US moves against North Korea again




The United States and key Asian allies are preparing to expand interceptions of ships suspected of violating sanctions on North Korea.
Officials say the plan could include deploying U.S. Coast Guard forces to stop and search vessels in Asia-Pacific waters.

They said Washington has been talking to regional partners, including Japan, South Korea, Australia and Singapore, about coordinating a stepped-up crackdown that would go further in an attempt to squeeze Pyongyang’s use of seagoing trade to feed its nuclear missile programme.

Pyongyang has warned that it would consider a blockade an act of war.
The officials said the US-led initiative, which has not been previously reported, shows Washington’s increasing urgency to force North Korea into negotiations over the abandonment of its weapons programmes.

They said North Korea may be only a few months away from completing development of a nuclear-tipped missile capable of hitting the U.S. mainland, in spite of existing international sanctions that, at times, have been sidestepped by smuggling and ship-to-ship transfers at sea of banned goods.
“There is no doubt we all have to do more, short of direct military action, to show (North Korean leader) Kim Jong Un we mean business,” said a senior administration official told Reuters.

On Friday, Washington on Friday slammed sanctions on dozens more companies and vessels linked to North Korean shipping trade and urged the UN to blacklist a list of entities, a move it said was aimed at shutting down North Korea’s illicit maritime smuggling activities to obtain oil and sell coal.
Tighter sanctions plus a more assertive approach at sea could dial up tensions at a time when fragile diplomacy between North and South Korea has gained momentum.

With late-night decrees, Saudi King Salman dumps top military commanders, consolidating crown prince’s power







The kingdom also announced a new female deputy minister of labour and social development as it tries to broaden the role of women in the workplace.
Saudi Arabia made the announcement Tuesday in a flurry of royal decrees carried by the state-run Saudi Press Agency. As with many announcements in the ultra-conservative Sunni kingdom, it was short on details.

King Salman “approved the document on developing the Ministry of Defence, including the vision and strategy of the ministry’s developing programme, the operational pattern targeting its development, the organisational structure, governance and human resources requirements,” one statement said.
That restructuring was part of a “multiyear effort,” Prince Faisal bin Farhan, a senior adviser at the Saudi embassy in Washington, wrote on Twitter.
Prominent among the personnel changes was the firing of military chief of staff General Abdulrahman bin Saleh al-Bunyan. Another announcement said the general would become a consultant to the royal court.
Al-Bunyan was replaced by General Fayyadh bin Hamid al-Rwaili, who once had been the commander of the Royal Saudi Air Force, among the nation’s premier military forces.
Also appointed as an assistant defence minister was Khaled bin Hussain al-Biyari, the CEO of the publicly traded mobile phone and internet service provider Saudi Telecom Co.
The decisions come as the Saudi-led coalition, chiefly backed by the United Arab Emirates, remains mired in a stalemate in Yemen, the Arab world’s poorest country.


Over 10,000 people have been killed in the war in which Saudi-led forces back Yemen’s internationally recognised government against Shiite rebels and their allies who are holding the Yemeni capital, Sanaa, and much of the north of the country.
The kingdom faces wide international criticism for its air strikes killing civilians and striking markets, hospitals and other civilian targets. Aid groups also blame a Saudi-led blockade of Yemen for pushing the country to the brink of famine.
Crown Prince Mohammed bin Salman, the heir to the throne after his father King Salman, is the Saudi defence minister and architect of the Yemen war.

While the crown prince has burnished his reputation abroad with promises of business-friendly reforms and other pledges, his role in Yemen haunts that carefully considered public personae.

But the overhaul in the Saudi defence forces should not be seen only as a reaction to the Yemen war, said Becca Wasser, a Washington-based RAND Corp. analyst specialising in Gulf security who has travelled to Saudi Arabia in the past.
The war in Yemen functions “to push these reforms forward, but it’s not the driver,” Wasser said.

In general, Wasser said such an overhaul would include improving training and recruitment of troops, allocating better resources and changing a military’s leadership to one willing to hear new ideas and make changes.

Also noticeable was an effort to include a “careful balancing” of appointments of others in the Al Saud royal family, said Kristian Coates Ulrichsen, a research fellow at the James A. Baker III Institute for Public Policy at Rice University

“It seems the Saudi shake-up is more about moving forward with Mohammed bin Salman’s attempt to put in place a new generation of leadership in tune with his vision to transform the structure of Saudi decision making,” Ulrichsen said.

The appointment of a woman in a ministerial position, Tamadhir bint Yosif al-Rammah as deputy minister of labour and social development, comes as the kingdom prepares to allow women to drive this year and pushes to have more women in Saudi workplaces.

Also appointed was Prince Turki bin Talal Al Saud as deputy governor of the Asir region.

The prince’s brother is billionaire Prince Alwaleed bin Talal, who recently was detained for months at the Ritz-Carlton in Riyadh as part of what the government described as an anti-corruption campaign.

As with the anti-corruption purge, Wasser said the military overhaul also fit into the consolidation of power by Crown Prince Mohammed.
“Reform is a tricky thing to do. To create change in a larger bureaucratic structure like a military is difficult. To create change in Saudi Arabia … is incredibly difficult,” she said.

“It is not going to be easy and change is not going to happen tomorrow. This is much more of a long-term endeavour.”

 

Ousted S. Korea president May Bagged 30 years' jail




 

South Korean prosecutors on Tuesday demanded a 30-year-jail sentence for former president Park Geun-hye, sacked over a wide-ranging corruption scandal which exposed shady links between big business and politics and prompted massive street protests.

The 66-year-old daughter of a former dictator was dismissed in March 2017 and has now been in custody for almost a year.
"We ask the court to hand down 30 years in prison and (a fine of) 118.5 billion won ($110 million) for the accused, who must take ultimate responsibility for the scandal as the 18th president of this country," prosecutors said in a statement.

They said Park, in collusion with her secret confidante and long-time friend Choi Soon-sil, took or was promised bribes totalling 59.2 billion won ($52 million) from three South Korean companies, Samsung, Lotte and SK, in return for policy favours.

Park has also been charged with coercing 18 large firms to "donate" a total of 77.4 billion won to two dubious foundations controlled by Choi.
The Seoul Central District Court earlier this month found Choi guilty of abuse of power, bribery and interfering in government business and sentenced her to 20 years in prison.

The verdict and sentence was seen as a potential pointer to the decision in Park's separate trial in the same court, because 15 of the 18 charges Choi faced mirror charges against the ex-president.

A date for the verdict on Park may be announced at the end of Tuesday's session.
"The accused (Park) abused her power delegated by the people for private gain for Choi and herself... violated core constitutional values on the protection of the market economy and free democracy," the statement said.

"Consequently, the accused became the first president to be sacked through impeachment, leaving an indelible scar on the country's constitutional history."
The prosecutors also rebuked Park for "allying with the chaebol instead of the people", in reference to the country's family-controlled large conglomerates, accusing her of strengthening "unhealthy ties between political power and economic power".

They also decried her attitude toward justice.

- 'Cover up' -
When allegations about Choi's misdeeds started surfacing in news media, Park tried to mislead public opinion and denounced the reports as "political offensives", prosecutors said.

"When the court issued an arrest warrant for the accused Park, she tried to cover up the true picture of the case by describing the move as political revenge."
Park since October has stopped attending the court, which she denounces as politically biased.

Some legal experts believe she is in an even worse position than Choi was, noting that the judge who sentenced Choi had denounced Park for having "delegated" presidential authority to a private individual.

Park, daughter of late dictator Park Chung-Hee, was brought up in Seoul's presidential Blue House. 

The scandal sent her once-bulletproof approval ratings to record lows, with tens of thousands taking to the streets for months calling for her ousting. But she retained a loyal following from groups of mainly older rival protesters.

Her downfall gave the left-leaning Democratic Party the upper hand in the presidential election last May, which was easily won by Moon Jae-in.
Approval ratings for Moon remain high, mainly due to his down-to-earth image, pro-poor policies and pursuit of dialogue with North Korea, as well as the success of the just-ended Pyeongchang Winter Olymmpics.



Clipboard sucked into plane engine: Australia regulator

A clipboard left behind during pre-flight checks was sucked into the jet engine of an international passenger plane, Australian safety regulators said Tuesday.
Ground staff put the bundle of paperwork on the engine cowling after loading luggage -- but seemingly forgot to pick it up again.

A worker conducting final safety checks spotted the misplaced documents, but assumed they would be retrieved before take-off.

When the engines were started, they swallowed the clipboard, spraying bits of paper all over the tarmac as the aircraft began taxiing into position.
However, no-one told the flight crew until the Sydney-bound plane was in the air, forcing the pilot to return to Auckland.

"The engine was inspected by engineers and paper was found throughout the engine. They also found... a piece of sheared metal," the Australian Transport Safety Bureau (ATSB) said in a report.

Qantas-owned Jetstar, which was operating the October 27 flight last year, has since updated its procedures to include warnings about not placing items in the engine cowling, the ATSB said.

"This incident demonstrates the effect foreign object debris has on aircraft operations," the ATSB said, adding that debris "poses a significant threat to aircraft safety".

"It has the potential to cause aircraft damage during critical phases of flight, costing airlines and airports millions of dollars each year."
