The head of U.S. Fleet Forces Command told lawmakers that China has become powerful enough to enforce its vast territorial claims across the disputed South China Sea and only an armed conflict would be able to stop this.

Navy Admiral Philip S. Davidson, who has been nominated for head of U.S. Pacific Command, submitted the written remarks for his hearing in front of the Senate Armed Services Committee on Tuesday. He said that China's expanding military presence, including secret island bases, in the waters of the Asia Pacific have given its People's Liberation Army (PLA) a step toward total dominance of the region, where countries such as Brunei, Indonesia, Malaysia, the Philippines, Taiwan and Vietnam contest China's expansive, self-proclaimed maritime borders.

"Once occupied, China will be able to extend its influence thousands of miles to the south and project power deep into Oceania. The PLA will be able to use these bases to challenge U.S. presence in the region, and any forces deployed to the islands would easily overwhelm the military forces of any other South China Sea-claimants," Davidson wrote.

"In short, China is now capable of controlling the South China Sea in all scenarios short of war with the United States," he added.

China has particularly intensified its presence in relation to Taiwan, whose government was driven from the mainland after a communist uprising in 1949. China still claims the breakaway island nation as part of its own and has warned against U.S. efforts to normalize relations, which were officially dropped in 1972. Washington continues to sell weapons to Taiwan, and, last month, President Donald Trump signed the Taiwan Travel Act, which allows and encourages official visits between the U.S. and Taiwan. The move caused outrage in Beijing.

Chinese President Xi Jinping has emphasized that he was prepared to unify the two governments by force if necessary and last week attended the country's largest-ever naval parade, which included the Type 001 Liaoning, China's only aircraft carrier. He then ordered live-fire drills held Wednesday in the Taiwan Strait that divides the rivals.

That same day, China's Taiwan Affairs Office Director Liu Jieyi traveled to Taiwan to dispell any notions of "Taiwan independence," and Chinese Foreign Ministry spokeswoman Hua Chunying told reporters "There is only one China in the world, and Taiwan is an indispensable part of China's territory."

China's regional military posture has longed irked the U.S. and its allies, including Australia. Canberra claimed Friday that their vessels were challenged by Chinese ships traveling through the South China Sea, but Hua dismissed the reports, calling the interaction "professional" during a regular press conference.

One of China's own allies, however, may also be growing frustrated with Beijing's growing military power. Philippine President Rodrigo Duterte has praised Xi and even joked about making the Philippines a province of China, but his top diplomat warned the government may lodge a complaint against Beijing if photos obtained by The Philippine Daily Inquirer purporting to show military installations being constructed on the nearby Spratly Islands proved to be true.

"Filing a protest is one of the diplomatic actions being considered, pending a confirmation from the defense department," Philippine Foreign Minister Alan Peter Cayetano said, adding that the Philippines has request other Spratly claimants remove any defense developments on the islands, according to Reuters.

"Many claimants are putting embankments, radar, and other defensive mechanisms, the challenge now is how to stop it and roll it back," he added.

Kim Jong Un made clear once again at the 7th Party Congress in 2016 his intentions to establish North Korea as a legitimate and recognized nuclear state. Former North Korean ambassador to the United Kingdom Thae Yong Ho spoke with Unification Media Group about North Korea's nuclear program, noting that there are two core premises to its strategy.


First, he noted, it only took approximately one year after the 2016 Party Congress for the North to announce the "completion" of its nuclear missile program.


This, according to Mr. Thae, was likely intended to induce some level of relief from prolonged international sanctions and to take advantage of the gap between the late 2016 US and late 2017 South Korean presidential elections, together with the interim "vacuum" in US-South Korean relations. Although North Korea brazenly conducted nuclear tests, the US declined to respond with military action.


Second, Kim Jong Un appears to be following in the footsteps of India and Pakistan in their pathway toward becoming nuclear powers.


Mr. Thae explained that both India and Pakistan conducted nuclear tests within a short period of time prior to announcing the cessation of tests, and then waited for recognition and acknowledgement. The international community refused at first, but today both countries are included in the list of recognized nuclear states. The United States also gradually lost interest in demanding the denuclearization of the two states as they ramped up cooperation in the war on terror after 2001.


Kim Jong Un's current nuclear strategy appears to have two core aspects, according to Mr. Thae.


The first step was improving relations with South Korea in early 2018 while participating in the Pyeongchang Winter Olympics. The second is to announce a freeze on nuclear weapons tests and appear to work towards a solution to the nuclear issue. The regime may be hoping that the US and South Korea will eventually accept their nuclear status after some time.


Kim Jong Un's summits with South Korean president Moon Jae In and US President Donald Trump in the coming months are also part of the North's overall nuclear strategy. But US and South Korean officials are both well aware of the stakes. It will be difficult for relations between these countries and North Korea to further improve without substantive efforts to verify denuclearization of the North.


Mr. Thae stressed that the US and South Korea must understand Kim Jong Un's strategy to achieve legitimate nuclear power status through his current peace offensive, and the allies must insist on verifiable progress towards denuclearization prior to any meeting. With only a month or two remaining, time is of the essence.

Local outrage reached boiling point in Ryanggang Province after the authorities increased demands for contributions towards the construction of the Wonsan Kalma Beach Resort project in Kangwon Province, according to a source. But local authorities have reportedly reduced their demands after residents in at least one instance lodged complaints over ‘non-tax contribution assignments.’


"People loudly complained about assignments requiring them to provide significant amounts of corn to authorities for the Wonsan Kalma project," a source in Ryanggang told Daily NK on April 17. "They prepared concrete examples and presented their complaints at a local People's Council meeting, leaving the authorities with no choice but to listen."


"Only a few years ago, the authorities demanded unreasonably large contributions from people nationwide for the Paektusan Hero Youth Power Station and Samjiyon construction projects in Ryanggang Province. But while the authorities often call for 'eliminating taxes' in lectures, locals continue to complain as a result of these constant demands,” he said.


Recent assignments originally required each household to offer 15 kg of rice for the Wonsan-Kalma project, with the source reporting that the quota was reduced to around 300-500 grams in the end in response to widespread opposition.


"The difference now is that people can call their friends or relatives near the construction project location and check how much of their contributions actually made it to the intended recipient," the source said.


"They are recording the specific differences between the amount they contributed and the amount received, and are using this information to support their complaints."


A separate source in Ryanggang Province added that locals were emboldened this time around after being informed by relatives mobilized for construction projects in February that the boxes they filled for the 2.16 (Kim Jong Il's birthday) assignments were “practically empty” upon receipt.


The box reportedly only contained 1 kg of roasted corn and one unit each of toothpaste, soap, laundry detergent, gloves, and work boots. "All of these items could actually be bought in a local market for only around 25,000 KPW – the cost of 10 kg of corn," the second source said.


Originally containing 30 kg of corn per box (two households’ contributions), the missing contents prompted fury from residents who began to voice complaints that corrupt officials were stealing from the boxes.


The relevant district office under the People's Committee responded by drastically reducing the burden from 15 kg of corn to 300 or 500 grams.


"The resulting comments from locals were, 'We won because we were right,' 'The truth of cadres personally profiting from these assignments has been revealed,' and 'Justice is on our side,'" the second source said.


The people affected by the decision are apparently taking the victory to heart, gaining confidence in the power of speaking out against perceived injustices, according to the initial source.


"One local boasted to me that they no longer have to do whatever the Party says, and that people can now 'act according to their own will," he concluded.

Ri Sol Ju, the wife of North Korean leader Kim Jong Un, has appeared on her own in state media – without her husband by her side – in what is being considered an unprecedented move in the history of the Kim family dynasty. A Korean Central Television (KCTV) broadcast on April 15 showed Ri in attendance for a ballet performance by the visiting Chinese artist delegation the previous day in Pyongyang, standing alone as she received applause from the crowd in a manner similar to that typically received by the country's leader.


Ri appeared together with Chinese officials including the lead delegate Song Tao, head of the Chinese Communist Party's International Liaison Department, as she received an orderly applause before sitting. She was then shown chatting with Song in much the same way Kim Jong Un does when he sits next to prominent foreign guests. The seat was also the designated spot where Kim would have sat if he had been in attendance.


The news segment covering the event was edited to ensure Ri was the main focus, cutting away to closeups of the seated Ri speaking with lead delegate Song, applauding the show, and waving with both hands to the performers at its conclusion.


In addition to this visual treatment, state media also referred to Ri for the first time as "Respected Madame Ri Sol Ju." While she was first given the 'Madame' title back in February, the fact that the word "respected" was also used suggests that Ri is now overseeing political events on her own.


First solo political appearance for leader's wife in 45 years


The last time the wife of a North Korean leader led a political event on her own was some 45 years ago. According to a former high-ranking North Korean official, Kim Song Ae – the second wife of Kim Il Sung – led "on-the-spot guidance" events between 1969 and 1971, appearing on the first page of the Rodong Sinmun conducting "guidance" at a daycare center in one instance. It was widely rumored at the time that the son they had together – Kim Pyong Il – was being groomed to become the senior Kim's successor. But Kim Song Ae disappeared from state media and quietly lived out the rest of her life after Kim Jong Il emerged victorious in the struggle to become his father's chosen successor. His younger brother Kim Pyong Il went on to hold various ambassadorships in Europe and is now the North Korean ambassador to Czechia.


Now, 45 years later, Ri Sol Ju's leading role at a political event signals her rapid rise in political stature. If this and her other appearances alongside Kim Jong Un at the major diplomatic events of the past few months are any indication, we can expect to see her political role expand in the future.


Kim Yo Jong also leading political events


Kim Jong Un's younger sister Kim Yo Jong is another female member of the family taking on prominent political roles in recent months. The role she played in welcoming the Chinese official Song Tao and the rest of the delegation on April 13 was something not seen before in North Korea. Kim was shown in state media guiding the group to their accommodation as the top government official, on her own, and speaking with Song in her official capacity.


While Kim Jong Il's younger sister Kim Kyong Hui accompanied him during 'on-the-spot guidance' appearances in the past, she was not a primary focus of state media and was never shown leading international diplomatic events like Kim Yo Jong has been recently.


Entering the age of powerful women in North Korea?


Ri Sol Ju and Kim Yo Jong are now prominent, well-known figures throughout North Korea, and are beginning to take on more independent political roles almost simultaneously. Their power is only expected to grow from here, which may lead to the emergence of more influential women in the Kim Jong Un era. But as political appointees primarily by virtue of the Kim family dynastic system, it remains to be seen whether this will translate to more positions of power for women outside the family as well.

Dan Carter will start on the bench when Racing 92 take on Munster on Sunday for a place in the Champions Cup final, but the All Blacks superstar will be waiting for a chance help his team towards a first European title.

Carter, a three-time world player of the year, has been displaced at fly half this season by South African international Pat Lambie.

Carter played 112 times for New Zealand but, at 36, is winding down his stint in France before heading off to play for Kobe Steelers in Japan in the summer.

While Munster scrum half, Conor Murray, is in dazzling form, Racing combine a pacy, potent attack with great size and implacable defence.

"Racing have got big players, incredible individuals with hundreds of internationals caps between them," Conway told the Irish Rugby Football Union web site.

The two teams met in the pool stage. Munster won at home but in January, Machenaud kicked two penalties in the last four minutes to give Racing a 34-30 victory in the first European game at their new U Arena.

"There are guys who know how to win knockout games of rugby in both teams and we know Racing quite well from the last few years," Conway said. "We'll put a plan in place that we think is our best shot at beating them."

Racing 92 have rebuilt on and off the field and in 2016 won their first French title since 1990, when the sport was still amateur, and also reached the European final, losing to Saracens in Lyon.

This time, Lorenzetti said, the club has "maturity."

"That was the first time that we had played in a final in the European Cup," Lorenzetti explained. "We had no experience."

European cup history is littered with teams who reached a final, or even two, lost, and found their chance had gone.

Carter knows time could be short.

"If you look back at Racing 92's history and how rare it is to make a final in Europe, we were lucky enough to do it a couple of years ago, so we'd love to go one step further," he said.

Carter played his part in the quarter-final in Clermont, coming off the bench for the last 20 minutes and setting up the decisive try with a pass to Machenaud.

Wells Fargo agreed Friday to pay $1 billion in fines over US allegations of bank misconduct that damaged consumers -- the largest such penalty so far under the administration of President Donald Trump, who has lambasted the scandal-hit bank.

The big US bank, which has been under fire in the wake of a 2016 fake accounts scandal, will pay the fines to resolve alleged deficiencies in its mortgage and auto loan businesses uncovered by the Office of the Comptroller of the Currency and the Bureau of Consumer Financial Protection.

The OCC and the consumer bureau found that Wells Fargo improperly charged some customers in its auto loan program and in some cases, "improperly repossessed" vehicles from borrowers who were unable to pay, said a regulatory order from the agencies.

They also found Wells Fargo had wrongly charged some customers when mortgages failed to be secured by the "lock" deadline for guaranteeing an interest rate, even in cases where the bank itself was responsible for the missed deadlines.

Wells Fargo was fined "given the severity of the deficiencies and violations of law, the financial harm to consumers, and the bank's failure to correct the deficiencies and violations in a timely manner," the OCC said in a news release.

The bank neither admitted nor denied the allegations.

But the penalty is the latest regulatory problem to befall Wells Fargo, which also came under criticism from investors and lawmakers over a fake accounts scandal. The Federal Reserve, in an unprecedented move, in February ordered the bank to halt its expansion until it improves governance, following "persistent misconduct."

Wells Fargo Chief Executive Tim Sloan said the company had made progress in strengthening its compliance and governance programs and "make things right for our customers."

The company will adjust its first quarter earnings $800 million downward due to the penalty, which is not tax deductible. That reduces net profit from $5.5 billion to $4.7 billion.

"While we have more work to do, these orders affirm that we share the same priorities with our regulators and that we are committed to working with them as we deliver our commitments with focus, accountability and transparency," Sloan said.

- Targeted by Trump -

Wells Fargo escaped much of the regulatory fallout experienced by peers such as Bank of America and JPMorgan Chase from the 2008 financial crisis, but has encountered withering criticism since the fake accounts scandal, in which it opened about 3.5 million deposit and credit accounts without customer knowledge.

The bank has repeatedly apologized for the scandal -- which cost it the top ranking as the world's largest bank by market capitalization -- and overhauled its leadership team. It has also significantly remade its board of directors after several members were barely reelected at a contentious annual shareholder meeting last April.

The bank avoided one tricky debate for this year's gathering when it agreed in March to undertake a board review of its business standards. In exchange, the Interfaith Center on Corporate Responsibility agreed to withdraw a shareholder proposal requesting "a comprehensive report on the root causes of past and present fraudulent activities."

Still, executives could encounter more harsh questions at this year's meeting, which will be held in Des Moines, Iowa on Tuesday.

Trump, who has favored cutting some bank regulations imposed after the 2008 financial crisis, lambasted Wells Fargo in December, saying on Twitter that fines would be boosted for "their bad acts against their customers."

Consumer advocacy group Public Citizen lauded Friday's announcement as reflecting "signs of life at the Trump-run CFPB and Comptroller," but added that "this can't end accountability for Wells Fargo's widespread misconduct."

"Shareholders, who will be footing the bill for this fine, did not conceive, oversee and conceal this massive fraud. Wells Fargo executives did," the group said.

"Meanwhile, the Republican corporate tax cut more than offsets this penalty," Public Citizen said.

"Wells Fargo is spending some of this benefit on share buybacks, which boost the price and senior management compensation. On balance, these are good times for Wells Fargo executives."

Shares of Wells Fargo rose 2.0 percent to $52.56.

Trade tensions between the United States and China, which threaten to spill over into the global economy, are dominating a gathering of world finance officials even as the Group of 20 avoided the topic on Friday.

Official after official has called for disputes to be resolved through dialogue rather than unilateral tariffs, and warned about the threat to the economic recovery.

French Economy Minister Bruno Le Maire criticized what he called a "vain and pointless" spat with China.

"We run the risk of trade war. We run the risk of multilateral order breaking down that is good for no one, and most definitely not for the world economy and growth," Le Maire told reporters during the spring meetings of the International Monetary Fund.

But US President Donald Trump's top finance official said the fault lies with countries that employ unfair trade policies.

"We strongly believe that unfair global trade practices impede stronger US and global growth, acting as a persistent drag on the global economy," US Treasury Secretary Steven Mnuchin said in a statement to the IMF.

While IMF chief Christine Lagarde has offered the fund as a forum to resolve differences, Mnuchin instead said the IMF "should be a strong voice" in urging members "to dismantle trade and non-tariff barriers and to protect intellectual property rights."

Le Maire agreed China must respect the rules, but said the country is a key part of the world trading system.

"We must redefine international trade with China, not against China."

- Serious consequences -

Theft of American intellectual property and technology has been a key irritant in the dispute with Beijing, which prompted President Donald Trump to announce steep tariffs on tens of billions of dollars' worth of Chinese goods, on top of last month's punitive duties on steel that were primarily targeted at China as well.

Washington and Beijing have traded tariff threats and also filed complaints against each other at the World Trade Organization.

WTO Director Roberto Azevedo warned that the effects of a major escalation "could be serious," and poor countries would be the collateral damage.

"A breakdown in trade relations among major players could derail the recovery that we have seen in recent years, threatening the ongoing economic expansion and putting many jobs at risk," he said in a statement to the meetings.

The IMF has highlighted the trade tensions as a major downside risk to the otherwise solid global recovery, and Lagarde said the dispute undermines confidence and creates uncertainty that could choke off investment which has been a prime engine of the global recovery.

The WTO projects global merchandise trade will expand by 4.4 percent this year, after increasing by 4.7 percent in 2017.

- G20 avoids trade issue -

Despite the intense focus on the US-China dispute, the Group of 20 finance ministers, from the world's major economies, avoided discussion of the issue Friday, even while acknowledging the potential danger it posed to the global economy.

"We didn't have a discussion on specific measures on trade," Argentine Treasury Minister Nicolas Dujovne told reporters after the meeting. "The G20 is not the place to discuss specific measures. That's the WTO."

It was a surprising omission for the group that was key to shepherding the global economy through the 2008 financial crisis and preventing another depression.

But Dujovne said, "We have to also recognize the limitations that we as a group have... and try to find a consensus even if the consensus is more limited than we want."

The ministers did express concern over the growth of "inward looking policies," he said, using a frequent euphemism for trade protectionism.

But German central bank chief Jens Weidmann said the G20 officials all agreed trade must benefit all countries.

"Protectionism, not to mention a trade war, is certainly not the solution."

Le Maire repeated his criticism of the US tariffs on steel and aluminum which were aimed at China but only spared the EU and other key trading partners under a temporary exemption that is due to expire May 1.

As close allies in the EU "we expect not only temporary exemption but a full and permanent exemption," he said.

"We cannot live with a kind of sword of Damocles hanging over our heads."

A new exhibit at the Metropolitan Museum of Art in New York seeks to recreate some of the grandeur of the Versailles royal palace in France.

At first, the idea was to create a book based on the accounts of people who visited the palace, such as diplomats and nobles.

But Danielle Kisluk-Grosheide, in charge of decorative art and sculpture at the Met, and Bertrand Rondot, chief curator at Versailles, ultimately decided to do a full-blown exhibit, which is open through July 29.

Depicting the beauty of Versailles so far away is a challenge. The Met is doing it with works from 53 sources and its own collection.

The exhibit features pieces and recreations of halls at the palace over the years, and audio for people to hear what visitors said of the palace way back in the day.

"There was a tradition in France, before Louis XIV already, that French subjects should have access to their king," said Kisluk-Grosheide.

"But then having spent all this effort on creating this magnificent palace and these enormous gardens, they wanted to share this. Because this was all to the greater glory of France and Louis XIV. So it was a very politically calculated idea," she added.

"They loved particularly to receive foreigners because they would write about it, just like we tweet about this or Instagram today. And it was all to impress with the might of France."

The accounts also describe the rigid protocol in place at the French royal court.

One visitor depicted in the audio describes a visit by ambassadors who had to bow three times before approaching the king, then walk away backward, facing him as they left, even though he was no longer even looking at them.

Even after all these years, Versailles fascinates people, especially in America.

Kisluk-Grosheide said Americans love royalty -- which they never experienced -- but also French art.

And they have a special fondness for France since it supported the colonies when they fought for independence from Britain in the 18th century.

Even today, she said Versailles "is a place to dream."

North Korean leader Kim Jong Un declared Saturday that Pyongyang would halt nuclear tests and intercontinental missile launches, five months after its last ICBM launch amid a rapid diplomatic thaw.

Here are the key steps in the development of the regime's banned nuclear weapons and ballistic missile programmes:

- The beginnings, 1970s -

North Korea starts working in the late 1970s on a version of the Soviet Scud-B missile with a range of around 300 kilometres (around 200 miles), carrying out a first test in 1984.

Between 1987 and 1992, it begins developing longer-range missiles, including the Taepodong-1 (2,500 km) and Taepodong-2 (6,700 km).

The Taepodong-1 is test-fired over Japan in 1998 but the following year, Pyongyang declares a moratorium on such tests as ties with the United States improve.

- First nuclear test in 2006 -

It ends the moratorium in 2005, blaming the Bush administration's "hostile" policy, and carries out its first nuclear test on October 9, 2006.

In May 2009, there is a second underground nuclear test, several times more powerful than the first. Kim Jong Un succeeds his father Kim Jong Il -- who dies in December 2011 -- and oversees a third nuclear test in 2013.

- 2016, Japanese waters reached -

There is a fourth underground nuclear test in January 2016, which Pyongyang claims is a hydrogen bomb.

In March, Kim Jong Un claims the North has successfully miniaturised a thermonuclear warhead, and in April it test-fires a submarine-launched ballistic missile.

On August 3, it fires, for the first time, a ballistic missile directly into Japanese-controlled waters. Later that month, it successfully test-fires another submarine–launched ballistic missile.

There is a fifth nuclear test on September 9.

- 2017, Japan and Guam under threat -

Between February and May, the North tests a series of ballistic missiles that fall into the Sea of Japan. Pyongyang claims these are exercises to hit US bases in Japan.

A test on May 14 is of a "newly developed mid/long-range strategic ballistic rocket, Hwasong-12", Pyongyang says. It flies 700 kilometres before landing in the Sea of Japan.

Two months later, North Korea announces it successfully tested on July 4 -- the US independence day -- an ICBM capable of reaching Alaska, a gift for the "American bastards". There is a second successful ICBM test on July 28.

Hours after US President Donald Trump threatens Pyongyang on August 8 with "fire and fury" over its missile programme, the North says it is considering strikes near US strategic military installations in Guam.

- Largest nuclear test yet -

On September 3, North Korea conducts its sixth and largest nuclear test. Monitoring groups estimate a yield of 250 kilotons, which is 16 times the size of the 15-kiloton US bomb that destroyed Hiroshima in 1945.

On September 15, less than a week after the UN adopts an eighth series of sanctions, North Korea fires an intermediate-range missile over Japan.

On November 20, Washington declares North Korea a state sponsor of terrorism, a day before adding to pressure on the isolated state with fresh sanctions.

On November 29, North Korea launches a new Hwasong-15 ICBM, which it claims could deliver a "super-large heavy warhead" anywhere on the US mainland.

Analysts agree the rocket is capable of reaching the US but voice scepticism that Pyongyang has mastered the advanced technology needed to allow the rocket to survive re-entry into the Earth's atmosphere.

Weeks later on December 13, Kim vows to make North Korea the "world's strongest nuclear power".

- Olympic detente triggers thaw, 2018 -

In his New Year speech, Kim states that the development of North Korea's nuclear force had been completed.

Catalysed by the Winter Olympics in the South, a rapid diplomatic thaw begins in February.

On April 21, Pyongyang declares that nuclear blasts and ICBM launches will cease immediately and the atomic test site at Punggye-ri will be dismantled to "transparently guarantee" the end of testing.

Kim adds that the possession of nuclear weapons was "the firm guarantee by which our descendants can enjoy the most dignified and happiest life in the world".

Kim Jong Un has halted North Korea's nuclear tests and intercontinental ballistic missile launches, as diplomatic efforts to ease tensions on the Korean peninsula gather pace.

Here are the key quotes from the North Korean leader's announcement, made at a meeting of the central committee of the ruling Workers' Party, as reported by the official KCNA news agency.

- 'Brilliant victory' -

Kim described building North Korea's nuclear force as a "miraculous victory".

"The struggle of the Korean people who worked hard with their belt tightened to acquire a powerful treasured sword for defending peace was successfully concluded," he said.

He described Pyongyang's nuclear weapons as "the firm guarantee by which our descendents can enjoy the most dignified and happiest life in the world".

"No nuclear test and intermediate-range and inter-continental ballistic rocket test-fire are necessary for the DPRK now, given that the work for mounting nuclear warheads on ballistic rockets was finished," Kim added, using the acronym for North Korea's official name.

- Security guarantee -

The North Korean leader said Pyongyang was willing to "make positive contributions to the building of (a) world free from nuclear weapons... provided that the DPRK's might was put on the level wanted by it and it became possible to reliably guarantee the security of the state and the safety of the people".

- Nuclear threat -

"The DPRK will never use nuclear weapons nor transfer nuclear weapons or nuclear technology under any circumstances unless there are nuclear threat and nuclear provocation against the DPRK," the committee resolved after Kim's speech, according to KCNA.

- Pivot to economy -

With the goal of building a nuclear force achieved, Kim said North Korea would now focus "all efforts" on economic development.

"Our goal is to activate the overall national economy and put it on an upward spiral track and thus establish independent and modern socialist economy," he said.

They talk regularly, have shared memorable handshakes and supposedly have an "unbreakable" friendship. When US President Donald Trump and France's Emmanuel Macron meet next week, there will be more back-slapping -- but also major differences.

The Trump-Macron relationship has been one of the few stable elements in recent American foreign policy, with the French leader emerging as the privileged European partner for the White House.

While Trump's relations with German Chancellor Angela Merkel have often been tetchy and he has clashed publicly with British Prime Minister Theresa May, the mercurial US leader has been consistently friendly with France's 40-year-old centrist.

Their warm ties will be on display from Monday when Macron becomes the first foreign visitor during Trump's term to be honoured with a state visit, nine months after Trump was guest of honour during France's national day on July 14 last year.

"The visit comes at a time of extremely close relations between France and the United States with regular and intense exchanges between the two presidents," an aide to Macron told reporters this week.

The aim of the trip is to "continue and reinforce this dynamic," he added.

Although their political background, age and personal lives are sharply different, the two men have bonded over their role as outsiders who outwitted their established political rivals to gain power.

"The friendship between our two nations and ourselves is unbreakable," Trump told Macron during his trip to Paris last July, which ended with their famous 25-second-long handshake.

They have since worked closely on the fight against the Islamic State group in Iraq and Syria and coordinated Western strikes on Syrian regime chemical weapons installations last weekend.

But though they have found common ground on military matters, the list of subjects where they do not see eye-to-eye is long -- from climate change and the 2015 Iran nuclear deal to the role of the European Union and trade.

Furthermore, Macron never misses an opportunity to condemn the forces of right-wing nationalism and populism -- which brought Trump to power -- and did so again last week during a speech to the European Parliament.

"Everybody has been asking the same question: why is Macron getting along with Trump?" said Celin Belin, a former French diplomat working as a fellow at the Brookings Institute in Washington.

"The question is also why does Trump like Macron? I think he enjoys the respect Macron provides and he respects Macron's power."

Belin believes Trump has also deliberately picked a favourite in the European Union "and he has picked France because it's strong militarily and not an economic threat, which is the opposite of Germany."

- Caution in Paris -

French diplomats privately concede that the main question for Macron is whether his proximity to the US unilateralist will lead to results, either in convincing the United States to take into account its EU allies or mitigating the fallout from Trump's decisions.

During the trip to Washington, Macron will have repeated opportunities to try to influence his American partner starting with a dinner at Mount Vernon, the home of the first US president George Washington, along with their wives Brigitte and Melania on Monday night.

Macron will also visit the State Department, take part in a state dinner at the White House and demonstrate his English-language skills -- a rarity for a French president -- in an address to a joint session of Congress on Wednesday.

Topping the agenda will be the Iran nuclear deal, which Trump is threatening to pull out of against the wishes of European nations, and US trade tariffs on steel and aluminium which could hit EU exports.

Trump is set to announce a final decision on the Iran deal and whether to prolong an exemption on EU metals imports in the first few weeks of May.

"We hope that the visit will be useful in convincing and in advancing things in the right direction," Macron's advisor said on condition of anonymity, but he warned: "You shouldn't expect a diplomatic breakthrough."

Other issues set to be discussed include US talks with North Korea and relations with Russia following the poisoning of an ex-Russian spy in Britain, as well as the Israeli-Palestinian conflict and the Syrian civil war.
