President Donald Trump on Tuesday vowed to deploy the military to secure America's southern border, as a caravan of Central American migrants headed north through Mexico toward the United States.

The US leader has spent three days attacking the Mexican government for failing to block the estimated 1,500 people from El Salvador, Guatemala and Honduras from walking north toward the border.

"Until we can have a wall and proper security, we're going to be guarding our border with the military," Trump told journalists.

In an evening statement, the White House clarified that Trump's plan involved mobilizing the National Guard -- not active duty military troops, which would be barred by US law.

Senior officials including Defense Secretary James Mattis, Homeland Security Secretary Kirsten Nielsen, Attorney General Jeff Sessions, Chairman of the Joint Chiefs of Staff General Joseph Dunford and Chief of Staff John Kelly briefed Trump last week and follow-up discussions Tuesday, it added.

"President Trump and senior officials present also agreed on the need to pressure Congress to urgently pass legislation to close legal loopholes exploited by criminal trafficking, narco-terrorist and smuggling organizations," the statement added.

Trump accused Mexico of abetting and profiting from illegal immigration, which he pledged in his 2016 election campaign to halt.

- Laws are 'weak' and 'pathetic' -

"The caravan makes me very sad that this could happen to the United States, where you have thousands of people that just decide to walk into our country and we don't have any laws that could protect it," he said.

"If it reaches our border, our laws are so weak and so pathetic... it's like we have no border," added the president -- who lashed out at his predecessor Barack Obama for allegedly weakening border security, without elaborating on his claims.

He also railed against the US Congress for not tightening laws on immigrants, and against Democrats for stalling the border wall he promised to build during his campaign.

Trump had previously suggested the military could help fund and build the wall, but it was the first time he proposed US troops to patrol the 2,000-mile (3,200-kilometer) frontier.

The Pentagon had no immediate comment on Trump's remarks. In the past 12 years, National Guard troops have been deployed twice to bolster border security, but none have been there since 2010.

Mexican Foreign Minister Luis Videgaray said he was seeking further information about the announcement.

"Mexico has asked the United States, via official channels, to clarify the announcement by @POTUS on the use of the military on the border," Videgaray said on Twitter.

"The Mexican government will decide its response based on said clarification, and always in defense of our sovereignty and national interest."

The Trump administration has sharply bolstered spending on patrolling the border, and intensified crackdowns on undocumented immigrants inside the country.

But the president remains frustrated that other initiatives by his administration to slow both legal and illegal immigration have been stalled or blocked.

After a year's delay, Congress budgeted $1.6 billion last month to begin construction of the wall, a small portion of the $25 billion Trump asked.

The initial funding might only pay for 100 miles of wall, and Trump last week proposed that the Pentagon's budget be tapped to build the rest.

"We need to have a wall that's about 700-800 miles," he said Tuesday.

The US president's rekindled anger over immigration was apparently sparked over the weekend by media reports on the migrants heading across Mexico.

Like each of the last five years, the so-called caravan set off recently from the southern Mexican state of Chiapas, partly in protest at conditions faced by migrants, and partly to help migrants safely reach the US border.

Trump says the phenomenon is proof of the need for a wall.

"The caravan which is over 1,000 people coming in from Honduras thought they were just going to walk through Mexico and right through the border," Trump said.

"We cannot have people flowing in our country illegally, disappearing and, by the way, never showing up to court."

Growing protests at French universities on Wednesday added to pressure on President Emmanuel Macron over his sweeping reform agenda, as rail workers pressed on with rolling strikes that are causing havoc for millions of travellers.

Train drivers and other railway staff waged a second day of strikes set to continue two days out of every five until June 28, unless Macron backs down on his plans to overhaul the heavily-indebted state rail operator SNCF.

In the meantime, students at two universities in Paris and Lyon blocked campuses in anger at Macron's plans to make university entry more selective, joining a slew of nationwide sit-ins that have disrupted classes for weeks.

French unions and left-wingers have consistently called for students and workers to come together to resist Macron in a re-run 50 years later of the famed May 1968 anti-government demonstrations which saw them join forces.

"I'm working for a May 2018," radical leftist and former presidential candidate Olivier Besancenot told France Inter radio on Wednesday.

Macron, a 40-year-old ex-investment banker, has vowed to reshape France with far-reaching reforms designed to increase economic growth and cut mounting public debt.

After storming to power last May at the head of a new centrist party, he insists he has a mandate for change.

He managed to push through controversial labour reforms in October, but a series of protests against his various shake-ups have drawn tens of thousands onto the streets.

On Tuesday, Air France staff, garbage collectors and some energy workers staged separate walkouts along with train drivers, adding to a growing atmosphere of industrial discontent.

"This is the start of a social power struggle almost unknown in France," firebrand leftist leader Jean-Luc Melenchon told a rail workers' protest in Paris.

- Battle of wills -

Only one in seven high-speed trains and a fifth of regional trains were running Wednesday, with a third of Eurostar crossings to London called off -- similar to the level of cancellations a day earlier.

And the SNCF warned the walkouts would continue to have knock-on effects Thursday for France's 4.5 million daily rail users as staff struggle to get regional services running again as normal.

Prime Minister Edouard Philippe has told travellers to brace for "difficult days ahead".

But he insisted the government will press on with reforms which it says are needed to make the SNCF cheaper to operate as EU countries prepare to open passenger rail to competition by 2020.

SNCF management said only a 29.7 percent of staff were taking part in the strike Wednesday compared to 33.9 a day earlier, but unions have given much higher figures of 60 percent or more on the first day.

Unions oppose plans to strip new hires of guaranteed jobs for life and early retirement, and fear a looming restructuring of the SNCF as a publicly-owned company could ultimately see it privatised -- something ministers deny.

The battle of wills between Macron and rail unions has already earned comparisons with late British premier Margaret Thatcher's standoff with coal miners in the 1980s.

- Students revolt -

Students are protesting against planned changes to entrance procedures at public universities that will see them set stricter requirements to tackle massive overcrowding and high dropout rates.

Students at universities from Paris to Toulouse, Bordeaux and Nantes have been shutting down or severely disrupting classes for weeks arguing the changes are an elitist attack on France's egalitarian principles.

Protesters at a second Parisian faculty, the Lettres de Sorbonne-Universite, blocked the campus on Wednesday, following students at the Lumiere Lyon 2 university in eastern France who joined the fray on Tuesday evening.

"The objective is that only knowledge compatible with the dominant ideology -- compatible with a market economy -- will get taught," read a statement from the Lyon students, who have occupied the main lecture hall.

In the Paris region, the second day of train strikes prompted more morning gridlock as commuters took to the roads instead, with traffic website Sytadin reporting 350 kilometres (220 miles) of tailbacks -- double the usual amount.

At Lille station in northeastern France, 56-year-old Marc Cornille was worried the disruption could cost him his temporary job contract.

China Wednesday unveiled plans to hit major US exports such as soybeans, cars and small aircraft with retaliatory tariffs worth $50 billion in an escalating trade duel between the world's two top economies.

The move came hours after President Donald Trump's administration published its own $50 billion list of Chinese products facing US tariffs because of Beijing's alleged theft of intellectual property and technology.

The two powers have engaged in heated rhetoric and tit-for-tat actions that have raised the prospect of a trade war and rattled global markets.

Markets in Japan and Australia clung on to marginal gains wednesday but China, Hong Kong and South Korea dipped into the red ahead of Beijing's announcement.

Trump took to Twitter following Beijing's action, blaming previous US administrations for the US trade deficit and intellectual property "theft" by China.

"We are not in a trade war with China, that war was lost many years ago by the foolish, or incompetent, people who represented the US," Trump tweeted. "We cannot let this continue!"

Foreign ministry spokesman Geng Shuang said China remains open to talks, "but the opportunity for consultation and negotiation has been missed by the US side time and again".

"The US side should not try to threaten China in a condescending way. We should have give and take, instead of threatening the others senselessly," Geng told reporters before Beijing announced the tariff plan.

"Any attempt to bring China to its knees through threats and intimidation will never succeed. It will not succeed this time either."

The Chinese commerce ministry unveiled a list of 106 products, including chemical goods, frozen beef and whiskey, that will be hit by duties of 25 percent, though it did not announce a date for their implementation.

A third of all US soybean exports go to China in sales worth $14 billion last year, and the crop is grown in rural states that voted for Trump in the 2016 election.

The tariffs also target planes that weigh no more than 45,000 kg -- smaller than the major commercial jets made by Boeing.

The targeted planes would include private jets like the Gulfstream V and others that have been snapped up by China's elite.

Taken together the $100 billion worth of targeted goods represents a good portion of the $580 billion in two-way trade recorded last year.

When asked about Trump's demand for China to lower its trade surplus with the US by $100 billion, vice commerce minister Wang Shouwen told reporters China "can't accept this, foremost because it's impossible to do".

Beijing also launched a dispute settlement procedure at the World Trade Organization on Wednesday, the commerce ministry said in a separate statement, adding that Washington had committed a "flagrant violation of WTO rules".

China's newly unveiled tariffs come after Beijing imposed duties on about $3 billion on US exports such as pork, wine and fruit on Monday in response to earlier US tariffs on steel and aluminium.

The US followed on Tuesday with its $50 billion list, which includes imports like electronics, aircraft parts, satellites, medicine, machinery and other goods.

The proposed list targets "products that benefit from China's industrial plans while minimising the impact on the US economy", the office of US Trade Representative Robert Lighthizer said in a statement.

It identifies roughly 1,300 goods that could face duties of 25 percent but remains subject to a review process that will last until at least May before it can take effect.

- Mixed feelings -

Over the last month, Trump has shaken markets and disregarded warnings from industry groups and members of his own Republican party in announcing punishing new tariffs on exports from major trading partners.

The move toward trade sanctions on China, however, had received a mixed response, with some support among lawmakers and industry bodies.

The US-China Business Council said it agreed that US companies suffer forced technology transfer in China -- but warned against tariffs.

"The American business community wants to see solutions to these problems, not just sanctions," John Frisbie, the council's president, said in a statement.

Brazil's supreme court is to rule Wednesday on whether former president Luiz Inacio Lula da Silva should start a 12 year prison sentence for corruption, potentially upending this year's presidential election.

The court showdown in the capital Brasilia is a key battle for Brazil's deeply polarized electorate ahead of the October polls, in which Lula is currently the heavy favorite, despite his legal problems.

Late Tuesday, up to 20,000 people demonstrated in Brazil's biggest city, Sao Paulo, to demand Lula go to prison and be barred from the election.

More protests -- for and against Lula -- were planned in Brasilia on Wednesday, with demonstrators separated by a metal barrier and heavy police presence.

The head of the army, General Eduardo Villas Boas, tweeted that the military shared Brazilians' "desire for the repudiation of impunity."

The comment, likely to be seen as backing prison for Lula, was a rare foray into politics by a general in a country that was under military dictatorship for two decades until 1985.

Villas Boas also asked "who is really thinking about the good of the country and future generations and who is only worried about personal interests?"

The court was due to start deliberations at 2:00 pm (1700 GMT), but with 11 justices casting votes, the session was likely to be lengthy.

Lula, 72, was sentenced to 12 years and one month prison after being convicted last year of accepting a seaside apartment as a bribe from a major construction company seeking government contracts. He appealed in a lower court but lost.

Under current law, that means he should go immediately to prison, even while conducting further appeals. However, Lula has asked the Supreme Court to grant him habeas corpus, allowing him to remain free while pursuing those appeals.

The court is believed to be evenly split on the issue, so that if only one judge changed position it would secure Lula's temporary freedom -- and boost his uphill bid for a third term in office.

If the court turns him down, he could face jail this week.

- Hot rhetoric -

Lula left office after two terms between 2003-2010 as Brazil's most popular president on record, but he has since turned into a hugely divisive figure, inspiring adoration on the left and hatred on the right.

"We want Brazil to be freed of this shameful corruption. Imprison Lula and let Brazil turn the page," said Mara Massa, 67, at the protest in Sao Paulo, where the crowd chanted "No more Lula!"

Lula portrays himself as framed by a right-wing judiciary bent on preventing him from returning to power.

He won cheers from a large crowd in Rio de Janeiro late Monday when he portrayed his legal struggle as continuation of his long fight against dictatorship as a young union leader, then founder of the Workers' Party.

"I did not accept the military dictatorship and I will not accept this dictatorship of the prosecutors," he said, insisting on his right to run for office.

Ahead of Villas Boas' unusual comments, an army reservist general lashed out in Estadao newspaper that a Supreme Court ruling that freed Lula would "induce" violence and "fratricidal conflict."

General Luiz Gonzaga Schroeder Lessa, who has a history of making provocative remarks, even appeared to threaten a coup, saying an eventual Lula election victory would "leave no recourse but an armed reaction. The armed forces would have to restore order."

The top court is also under huge pressure from prosecutors like Deltan Dallagnol, who spearhead Brazil's mammoth "Car Wash" anti-graft probe, which has netted scores of high-ranking politicians beyond Lula over the last four years.

On Monday, more than 5,000 judges and prosecutors signed a petition against granting Lula his habeas corpus request.

And on Wednesday, Prosecutor General Raquel Dodge said that allowing convicted criminals to stay free pending several appeals would "annihilate" the justice system.

However, one of the Supreme Court justices, Gilmar Mendes, tried to reassure the nation, saying the court's ruling -- whichever way it went -- would lead to "a calming down, not an increase in conflict."

Turkey, Russia and Iran on Wednesday said they were committed to achieving a "lasting ceasefire" in Syria, in a joint statement issued following a summit in Ankara hosted by Turkish President Recep Tayyip Erdogan.

Erdogan, Iranian President Hassan Rouhani and Russia's Vladimir Putin reaffirmed their commitment to cooperating for "the achievement of a lasting ceasefire between the conflicting parties", a joint communique said.

The three powers have been working together to speed up the process of finding a political solution in Syria as part of the Astana peace process which began last year.

The Ankara summit at Erdogan's presidential palace was the second such tripartite summit following one in November 2017 in the Black Sea resort of Sochi hosted by Putin.

Erdogan insisted their meetings and the Astana talks were not an "alternative" to the UN-backed Geneva process to find peace in Syria.

But the three leaders said "the Astana format had been the only effective international initiative that had helped reduce violence across Syria and had contributed to peace and stability in" the country.

They added that it had given "impetus to the Geneva process in order to find a lasting political solution to the Syrian conflict" in the statement.

"What is foremost for us is getting results. We must get results. We have no tolerance for delays. People are dying here," Erdogan told reporters after the summit.

The three countries have been working together despite being on opposing sides of the civil war.

Russia and Iran have provided military and political support to the regime of Syrian President Bashar al-Assad while Turkey has repeatedly called for his removal and helped Syrian opposition fighters.

Turkey last month drove out Kurdish militia from Afrin city after launching a cross-border offensive in the Syrian region in January, thanks to a reported green light from Moscow which controls airspace in northern Syria.

The next three way summit will take place in Tehran, Erdogan said, but he did not indicate when that would be.

Some 350,000 people have been killed since the start of the conflict following anti-government protests in March 2011. Millions more have been forced to flee their homes.

Turkey hosts over 3.5 million Syrian refugees, most of whom live in Turkish cities.

Russia and Britain faced off Wednesday trading accusations at a tense meeting of the world's chemical weapons watchdog, as Moscow accused British and US secret services of being behind the poisoning of a Russian former double agent.

London slammed as "perverse" a Russian proposal for a joint probe into the poisoning of ex-spy Sergei Skripal and his daughter Yulia with a nerve agent, dismissing it as a "diversionary tactic".

But Russian officials hit back that accusations of Moscow engineering the attack were a "grotesque provocation ... crudely concocted by the British and American security services".

British authorities say the Skripals were poisoned with the Soviet-designed nerve agent Novichok in the town of Salisbury on March 4, and said it was "highly likely" Moscow was behind it.

The crisis has sent the long-difficult relations between Russia and the West plummeting to new lows. Both sides have already expelled scores of diplomats.

Britain has also suspended high-level diplomatic contact with Moscow.

Russian foreign intelligence chief Sergei Naryshkin warned Wednesday in a speech in Moscow that both sides must avoid tensions escalating to the dangerous levels seen at the height of the Cold War.

At a closed-door meeting of the Organisation for the Prohibition of Chemical Weapons (OPCW) in The Hague, convened at the request of Moscow, Russia insisted it was ready to cooperate.

"We consider this is necessary to ensure that this problem is solved within the (international) legal framework," the Russian embassy to the Netherlands said in a Tweet.

It added that it had won backing from 14 other countries on the OPCW's governing executive council and its statement was "supported by solid facts by experts in this field".

But the British delegation to the OPCW said "Russia's proposal for a joint, UK/Russian investigation into the Salisbury incident is perverse. It is a diversionary tactic."

Moscow was seeking to "evade the questions the Russian authorities must answer," it added in a tweet."

- 'Independent' OPCW -

The British defence laboratory analysing the nerve agent revealed Tuesday that it could not say whether the substance came from Russia. Moscow hailed that as a vindication of its repeated denials of involvement.

Russia's ambassador to the Netherlands and deputy minister for industry and trade Georgy Kalamanov attended the OPCW meeting, along with British chemical weapons expert and acting permanent representative to OPCW John Foggo.

A diplomatic source, who asked not to be named, told AFP that Russia had tabled a motion asking the OPCW to "involve Russia in some way or another in the investigation".

He described the atmosphere inside the meeting as "heavy" but said the talks were set to continue after a break for lunch.

The OPCW's experts have taken samples from the site in Salisbury and sent them to certified laboratories for analysis, but are still awaiting the results.

"But today the Russians have called a meeting of the executive council even before anything has been published," the source said.

Under the rules of the Chemical Weapons Convention it is up to Britain to lead the inquiry, with technical assistance from the OPCW which is acting in a "totally independent manner," the source said.

Russia has accused the West of wanting to put up a new Iron Curtain and warned of a return to the mutual isolation of the Cold War.

For Washington, "fighting the non-existent so-called Russian threat has become a real fixation," foreign intelligence chief Naryshkin said.

"It has reached such proportions and developed such ludicrous characteristics, that it's time to talk about the return of the grim times of the Cold War."

He urged the need "to stop the use of force in relations between states, not to bring matters to a new Cuban Missile Crisis".

That was a reference to the 1962 standoff between the Soviet Union and the United States that brought the world to the brink of nuclear war.The Kremlin has also demanded an apology from British Prime Minister Theresa May and her government for implicating Russian President Vladimir Putin in the attack, saying this "idiocy has gone too far"

The presidents of Iran, Turkey and Russia met on Wednesday for their second tripartite summit in under six months, aiming to speed the peace process for Syria and bolster their influence in the country.

Turkish President Recep Tayyip Erdogan hosted his Russian and Iranian counterparts Vladimir Putin and Hassan Rouhani in Ankara at his presidential palace for a meeting that could have a critical bearing on developments in Syria.

The meeting is the second such tripartite summit after the first hosted by Putin in November in the Black Sea city of Sochi and will be a new symbol of the increasingly deep cooperation.

The three powers have backed peace talks in the Kazakh capital Astana which they argue are a parallel process to support UN-supported discussions in Geneva.

Experts say that Ankara, Moscow and Tehran have quite different interests but have for now decided to team up to take advantage of the waning Western influence in Syria.

The Kremlin's special envoy on the Syria peace process Alexander Lavrentiev said the summit would allow the chance to assess the current situation and set out future prospects.

Hours before the summit, US President Donald Trump said he wanted to "bring our troops back home" from Syria after indicating last week the US would withdraw from the country "very soon".

Jana Jabbour, professor of political science at Sciences Po university in Paris, said the aim of the summit was to "reorganise and renegotiate the zones of influence in Syria as well as to reflect on the future of Syria's north after US withdrawal".

- 'Key player' -

Turkey drove out Kurdish militia from Afrin city on March 18, two months after it launched an offensive in northern Syria supporting Syrian rebels.

Erdogan has indicated Turkey could extend its operation to the YPG-held town of Manbij as well as Ayn al-Arab (Kobane) and Qamishli, all east of Afrin.

"Erdogan likely wants to use the summit to secure Russian and Iranian support for expanded operations in northern Syria or Iraq," said Elizabeth Teoman, Turkey analyst at the Institute for the Study of War (ISW).

After bilateral talks with Putin on Tuesday, Erdogan said Turkey and Russia would continue their cooperation "focusing on our common interests" in Syria.

Jabbour said Iran and Russia would give free rein to Turkey in the north against the YPG in exchange for bringing the groups it controls to the negotiating table.

"Turkey remains a key player in the Syrian crisis especially because of the opposition groups it controls. A solution to the crisis is unimaginable without Ankara's contribution," she added.

- 'Tensions to flare again' -

While Moscow and Tehran support the regime of Syrian President Bashar al-Assad politically and militarily, Turkey has repeatedly called for his removal and supported Syrian opposition fighters.

Last year, the powers agreed to set up "de-escalation areas" in western Idlib province, north of Homs province, parts of Deraa and Quneitra provinces in southern Syria and Eastern Ghouta near Damascus, which has come under heavy bombardment.

Lavrentiev said Ghouta would be retaken completely by the regime in "7-10 days".

Cooperation between the three in Syria "may break down at some point" and disputes between Moscow and Ankara could come to the fore when the regime turns its attention to Idlib province, Teoman said.

Idlib's civilian infrastructure is largely controlled by the jihadist alliance Hayat Tahrir al-Sham (HTS), led by Syria's former Al-Qaeda affiliate.

Turkey is keen to prevent a Russia-backed regime assault on the province home to around 2.5 million people who analysts say would have few places to flee after having already fled areas like Ghouta and Aleppo.

Turkish armed forces have now set up eight observation posts to keep the ceasefire intact but Moscow wants Ankara to also exert influence over the jihadists in control of Idlib.

Tensions may also be emerging behind the scene between Russia and Iran, with Moscow much more concerned to press for reform under Assad than Tehran.

More than 350,000 people have been killed since the war began following anti-government protests in 2011, while millions have been internally displaced or forced to flee.

China Wednesday announced plans to hit the United States with new tariffs of 25 percent on soybeans, aircraft, cars and other imports worth $50 billion, hours after Washington unveiled its own target list.

China's commerce ministry listed 106 products to be targeted and said a date for the implementation of the tariffs would be announced separately.

The new tariffs mark a significant escalation of the brewing trade war between the world's two largest economies -- with the $100 billion worth of goods cumulatively targeted representing about 17 percent of the $580 billion in two-way trade last year.

A third of US soybean exports go to China, totalling $14 billion last year, and the product comes from rural states that voted for President Donald Trump in the 2016 election.

As the Trump administration has ramped up trade actions against China, policymakers in Beijing have emphasised they do not want a trade war but will not back down in the face of US pressure.

"Any attempt to bring China to its knees through threats and intimidation will never succeed. It will not succeed this time either," foreign ministry spokesman Geng Shuang said at a regular news briefing on Wednesday.

"There is no winner in a trade war, and an initiator will harm itself as well as others," Geng said, noting China had referred the latest US action to the World Trade Organization.

In recent weeks, both sides have said they are continuing to negotiate -- something which could avert the eventual implementation of the tariffs.

Brexit appears to have come early for England at the Commonwealth Games as it was listed as an African country with a population of two million in the official programme.

Australian organisers sought to make light of the embarrassing gaffe after England were somehow confused with Gambia, a West African nation which rejoined the Commonwealth in February after leaving in 2013.

"There was an overprint," said Mark Peters, chief executive of the Gold Coast Games.

"We found out about it maybe 10 days ago.

"We went and spoke to England and said, 'Congratulations, the Commonwealth's changing and it has since Brexit, and you are now a part of Africa'.

"Sometimes you make mistakes and we copped it."

The official guide to the Games, which profiles the 71 participating nations and territories and was published ahead of Wednesday's opening ceremony, claims England's capital is Banjul.

It does correctly list England's "magical moment" as the "miracle mile" of 1954 when Roger Bannister beat Australian John Landy with both men running a mile in under four minutes -- the first time two athletes had done so in the same race.

But it also says that England joined the Games in 1970, which was the year Gambia became a republic within the Commonwealth.

English officials apparently saw the funny side and declined an offer from organisers to tear up the guides and undergo a reprint, due to cost.

"They implored us not to do that," said Peters. "We are actually doing a special reprint of 500 to give to the English and the Commonwealth Games Federation to make sure that in terms of records, that's done correctly."

He added: "They're going to be so valuable after the Games because of that mistake."

African athletes were quick to poke fun.

Asked if she would welcome England to become part of Africa, Ghana hockey international Nafisatu Umaru replied: "Yes, we humbly do. England will be part of us and they're part of the reason we're in the Commonwealth Games."
