News: Gloomy Christmas Eve on the 20th day of French strike

Christmas Eve 2019 was an unusually gloomy one for France, as the 20th day of a transport strike left many scrambling Tuesday to reach their loved ones for the traditional family feast, while others simply gave up.

The protest against pension reform has led to thousands of trains being cancelled or delayed, with taxis, ride-sharing services and car rental agencies unable to make up the shortfall.

"We're not sure what to do," said Joel Rossignon, 66, visiting Paris from the east of France to spend Christmas with his son, who lives in a far-flung suburb of the capital to which there will be none of the usual trains on Tuesday evening.

"We even tried to book a taxi, yesterday already, but there were none," he said, standing with his suitcase on the street.

Kady Dao, 23, said she will stay at home in a suburb southwest of Paris with her nine-month-old daughter, as her usual public transport route has been cut off. "I have no choice."

Negotiations with unions last week failed to find middle ground, and strikers vowed there would be no holiday truce unless the government scraps its plan to merge the country's 42 pension schemes into one.

Talks will resume on January 7, Prime Minister Edouard Philippe's office said Monday.

Since it started on December 5, the strike has hit daily commuters hard -- especially around Paris and other large cities -- and is now impeding tens of thousands of ticket holders who had planned to spend the festive season with family or friends.

- 'This is horrible' -

Rail operator SNCF provided only 40 percent of its usual high-speed TGV and regional TER train services Tuesday, and 20 percent of inter-city and Paris suburban trains.

Between a third and two-thirds of trains to some European destinations were running. And in the capital, six of 16 metro lines were closed, eight provided a much-reduced service, and only two -- which are driverless -- functioned as usual.

For suburb dwellers hoping to spend Christmas in the City of Light, there was bad news too. The SNCF will close several railway lines Tuesday afternoon, with some reopening Wednesday late morning, and others only Thursday.

The government's pension overhaul, which it says would create a fairer system, would see some public employees -- notably railway staff -- lose early-retirement benefits.

But workers baulk at the inclusion of a so-called "pivot age" of 64 until which people would have to work to earn a full pension -- two years beyond the official retirement age.

"This is horrible. These three weeks have been hard for me," said Ristic Nevena, 29, who works as a manager in Paris, and travels daily from Montfermeil about 17 kilometres (10.5 miles) away.

She is obliged to take a different train from her usual one, with many inter-connections, making her daily commute three or four hours longer.

- 'Daily struggle' -

Juno Dormevil, a 27-year-old chemist, said his usual one-hour work commute now takes three hours each way, on an assortment of buses.

"It's a daily struggle."

Unions are hoping for a repeat of 1995 when the government backed down on pension reform after three weeks of metro and rail stoppages just before Christmas.

But the action is taking a heavy toll on businesses, especially retailers, hotels and restaurants, during what should be one of the busiest periods of the year.

Industry associations have reported turnover declines of 30 to 60 percent from a year earlier, and the SNCF said Tuesday it had lost 400 million euros ($442 million) in potential earnings so far.

Non-transport workers have also started joining the protest, claiming to have impeded production at some oil refineries, and interrupting power to thousands of homes in recent days.

The man leading the government's pension reform project, Laurent Pietraszewski, told BFM TV on Tuesday he believed the government was "willing to compromise" in the negotiations, set to last throughout January.

A poll by the IFOP agency published Sunday showed public backing for the action dropping by three percentage points, though 51 percent of respondents still expressed support or sympathy for the strikers.

News China hosts Japan, South Korea with eyes on nuclear North

China hosted the leaders of squabbling neighbours South Korea and Japan for their first official meeting in over a year on Tuesday, flexing its diplomatic muscle with America's two key Asian allies and seeking unity on how to deal with a belligerent North Korea.

The gathering in the southwestern city of Chengdu was held with the clock ticking on a threatened "Christmas gift" from North Korean leader Kim Jong Un that could reignite global tensions over its nuclear programme.

Kim has promised the unidentified "gift" -- which analysts and American officials believe could be a provocative missile test -- if the US does not make concessions in their nuclear talks by the end of the year.

The gathering also featured the first bilateral meeting between South Korea's Moon Jae-in and Japanese Prime Minister Shinzo Abe in 15 months.

Ties between the two have hit rock bottom lately over trade issues and other disputes related to decades of bitter wrangling over Japan's 1910-1945 occupation of the Korean peninsula.

The United States has urged the pair to bury the hatchet -- worried their poor relations were complicating diplomacy in Asia -- although it has held off on direct mediation.

China is appearing to fill that void with the Chengdu event.

"As the region's major power, China hopes to show its diplomatic presence to the world by bringing the Japanese and South Korean leaders to the same table," Haruko Satoh, professor and expert on Chinese politics at Osaka University, told AFP.

- 'Severe' situation -

Before leaving for China, Abe told reporters that links with Seoul remained "severe".

But Abe and Moon were photographed smiling and shaking hands, and made positive overtures at the start of their bilateral meeting.

The relationship between Japan and both Koreas is overshadowed by the 35 years of brutal colonisation by the Japanese -- including the use of sex slaves and forced labour -- that is still bitterly resented today.

Ties began a downward spiral in recent months after a series of South Korean court rulings ordering Japanese firms to compensate wartime forced labour victims.

These infuriated Tokyo, who insisted the matter had been settled by a 1965 treaty between the two countries.

Seoul then threatened to withdraw from a key military intelligence-sharing pact, although it reversed course in November and agreed to extend it "conditionally".

Abe said he hoped "to improve the important Japan-South Korea relations and to exchange candid opinions", according to Japanese public broadcaster NHK.

On Tuesday, Seoul's presidential Blue House said Moon described the two countries as "the closest neighbours geographically, historically and culturally".

But at a press conference after the bilateral, Abe said it was "South Korea's responsibility" to resolve the issues.

"I urge the South Korean side to get the ball rolling to regain the soundness of Japan-South Korea relations," he said.

- Reversed course -

After the meeting with China, both Japan and South Korea urged the resumption of talks between Pyongyang and Washington -- which have been largely deadlocked since a second summit between President Donald Trump and North Korean leader Kim Jong Un Kim in Hanoi collapsed at the start of this year.

The leaders of the three countries also promised to help promote dialogue to rid the Korean peninsula of nuclear weapons.

Also on Tuesday, North Korean state media slammed Tokyo as a "political dwarf", saying its weapons tests "pose no threat" to Japan.

Still, if the North fired an intercontinental ballistic missile in defiance of UN sanctions, it would destroy Trump's argument that he had succeeded in reducing risks from North Korea.

Former US national security adviser John Bolton, who was dismissed in September, on Monday criticised Trump's strategy and warned the North posed an immediate threat.

"The risk to US forces & our allies is imminent & more effective policy is required before NK has the technology to threaten the American homeland," tweeted Bolton.

Queen Elizabeth II called 2019 "quite bumpy" in a Christmas message at the end of a chaotic year which saw Britain bitterly divided over its split from the European Union and her scandal-plagued son Prince Andrew withdraw from public life.

But in some good news on Tuesday, the 93-year-old monarch's husband Prince Philip checked out of a London hospital after four nights of treatment for an undisclosed "pre-existing condition" in time to join the royal family for Christmas.

The year was filled with disappointments for the queen -- a seminal figure in British public life who assumed the throne in 1952 and is beloved by much of the nation.

None may have been more bitter than a calamitous BBC interview in which her second son Andrew tried to distance himself from American paedophile Jeffrey Epstein.

Andrew promised to "step back from public duties" after his denial of having sex with one of Epstein's alleged victims was ridiculed in the UK media and reportedly criticised in Buckingham Palace.

The queen will point to the life of Jesus as an example of how reconciliation can be achieved and "how small steps taken in faith and in hope can overcome long-held differences and deep-seated divisions" in her speech, which will be broadcast on Christmas Day.

The remarks were widely interpreted as a reference to the Brexit debate that has torn Britain apart since it voted to leave the EU in a 2016 referendum.

"The path, of course, is not always smooth, and may at times this year have felt quite bumpy, but small steps can make a world of difference," the queen will say.

Royal commentators said the queen's use of the word "bumpy" marked her most explicit admission of turmoil since her headline-grabbing description of 1992 as an "annus horribilis".

The marriages of three of her children fell apart and her beloved Windsor Castle nearly went up in flames that "horrible year".

- Missing picture -

The queen found herself dragged into the tortuous political drama of Brexit when she approved Prime Minister Boris Johnson's request to suspend parliament in August. Critics claimed it was an attempt to silence opponents to his Brexit plans.

The Supreme Court subsequently ruled that Johnson's request had been unlawful and many people blamed him for making the queen look bad.

The queen was also rumoured to have been disappointed by her grandson Prince Harry and his American former actress wife Meghan Markle.

The young couple made waves by speaking out about their struggle with living in the public eye and then suing three British newspapers for prying into their private lives.

Their picture was notably absent from the collection of family photographs on the queen's desk in her televised address.

Harry and Meghan will also miss that annual Christmas Day gathering at the royal retreat at Sandringham that Philip was whisked to after leaving hospital.

-'Spirit of reconciliation' -

The queen has remained one of Britain's most popular figures despite the royal family's travails.

A poll by YouGov in November showed 72 percent of respondents had a positive opinion of the monarch.

The queen's Christmas Day message also reflected on the heroism of British forces during the D-Day landings in Normandy that turned the course of World War II in 1944.

Her trips abroad are becoming increasingly rare, but she made one in June to attend the 75th anniversary commemorations in France.

"For the 75th anniversary of that decisive battle, in a true spirit of reconciliation, those who had formerly been sworn enemies came together in friendly commemorations either side of the Channel, putting past differences behind them," the queen will say in her message.

"By being willing to put past differences behind us and move forward together, we honour the freedom and democracy once won for us at so great a cost."

In one week from next Wednesday, on the first day of the new decade, Kim Jong Un, the North Korean leader, will have to make a choice: What to do when his publicly declared year-end deadline for diplomacy with the U.S. arrives, and there’s still no deal in sight?

That question seems to have everyone guessing.

The U.S. commander of Pacific Air Forces, Gen. Charles Q. Brown, said last week that he expects the DPRK to launch “some kind of long-range ballistic missile” at the end of the year.

He also said — in the same interview — that it’s possible “nothing happens right away.”

Here in Washington — a city teeming with military commanders, North Korea watchers, and even the U.S. President himself — no one seems to know for sure what’s coming when the clock strikes midnight on January 1.

Whatever it may be — a missile into the Pacific Ocean, a satellite into space, or something else altogether — one thing seems to be sure: Three years into Donald Trump’s presidency, 18 months after he and Kim Jong Un shook hands and signed a vague denuclearization promise in Singapore, and with eight days left in this year, the U.S.-DPRK stalemate seems to be as fixed as it’s ever been.

And as for Kim Jong Un’s deadline, it may just mark the end of one unpredictable year and the start of another. Beyond that is anyone’s guess.

LONG ROAD TO A FAMILIAR RESULT

The world has known about Kim Jong Un’s deadline for months.

In April of this year, not long after President Trump walked out of his second summit with Kim, in Hanoi — the two reportedly disagreed over questions about the scale of sanctions relief — the DPRK leader went home and told his country that the Americans were now on the clock.

“We will wait for a bold decision from the U.S. with patience till the end of this year, but I think it will definitely be difficult to get such a good opportunity as the previous summit,” Kim said in a speech.

(In glaring contrast, before the Hanoi Summit, North Korean propaganda had anticipated “epoch-making results.”)

Diplomacy takes time, and in the months since that summit, the two leaders met each other again, they sent envoys to negotiate with each other in Stockholm, and Trump even walked into North Korean territory — a first for a sitting U.S. president.

But in that same period, the two nuclear-armed nations have also insulted each other (“Rocket Man” and “dotard”), warned each other, and, this month, begun outright threatening each other once again.

North Korea recently said it would give the U.S. a “Christmas gift” if it doesn’t get what it wants in negotiations, and this month conducted two tests at a satellite launching site that a senior army official said were helping the North develop “another strategic weapon.”

This week, the DPRK is expected to hold a party plenum that analysts say could establish hard-line policies for the coming year, and then Kim Jong Un will likely deliver a New Year’s speech to tell his countrymen what to expect over the next 12 months.

In his 2019 address, almost exactly one year ago, Kim warned that if the U.S. “persists in imposing sanctions and pressure” against the North, then “we may be compelled to find a new way for defending the sovereignty of the country … and for achieving peace and stability of the Korean peninsula.”

Last week, Russia and China tried to push a proposal at the UN Security Council (UNSC) that would eliminate all sanctions “related to the livelihood of the civilian population of the DPRK.”

The State Department promptly rejected the proposal — “Now is not the time for the UN Security Council to consider offering premature sanctions relief,” a department spokesperson told NK News at the time — and a few days later, Trump signed even more sanctions targeting North Korea into law.

Those latest sanctions were tucked into a massive annual defense bill, which covers hundreds of U.S. domestic and foreign policy issues, most of which have nothing to do with North Korea. The DPRK sanctions don’t appear until page 1,046.

But Pyongyang may not care about that detail: the new sanctions in the legislation target North Korea’s coal, iron, textile, and seafood industries, banks that do business with the DPRK, and foreign countries that don’t do enough to enforce UN sanctions.

“We do believe that this will increase the pressure, and therefore increase our negotiators’ leverage — the Trump administration’s leverage — in dealing with the Kim regime,” Congressman Andy Barr, the author of the new sanctions in the U.S. House, told NK News in an interview last week.

Beyond sanctions, the biggest question dividing Washington and Pyongyang, and perhaps the most intractable one, may be the fate of North Korea’s nuclear weapons program.

Trump’s envoy to North Korea, Stephen Biegun, told U.S. lawmakers in November he has seen “no evidence” that the DPRK has stopped its nuclear weapons program.

By some estimates, the DPRK already possesses a few dozen nuclear weapons, though the exact number is unclear.

Yet through all of this, Biegun has continued to insist that the administration wants diplomacy to succeed.

He was confirmed last week as Deputy Secretary of State, the number-two position in the State Department, and just returned to Washington on Friday after a whirlwind week-long trip to East Asia — perhaps a last-chance effort to restart talks with Pyongyang.

“It is time for us to do our jobs. Let’s get this done. We are here, and you know how to reach us,” Biegun said after arriving in Seoul, in comments directed at the North. “The United States does not have a deadline.”

His overtures to North Korea seem to have gone unanswered.

DOMESTIC PRESSURE FOR AN INTERNATIONAL DEAL?

As Kim Jong Un approaches his deadline with no sanctions relief to deliver to his country, President Trump is also facing his own political pressure at home.

He was impeached last Wednesday by the U.S. House of Representatives and recently warned North Korea not to disrupt his reelection campaign by conducting provocative missile tests.

“He knows I have an election coming up. I don’t think he wants to interfere with that,” Trump said recently.

In November, VOA reported that the Trump campaign sent out an email to supporters listing North Korea as one of eight “HUGE wins” for the President.

“Everything is about re-election for Trump,” said Sue Mi Terry, senior fellow for Korea at the Center for Strategic and International Studies in Washington and a former U.S. intelligence official.

Terry told NK News that if Trump signs a bad deal with North Korea out of political desperation, he would have to try to spin it as something great — or be forced to defend it to his Republican colleagues and the electorate.

“Right now, with all this domestic politics, the impeachment and all that, when he needs all the Republican senators in line to support him, does he throw yet another controversial thing their way?” Terry said in an interview.

“And that is not a question for a North Korea watcher to answer,” she added. “That needs someone who has an understanding of Donald Trump’s psychology.”

Samuel Wang, a professor of Neuroscience and Director of the Princeton Gerrymandering Project at Princeton University, told NK News that foreign policy achievements don’t always translate into electoral support (let alone victory) for a president.

“Approval numbers for both Presidents Bush benefited from international crises: Iraq, 9/11, Iraq again,” said Wang. “But in those cases, they were perceived as responding to events that were not their fault.”

“For any action by Trump to have a similar effect, it would probably have to be perceived as fixing a problem that he himself did not cause,” he added. “To affect his reelection, it would have to happen next summer.”

For now, if Trump and his top deputies have a plan for solving the North Korea issue, they are not articulating it to the public.

“I don’t see any evidence that there’s a roadmap within the U.S. administration, within the Trump administration, for what exactly they’re pursuing,” said Celeste Arrington, an assistant professor of political science and international affairs at the George Washington University’s Elliott School of International Affairs.

“I’ve heard no rumors, any kind of plan, or coherent strategy — like, if this happens, then we do this,” Arrington told NK News in an interview. “And that to me is the biggest concern here.”

Some experts wonder if Trump will return to his “fire and fury” posture — the threat of war — if North Korea goes too far in its provocations.

Trump’s own former ambassador to the UN, Nikki Haley, recently published a book that claimed he was bluffing when he tried that approach in 2017.

“Make them think I’m crazy,” she quoted Trump as saying, according to South Korea’s Yonhap News Agency.

Trump also fired his hawkish advisor John Bolton, who once argued that the U.S. should preemptively attack North Korea — but recently expressed once more a willingness to use force against the DPRK if necessary.

“Now we have the most powerful military we have ever had and we are by far the most powerful country in the world, and hopefully we do not have to use it,” the President said. “But if we do, we will use it.”

There also seems to be no agreement on what Kim Jong Un might do if Trump can’t deliver the goods by January 1.

Experts said the possibilities could include a satellite launch; a hydrogen bomb test in space; more medium-range missile tests; the test of a long-range missile that can reach U.S. territory; or even a nuclear test.

Or, perhaps, just a cold shoulder to the U.S. while Trump fights for his political survival.

“It’s really unclear what happens if the end-of-year deadline passes without result,” Jenny Town, a Stimson Fellow and the Managing Editor of the website 38 North, told NK News. “But the signals coming from North Korea over the past few months are a cause for concern.”

Song Min-soon, the former South Korean Minister of Foreign Affairs & Trade, put it another way during recent remarks in Washington:

“When you pull out your sword, you have to cut at least a pumpkin,” he said.

WHAT A SUPREME LEADER WANTS

One source of trouble in U.S.-DPRK diplomacy may be the challenge of knowing what, exactly, Kim Jong Un even wants.

Sanctions relief? Security guarantee? Respect? Recognition? A Korean peninsula without a U.S. presence? Survival?

Jung Pak, a former U.S. intelligence official who is now the SK-Korea Foundation Chair in Korea Studies at the Brookings Institution, told NK News in an interview that the DPRK has formulated a wide-ranging list of demands as, simply, “the end of the U.S. hostile policy.”

This, she said, “is something that we can never match, because it’s only North Korea that decides what that hostile policy is.”

“And they keep wanting more,” she said. “So we would be going down a rabbit hole if we are trying to satisfy those demands.”

Whatever Kim does want, it may be impossible to know in advance, until the very moment the truth comes soaring in — via a letter, or a speech, or a missile, or a satellite, or something else entirely.

ENDING THE STALEMATE

It will likely take much more work to break out of the current stalemate, especially with more than six decades of hostility between the two nations, no diplomatic recognition, and a lingering state of war that technically never ended.

Alexandra Bell, Senior Policy Director at the Center for Arms Control & Non-Proliferation and a former State Department official, told NK News that diplomacy is slow — and, therefore, not ideal for a leader who may be looking for a quick and obvious political win.

“We should be looking for small victories, short term victories, and really concentrate on that,” she said in an interview. “What would it look like for North Korea to reenter the Non-Proliferation Treaty?”

“What would it look like for them to join a chemical weapons convention, a biological weapons convention, all these international agreements — a Comprehensive Nuclear Test Ban Treaty — all these things that enjoy pretty universal adherence, and North Korea is on the out?”

But the Brookings Institution’s Jung Pak told NK News that a small deal may not cut it for Kim Jong Un.

“I have very little reason to think that Kim would even go for a small deal, meaning he gives up some portion of his program,” said Pak.

“North Korea’s goals and our goals are fundamentally at odds,” she said. “We want them to give up their nuclear weapons; they won’t give up their nuclear weapons because they need it to ensure regime survival.”

Either way, if an arms control deal — or even total denuclearization — does eventually happen, it likely won’t be in the last eight days of 2019, before Kim Jong Un’s year-end deadline arrives.

“The width and breadth of the North Korea challenge will not be solved before the end of the year, it won’t be solved before the end of this term, it won’t be solved in the next decade,” said Bell.

“This is a years-long process that we are going to have to go through,” she said. “There is no Plan B. As tedious and frustrating and not sexy as it is, this slow, plodding process of nuclear negotiations is the only way ahead.”

Hello NK News readers! And welcome to Ask a North Korean, the feature where you can ask our North Korean writers your questions about life on the ground in the DPRK.

Today, In-hua Kim discusses life as a North Korean working overseas. As she points out, despite the difficult conditions workers may face, their positions are usually highly-sought after because of the opportunity to make more money than they would otherwise back in North Korea.

This article is also rather timely: the deadline for North Korean overseas laborers to be sent back to the DPRK, set by the UN Security Council in 2017, was only just yesterday, on December 22 2019.

Whether or not the ban will achieve its desired effect remains to be seen, but it’s certainly going to have a big impact on those being sent home and their families.

I couldn’t help but sigh at the news that North Korean overseas workers were being sent back to North Korea.

I thought of their poor families back home who would be waiting for them to return with money. They’re now going to be facing much harsher lives than the ones they’ve lived so far.

My sisters and their husbands come to mind. Their two brothers-in-law went to Russia for work in the 1990s.

My older brother was a forest laborer, but farmed potatoes to feed his family when he was off work. He always tried hard to get a high yield, but I guess he just wasn’t cut out for farming.

He only managed to harvest one or two sacks of potatoes, one sack being 50 kg, while others could produce a couple more. Considering that potato farming was his side-job it wasn’t a bad effort, but it wasn’t enough to fill the stomachs of his growing children.

Having struggled for a while, one day he suggested to his wife, my sister, that he go to the Soviet Union. She responded without hesitation: “Please, yes. Make lots of money there so we too can have a better life.”

Unlike my other siblings, my sister was born and raised in Pyongyang. She stayed behind with my grandmother, who lived in the outskirts of Pyongyang, when the rest of us moved to Hyesan with my parents.

Having spent her formative years with my grandmother, the disastrous 1990s in North Korea were even more unbearable for her than for the rest of us. So the thought of her husband earning a bit more money in the Soviet Union really excited her.

The General Bureau of Forestry (림업총국) in Yeonhungdong (연흥동), Hyesan selects laborers to go overseas. My brother secured his spot, in the remote eastern city of Vladivostok, thanks to my father’s connections and a $100 bribe.

While he was gone during his three-year contract, my sister raised the children by herself, working at the management office for historic sites. Since there was no salary for this government job though, she did farming on the side. Her in-laws also supported her as much as they could.

She waited and waited for her husband’s return. Other workers began sending a little money home around a year after they had left North Korea, but she received nothing from her husband: no news, letters, let alone money.

It was 3 years and 7 months before he finally returned. My sister just grabbed him and wailed because by then all she wanted was getting him back.

I was astounded when I later found out that the total amount he earned during that time was only $3,000.

The following is his account:

The region to which we were taken was full of dense forest and expansive land. It was a remote area with few Soviets around. Single-storied accommodation for us North Korean laborers could be seen here and there.

Inside our lodgings, wooden bunk beds were placed in a long row and we lay close to one another like soldiers. Meals were OK. Our job was sawing logs.

Not even for one moment did I ever forget my wife and two children while chopping down trees in those snow-covered fields. The thought of returning home with lots of money was what kept me going.

On pay day, however, we didn’t receive any money, but a check (돈표) that could be exchanged in North Korea.

When the contract ends, workers are first sent to Pyongyang to undergo an examination of life overseas. During this review period, the checks (our salaries) are converted into cash, but not entirely: 10% is deducted and half of the remaining amount is paid with goods at Soviet shops that are located in each province.

Aware of this system, we worked to earn money on the side at a farm or ranch on holidays. Some hunted musk deer for musk, coming up with a variety of methods to smuggle it.

I myself sold liquor and cigarettes. A quota was used to limit Soviets, per person, to how many cigarettes they could buy.

I don’t know if my foreign looks helped, but I usually had no problem purchasing cigarettes at the store. After having bought them from different stores, I sold them to the locals for a profit.

When I was caught by the police they would release me, knowing that I was North Korean. They didn’t regulate North Koreans.

I got the seed money to buy cigarettes by running errands for the Soviets. Then I started selling liquor.

Using the money I earned from selling cigarettes, I bought some rice, steamed it in a big kiln and mixed it with leaven, then put it in a thick plastic bag and buried it underground to let it ripen.

It actually tasted pretty good and had a high percentage of alcohol. Soviets weren’t able to buy alcohol freely (like the cigarettes), so liquor made by North Koreans would sell well, even if it was pricier.

The $3,000 that my brother-in-law brought home was what he earned on the side by selling cigarettes and liquor during what was supposed to be his rest time. The salary he earned toiling in the fields was largely extorted by the North Korean government.

From the Soviet shop, where the laborers traded their checks for goods, he got a Chinese sewing machine, a television, clothes, and cotton batting which he gave to me as a gift. I felt sorry receiving it because I knew that he hadn’t returned with much money, but he insisted, telling me to make a blanket with it.

My younger brother-in-law, however, made a lot of money in the Soviet Union. He’s sociable and was a driver, which I think may have helped him get a better position out there.

His task was to transport and measure the logs that North Koreans had cut down. He befriended a female coworker, Lena, who gave him dollars and gifts upon his departure. He even brought home a picture he took with her.

He too received a check with which he traded for household goods, one of which was a color television, rare back then in North Korea.

North Koreans accept that their hard-earned salaries are extorted by the government. At least working overseas will leave you with something, as opposed to those working back home who receive no rations or money. That’s why people pay bribes to be sent overseas.

A surgeon I knew was dispatched to Libya with his wife as part of a medical unit. I was alarmed when I saw them in January 2012, only a little over a year since they left, because they had originally gone on a three-year contract.

His wife said that his salary had been so meager that they weren’t able to save anything. She eventually ended up asking the North Korean embassy staff in Libya if it would be OK to sell some Korean dishes, like tofubab and kimchi, and was given the go-ahead.

Libyans liked the spicy food. She was making good business, until one day in December 2011 they got a phone call telling them to gather at the embassy by 8am.

She and her husband headed to the embassy without thinking much of the call, even preparing ingredients to make some more tofubab after the meeting when she returned to the accommodation.

When everyone had arrived at the embassy, they and the embassy staff were put on a bus. She assumed that there must be some kind of event, hoping that it wouldn’t last too long.

To their surprise though, the bus took them to the airport. The embassy staff told them that everyone was being repatriated and that their belongings would be packed up by the embassy and shipped back to North Korea.

It was only after they landed in Pyongyang that they learned Kim Jong Il had died.

Their luggage arrived when they were observing a month-long remembrance and their overseas workers’ examination period. She almost lost her mind when she saw nothing except one suitcase of personal belongings had been shipped. The government paid for her husband’s salary for the time he worked, but everything she had earned on the side was lost.

I could feel her pain. They had paid bribes to be sent to Libya because they heard that being a doctor overseas is profitable. But their dreams were now shattered.

As I write this, I realize once again how fortunate and thankful I am that I now live in South Korea.

At least 25 people died and 14 others were injured after a bus plunged into a ravine in Indonesia, a rescuer said on Tuesday.

The bus carrying dozens of passengers careered into a 150-metre (500-foot) ravine in South Sumatra province just before midnight (1600 GMT) on Monday and ended up in a river, police said earlier.

Originally the death toll given by police was 24, but the head of the local search and rescue team Berty Kowas said another body was found, taking the number to 25.

"Currently the evacuation is ongoing and some divers are searching (for victims) around the bus," Kowas told Metro TV on Tuesday.

Footage shared by the rescue team showed bodies being taken out of the water on to stretchers.

Police and rescuers were scouring the river and the nearby slopes to look for victims and several passengers were feared missing.

"It crashed into the concrete road barrier before plunging into the ravine. Some people are still trapped inside the bus," local police spokesman Dolly Gumara told AFP on Tuesday, adding no other vehicle was involved.

Search and rescue teams have been deployed to look for victims, Gumara said, adding injured survivors were taken to hospital.

The accident happened in a remote and steep area near the town of Pagar Alam, hampering the efforts to rescue the victims.

According to a passenger manifest, the regional bus left Bengkulu province for Pagar Alam with 27 on board but some survivors told police there were around 50 people inside when the accident happened.

"Some passengers were probably added along the way so there's a possibility some more people are still missing in the river," Gumara said, adding the cause was being investigated.

Traffic accidents are common in the Southeast Asian archipelago, where vehicles are often old and poorly maintained and road rules regularly flouted.

In September, at least 21 people died when a bus plunged into a ravine in West Java's Sukabumi region.

Several months earlier, 12 people were killed and dozens more injured when a passenger tried to wrest control of a bus steering wheel following an argument with the driver on the same toll road in West Java as Thursday's accident. The bus smashed into two cars, causing a truck to roll.

Over the last fortnight message boards and social media platforms used by gamers have filled with videos and chatter of the virtual clashes as well insults and recriminations on both sides of the ideological divide.

GTA Online is an open world game that allows dozens of players to explore and fight each other through the streets of a sprawling, fictional American city.

After a recent expansion pack was released earlier this month, gamers in Hong Kong noticed they could now dress their avatars in the clothing of their movement, which is pushing for greater democratic freedoms and police accountability.

They donned black clothes, gas masks and yellow helmets and went about throwing petrol bombs, trashing subway stations and attacking police -- a virtual re-enactment of the protests that have upended the financial hub.

Their antics soon caught the attention of gamers in mainland China, who subsequently dressed their characters up as police and battled the Hong Kongers.

In a video clip posted on China's Twitter-like Weibo platform on Monday, gamers posted footage of the fight titled: "Compilation of players slaughtering cockroaches."

Cockroach is a term routinely used by Hong Kong's police and government supporters to describe protesters.

The video had more than 175,000 views by Tuesday afternoon.

"Our dignity can't be trampled," one message on the video read. "As a Chinese player... we must fight!"

But in an illustration of the censorship people in China face, the creators of the video blurred out some of the pro-democracy slogans written by Hong Kong players.

Chinese Premier Li Keqiang signalled plans to free up more cash for the country's banking system in a bid to boost lending to small businesses as leaders look to kickstart the world's number two economy.

Li flagged a fresh cut to the amount of cash lenders must keep in reserve, according to state news agency Xinhua, in the latest move to ramp up stuttering growth.

The comments from Li came as he visited a bank in Chengdu a day before Tuesday's trilateral summit with the leaders of South Korea and Japan in the southwestern city.

Li said he was "very concerned about the financing of small and micro businesses" and the government will "increase support for small and medium-sized banks" that directly serve these businesses, Xinhua reported.

The government "will further study measures" such as reducing the reserve requirement ratio and ways to reduce financing costs and interest rates "to significantly ease the financing difficulty and high cost".

It has been a tough year for China's economy, which is expanding at its weakest rate for three decades as it is buffeted by a long-running trade war with the United States as well as a slowdown in global demand for its goods.

However, recent data has pointed to a mild improvement in some areas of the economy, while a mini trade deal with the US that will see the rolling back of some tariffs should ease some of the pressure on growth.

Analysts have predicted Beijing will have to lend more support to boost growth next year, with Nomura saying authorities will have to "continue rolling out moderate easing measures".

Beijing already slashed the reserve requirement ratio for banks in October, which freed up about $126 billion to boost lending to mostly small and medium enterprises.

Li's remarks came a day after China's cabinet, unveiled measures to support private companies by further opening up major industries to non-state firms and putting in place mechanisms that would give them the same regulatory treatment.

Also on Monday, Beijing said it would cut import tariffs on more than 850 products from January, including frozen pork, cheese, pharmaceuticals and parts for manufacturing smartphones.

Analysts said the move was an indication of China's desire to show it is opening up after this month's mini-deal with the US to reduce some levies and work towards a wider pact.

ICE Homeland Security Investigations arrests Honduran national at Greenville-Spartanburg airport

GREENVILLE, S.C. — U.S. Immigration and Customs Enforcement (ICE) Homeland Security Investigations (HSI) arrested unlawfully present Honduran national Valentin Bardales-Antunez on December 13, during Operation Noble Guardian. Bardales-Antunez was arrested at the Greenville-Spartanburg Airport while attempting to arrange travel for a minor child being sent back to Honduras via commercial airline.

Operation Noble Guardian is a focused effort by HSI to identify alien adults exploiting the U.S. border by arriving with a child in order to be deemed a family unit in an attempt to avoid detention, and who then after securing entry into the U.S. subsequently return the child back to their native countries where they are frequently used again by other adults to then enter the U.S. again as an alleged "family unit."

Deportation officers with ICE Enforcement and Removal Operations (ERO) assisted HSI with the arrest operation.

Bardales-Antunez entered the U.S. unlawfully at an unknown/time location and had no prior encounters with ICE. Pursuant to his arrest December 13, Baradales-Antunez was issued a Notice to Appear and placed into removal proceedings before the federal immigration courts. Additionally, he has pending criminal charges in Greenville County following his arrest by the Greenville Sheriff's Office in 2017 for three counts of disseminating obscene images to a minor and one count of soliciting a minor.

Bardales-Antunez remains in ICE custody at present pending the outcome of his proceeding before the courts.

PROJECT OVERVIEW:
The DFID Health Resilience project will be implemented in Borno and Yobe states, and will support delivery of quality integrated primary healthcare, reproductive, maternal, newborn and child health services and improve evidence based decision making, accountability at all levels of service delivery.  It’s a consortium partnership project involving the IRC, ACF and Society of Family Health. The Project team will work with and alongside state and local government authorities building national capacity to effectively deliver quality integrated primary healthcare, reproductive, maternal, and newborn and child health and nutrition services.
JOB OVERVIEW/SUMMARY:
The Senior M&E Manager will report to both the Consortium Technical Lead and the M&E Coordinator. She/he will be responsible for client responsiveness and M&E systems development and implementation for the IRC-led HeRoN Consortium, ensuring consistent use of M&E approaches, data management, client responsiveness, data quality and facilitates learning across teams and consortium partners. The incumbent will be responsible for ensuring overall coherence of monitoring and reporting tools; and coordination of data compilation from different consortium members. He/she will have a strong working relationship with the IRC M&E team as well as the consortium team for additional technical support. The role requires extensive M&E and client responsiveness experience and good understanding of organizational M&E approaches, and understanding of working in a consortium led project. The post holder will be expected to provide technical support in data gathering, aggregation, M&E tool development, support electronic data platforms, databases and select technologies to capture and organize data in a usable format. He/she will work collaboratively with consortium teams, M&E/Consortium coordinators in partner organizations and support M&E officers at the field level. He/she will be expected to communicate courteously on consortium performance and maintain positive relationships with program and support teams.
Major Responsibilities:
Consortium M&E design and learning (30%)
  • Support development, review and implementation of HeRoN project M&E systems, SOPs, guidance and measurement tools in line with the IRC MfA framework.
  • Ensure that detailed and feasible consortium monitoring plans are developed that: i) provide an indicator matrix, ii) consider ethical and safe collection and storage of data, iii) consider data quality audits, vi) consider storing, protecting and sharing project documents;
  • Closely work with M&E coordinator, Technical Lead and Consortium partners to ensure that all partners have tested standard monitoring tools that capture both activity and indicator progress overtime.
  • Ensure development and localization of Client Responsiveness Mechanism across partners.
  • Develop tools that aid documenting, storing and sharing lessons learned that have implications for refinement of best programmatic practice;
  • In consultation with the M&E coordinator and Consortium Technical Lead, organize lesson sharing events to fertilize learning across different partners.
  • Serve as a consortium focal person on information management, lead and design diagnostic studies, evaluations and surveys for the consortium.
  • Develop/implement innovative ideas as regard to client feedback mechanism and ensure effective use of existing feedback mechanisms (FGD, hotline facilitation, suggestion boxes, exit interviews, IEC materials, radio jingles)
Monitoring and evaluation (30%)
  • Ensure that the IRC- led consortium has a robust monitoring plan in place, developing monitoring and evaluation guidelines, frameworks and indicators for the projects action plan in close collaboration with the M&E Coordinator/Team Leader.
  • Lead and assist the partner M&E staff in conducting reflective practice forums at field office/ partner level and compile lessons from partner implementation processes.
  • Update and provide data and information to M&E coordinator and Team Leader on consortium project performance indicators.
  • Conduct data quality audits of partner data to identify and resolve systemic problems affecting data quality; and document findings from data quality audits and store in project files to ensure collective and sustainable access.
  • Work with partners and support staff to determine which monitoring activities will take place and which data collection methods will be used to ensure their adequacy and appropriateness;
  • Support consortium Managers and M&E staff with the planning and implementation of baseline surveys, Health Facility Assessments, needs assessments, mid-term and end of project reviews/evaluations including preparation of Terms of References.
  • Work with partners staff to ensure that the consortium work plans include monitoring activities (or that a stand-alone monitoring work plan is in place), is up-to date and progress tracked.
  • Design survey data collection tools and methodologies ensure it captures protection mainstreaming issues, Washington disability questions and IRC client responsiveness.
  • Conduct field monitoring visits and document learnings and share lessons
  • Work with partners staff to ensure that data is collected and entered into databases and/or tracking sheets, and/or the data platform on a regular basis.
  • Work with partner M&E staff to track progress on action points related to implementation and M&E activities.
  • Facilitate planned surveys and proper engagement of external consultants (where necessary)
  • Supports data quality audits and resolves systemic problems in data quality
  • Plan and facilitate joint partners monitoring visit
c) Information management and reporting (30%)
  • Provide M&E inputs for regular analysis and action planning meetings to (1)  compare data against project milestones, targets, and quality expectations across project sites; (2) identify issues requiring concerned staff attention;
  • Extract lessons learned from projects, systematically document stories of change across partners and make easily accessible;
  • Support partners M&E Officers to ensure that data is collected and entered into databases and/or tracking sheets, and/or the data platform on a regular basis;
  • Organize and facilitate meeting with consortium members on M&E progress, challenges and way forward;
  • Coordinate data management, and ensure data is managed according to IRC protocols and best practice
d) Staff capacity building (10%)
  • Train partners staff on data analysis procedures, quantitative and/or qualitative data (support on; Cleaning, sorting, categorizing and organizing data)
  • Provide consistent, supportive supervision to strengthen partner staff performance as necessary to meet monitoring objectives.
  • In coordination with the consortium members, enhance primary stakeholder ownership of program via community participation and consultation and use of participatory approaches.

Qualifications
  • Masters degree (statistics, social science, public health, development economics, or related discipline). First degree with demonstrated experience of 5-10 years in M&E is accepted.
  • Excellent database, data management and data analysis skills, with experience using at least 2 software applications such as Microsoft Excel, Access, SPSS, STATA;
  • Experience with electronic/mobile data collection (Kobo Collect, Survey CTO, CommCare) and GIS mapping;
  • Proven technical skills in monitoring and evaluation, including experience with multi-sectorial and multi-donor funded programs and experience with qualitative and quantitative data collection and analysis;
  • Proven abilities to develop monitoring plans, data collection, information management, use of databases, and analysis and performance monitoring;
