2018: Trump's year of disruption -- and danger ahead

2018: Trump's year of disruption -- and danger ahead
source: https://www.afp.com/en/news/3954/2018-trumps-year-disruption-and-danger-ahead-doc-1be3bp1

AFP / Brendan Smialowski There's no denying President Donald Trump left quite a mark in the second year of his administration

He came, he disrupted, he declared victory. Ask Donald Trump and he'll tell you 2018 was a roaring success.

"Nobody's ever done a better job than I'm doing as president," Trump told Washington Post journalist Bob Woodward.

Classic Trump.

Best ever or not, there's no denying this most unusual White House resident left quite a mark in the second year of his administration.

From trampling near-sacred allies like Canada to trying to make good with rival Russia and enemy North Korea, Trump's foreign policy shook up the world.

And at home, he stoked populist fires with "Make America Great Again" rallies that made it seem his 2016 election campaign had never ended -- or that his 2020 reelection campaign had already begun.

Trump's 2018 on the international stage was "a very important year in terms of the disruptive nature," Georgetown professor Mark Rom says.

For all the drama, though, his domestic accomplishments were slender and he ends the year with approval percentage ratings in the low 40s.

Now with signs of economic wobbles, Democrats taking over the lower house of Congress in January, the Russia collusion investigation peaking, and his former lawyer going to prison, uncertainties are mounting.

The one easy prediction for 2019, though, is that whatever happens "Trump's going to be Trump," Rom said.

And in 2018, at least, this is what Trump being Trump looked like:

- G7 mayhem -

AFP/File / SAUL LOEB Donald Trump boards Air Force One following the June 2018 G7 summit in Quebec, Canada -- which ended in unprecedented acrimony after Trump attacked allies for using the US as a "piggy bank"

Annual G7 summits, which group the world's seven richest democracies, are usually cozy affairs.

But the June G7 summit in Quebec, Canada, ended in unprecedented acrimony after Trump attacked allies for using the US as a "piggy bank," defended his imposition of tariffs against western trading partners, and got in a name-calling spat with Canadian Prime Minister Justin Trudeau.

With a final flourish, Trump torpedoed the traditional joint communique -- usually a dull document reaffirming common values, suddenly turned into the hottest controversy around.

A photograph showing the president sitting grumpily in front of other G7 leaders came to epitomize what some saw as an unraveling of western unity.

- Nukes and love -

Days later, Trump flew to Singapore for a far more upbeat summit with... North Korean leader Kim Jong Un.

AFP/File / SAUL LOEB Donald Trump reckoned his charm and business instincts could get North Korea's Kim Jong Un to give up his country's nukes and make peace

Kim's country technically remains at war with the United States and his rule has been characterized by executions of disloyal relatives and mass repression of the population.

The mold-breaking US president reckoned his charm and business instincts could get Kim to give up his country's nukes and make peace.

Many ridiculed Trump, pointing to the absence of concrete steps afterward by Kim.

But after decades of unproductive US saber rattling and military standoffs, Trump also won plaudits for trying something new.

Certainly he thinks his gamble will work.

"We fell in love," Trump said later, waxing lyrical over an exchange of letters with his unlikely new friend Kim.

- Kremlin controversy -

Another month, another diplomatic bombshell.

This time, it was a July meeting with Vladimir Putin in Helsinki where Trump publicly accepted the Kremlin leader's denial of Russian meddling in the 2016 US presidential election.

AFP/File / Brendan Smialowski At a July 2018 meeting with Vladimir Putin in Helsinki, Donald Trump publicly accepted the Kremlin leader's denial of Russian meddling in the 2016 US election

"President Putin says it's not Russia. I don't see any reason why it would be," Trump told a press conference.

No reason at all, except for the awkward matter of Trump's own intelligence experts having declared that Russia was guilty.

Trump's siding with Putin sparked uproar on both sides of the political aisle back home. And it worried European allies already nervous about the Kremlin's multi-layered efforts to infiltrate western democracies.

The episode was only the latest example of Trump's personal refusal to take on Putin -- all the more mysterious given his government's often tough line over Ukraine and other flashpoints.

- Court of Donald Trump? -

Trump won few legislative victories in 2018, despite his Republicans controlling both houses of Congress. For example, his endlessly trumpeted "wall" with Mexico has yet to find funding.

AFP/File / SAUL LOEB Donald Trump's second Supreme Court candidate, Brett Kavanaugh, was almost derailed by unproven, decades-old sex assault allegations

But Trump did score big in getting approval for his nominees to fill two Supreme Court seats, as well as dozens of federal judge vacancies.

Justices and federal judges are for life, so Trump's conservative picks will influence US society and politics for a long time.

The stakes became dramatically clear in the fight over the second Supreme Court candidate, Brett Kavanaugh, who was almost derailed by unproven, decades-old sex assault allegations.

As public concern fueled by the #MeToo movement mounted, Trump wavered. Not for long, though, before he came out fighting to belittle the woman accuser.

The Senate's tense approval vote of 50-48 marked a massive victory for Trump, but also yet another deepening of partisan divisions.

- 'The witch hunt' -

Given Trump's in-your-face style, it's ironic that his potential nemesis is Washington's quietest man, special counsel Robert Mueller.

Mueller heads the probe into alleged improper links between Trump, his 2016 election campaign and the Kremlin.

AFP/File / Bryan R. Smith Protesters in New York brandish a portrait of special counsel Robert Mueller -- who heads the probe into alleged improper links between Donald Trump, his 2016 election campaign and the Kremlin

And as 2018 winds down, the signs are that the ultra-discreet Mueller is gearing up for big revelations.

"Phony Russia Witch Hunt" and "conflicted prosecutor gone rogue" are just two snippets from the president's recent torrent of anti-Mueller tweets.

But if Trump used to believe himself untouchable -- once boasting that he could get away with shooting someone in public -- that confidence has to be slipping.

On Wednesday, his longtime former lawyer Michael Cohen was sentenced to three years in prison after pleading guilty to crimes that included paying hush money to a porn actress and Playboy model who said they had had affairs with Trump.

Prosecutors are clear that they believe the president was involved, while Cohen warns he has much more dirt to dish on his former employer.

Current legal understanding is that a sitting president cannot be indicted. But that's a debate which is sure to light up 2019.

Police confirm more than 40 victims of US serial killer -- so far

Ector County Sheriff's Office/AFP/File / HO Convicted killer Samuel Little -- seen in this undated photo obtained on November 28, 2018 from the Ector County Sheriff's Office in Texas -- has confessed to 90 murders

US investigators have so far confirmed that a 78-year-old drifter -- who could potentially be the most prolific serial killer in American history -- is responsible for more than 40 murders, authorities said Thursday.

Samuel Little has confessed to 90 murders committed between 1970 and 2005, targeting mainly drug addicts and prostitutes across the country, according to the Federal Bureau of Investigation (FBI).

Bobby Bland -- the district attorney in Ector County, Texas, where Little was being held on a murder charge -- announced Thursday that at least six more of his confessions have been verified over the last two weeks, bringing the total number of confirmed killings to more than 40.

"He's talking about things, cases that happened up to 50 years ago, and he's giving details on all these different murders, and none of the statements he's made have proven to be false," Bland told AFP.

His office also announced that Little had pleaded guilty to the 1994 murder of Denise Christie Brothers in Odessa -- the case that initially led to his extradition to Texas and spurred him to confess.

The FBI has been working with federal, state and local agencies to match Little's confessions to unsolved murders across the country.

The agency said in an earlier report that Little "remembers his victims and the killings in great detail."

If all 90 confessions are confirmed, Little would be the deadliest known US serial killer.

Little admitted to the Texas murder after Bland agreed to waive the death penalty in that case, a concession made "to gain his trust," the prosecutor told AFP.

The septuagenarian was to be transferred back to California, where he was already serving a life sentence for three murders.

The former boxer also known as Samuel McDowell was first arrested at a homeless shelter in Kentucky in 2012 and extradited to California to face drug charges.

Once there, DNA evidence linked him to three cold cases and he was convicted in 2014 of murdering three women in Los Angeles between 1987 and 1989.

All three had been beaten and strangled.

Australia warns citizens ahead of expected Jerusalem move

Australia warns citizens ahead of expected Jerusalem move

AFP / AHMAD GHARABLI Australia is expected to announce as soon as Saturday that it will follow US President Donald Trump's lead and recognise Jerusalem as Israel's capital

Australia on Friday warned citizens to take care while travelling in neighbouring Muslim-majority Indonesia, ahead of an expected but contentious move to recognise Jerusalem as Israel's capital.

Prime Minister Scott Morrison is expected to announce -- as soon as Saturday -- that his government will follow US President Donald Trump's lead and recognise the contested city as Israel's capital.

Scores of Australians preparing to jet off to Bali and other tropical island destinations for upcoming summer holidays should "exercise a high degree of caution", the Department of Foreign Affairs warned.

Officials in Canberra told AFP they expected the announcement to come on Saturday, the Jewish Sabbath, but cautioned that events could yet alter those plans.

Both Israel and the Palestinians claim Jerusalem as their capital. Critics say declaring Jerusalem the capital of either inflames tensions and prejudges the outcome of final status peace talks.

Trump's decision to move the US embassy from Tel Aviv last May prompted tens of thousands of Palestinians to approach the heavily-protected Israeli border fence amid often violent demonstrations.

At least 62 Palestinians were killed by Israeli fire on the day of the US embassy move.

Morrison is expected to stop short of actually shifting Australia's diplomatic corps to the Holy City, amid fears about the cost and security implications.

But recognising Jerusalem would help the embattled Australian PM -- who faces the prospect of an election drubbing next year -- with Jewish and conservative Christian voters and win him friends in the White House.

His supporters argue Israel has the right to choose its own capital and peace talks are dead in the water, so there is no peace to prejudge.

But the move still risks heightening unrest, not least in Australia's immediate neighbour and the world's most populous Muslim nation.

- Jakarta protests -

Indonesia's government, facing domestic pressure at home, had reacted angrily earlier this year, when Morrison floated the idea of both recognising Jerusalem and moving the Australian embassy there.

The issue has put the conclusion of a bilateral trade agreement on hold.

In the meantime, Australia's foreign ministry has moved to prepare the ground.

"Demonstrations have been held in recent weeks around the Australian Embassy in Jakarta and the Australian Consulate-General in Surabaya," it warned in a public notice Friday.

"Protests may continue at the Embassy in Jakarta or at any of Australia's Consulates-General in Surabaya, Bali and Makassar," the Department of Foreign Affairs said."Exercise a high degree of caution."

Tensions are currently running high between Israel and the Palestinians.

At least 235 Palestinians and two Israelis have died during violence in Gaza since March, mostly in border clashes.

On Thursday the Israeli army launched raids into the Palestinian city of Ramallah after a Palestinian shot dead two Israeli soldiers at a bus stop in the occupied West Bank.

Netanyahu vowed to 'legalise' thousands of settlements homes considered unlawfully-built even by Israel.

In total six people were killed in the most violent 24 hours to hit the West Bank and Jerusalem in months.

Trump's son-in-law Kushner possible next chief of staff: US media

Trump's son-in-law Kushner possible next chief of staff: US media

AFP/File / SAUL LOEB Senior advisor to the president Jared Kushner is reportedly in the running to be Donald Trump's next chief of staff

Donald Trump's son-in-law and senior adviser Jared Kushner is on the short-list of potential candidates for the president's next chief of staff, US media said Thursday.

Kushner, an influential White House adviser and husband of Trump's daughter Ivanka, met with the Republican leader to discuss the job, according to the Huffington Post, which first reported the story.

"I am not aware that he is under consideration but, as I think all of us here would recognize, he would be great in any role that the president chooses to put him in," White House spokeswoman Sarah Sanders said of the news, which was also reported by CBS.

The president has been searching in vain for a new chief of staff after announcing that John Kelly, a retired general he had reportedly fallen out with, was to leave by the end of the year.

Nick Ayres, the 36-year-old chief of staff to Vice President Mike Pence, had been touted as favorite to get the job, but announced he was taking himself out of the running, dealing a blow to the president.

Mark Meadows, a North Carolina Republican who heads the hard-right Freedom Caucus in the House of Representatives, showed more interest -- but also ultimately withdrew his candidacy.

Kushner was a key player in negotiations with Canada and Mexico to preserve a free trade pact between the North American countries.

He has also led efforts to draft a Middle East peace plan that the Trump administration said it will unveil in early 2019.

The 37-year-old has also cultivated close ties with Saudi Crown Prince Mohammed bin Salman, who is accused of playing a role in the murder of journalist Jamal Khashoggi, a case that has rattled the kingdom's ties with the West.

The news is sure to set off warnings of nepotism, however, especially considering that Kushner had no prior experience in government before Trump's election.

Like his father-in-law, he left New York real estate to become one of Washington's most powerful political players.

China economy shows weakness as consumers ease up on spending

China economy shows weakness as consumers ease up on spending

AFP / NICOLAS ASFOURI China is lookig to transform the economy from one driven by exports and state investment to one that relies on domestic consumption

Chinese consumer spending grew at its slowest pace in 15 years and factories eased up in November, official data showed Friday, raising the prospect of fresh stimulus measures as the economy sputters.

The figures come just as Beijing and Washington engage in a painful trade row, while Chinese leaders are also struggling to kickstart demand at home as part of a drive to recalibrate the country's main growth driver.

The National Bureau of Statistics said retail sales growth slowed to 8.1 percent, the weakest monthly pace since May 2003 and short of forecasts.

That comes after data at the weekend showed a sharp drop in growth for imports and exports as well as easing inflation, while the economy expanded at its slowest pace for nine years in July-September.

NBS spokesman Mao Shengyong said there "was little anxiety" about hitting China's annual economic growth target of 6.5 percent this year, which is well down from the 6.9 percent registered in 2017.

But he added: "The environment is still severe and complex both at home and abroad, the economy is stable but still subject to changes and slowdown, and the downward pressure is mounting."

He noted China must maintain employment.

Exports to the crucial United States market have held up so far but analysts forecast a dimming picture in the months ahead, reinforcing the need for China to rely on its legions of domestic consumers to fuel the economy.

"Talking about the impact of Sino-US trade frictions -- it may directly affect imports and exports, but so far the impact is not large," Mao said, adding that growth began to fall in November.

Beijing has taken measures to boost consumption such as tax cuts for the middle and lower class and making it easier for banks to lend, but the trade row with the US has sapped market confidence, dragging down Chinese equities and the yuan.

- 'Efforts falling short' -

China's leaders are reported to be preparing for their key Central Economic Work Conference next week where they will hammer out their broad plans for the next 12 months, with observers predicting a range of measures.

In another worrying sign, growth in output at factories and workshops fell to a 33-month low of 5.4 percent on-year, from 5.9 percent in October.

Growth at foreign-invested enterprises was sluggish. China's auto sales have fallen sharply since this summer and analysts expect the country to register its first annual sales decline in three decades.

"The latest data show an economy that is under pressure on both the external and domestic front, with policy efforts to shore up growth still falling short," said Julian Evans-Pritchard of Capital Economics.

China's leaders are battling to manage a controlled stabilisation in the economy, changing it from one fuelled by exports and state investment to one that relies on domestic consumption.

The slowdown comes as Beijing battles a trade war with Donald Trump's White House, which has seen both sides slam each other with tariffs on hundreds of billions worth of goods.

There is some hope in the two sides can resolve their differences, with Trump and Chinese President Xi Jinping agreeing a 90-day truce while they hold talks.

Stephen Innes, head of Asia-Pacific trade at OANDA, warned: "The data lend support to the market's view that things will get worse in China before they get better, this despite investment rising."

On the positive side, fixed-asset investment, a key economic driver, rose 5.9 percent for January-November, recovering from record lows in the summer.

China's top group of officials on the Politburo said in a statement Thursday that major economic indicators will be kept within a reasonable range next year.
