Responsibilities
  • Selects and assigns staff, ensuring equal employment opportunity in hiring and promotion.

  • Executes plans, policies, and programs in business and financial affairs, property and equipment, supplies, housekeeping, clothing, food service, laundry, stores, forms, buildings and grounds maintenance, engineering and safety programs, and prison industries.
  • Maintains records, prepares reports, and composes correspondence relative to the work.
  • Ensures proper labor relations and conditions of employment are maintained.
  • Develops budget recommendations for operating expenditures and/or capital outlay, personal services, equipment and materials, and maintains revenue as high as possible.
  • Consults with operating officials on program plans in relation to fiscal capacity.
  • Supervises such management planning activities as job analysis, organization studies, workflow, and simplification of systems and procedures for food service, physical plant, warehouse, accounting and finance, and prison industries.
  • Formulate current and long-range programs, plans, and policies for departmental programs.
  • May occasionally perform any task assigned to subordinate staff, consistent with any licensing or certification requirements.

Qualifications

External Relationships:

Preferred Qualification and Experience
  • Minimum of a first Degree in General Social Science/Marketing
  • A relevant Masters degree or professional qualifications will be an added advantage

Putin says 'premature' to divulge details of Ukraine prisoner exchange

Russian President Vladimir Putin said Sunday it was too early to discuss in detail a possible prisoner exchange with Ukraine, amid hopes for the release of film director Oleg Sentsov and others during the World Cup.

But the Kremlin leader indicated that backdoor negotiations were apparently underway, raising hopes for the release of dozens of prisoners including Sentsov, who is undertaking a high-profile hunger strike at a prison in Russia's far north.

"It's so far premature to say how this issue will be solved," Putin told reporters at a security summit in the Chinese city of Qingdao, adding he would not want to comment for now "so as not to violate anything here and not to disrupt anything."

Putin and Ukrainian leader Petro Poroshenko discussed a possible exchange of prisoners in a rare phone call Saturday and agreed that officials from the two countries would visit their prisoners "in the near future".

Putin said it was Poroshenko who initiated the discussion.

Fears have grown in recent weeks that Sentsov, a 41-year-old Ukrainian director and author who is serving a 20-year prison sentence on terrorism charges in Russia, could die behind bars.

He went on hunger strike on May 14 to demand Russia release dozens of Ukrainian political prisoners, timing his protest to coincide with the month-long football extravaganza that begins on Thursday.

The father of two said he was ready to die in prison, drawing comparisons with Soviet-era dissident Anatoly Marchenko, who starved himself to death in prison in 1986 after he demanded Moscow release its prisoners of conscience.

Sentsov, who is also a pro-Ukrainian activist, was detained in Crimea in 2014 after Russia annexed the peninsula and moved to support pro-Moscow separatists in the east of Ukraine, in a conflict that has since claimed more than 10,000 lives.

According to Kiev's estimates, Moscow is currently holding around 70 Ukrainian political prisoners.

Kiev said it was ready to exchange "23 Russians who were conducting spying activities in Ukraine".

Putin and Poroshenko spoke on the phone ahead of key talks Monday in Berlin between the Russian and Ukrainian foreign ministers that will also include German and French representatives.

The talks are aimed at reviving a stalled peace process in eastern Ukraine and putting an end to lingering clashes between Ukrainian government troops and pro-Russian rebels.

US President Donald Trump touched down in Singapore on Sunday ahead of a historic summit with North Korea's leader Kim Jong Un, where Pyongyang's nuclear arsenal will top the agenda.

Trump and Kim are due to hold talks -- the first-ever between a sitting US president and a North Korean leader -- on Tuesday, with Trump describing the meeting as a "one-time shot" at peace.

Neither Trump nor his aides made any comment to reporters on the plane.

The president waved at the top of the stairs, descending alone before breaking into a smile and greeting various officials from hosts Singapore.

Trump then boarded his armour-plated car to head for his luxury hotel in Singapore, accompanied by a motorcade of around 30 vehicles.

The leaders of China and Russia Sunday praised the expansion of their regional security bloc at a summit which put on a show of unity in stark contrast to the acrimonious G7 meeting.

President Xi Jinping gave the leaders of Pakistan and India a "special welcome" to their first summit of the Shanghai Cooperation Organisation (SCO), in the eastern Chinese city of Qingdao, since their countries joined the group last year.

Founded in 2001, the SCO also includes the former Central Asian Soviet republics of Kazakhstan, Kyrgyzstan, Tajikistan and Uzbekistan.

Iran's President Hassan Rouhani, whose country is an observer member, also attended the meeting as he seeks Chinese and Russian support following the US withdrawal from the nuclear deal with Tehran.

Warning that "unilateralism, trade protectionism and a backlash against globalisation are taking new forms", Xi spoke up for the "pursuit of cooperation for mutual benefit".

While never mentioning the United States by name, he added: "We should reject the Cold War mentality and confrontation between blocs, and oppose the practice of seeking absolute security of oneself at the expense of others, so as to obtain security of all."

Xi, whose government is locked in tough negotiations with the United States to avoid a trade war, said World Trade Organisation rules and the multilateral trading system should be upheld to build an open world economy.

"We should reject self-centred, shortsighted and closed-door policies," said Xi, whose own country has been accused of restricting broad access by foreign firms to its huge market.

Addressing the SCO leaders, Russian President Vladimir Putin said the addition of Pakistan and India means that the organisation "has become even stronger".

The show of unity was in marked contrast to the calamitous end to the Group of Seven meeting in Quebec City, after US President Donald Trump disowned a joint summit statement and lambasted Canadian Prime Minister Justin Trudeau as "dishonest" and "weak".

Responding to criticism of Russia in the G7 statement, Putin told reporters that the group should "stop this creative babbling and shift to concrete issues related to real cooperation".

The G7 text made no mention of Russia being invited back into the group despite Trump's support for such a move. Russia was expelled in response to its 2014 annexation of Crimea.

Putin did not miss an opportunity to thumb his nose at the club of leading industrialised democracies, saying that the combined purchasing power of the SCO outstripped the G7.

The People's Daily newspaper, the ruling Chinese Communist party mouthpiece, also took a jab at the group by tweeting two pictures side by side.

The first was the now famous photo of German Chancellor Angela Merkel flanked by leaders such as a furrow-browed French President Emmanuel Macron, all tensely facing off against Trump -- the only one seated, with his arms crossed.

The second depicted Xi at the centre of the SCO leaders striding forward together in smiling unison, a grinning Putin by his side.

While Xi feted his peers with fireworks, SCO members have their own disagreements, with India concerned about China's trade infrastructure project in disputed territory in arch-rival Pakistan. China and India had their own heated border dispute in the Himalayas last year.

But no disharmony was evident during the two-day summit in Qingdao.

Xi touted security cooperation -- the original raison d'etre of the SCO -- and announced that China would open a 30 billion yuan ($4.7 billion) special lending facility within the bloc's interbank consortium.

Putin said trade and investment among SCO countries was growing and Russia and China would propose a Eurasian economic partnership for all member states.

With the president of aspiring full member Iran looking on, Putin said Moscow still supports the Iran nuclear deal that Trump recently abandoned.

The US withdrawal, he said, "can further destabilise the situation" but Russia is in favour of the "unconditional implementation" of the pact.

Putin, however, voiced his support for Trump's summit with North Korean leader Kim Jong Un in Singapore on Tuesday.

For his part, Rouhani said the "US effort to impose its policies on others is an expanding danger".

Rouhani said the US was monitoring the global reaction to its withdrawal from the nuclear deal, and a weak response would encourage it to carry on acting unilaterally.

"This will have many harmful consequences for the global community," he said.

The Iranian president said his country was ready to cooperate with the SCO against terrorism, extremism and separatism.

The summit between Donald Trump and Kim Jong Un will be among the most improbable diplomatic encounters in history, featuring principals who could not be more different -- but who also share some surprising similarities.

Trump was the oldest US president ever to take office when he was sworn in a little over 500 days ago, and will turn 72 on Thursday.

The North Korean leader is still in his mid-thirties and remains among the world's youngest heads of government, but has already been in power for more than six years.

The chosen heir -- once his elder half-brother fell from grace -- Kim was groomed for years to take his place at the top of Pyongyang's political pyramid.

And in a one-party state where according to rights groups tens of thousands languish in political prison camps, he has no need to fret about re-election or tomorrow's headlines -- or to respond to them on Twitter.

In contrast, Trump reached the White House via a career in property development and reality television, followed by an unprecedentedly populist presidential campaign that upended the US political establishment.

And although he is his country's Supreme Leader, Kim does not hold the title of President. That is reserved for his grandfather, the North's founder Kim Il Sung, despite his death in 1994.

- Family values -

But the two leaders also share some parallels.

Both grew up in luxury, went into the family business and have appointed trusted relatives to key positions.

Dynastic descent from Kim Il Sung is the basis for Kim's personal legitimacy -- Pyongyang's propaganda promotes the similarities between them in looks, mannerisms and even handwriting.

His sister Kim Yo Jong has emerged as one of his closest aides. She acted as his envoy to the Winter Olympics in the South, spent almost the whole of his first summit with the South's Moon Jae-in at his side, and accompanied him to China to meet President Xi Jinping.

Yo Jong is in Singapore with her brother, having flown on a separate aircraft to preserve the family bloodline in case of disaster.

Trump's father Frederick Christ Trump was a self-made property developer. The president has appointed his daughter Ivanka as an assistant and her husband Jared Kushner is a close adviser, while his son Donald Jr was part of his election campaign.

Both Kim and Trump are unbending in their demands for loyalty.

In the month starting February 28 Trump sacked or lost the services of his White House communications director Hope Hicks, chief economic adviser Gary Cohn, national security adviser HR McMaster, Secretary of State Rex Tillerson and veterans affairs secretary David Shulkin.

Kim recently appointed a new director of the military's powerful General Political Bureau described as a "highly trusted" lieutenant, and has established his authority over both the ruling Workers' Party and the military by ruthlessly purging potential rivals.

The most senior victim was his uncle and mentor Jang Song Thaek, who was executed in 2013 -- denounced by state media as "despicable human scum" and proclaimed guilty of a variety of colourful crimes and political sins.

And last year his half-brother Kim Jong Nam was brazenly assassinated in broad daylight, smeared with a deadly nerve agent as he walked through Kuala Lumpur's international airport in a hit which most analysts say could only have come from Pyongyang.

- Holding hands with history -

The two men share a taste for colourful rhetoric -- last year Kim called the US president a "mentally deranged US dotard" and was dubbed "little rocket man" in turn.

But in his new diplomatic role -- until March he had not left his country for more than six years -- Kim has come across as polite, respectful and even charming in meetings with the Chinese and South Korean leaders.

"The kind of counter-intuitive thing is, I think they are going to listen to each other," said Yonsei University professor John Delury. "I think they are going to get on well."

In addition to nuclear weapons, a long handshake could be high on the agenda in Singapore.

Both men have shown a predilection for grasping the palms of their fellow leaders, Trump with the likes of French President Emmanuel Macron and, more awkwardly, with British Prime Minister Theresa May.

In turn, as the cameras rolled at a farewell ceremony at the end of their first summit, Kim held hands with the South's Moon -- for several minutes.

When Kim Song-ju escaped North Korea through China he opted to head to Britain 10 years ago instead of South Korea, hoping to avoid discrimination.

But while he found work and a family home in a well-established Korean community in southwest London, he also encountered the social stratification he had travelled thousands of miles to evade.

"Most of my friends here are North Koreans," he told AFP through a translator in the offices of a dissident newspaper in New Malden, where he helps out during time off from his job at a Korean supermarket.

The former electrician said when he spoke to people from the south, "it's about golf or New Malden, but when we talk about life experiences it becomes difficult to understand each other".

As US President Donald Trump and North Korean leader Kim Jong Un hold a historic summit in Singapore Tuesday, many here are wondering if it could herald the first tentative step towards the eventual reunification of the Korean peninsula.

But this quiet corner of southwest London provides a rare window on the complexities of trying to reunite two countries severed through six decades of acrimony.

"We're separate communities," said another local exile, Choi Joong Wha, a father-of-three and former soldier in North Korea who arrived in Britain around a decade ago.

"We have been told that this is a small model trial of reunification," he added. "We tried over many years, events where we invited each other, giving speeches. It didn't work."

- 'People to be feared' -

New Malden is home to an estimated 12,000 immigrants from South Korea, initially drawn to the area by an embassy nearby, which has since relocated, and the presence of Samsung's former UK headquarters.

In the last decade they have been joined by as many as 700 North Korean exiles, one of the largest such groups anywhere in the world.

"New Malden is a unique place in the world for South and North Koreans to be living together," said Ha Jaesung, a local councillor.

"But there are invisible gaps... there's a great difference between us -- even our way of talking now."

Ha admitted he was scared when he encountered a North Korean for the first time in his life at a parent-teacher evening at his children's school.

"We were educated that North Koreans were to be feared," he said, adding he was shocked to find they were actually similar to him in many ways.

The divide in New Malden is accentuated by employment, with North Koreans tending to work for South Koreans in low-paid service roles.

"The South and North Koreans do mingle but it's more of a business relationship," said restaurant owner Jang Eun-Jean, 52, who arrived in Britain in the 1980s.

She accused North Koreans of having a "different work ethic".

By contrast, Kim speculated his South Korean neighbours were jealous that North Koreans got more state benefits.

Tuesday's Singapore summit has split opinion, with South Korean immigrants voicing more optimism.

"North Koreans are not as excited about it -- it's not the first time the regime has tried to come to an agreement," said Choi, lamenting neglect of the north's continuing human rights abuses.

- Forming friendships -

But bridges are being built in New Malden.

At a centre for older people, around 15 North Koreans have joined those from the South to take part in traditional Korean dancing, singing and cooking.

"We're finally starting to get along, mixing together," said chair Sun Hwa Griffiths.

She added: "I can see people are starting to open their mind, I think a lot of people are starting to understand that we have to."

A 77-year-old member, who fled starvation in North Korea with her daughter a decade ago, and asked to remain anonymous for fear of reprisals on remaining relatives, said integration had been her saviour.

"At the beginning it was very difficult, particularly because of the language barrier and competitive environment," she said through a translator.

She added that relations at the centre were now so improved she had forgotten who was from the north and the south.

"Of course we really wish for this summit to go well and to be reunited as one nation. We are one people, sharing the same language, same blood." she said.

Ha, the councillor who once feared North Koreans, also fought recently to get three exiles admitted to a residents association board.

"In the near future our children and North Korean children will be friends when they grow up," he said.

"They won't think about differences. The gap will have disappeared here in four or five years."

Sebastian Vettel claimed the 50th win of his career and reclaimed the lead of this year’s world championship on Sunday when he ended Lewis Hamilton’s run of supremacy at the Canadian Grand Prix.

The four-time champion German drove his Ferrari with near flawless aplomb to convert his 54th pole position into a triumphant afternoon ahead of Finn Valtteri Bottas of Mercedes and determined Dutchman Max Verstappen, who was third for Red Bull.

Vettel's third victory this season lifted him to 121 points ahead of Hamilton on 120 after seven races, ending the defending four-time champion’s hopes of a record-equalling seventh win at the Circuit Gilles Villeneuve where he won from pole for the last three years.

It was Ferrari’s first win in Canada since 2004 and came from their first pole there in 17 years. It was also Vettel’s second win in Canada where he won in 2013 for Red Bull.

Australian Daniel Ricciardo, who clocked the fastest lap at the end, managed to resist a late charge from Hamilton in the closing laps and retain fourth place ahead of the Englishman who extended his record points-scoring run to 32 races.

Finn Kimi Raikkonen finished sixth in the second Ferrari.

German Nico Hulkenberg came home seventh ahead of his Renault team-mate Spaniard Carlos Sainz, Frenchman Esteban Ocon of Force India and Monegasque Charles Leclerc of Sauber.

"Perfect is a good way to describe this," said a delighted Vettel.

"I said yesterday that this place means a lot to Ferrari and to have a race like this is unbelievable.

"After a long stretch here without a Ferrari win, I looked around and the people are so very happy. It means a lot. There’s a long way to go in the season so I am not bothered about the title now, but it’s a good side affect for me."

He said the win was special because it came 40 years after Canadian Gilles Villeneuve had won his first race for Ferrari.

- Hartley run off the road -

The race began in near-perfect conditions with an air temperature of 20 degrees Celsius and the track at 45 as the lights went out.

Vettel, from his fourth Canadian pole, made a clean start while behind him Bottas had to scrap to resist a robust attack from Verstappen.

Hamilton stayed fourth ahead of Ricciardo who made quick work of passing Raikkonen before, after only half a lap, a heavy collision between Brendon Hartley’s Toro Rosso and local hero Lance Stroll’s Williams.

The New Zealander appeared to be squeezed into the barriers as Stroll, with a puncture, moved sideways ahead of him at Turn Five and the Toro Rosso was lifted off the ground before both flew off the track.

Both men were unhurt. "He just ran me out of road," said the luckless Hartley.

Hamilton's early pit-stop on an enforced two-stop strategy, due to an engine heating problem, had done him no favours, but when Raikkonen pitted after 33 laps the Englishman was able to hang on and regain fifth as the Ferrari rejoined.

This left Vettel and Bottas out in front, 24 seconds ahead of Verstappen, but still running on their original ultra-softs. Bottas was first to blink on lap 37, Vettel following one lap later, both going to super-softs.

All this left Vettel in command after 40 laps, 5.7 seconds clear of Bottas with Verstappen third ahead of Ricciardo, Hamilton and Raikkonen.

After 42 laps, sadly, Fernando Alonso’s 300th Grand Prix weekend came to an end when, chasing 10th, he was called in to pit and retire. “No power, no gears,” said the Spaniard. “Sorry mate, gutted,” said his McLaren engineer.

With 20 laps remaining, Hamilton began to find a rhythm to move within a second of Ricciardo while Bottas, at the front, trimmed Vettel’s lead to 3.8 seconds.

A grandstand finish looked possible until Bottas ran off at Turn One and took to the grass before recovering. He had lost two seconds and Vettel, turning the screw, responded with a fastest lap before cruising to a crushing victory.

The US blamed Canada on Sunday for the disastrous ending to the G7 summit, saying Prime Minister Justin Trudeau "stabbed us in the back," while American allies held Washington responsible.

Just minutes after a joint G7 communique was published Saturday in summit host city Quebec, President Donald Trump launched a Twitter broadside, taking exception to comments made by Trudeau at a news conference and saying he had instructed US representatives not to endorse the joint communique.

Trump's team kept up the barrage of criticism on US media Sunday.

Trudeau "really kinda stabbed us in the back," top US economic advisor Larry Kudlow said on CNN's "State of the Union."

"He did a great disservice to the whole G7."

US trade advisor Peter Navarro, speaking on Fox News Sunday, reinforced that message.

Kudlow sought to tie Trump's reaction to the upcoming summit with Kim Jong Un, saying the North Korean leader "must not see American weakness."

Trump -- who has a history of hair-trigger responses to slights -- landed in Singapore on Sunday for the Tuesday summit meeting with Kim.

Before his departure from Canada the previous day, he tweeted: "Based on Justin's false statements at his news conference, and the fact that Canada is charging massive Tariffs to our US farmers, workers and companies, I have instructed our US Reps not to endorse the Communique as we look at Tariffs on automobiles flooding the US Market!"

German Chancellor Angela Merkel , late Sunday, called Trump's revocation of support for the G7 joint communique "sobering and a little depressing", while adding, in a rare one-on-one interview with ARD public television, "but that's not the end" of the Group of Seven.

- 'Insulting' -

Trump in his tweet said Trudeau had "acted so meek and mild during our @G7 meetings only to give a news conference after I left saying that ... he 'will not be pushed around.' Very dishonest & weak".

Trudeau had told reporters that Trump's decision to invoke national security to justify US tariffs on steel and aluminum imports was "kind of insulting" to Canadian veterans who had stood by their US allies in conflicts dating back to World War I.

"Canadians are polite and reasonable but we will also not be pushed around," he said.

Trudeau said he had told Trump "it would be with regret but it would be with absolute clarity and firmness that we move forward with retaliatory measures on July 1, applying equivalent tariffs to the ones that the Americans have unjustly applied to us."

After Trump's angry tweets, Trudeau's office issued a brief response: "We are focused on everything we accomplished here at the G7 summit. The Prime Minister said nothing he hasn't said before -- both in public, and in private conversations with the president."

Canada's Foreign Minister Chrystia Freeland added that "Canada does not conduct its diplomacy through ad hominem attacks, we don't think that it's a useful or productive way to do business and perhaps we refrain particulary from ad hominem attacks when it comes to our relationship with our allies."

On Sunday, Trudeau ignored the barbs from Trump's advisors, tweeting a link to the G7 communique and hailing the "historic and important agreement we all reached."

"That's what matters," he wrote.

- 'Throwaway remarks' -

The outburst against Trudeau, and by association the other G7 members, is only the latest incident in which Trump has clashed with America's closest allies, even as he has had warm words for autocrats like Kim and Russia's Vladimir Putin.

French President Emmanuel Macron's office reacted Sunday by saying that "international cooperation cannot be dictated by fits of anger and throwaway remarks."

Reneging on the commitments agreed in the communique showed "incoherence and inconsistency," it said in a statement.

When Trump left Quebec, it was thought that a compromise had been reached, despite the tension and the determination of European leaders Macron and Merkel to push back against the US president's protectionist policies.

Officials from European delegations quickly leaked copies of the joint statement, and it was published online moments before Trump tweeted.

On board Air Force One, an AFP reporter was told that Trump had approved the agreement, only to be told later of the tweets. A senior US administration official said that Trump had been angered by Trudeau's comments.

- 'The gig is up' -

The joint communique that was thrashed out over two days of negotiations in Canada vowed that members would reform multilateral oversight through the World Trade Organization (WTO) and seek to cut tariffs.

"We commit to modernize the WTO to make it more fair as soon as possible. We strive to reduce tariff barriers, non-tariff barriers and subsidies," it said, reflecting the typical language of decades of G7 statements.

But Trump had already said he would not hesitate to shut countries out of the US market if they retaliate against his tariffs.

"The European Union is brutal to the United States... They know it," he insisted in his departing news conference. "When I'm telling them, they're smiling at me. You know, it's like the gig is up."

From Singapore early Monday, Trump continued to tweet that the United States protected NATO countries "these same countries that rip us off on Trade ... Not fair to the PEOPLE of America!"

European officials said Trump had tried to water down the language in the draft communique on the WTO and rules-based trade. In the end, that language stayed in and it was only on climate change that no consensus was reached.

Bulgarian authorities announced Monday that Penka, the cow who risked death by straying over the EU border, will not be put down after all.

"Laboratory analyses of the cow, that spent 15 days in Serbia and crossed the border back (into Bulgaria) are negative for all the tested diseases," Bulgaria's Food Safety Agency announced Monday.

"She will not be killed and will return to her herd by the end of the week," agency spokeswoman Ekaterina Stoilova confirmed to AFP.

Penka's plight went viral on social media and made headlines around the world after her owner Ivan Haralampiev, from the western village of Kopilovtsi, launched an appeal 10 days ago to save her.

The animal had wandered away from her herd near the western Bulgarian village of Mazarachevo on May 12 and spent more than two weeks in Serbia before local farmers identified her from her earmarks.

Penka then fell foul of strict EU rules on the import of live animals from third countries, which require extensive paperwork giving the animal a clean bill of health before it can enter the bloc.

Haralampiev lacked the necessary documents to authorise her return and was only allowed to take her back if he agreed to put her down within days.

But instead he launched an appeal on television to save her, sparking a worldwide outpouring of sympathy.

By Monday more than 30,750 people -- including former Beatle Paul McCartney -- had signed an online petition to save her addressed to EU institutions.

Penka's fans called her "the most famous Bulgarian woman", shared her story with the hashtag #SavePenka and even wrote a poem describing her odyssey.

Penka was even discussed during the EU Commission's daily briefing on Friday with climate spokesperson Anna-Kaisa Itkonen answering extensive questions from journalists regarding the cow's situation.

Bulgarian food safety authorities say it is not an isolated case, with animals from Serbia and Macedonia often entering Bulgarian territory, and are holding talks with neighbouring Macedonia and Serbia to resole the issue.
