virtue of the screening they went through before boarding the aircraft.

“So to an extent passengers in an aircraft are protected because they’ve had their hands sanitised and their temperatures checked before they got onto the plane.”

When asked if those who tested positive for coronavirus in Abuja after they had joined flights from Lagos were not screened properly at the Ikeja airport, Adurogboye argued that most of the infected persons were travellers who had visited foreign nations.

He said, “You can see that the majority of the cases are coming from those who travelled to locations outside this country. So there is a need for people to comply and abide by instructions.

“The instruction is that once you arrive in Nigeria from abroad, the first thing to do is to self-isolate yourself. People seem to be neglecting this, but, of course, it is not time to blame. Rather it is time to provide solutions and for people to do the right thing.”

Also speaking to The PUNCH, the Managing Director of Aero Contractors, Ado Sanusi, said the airline had taken appropriate steps to ensure that COVID-19 was not spread.

He said, “We in aviation check temperature of passengers and do social distancing as much as we can. When someone comes to our counter, he is advised not to shake anyone and maintained some distances

“Temperature is usually checked at MM2 and passengers are given hand sanitisers and our crew has been trained on social distancing.”
