A key measure of US inflation hit a six-year high in May, matching the central bank's target in another sign price pressures are finally rising, the government reported Friday.

The long-awaited rise in the Personal Consumption Expenditures price index, the Federal Reserve's preferred inflation measure, came amid a slight slowdown in consumer spending last month, according to the Commerce Department.

The weak spending could weigh on GDP growth in the second quarter, but incomes posted sharp gains.

On an annual basis, the PCE price index hit 2.3 percent, the highest since March 2012.

And excluding the volatile food and fuel components, the "core" PCE index rose two percent over 12 months, the highest since April 2012 and the first time it has hit the Fed's target.

The Federal Reserve has signaled it is comfortable letting inflation run above target for a while, to compensate for the extended period of weakness during the current economic recovery.

Price increases in May included strong gains for energy goods and services that were partially offset by falling food prices.

The PCE price index rose 0.2 percent compared to April, for both the headline and the core.

Meanwhile, disposable personal income rose 0.4 percent, or $63.2 billion, for the month, the largest gain since January.

But spending rose only 0.2 percent, slowing from the 0.5 percent gain in April. In inflation-adjusted terms, expenditures fell by less than a tenth of a percentage point.

Decades of American leadership at the United Nations migration agency was broken on Friday as voters rejected President Donald Trump's nominee for director general, electing Portuguese politician Antonio Vitorino instead.

The International Organization for Migration (IOM) had been led by an American throughout the agency's 67-year history with one exception, from 1961 to 1969.

But Trump's pick Ken Isaacs, an executive with the Christian charity Samaritan's Purse who faced serious charges of anti-Muslim bigotry, proved to be an untenable choice.

Vitorino, 61, won by acclamation after Isaacs was knocked out of the race and the third candidate, current IOM deputy chief Laura Thompson, stood aside after seeing no path to victory.

Vitorino said he was "honoured" to lead IOM at "a particularly critical juncture when it comes to migration policy."

He served as Portugal's deputy prime minister and defence minister in the mid-1990s and will have a powerful friend inside the UN when he takes over IOM on October 1: his boss in Lisbon was Antonio Guterres, the current UN secretary general.

Asked whether his ties to Guterres might trigger charges of nepotism, Vitorino said: "it is true I am a close friend of the secretary general for 40 years."

"Our friendship has never been a problem, not even when we do not agree."

Vitorino also served as the European justice commissioner from 1999 to 2004, and his win will likely be seen as a boon to Brussels as the European Union painstakingly tries to forge a united approach to migration challenges.

- Trump rebuffed -

But the result is a clear repudiation of Trump, whose hardline stance and inflammatory rhetoric towards migrants undermined Washington's traditional right to choose the world's top migration official.

Trump's "America First" administration has also levelled ferocious attacks against multilateral bodies.

Analysts had warned that voters might back Isaacs to avoid US fundings cuts, but Trump's posture on migration and Isaacs's personal history appeared to sway the room.

Isaacs published numerous tweets describing Islam as an inherently violent religion, including one after the 2016 attack in the French city of Nice that said "Islam is not peaceful".

He has also retweeted xenophobic material, such as a post last year from Robert Spencer, the director of Jihad Watch, which argued "peaceful Muslims" and "Jihadis" were indistinguishable.

Isaacs made his Twitter account private amid the uproar that followed his nomination in February, but he did not deny responsibility for any of his controversial comments.

The US nominee also refused to definitively recognise the causal link between human activity and climate change.

Isaacs loss "is a sad statement on US global credibility," said Jeremy Konyndyk, the senior policy fellow at the Center for Global Development.

Konyndyk added that given Trump's so-called Muslim ban and his "zero tolerance" policy at the southern border that led to migrant children being separated from their parents, "the world was unlikely to support a US candidate to lead the global migration body."

After the vote, Isaacs called IOM a "great organisation" and said it had been "an honour" to run as the US candidate.

- Linking migration and development -

Vitorino will replace veteran US diplomat William Lacy Swing, who has held senior State Department and UN posts over a career spanning half a century.

In 1997, Vitorino resigned his positions in the Portuguese government after media reports questioned whether he had fully paid his property taxes.

He then took up a post in Brussels while remaining engaged on the Portuguese political scene as a high-profile lawyer.

As much of the West has wrestled with the political impact of migrants from less developed countries, Vitorino has sought to portray migration as a positive for economic development.

On Friday he underscored the need to demonstrate the "close link between migration and development."

The IOM vote came after European leaders thrashed out an agreement on migration after bitter all-night talks that envisages setting up migrant assessment centres outside the EU.

Vitorino said he had not yet had time to read the deal, but would do so "the moment I get out of here."

The gunman who carried out a deadly assault on a newspaper office in Annapolis, Maryland had barricaded a back door in an effort to "kill as many people as he could kill," police said Friday.

In a briefing a day after the shooting left five employees dead, Police Chief Timothy Altomare of Anne Arundel County said the suspect used a legally purchased pump-action shotgun in an onslaught that also left two wounded.

District court judge Thomas Pryal on Friday ordered the suspect, who has been charged with five counts of first-degree murder, held without bail, Anne Arundel prosecutor Wes Adams said in a separate briefing.

Adams said the judge's decision was based partly on "evidence that suggested a coordinated attack: the barricading of a back door and the use of a tactical approach in hunting down and shooting the innocent victims."

Police have identified the suspect as 38-year-old Jarrod Ramos of the Washington suburb of Laurel, Maryland, a man said to have a long-standing grudge against the Annapolis Capital Gazette over an article about his alleged harassment of a local woman.

During Friday's briefing Altomare refused to mention the suspect's name , saying, "He doesn't deserve us to talk about him one more second."

But he confirmed that the man -- who police say acted alone -- was identified using facial recognition technology and other techniques.

Altomare was asked why the Capital Gazette had not pursued criminal charges after the suspect made online threats in 2013.

"There was a fear that doing so would exasperate an already flammable situation," he said.

Fifty years after the US, Russia and other powers reached a landmark deal to halt the spread of atomic weapons, an arms race and shifting US alliances risk triggering a new scramble for the bomb, experts say.

Signed on July 1, 1968, six years after the Cuban Missile Crisis took the world to the brink of an atomic war, the Nuclear Non-Proliferation Treaty (NPT) has been credited with dramatically reducing the threat of a nuclear apocalypse.

The treaty attempted to strike a balance between the security concerns of nuclear-armed powers and the atomic ambitions of the have-nots.

The five countries that already had nuclear weapons -- the US, Russia, China, France and Britain, all permanent UN Security Council members -- were allowed keep them, in return for commitments on reducing their arms stockpiles.

Non-nuclear-armed states agreed never to develop such weapons, in return for help from the so-called P5 countries in developing peaceful nuclear technology.

The treaty became the cornerstone of non-proliferation efforts, with 191 countries signing up.

"The NPT has been amazingly successful in keeping the number of nuclear armed states to less than ten," said Mark Fitzpatrick, director of the Non-Proliferation and Nuclear Policy programme at the International Institute for Strategic Studies in Washington.

On the disarmament front, the treaty has also exceeded expectations, with the global stockpile of nuclear warheads falling by 85 percent as the US and Russia dismantled the bulk of their huge Cold War arsenals.

- 'Invincible' nukes -

But the treaty failed to prevent a handful of other countries going on to acquire atomic weapons.

Besides North Korea, which pulled out of the treaty in 2003 and built a bomb three years later, India and Pakistan have become nuclear powers after never signing up to the NPT.

Israel is also widely believed to have the bomb.

Beatrice Fihn, director of the Nobel-winning International Campaign to Abolish Nuclear Weapons, argues the treaty is fundamentally flawed because it aims merely to reduce, rather than abolish nuclear weapons.

"It's problematic because it creates a group of states that are powerful and have these weapons and others that don't," Fihn told AFP.

Adding to the global imbalance is the fact that the treaty contains no deadline for disarmament, relying solely on nuclear-armed states to negotiate in "good faith".

Furthermore, the treaty does not prevent the P5 countries upgrading their arsenal, allowing them to develop bigger, deadlier weapons.

In March, President Vladimir Putin announced that Russia had developed a new array of weapons that were "invincible", including a cruise missile that could reach "anywhere in the world".

President Donald Trump's administration has meanwhile announced plans to launch a range of new low-yield weapons to counter what it sees as the threat of Russia using smaller nuclear weapons in a conflict in Europe.

France and Britain are among the other countries investing billions in strengthening their nuclear deterrence.

"They could still blow up the world many many times over," Fihn said.

- Shifting loyalties -

Middle East conflicts, a resurgent Russia, increasingly assertive China and a bellicose Trump, who boasted earlier this year about the size of his "nuclear button", have all been linked to the race to develop more powerful weapons.

"We're again seeing the risk of a major conflict and that is why some countries are clinging to the importance of nuclear weapons in their defence posture," said Corentin Brustlein, an expert on nuclear proliferation at the French Institute for International Relations.

Trump's shifting loyalties have also been blamed for adding to global uncertainty, with allies that long enjoyed the protection of the US "nuclear umbrella" fearful the White House may no longer have their back.

Without that protection, experts say, more countries could be tempted to develop their own nuclear weapons.

For the moment however, all eyes are on Iran, which has threatened to pull out of the NPT after the US reneged on a deal offering Tehran sanctions relief in return for curbs on its nuclear ambitions.

Fitzpatrick said keeping all the signatories onboard was "vital" to the credibility of the NPT, warning it could "crack" if other countries crossed the nuclear threshold.

In the meantime, calls for an outright ban on atomic weapons are growing, with over 120 countries signing the 2017 Nuclear Weapons Ban Treaty.

Earlier this month, Maya Merhi, 8, who was born with no legs due to a congenital condition, was moving around a Syrian displaced persons camp on artificial limbs made of plastic tubing and tin cans.

But after pictures of her plight, including those taken by AFP in Syria, were seen around the world, she was brought to Istanbul for treatment. And her life should be about to change.

"Maya will walk," said Dr Mehmet Zeki Culcu, the prosthetics specialist treating her at an Istanbul clinic. "God willing, in three months time."

Maya, originally from Aleppo region, had until her sudden transfer to Istanbul been living with her father at a camp for displaced people in the Idlib region of northern Syria, victims of Syria's over seven year civil war.

Her homemade prosthetics had been cobbled together by her father Mohammad Merhi, 34, who also shares the same disability known as congenital amputation which means the person is born without lower limbs.

After the pictures of her shuffling with difficulty around the refugee camp made a huge impact across the world, the Turkish Red Crescent intervened.

The father and daughter were evacuated from Syria by the Turkish authorities and brought to Istanbul for treatment at a specialised clinic.

They had been living in the countryside of the south of Aleppo region but had to leave for Idlib at the start of the year as fighting began to rage in their native region.

Maya, like her father, had been able to move around more easily by crawling. But recent surgery, which further reduced the length of her limbs had impeded this.

"After the operation, she was not able to move around and was sitting the whole time in a tent," Mohammad told AFP in an interview at the Istanbul clinic.

"In order for her to move out of the tent, I had the idea to fix on her limbs tubing, stuffed with a spongy material to reduce the pressure.

"Then, I added two empty cans of tuna because the plastic was not strong enough to resist the friction with the ground."

- 'A new life' -

With these impromptu prosthetics, Maya was able to walk outside of the tent and could even go on her own to the camp's school.

Mohammad, who has five other children none of whom suffer from the condition, said he replaced the plastic tubing once a month and the tins once a week.

While her father spoke to AFP at the clinic, Maya sat in his arms in his wheelchair, clearly overwhelmed by the experience of the last days.

Her father will also be given prosthetic legs at the Turkish clinic. But it's above all the fate of his daughter that worries him.

"It's more important that she can walk so that she is autonomous. It would be like a new life for us," he said.

"I dream of seeing her walk, going to school and back without suffering," he added.

- 'Suffering turned to hope' -

Dr Culcu said that he had been "very touched" by the pictures of Maya walking on her tins and had decided to take on the cost of her prosthetic legs and those of her father.

"We have been contacted by people all over the world who want to make the donation. But this issue is closed and I will take on the cost," he said.

He said the homemade limbs her father had constructed in the Idlib camp were likely to prove of huge benefit because they had got her used to walking.

"We can't really call what she has prosthetics," Dr Culcu said.

"It's a kind of makeshift system for her to walk. With the energy of desperation, without any means, her father turned that suffering into hope."

A suicide bomber in a vehicle painted in UN colours attacked the Malian headquarters of an international anti-terror task force, the G5 Sahel, on Friday, killing two soldiers and a civilian, according to a security source and a local leader.

The building's entrance wall was destroyed, with the force of the blast throwing the vehicle inside it, according to witnesses and pictures of the scene.

The Al-Qaeda-linked Support Group for Islam and Muslims, the main jihadist alliance in Africa's Sahel region, claimed the attack in a telephone call to the Mauritanian news agency Al-Akhbar.

UN secretary general Antonio Guterres condemned "the complex attack perpetrated against the G5-Sahel Joint Force's Headquarters", his spokesman said in a statement.

It was the first attack on the headquarters of the five-nation force, set up with the backing of France in 2017 to roll back jihadist insurgents and criminal groups in the vast, unstable Sahel region.

"Shortly after Friday prayers, a suicide bomber in a vehicle painted with UN colours blew up at the entrance to the G5 base in Sevare. It was a huge blast," a military source in the G5 Sahel force told AFP.

Two soldiers from the force and a civilian were killed, as well as two attackers, according to a source within the force and the governor of Mopti, the regional capital.

The Malian government later said that the two soldiers killed were members of its armed forces.

A previous toll of six people killed was revised down.

Governor Sidi Alassane Toure said there had been "confusion" in the morgue.

"We have arrested four suspects," he told AFP, adding that search operations would take all night.

- Security shortcomings -

Guterres, who visited the Sevare headquarters last month, highlighted security shortcomings on several of the force's sites in Mali in a report published in May.

"Poor conditions on and around the site represent an important security threat, and are delaying the deployment of the remaining soldiers," the report said.

Residents in Sevare, 600 kilometres (375 miles) northeast of the capital Bamako, hid inside their homes during Friday's attack, according to Bouba Bathily, a trader who sheltered from the gunfire in his house.

A local orange seller, Haoussa Haidara, said "there was a huge blast" followed by shooting that lasted more than an hour.

The attack came three days before a meeting in the Mauritanian capital of Nouakchott between French President Emmanuel Macron and the heads of the G5 Sahel states to discuss progress made by the force.

The G5 Sahel aims to have a total of 5,000 troops from five nations -- Burkina Faso, Chad, Mali, Mauritania and Niger, but has faced funding problems.

It operates alongside France's 4,000 troops in the troubled "tri-border" area where Mali, Niger and Burkina Faso meet, and alongside the UN's 12,000-strong MINUSMA peacekeeping operation in Mali.

France's armed forces minister, Florence Parly, condemned the "cowardly attack" in a Twitter statement.

The G5 Sahel was scheduled to be fully mobilised by mid-2018, but its deployment has faced delays, equipment worries and accusations of human rights abuses.

On Tuesday, the UN said Malian soldiers within the force had "summarily" executed 12 civilians in a market in central Mali in May in retaliation for the death of a soldier.

Malian Prime Minister Soumeylou Boubeye Maiga said that the government had "taken the necessary measures" after the bloodshed, which he condemned.

France intervened militarily in Mali in 2013 to help government forces drive Al-Qaeda-linked jihadists out of the north.

But large tracts of the country remain lawless despite a peace accord signed with ethnic Tuareg leaders in mid-2015 aimed at isolating the jihadists. The violence has also spilled over into both Burkina Faso and Niger.

Earlier Friday, French military headquarters said troops from its Barkhane mission in Mali had killed or captured 15 jihadists on June 22 in a joint operation with local forces.

The clash took place in a woodland area of the Inabelbel region, southeast of Timbuktu, it said in a statement.

A group of about 20 jihadists were attacked using helicopters and jet fighter support after they were spotted by Malian commandos, it said.

Mumbai's Art Deco buildings -- believed to be the world's second largest collection after Miami -- were added on Saturday to UNESCO's World Heritage List alongside the city's better-known Victorian Gothic architecture.

The decision was approved at a UNESCO meeting in the Bahraini capital Manama.

A not-for-profit team of enthusiasts are in the process of documenting every single one of Mumbai's Art Deco treasures but they estimate there may be more than 200 across India's bustling financial capital.

The majority of them, built on reclaimed land between the early 1930s and early 1950s, are clustered together in the south of the coastal city where they stand in stark contrast to Victorian Gothic structures.

The two vastly different architectural traditions face off against each other across the popular Oval Maidan playing field, where enthusiastic young cricketers hone their skills.

On one side lie imposing and rather austere 19th century buildings housing the Bombay High Court and Mumbai University, with their spires and lancet windows.

On the other side stand sleeker buildings boasting curved corners, balconies, vertical lines and exotic motifs.

They were built by wealthy Indians who sent their architects to Europe to come up with modern designs different to those of their colonial rulers.

"Mumbai's Art Deco buildings have always lived in the shadow of the Victorian Gothic structures built by the British but this recognition by UNESCO today helps elevate Art Deco to its rightful place," Atul Kumar, the founder of Art Deco Mumbai, told AFP.

"Across a 22-acre stretch of playing field we have two distinct architectural styles. One symbolic of India's colonisers. The other representing the aspirations of a new, wealthy Indian class."

Mumbai's Art Deco buildings house residential properties, commercial offices, hospitals and single screen movie theatres, including the popular Regal and Eros cinemas.

Their characteristics include elegant Deco fonts, marble floors and spiral staircases.

Most of the Art Deco buildings, including along the three-kilometre long palm-fringed Marine Drive promenade, are five storeys high and painted in bright colours such as yellow, pink and blue.

Some of Mumbai's most recognisable buildings are built in the Victorian Gothic style, including the city's famous main train station, which used to be known as Victoria Terminus.

The Bombay High Court, Mumbai University and the headquarters of the city's civic authority are other examples of that style.

They were built in the 19th century as Britain strengthened its hold over India. Many of the edifices boast tinted windows, flying buttresses and ornate carved figures.

A dozen Christian locations in parts of southern Japan where members of the faith were once brutally persecuted were selected for inclusion on the UNESCO World Heritage list on Saturday.

The 12 sites include Oura Cathedral, a Catholic church in Nagasaki that is dedicated to 26 Christians who were executed for their beliefs over four centuries ago.

Christianity in Japan dates back to 1549, when European Jesuit missionary Francis Xavier arrived in the country with two companions and the religion began spreading in western Japan.

As more missionaries arrived and the faith spread, Japanese military leaders became increasingly suspicious of its growing influence and a crackdown against Christians began from 1589.

The Christians commemorated at Oura -- 20 Japanese and six foreigners -- were executed in Nagasaki in 1597 as the persecution intensified.

For Japanese converts, hiding their religion became a matter of life and death for the next 250 years, with Christianity banned and Japan closed to the outside world.

As they practised their faith but tried to blend in, the Christians created a blended religion that incorporated elements of Buddhism.

It wasn't until 1865 that these "hidden Christians" or Kakure Kirishtan became known outside of their communities.

A group of nervous peasants approached a French priest at Oura Cathedral and one woman whispered "our hearts are the same as yours", prompting the discovery of what turned out to be tens of thousands of Japanese Christians who had kept their faith a secret.

Gothic-style Oura, which was built in 1864 by French priests and was known by locals as the "French temple," is the oldest Christian-related building in Japan.

It was designated a national treasure by the government in 1933, but was partly damaged by the atomic bomb dropped by the US on Nagasaki on August 9, 1945, three days after the bombing of Hiroshima.

The other locations in the Japanese entry include Sakitsu village in Amakusa, in southwestern Kumamoto, where Christians practiced their faith in secret in the Edo period.

The martyrdom of hidden Catholics and Jesuit missionaries in Japan in the 17th century was the subject of the 2016 Hollywood film "Silence", directed by Martin Scorsese.

Rescue divers reached several kilometres inside a flooded cave Saturday where 12 boys and their football coach have been trapped for a week, offering a flicker of hope for the harrowing search.

There has been no contact with the boys, aged 11 to 16, and their coach since they went into the Tham Luang cave last weekend and were hemmed in by heavy rains that blocked the entrance.

The desperate, round-the-clock search for the team has been beset by torrential downpours that submerged tunnels near the entrance, blocking divers from going in.

But Navy SEAL divers reached a T-junction in the depths of the cave just two or three kilometres (one to two miles) from where the boys are believed to be, Chiang Rai governor Narongsak Osottanakorn said.

Divers reached the same spot earlier in the week but were forced back by rushing floodwaters.

This time, divers planted bottles of oxygen along the tunnel walls so swimmers navigating the muddy pools with almost no visibility could stay under for longer.

Water levels inside the complex labyrinth of tunnels finally dropped thanks to dozens of pumps set up to drain the floods even as heavy rain continued to pound the area near the Myanmar and Laos borders.

"The situation is better today than yesterday and the day before. Water has receded considerably and we are pumping out water in all chambers (near the entrance)," Narongsak told reporters.

As the search for the boys hit its seventh day, attention turned to their chances of survival inside the cave with little or no food and light.

The group likely has access to fresh water -- either dripping in through rocks or rushing in through the entrance -- but experts warned that runoff water from nearby farms could carry dangerous chemicals or bacteria.

"If they drink the water in the caves and it makes them sick it could hasten the problem that they are in, but if they don't drink it then they are also in trouble," Anmar Mirza, coordinator of the US National Cave Rescue Commission, told AFP.

But even without food he said young, athletic boys could "easily live for a month or a month and a half" with the main challenge their mental resolve.

"The biggest issue that they are facing right now if they are alive is psychological because they don't know at what point they might get rescued," Mirza said by phone from the US state of Indiana.

- Practice drills -

The dramatic week-long rescue has galvanised the nation and prompted emotional outpourings online from well-wishers praying for their safe return.

Teams of foreign experts, including more than 30 US military personnel, have descended on the remote mountainous site to join some 1,000 Thai rescuers.

Australian, Chinese and Japanese experts also joined efforts.

"We have the skills of cave rescue and rope rescue so we can try to do something for the children," James Wang, from China's Green Boat Emergency Rescue, told AFP.

Several teams trekked into the thick jungle above the cave desperately looking for new openings that might lead to the trapped boys.

One team was drilling into a 40-metre (130-foot) chimney that led to a muddy chamber, which the governor described as a "promising" lead.

But there was still no indication it linked to the main cave complex.

"We have been rotating our staff into the chimney since yesterday, they are inside... still searching and we are waiting for their findings," Surachai Thathes, chief of the parks ministry rescue team for northern Thailand, told AFP.

Another chimney was discovered nearby and helicopters carrying food, water and medical supplies were dispatched to the area.

But the main priority was trying to reach the boys through the main entrance, governor Narongsak said.

Earlier in the day medics and police staged practice drills to prepare for the quick and complex evacuations that will be required if and when the boys are found.

Stone-faced relatives kept vigil under a makeshift tent near shrines where monks are leading prayers near shrines overflowing with offerings.

Stretching 10 kilometres (six miles) and with complicated, snaking pathways and narrow corridors, Tham Luang is one one of Thailand's longest and toughest caves to navigate.

Officials said the boys know the site well and have visited many times before, buoying hopes that they might have trekked to a large airy chamber in the centre.

Rescuers found footprints and handprints in a chamber near that spot earlier in the week, further in from where they found the kids' football boots, backpacks and bicycles.
