Scope
  • Responsible for supporting the implementation of Oracle’s Compliance and Ethics Program and achieving program objectives in Nigeria and French-speaking Africa

Responsibilities
Leadership:
  • Collaborate with, and provide practical guidance to, Oracle’s regional management on ethics, business conduct and compliance matters.
  • Partner with local management teams as a trusted advisor and integral team member while retaining independence.
Training & Communications:
  • Develop, implement and execute an annual live training curriculum and schedule to ensure that Oracle employees as well as distribution partners in Nigeria and French-speaking Africa are aware of Oracle’s Code of Ethics & Business Conduct, Global Anti-Corruption Policy and relevant laws.
  • Work with senior counsels to develop and deliver regular communications to employees in Nigeria and French-speaking Africa concerning Oracle’s Code of Ethics and Business Conduct and related policies and procedures as well as new developments in laws or regulations pertaining to compliance.
  • Collect management and employee feedback on the effectiveness of Oracle’s compliance policies, trainings and communications.
Investigation & Remediation:
  • Collaborate with external counsel, C&E Forensics, Global Information Security and the global compliance team as well as Finance, Human Resources and the Legal Department, as appropriate, to investigate allegations of unethical behavior or other violations of Oracle policy, to recommend appropriate disciplinary and/or remedial measures, and to ensure such measures are promptly implemented.
  • Collaborate with C&E Forensics and the global compliance team to record the progress of these investigations in Oracle’s case management system to enable, among other things, system analytics and reporting for senior management.
Partner Compliance Management:
  • Collaborate with the Alliances & Channels organization to ensure the selection of Oracle distribution partners that are committed to ethical business conduct and to support those partners in the implementation of effective compliance programs.
  • Handle escalations of Oracle distribution partner issues that arise through investigations or routine due diligence.
  • Meet with Oracle distribution partners to underscore Oracle’s commitment to ethical business practices.
Approvals Escalation Point:
Serve as an escalation point in the process for:
  • Review of events, meetings and related expenses to ensure compliance with Oracle policy.
  • Review of meals, gifts and entertainment to ensure compliance with Oracle policy.
  • Disclosure of conflicts of interest in Nigeria and French speaking Africa, and ensure that mitigation plans are implemented where appropriate.
Monitoring:
  • Identify areas of legal compliance risk and collaborate with the global compliance team to mitigate the risk.
  • Work with the global compliance team to identify common concerns, establish common standards and propagate best practices.
  • Collaborate with the global compliance team to monitor and continuously improve Oracle’s Compliance and Ethics Program.
Continuous Education:
  • Develop an expertise in global and local anti-corruption laws and related legal landscape, monitor ethics and compliance developments, identify best practices and champion adoption as appropriate.
Detailed Description
  • Provide legal support across all lines of business enabling profitable growth while mitigating legal risks and assure adherence to governance policies, ethics, and country specific laws and regulations

A giant blimp depicting Donald Trump as a baby will fly over London during the US president's visit next week after mayor Sadiq Khan approved the request, protesters behind the stunt said Thursday.

The 6-metre (19-foot) orange balloon, which shows the president wearing a nappy, will fly near parliament at a height of 30 metres between 9.30am and 11.30am local time.

"The mayor supports the right to peaceful protest and understands that this can take many different forms," said a spokesperson for Khan, who has had frequent Twitter spats with the US leader.

Activist Leo Murray from the group behind the protest credited a "huge groundswell of support" for Khan's decision, with more than 10,000 signing an online petition.

"We didn't get off to the best start with the mayor's office over this, who originally told us that they didn't recognise 'Trump Baby' as legitimate protest," he told Sky News.

"But following a huge groundswell of public support for our plan, it looks like City Hall has rediscovered its sense of humour. Trump Baby will fly!"

Huge protests are expected when Trump visits Britain next week, where he will meet Prime Minister Theresa May and Queen Elizabeth II.

Australia's reptiles, including lizards and snakes, are facing growing threats from invasive species and climate change, with seven percent on the verge of extinction, conservationists said Thursday.

In an update to its "Red List" of threatened species, the International Union for Conservation of Nature (IUCN) said virtually all of Australia's unique reptile species were now considered threatened and that one in 14 risked extinction.

"This Red List update highlights the vulnerability of Australia's lizards and snakes to invasive alien species," Philip Bowles, who coordinates IUCN's work on snakes and lizards, said in a statement.

A full 975 Australian reptile species are currently on the Red List, IUCN said, adding that the vast majority of the threatened species were endemic to Australia.

The island continent is home to an unusually diverse reptile population, which evolved in isolation and represents almost 10 percent of the global reptile fauna.

Invasive species are the main threat to most of the threatened reptiles in Australia, IUCN said, pointing to a recent study showing that invasive feral cats alone kill about 600 million reptiles each year in the country.

The Grassland Earless Dragon, a small lizard with a stout body and short limbs widely hunted by feral cats, has been pushed from the list's "vulnerable" to the "endangered" category.

Another invasive species threatening Australia's reptiles, IUCN said, is the toxic cane toad -- the world's largest toad, which is native to Central and South America.

The toad, which has poison glands that can kill its predators, was introduced to Australia in 1935 with the aim of reining in beetles ravaging the country's sugar cane fields.

It was largely unsuccessful at that endeavour but has proven catastrophic for reptiles like the semi-aquatic Mitchell's water monitor lizard, which has now been categorised as "critically endangered".

"Dining on the toxic cane toad has resulted in population declines of up to 97 percent in some areas," IUCN said.

It noted that Australia's reptiles were particularly vulnerable to the toads since no native species on the continent produce the same toxins.

Climate change is also taking its toll, IUCN said, pointing to the Bartle frere cool-skink, a long-tailed cold-adapted lizard found only on the summit of Queensland's tallest mountain, Mount Bartle Frere.

It is currently listed as "vulnerable", but IUCN warned that an average temperature increase of one degree Celsius would "likely result in a loss of 50 percent of the cool-skink's population within 30 years."

- 'Onslaught of threats' -

Australia's reptiles are not the only species at risk: The Red List now includes 93,577 animal and plant species from around the world, including 26,197 threatened with extinction.

"Today's IUCN Red List update reveals the onslaught of threats that our planet’s biodiversity is facing," IUCN chief Inger Andersen warned in a statement.

The updated list showed that a full 74 percent of assessed insect species on Portugal's Azores islands are threatened with extinction, due largely to habitat degradation, invasive plant species and a drying climate.

On the Indian Ocean islands of Mauritius and Reunion, a large bat species called the Mauritian Flying Fox has now been listed as "endangered", after the population shrank by 50 percent between 2015 and 2016 amid a government programme to cull bats.

And three species of Japanese earthworms are now facing extinction, IUCN said, pointing to radioactive fallout from World War II and the 2011 Fukushima nuclear reactor explosion.

Angela Merkel and Viktor Orban hold talks Thursday, days after the German chancellor made key border policy concessions to hardliners who have embraced the Hungarian leader's anti-migrant stance.

Orban, a populist firebrand who has spearheaded a drive against European asylum policies fiercely defended by Merkel, could not resist gloating over his first invitation to Berlin in three years.

"The moment came that no one thought possible no matter what the circumstances: Angela Merkel requested a meeting with Viktor Orban, and not vice versa," the daily Magyar Idok, which is closely aligned with Orban's government, wrote this week.

"The initial, much-criticised Hungarian resistance," as well as the "persistent unity" of Central European states against migrants, and a recently declared Austrian-Italian-Bavarian "axis" on border policy "have together decisively turned the EU debate on the refugee issue in a different direction".

"New winds are blowing in Europe," it said.

Merkel ended a tense showdown with her arch-conservative Interior Minister Horst Seehofer Monday by agreeing to tighten border controls and set up closed "transit centres" to hold migrants on the Austrian frontier.

The weeks-long row had threatened to topple her "grand coalition" government after just 100 days in power. Influential news weekly Der Spiegel said Thursday that the hard-fought compromise marked an "Orbanisation" of Merkel's policies.

"At the height of the refugee crisis (in 2015), Merkel and Orban waged legendary wars of words in Brussels," it said.

Seehofer's Christian Social Union party in Bavaria state actively courted Orban during those years in an affront to Merkel. Spiegel said she now appeared to recognise that EU hardliners could no longer be ignored or stonewalled.

- 'Moral imperialism' -

Merkel's fateful decision in 2015 to leave the German border open to those fleeing Middle East conflict zones was prompted primarily by Orban's refusal to offer them refuge, effectively blocking the so-called Balkan route into the EU.

At the time, Orban railed against Merkel's "moral imperialism" while the chancellor, who grew up in communist East Germany, said she had seen enough walls in Europe for a lifetime.

Since then, far-right parties are sharing power in key countries such as Italy and Austria while the anti-immigration Alternative for Germany party won nearly 100 seats in the Bundestag lower house.

Merkel's tone toward Orban has changed of late as well.

Last week she even thanked the Hungarian leader for his efforts to bolster the EU's external borders, while Orban declared the "enormous success" of his tough stance in the conclusions of an EU summit last week.

In an interview with ARD public television Wednesday, Merkel denied that she had sacrificed the European principles of open borders and compassion toward qualified asylum seekers on the altar of power politics.

Merkel, who has said that Europe's fate could be determined by the migration issue, said the accords she had hammered out at the EU summit and within her own government were aimed at keeping the asylum system from collapsing.

"I understand that if you only ever talk about border security, border security, border security that people will say: you only want to seal yourselves off," she said.

"Of course I always asked myself whether what we are doing is right and important. And I always told myself, yes, it is important to stick to these principles. That is why I am pleased we've found a solution."

The German solution, however, is dependent on bilateral agreements with EU states to take back asylum seekers who previously registered in their countries.

Budapest has until now rebuffed such overtures. Seehofer is due in Vienna later Thursday to discuss similar cooperation.

Thai rescuers on Thursday said they may be prodded into a complex extraction of 12 boys and their football coach from a flooded cave if forecast rains hammer the mountainside and jeopardise the rescue mission.

Thirteen sets of diving equipment have been prepared for the team, who have endured 12 nights underground in the Tham Luang cave complex in northern Thailand, a saga that has transfixed a nation and united Thais in prayers for their safe return.

Water is being pumped out from the deluged cave round-the-clock, reducing the flooding by one centimetre an hour.

But with rain forecast to begin on Friday, the Chiang Rai provincial governor helming the unprecedented rescue effort conceded the mission was now "a race against the water".

"Our biggest concern is the weather. We are calculating how much time we have if it rains, how many hours and days," Narongsak Osottanakorn told reporters, without providing further details.

In a sign of increased urgency, Narongsak said medics and Thai Navy SEAL divers are assessing whether the boys are fit and well enough to be taken out early -- apparently softening his instance on Wednesday that "no risk" will be taken with the evacuation.

The prospect of the stranded "Wild Boar" team diving out is fraught with risk.

It takes seasoned cave diving experts around six hours to reach the muddy ledge where the boys are sheltering around four kilometres (2.4 miles) into the cave.

Many of the youngsters -- who are aged between 11-16 -- are unable to swim and none have diving experience.

Three days after contact was made with the group, Thai Navy SEAL experts continued to teach them the basics of diving.

But the areas where diving is still necessary are tight and may require the boys to swim through murky waters unaccompanied.

The looming rains have further tweaked anxiety among relatives of the trapped team, who on Wednesday appeared smiling, wrapped in foil blankets and in good health in video footage circulated by the Thai Navy.

"Yesterday I felt hopeful... today I heard the rain is coming," said Sunida Wongsukchan, great aunt of one of the boys Ekkarat Wongsukchan, 14, who goes by the nickname 'Bew'.

"I’m very worried."

- Dive, climb or wait? -

In a two-pronged strategy, rescuers are also hunting for a chimney down to the boys, creating a potential second option for evacuation in the event heavy rains force their hand.

They have enlisted the help of bird's nest collectors from southern Thailand attuned to finding hidden holes on forested cliffsides.

Authorities still hope they can manage any fresh deluge, with high-powered pumps draining 128 million litres (34 million gallons) of water so far from the cave in a round-the-clock effort.

"We are draining as much as we can," said Khao Khieupakdi, a Bangkok disaster prevention official, who like scores of other specialists has been seconded to northern Thailand.

Water has been cleared from the entrance to a rescue base camp in "chamber three" inside the cave, but onward sections towards the boys remain impassable without diving, he said.

"I am concerned as the forecast said is for more rain."

Officials have ruminated on the possibility of the boys remaining in the cave until the monsoon season passes in three or four months.

But that option is a last resort and may have to be taken off the table if flooding worsens.

- Days in the dark -

Concerns for the mental and physical health of the boys are also mounting after a prolonged ordeal in the dark, claustrophobic cave complex.

Australia's Richie Porte knows the clock is ticking down on his cycling career but is confident he and his BMC team can deliver at least one podium spot on the 2018 Tour de France.

As lieutenant at Sky for both Bradley Wiggins and Chris Froome in the past, Porte, 33 and with just a fifth placed Tour finish to his name, is hoping to get a head-start on his rivals for a result his fans believe he deserves.

"We have the horsepower to get us through the first week," said Porte in reference to the expected windswept Western France section of the Tour that starts Saturday and needs the stronger, bigger riders.

"In the team time-trial on stage three we have Stefan Kung to lead us out and we can take time off our rivals there," said Porte, who may find he or a teammate in the coveted leader's yellow jersey at that stage. If so, he intends to hold on to it.

"I don't think however that there is one, single clear favourite this year," he said.

"It was nice to see Chris Froome win the Giro, I hope he's buggered now," he joked when asked about specific rivals.

"He had a strong team there and possibly has an even stronger one here," he added.

"But on the Tour de France guys like Vincenzo (Nibali) and Nairo (Quintana) are never going to give him a single easy day."

With regards to the trident of leaders at rival Spanish team Movistar Porte was unconvinced.

"You know how hard it is to run a team with two leaders, let alone three," he said of the Mikel Landa, Nairo Quintana and Alejandro Valverde led team.

Porte would not be drawn on Froome's salbutamol case.

"Once again cycling has chosen to do its dirty laundry in public. Chris deserved better," he said.

Porte's team managers talked up their leader's chances of busting into the top three.

"We have come here with the sole aim of getting this man onto the Tour de France podium," said team Manager Jim Ochowiscz.

"We came here 100 percent fit and 100 percent prepared."

Porte's compatriot Simon Gerrans also appeared dedicated to the team leader.

"Richie is up there with the best," said the veteran roller who will be of great use to BMC in the first section of the Tour.

"Everything is on track for a great result."

Earlier Sky released detailed data about scientific nutrition regimes involving starvation rations and blow out calory binges in a bid to explain how four-times champion Froome prepared himself to win bike races.

Porte laughed off the data dump as 'fake news' to trick rival riders.

"I know how to eat and what to eat to get me through a Tour," said Porte when asked about Sky's micro nutrition system.

"I reckon that's fake news from them to try and trick their rivals into under fuelling."

Porte was also presented with gifts from an Australian cycling magazine to congratulate him and his wife on the birth of his new son.

"Yes, I'm in the humbling nappy changing thing right now," he said.

BMC Manager Oschowiscz scoffed at the idea there was a security treat to Chris Froome in the wake of fears for the Sky leader's personal safety.

"The Tour is hard and dangerous in itself," he said.

"It's difficulty to control everybody out there in the hills."

"But the peloton will protect him, the police will protect him and the (Tour organisers) ASO will protect him," insisted the veteran of twenty Tour de France races, who referred to abuse of Cadel Evans some years ago as 'just some joker throwing tacks on the road'.

Iconic Indian-owned British carmaker Jaguar Land Rover on Thursday became the latest company to warn that new trade barriers with Europe could imperil thousands of jobs and billions in investment, as the government headed into a high-stakes meeting to decide the fate of Brexit.

A day before Prime Minister Theresa May convenes her warring cabinet to thrash out a common approach, aides said she had drawn up a compromise customs plan to ease trade with the European Union after Brexit takes effect in March 2019.

But the plan immediately ran into trouble, with Brexit Secretary David Davis reportedly telling May the proposal was "unworkable" and would not be accepted by Brussels.

With the government at loggerheads and the EU looking on anxiously, Airbus, BMW and Siemens have also warned in recent weeks that they could yank investment out of Britain unless any Brexit deal ensures cross-Channel trade continues to flow freely.

The chief executive of Jaguar Land Rover (JLR), which is owned by India's Tata Motors, said its "heart and soul was in the UK".

"However, we, and our partners in the supply chain, face an unpredictable future if the Brexit negotiations do not maintain free and frictionless trade with the EU and unrestricted access to the single market," Ralf Speth said in a statement.

"We urgently need greater certainty to continue to invest heavily in the UK and safeguard our suppliers, customers and 40,000 British-based employees."

Ever since Britain voted in a June 2016 referendum to quit the EU, the government has been grappling with the intractable problem of what kind of Brexit to deliver.

May had vowed a clean break by quitting the EU's customs union and single market, which have bound Britain to rules set in Brussels.

While such a drastic break would free Britain to build its own trading regime, it risks severe disruption to business and is opposed by many lawmakers in May's Conservative Party.

Details of May's new so-called "facilitated customs arrangement" were still lacking, but it takes elements from two existing customs plans -- both of which have been rejected by Brussels.

And while opposition lawmakers seized on the Jaguar warning to underline the risks of uncertainty for British jobs, Business Secretary Greg Clark said the government was determined to ensure JLR can continue to invest.

For its part, the British Retail Consortium noted that fully half of Britain's food is imported, mostly from the EU, and those supplies rely on intricate and fragile trading links.

Failure to reach a Brexit deal would have dramatic consequences for UK consumers as well as EU producers, it wrote in a letter to May and chief EU negotiator Michel Barnier.

"It is likely that we will see food rotting at ports, reducing the choice and quality of what is available to consumers," the BRC said, calling for no new barriers and flexibility from the EU during a transition period.

- 'Ideological games' -

Speth said a "bad Brexit" deal that reimposes barriers between Britain and its biggest trading partners "would cost Jaguar Land Rover more than £1.2 billion ($1.6 billion, 1.3 billion euros) profit each year".

"As a result, we would have to drastically adjust our spending profile," he warned, noting that JLR plans to invest £80 billion in the next five years.

"This would be in jeopardy should we be faced with the wrong outcome."

Clark, who has urged his cabinet colleagues to take business concerns seriously, called JLR a "great British success story".

"We are determined to make sure that it can continue to prosper and to invest in Britain," he tweeted.

JLR revealed last month that it would switch some production of its Land Rover Discovery model to Slovakia, potentially reducing the number of temporary workers.

Rebecca Long Bailey, the opposition Labour party's spokeswoman for business, said: "This stark warning from one of the jewels in the crown of British automotive manufacturing should be a klaxon call to Theresa May and her cabinet.

"They cannot continue to spar with each other and play ideological games whilst British jobs and industries are being pushed off the edge of a cliff," she said.

The European Parliament rejected Thursday a highly controversial EU copyright law proposal that has pitted Beatles legend Paul McCartney against internet giants and the creators of Wikipedia.

Lawmakers are now expected to return in September to the plans, which are aimed at ensuring creators of creative content -- whether music, movies or news -- are paid fairly in a digital world.

The draft law was firmly resisted by major US tech giants as well as advocates of internet freedom, with some campaigners warning it could even spell the end of viral "memes" or jokes.

"Today's vote represents a victory for democracy," said Siada El Ramly, head of EDiMA, a lobby representing Google, Facebook and other US tech giants.

Members of European Parliament meeting in the eastern French city of Strasbourg voted 318 against the measure, 278 in favour, with 31 abstentions.

The vote would have given MEPs the mandate to start negotiations with member states for a finalised law which Austria, holder of the EU's six-month rotating presidency, would like finished by the end of the year.

MEPs from France, who had staunchly backed the reform, were furious after the vote.

US tech giants "who steal from artists and pay no taxes, have won a battle," said MEP Pervenche Beres.

- McCartney plea -

The two most disputed aspects of the reform are an effort to boost revenue for hard-up news publishers and a crackdown on non-copyrighted material on tech platforms such as Google-owned Youtube or Facebook.

Major publishers, including AFP, have pushed for the news media reform -- known as article 11 -- seeing it as an urgently needed solution against a backdrop of free online news that has decimated earnings for traditional media companies.

But opponents have called it a "link tax" that will stifle discourse on the Internet.

Resistance has been especially heated to Article 13: the proposal to make online platforms legally liable for copyrighted material put on the web by users.

Music legend McCartney as well as major music labels and film studios had lobbied politicians urging them to back the changes.

But critics said the reform will lead to blanket censorship by tech platforms that have become an online hub for creativity, especially Youtube. It would also restrict the usage of memes and remixes by everyday internet surfers, they said.

Wikipedia went down in at least three countries on Wednesday in a protest at the upcoming European Parliament vote.

Waves of air strikes pounded rebel-held areas of southern Syria on Thursday as pro-regime forces launched their most intensive bombing campaign yet in a two-week-old offensive.

The renewed assault came after the failure on Wednesday of Russian-brokered talks to end the offensive in Daraa province, which has killed dozens and forced tens of thousands from their homes.

An AFP correspondent on the edge of the rebel-held south of the city of Daraa, the divided provincial capital, said the bombing was the most intensive since the launch of the Russian-backed offensive on June 19.

"From last night until now, Russian airplanes are pursuing a scorched earth policy," said Hussein Abazeed, spokesman for the joint rebel command for the south.

"This is to force rebels to return to negotiations."

Hundreds of missiles and crude barrel bombs were unleashed by Syrian and Russian aircraft overnight, the Syrian Observatory for Human Rights said.

Samer Homssi, who had fled to the outskirts of Daraa with his wife and four children, described a fierce onslaught of regime air strikes and shelling.

"The bombardment has not stopped for one moment since the announcement that the negotiations failed," the 47-year-old, whose family was taking shelter in an olive grove, told AFP.

- 'Afraid of everything' -

"We are living here in the olive trees, afraid of everything, the shelling, the insects, with no water to drink or any medical services nearby. The situation is very difficult."

The Britain-based Observatory said air strikes were ongoing, including on the town of Tafas in the northwest of Daraa province and on areas near the Jordanian border.

Six civilians, including a woman and four children, were killed in the town of Saida.

Hours later, regime forces fully retook the town and also seized control of a security checkpoint on the Jordanian border for the first time in more than three years, the monitoring group said.

State television showed footage of columns of smoke and said air strikes were aiming to cut rebel access routes in the southernmost parts of the province.

The regime's main prize, the Nasib border crossing, remains in rebel hands.

After retaking large parts of the country since Russia intervened in Syria in 2015, regime forces have set their sights on the southern provinces of Daraa and Quneitra, bordering Jordan and the Israeli-occupied Golan Heights.

Moscow has been brokering talks with rebel towns for negotiated surrenders in a carrot-and-stick strategy that it and the regime have used to retake swathes of territory including the Eastern Ghouta region near Damascus earlier this year.

More than 30 southern towns have already agreed to surrender, expanding the regime's control of Daraa province to more than 60 percent, double what it held before the offensive.

- Russian threats -

The talks this week focused on remaining rebel territory in Daraa province's western countryside and the southern half of the provincial capital.

At a meeting between rebel and Russian negotiatiors on Wednesday, Moscow insisted opposition factions hand over their heavy weapons in one go, while rebels wanted to do so in several phases.

Moscow also reportedly refused requests from some rebels for safe passage to opposition-held territory in other parts of Syria, as was done in Eastern Ghouta and Aleppo.

The rebel spokesman for the south, Abazeed, told AFP that during Wednesday's meeting a Russian negotiator who identified himself as Alexander had threatened renewed strikes from Russian's airbase in northwestern Syria.

"He threatened that if we didn't agree to the deal, 40 planes would leave Hmeimim airport to bomb the south."

In a statement on Thursday, the joint rebel command said it wanted "real guarantees" and UN supervision of future talks.

"Russian warplanes are translating the threatening tone of the negotiations into bombs, fire, and destruction in southern Syria," it said.

Daraa is considered the cradle of the 2011 uprising against President Bashar al-Assad that triggered Syria's devastating civil war.

Nearly 150 civilians have died since the assault in the south began, according to the Observatory.

The offensive has also displaced between 270,000 and 330,000 people, according to the United Nations, many south to the border with Jordan or west to near the Israeli-occupied Golan Heights.

Both countries have kept their borders closed, despite mounting calls to let Syrians escape to safety.

World powers have criticised the operation for violating a ceasefire announced last year by Washington, Amman and Moscow, but that has not halted the blitz.

UN High Commissioner for Refugees Filippo Grandi said that the hostilities were hindering UN efforts to provide cross-border aid from Jordan.

"Thousands of innocent lives are going to be lost, once again, if urgent action is not taken," he warned.

The UN Security Council will hold a closed-door emergency meeting on the offensive on Thursday.

Britain is calling for a close relationship with the EU after Brexit, but is constrained by its own and the bloc's red lines -- and the absence of time to negotiate a deal.

The EU has proposed replicating its free trade agreement with Canada, or Norway's access to the single market, but Prime Minister Theresa May is pressing for a bespoke arrangement.

She will finally seek to agree a way forward among her divided ministers at a meeting on Friday, although the real battle remains to get an outline deal with the EU by October, ahead of Brexit in March 2019.

May has promised to end freedom of movement, allow Britain to strike external trade deals and end jurisdiction of the European Court of Justice.

But these goals have been made difficult by her promise to the EU that there will be no border checks between Northern Ireland and EU member Ireland.

- The Norway option -

Energy-rich Norway opted against EU membership in 1994 and instead chose to join the European Economic Area (EEA), enjoying all the benefits of the EU's single market without, however, having a say in its rules.

It must allow the free movement of goods, capital, services and persons with its fellow members -- the EU's four freedoms that the bloc insists cannot be compromised.

The big advantage for Britain in such a scenario would be that its financial hub in London remains undisturbed.

But critics say it would leave Britain a hostage to EU rules, and also fall foul of the promise of the Brexit campaign to limit migration.

- Canada 'plus plus plus' -

The EU's recent accord with Canada, the Comprehensive Economic and Trade Agreement (CETA), is considered a blueprint for the EU's trade deals going forward and was a model for the most recent talks with Japan.

The deal touches on all aspects of the economy, including health and safety norms, and not just the usual cuts to tariffs and import quotas.

Both parties negotiate, sector by sector, an agreed level of regulatory cooperation, with London especially keen for closely aligned norms for finance, aviation and autos.

In reality, it would mean a significant distancing between the UK and Europe, which are now perfectly aligned with zero tariffs.

Future trade barriers could increase costs for certain sectors and may require customs checks, which poses a problem for the Irish border.

- May's compromise -

May has drawn up a new customs proposal where Britain would be able to set its own tariffs on goods coming from outside the EU but also enforce those of the bloc, using technology to decide which one applies based on the product's final destination.

It would also mirror EU regulations on those products, again to reduce the need to border checks, although details remain scant.

The Centre for European Reform think tank has proposed a similar so-called Jersey option, which replicates to some extent the arrangement the Channel Islands have with the EU.

It suggests Britain follow the rules of the customs union, single market rules for goods and the EU's VAT regime, but seek to negotiate controls on migration in exchange for some restrictions on services.

However, it is unclear whether Brussels would accept this -- and eurosceptics seeking a clean break with the EU are likely to oppose it.

- WTO rules -

If no other deal is agreed, Britain will inevitably revert to "third country" status in the eyes of the EU, with trade relations administered according to the rules of the World Trade Organisation.

The EU's default position at the WTO involves tariffs and increased barriers that could cripple the seamless supply chains that connect Britain and the EU.

While the EU's average tariff rate for third countries is low – around 1.5 percent -- they are bigger in certain strategic sectors: for cars, the rate is 10 percent.

It is unlikely that British products could enter the EU without further checks at the border, while the situation would grow worse as regulatory differences widened over time.
