Job Title: IELTS Examiner

Location:
Abuja
Working Hours: Weekend working is usually required

Description
  • We are looking for examiners to conduct one to one interviews with IELTS candidates to assess their spoken English according to set requirements, and assess written scripts produced by candidates under exam conditions.
Role Overview
  • Examiners are recruited on a casual basis and are expected to examine at least ten sessions a year at regular intervals
  • IELTS examinations regularly take place in Lagos, Abuja and Port Harcourt. We may occasionally run examinations in other cities in Nigeria.
  • Training of successful candidates will be after shortlisting.
Requirements
  • An Undergraduate Degree or a qualification which can be demonstrated to be equivalent to an Undergraduate Degree.
  • A recognised qualification in Teaching English to Speakers of Other Languages (TESOL) / Teaching English as a Foreign Language (TEFL) / or recognised equivalent as part of a recognised university award course.
  • At least 3 years full time (14 hours per week minimum or the equivalent part time) relevant TESOL/TEFL teaching experience (minimum one year post certificate level qualification). The majority of this teaching experience must relate to adult students (16 years and over).
UK Qualifications:
  • CELTA; DELTA; Cert. TESOL; Dip. TESOL; PGCE; B Ed.; M Ed; MA Applied Linguistics
  • Assessed teaching practice and ESOL/EFL studies at cert. level must be part of the course.
Nigerian Qualifications:
  • Nigerian qualifications include either a Nigerian 1st Degree, an NCE in ELT plus relevant teaching experience and IELTS 9.0. Or Nigerian B.Ed in English Language Teaching (transcripts verify course content), relevant teaching experience plus IELTS 9.0
  • A First Degree plus a Nigerian PGDE or M.Ed/MA in TESOL or TEFL (transcripts verify course content), plus relevant teaching experience and IELTS 9.0.

Job Title: Exams Officer

Locations:
Lagos & Abuja
Role Type: Business Delivery
Pay Band: PB 4 – H
Duration: Fixed Term contract ending March 2019
Reports to: Assistant IELTS Administrator, Lagos / Head of IELTS Operations

Main Accountabilities (including people management and finance)
  • As Exams Officer, the post holder will be line managed by an Operations Manager or IELTS Administrator in Lagos.
  • This role will support delivery of all examinations administered from the Lagos office.
  • This role will ensure that assigned tests are delivered in a timely manner
  • All administrative procedures are in full compliance with examination boards, partners and EQCA standards.
  • Reliability: to ensure examinations are delivered securely according to board requirements
  • Quality and Compliance: to deliver a high standard of customer service to our schools and their candidates. As measured by our own Exams Quality Standards, Customer Service Standards, and inspection visits from Cambridge International Exams, IELTS and other examination boards as required.
  • Finance: all British Council standards for managing finances are met with relation to income reconciliations, cash handling, managing purchase orders, managing contracts and procurement.

Gaza City (Palestinian Territories) (AFP) - An Israeli strike killed a Palestinian Hamas fighter in Gaza on Thursday, officials in the strip said, after Israel said one of its aircraft targeted a group launching balloons carrying firebombs.

Three other people were wounded east of Rafah in the southern Gaza Strip, the health ministry in the enclave said, naming the dead man as Abdul Kareem Radwan.

Hamas, the Islamist group that runs the strip, hailed him as a fighter, saying he was killed on a small base near the border.

Such bases are close to where young Palestinians attach incendiary devices to kites and balloons and fly them over the border into Israel, seeking to spark fires.

Following the incident, Israel's army said Palestinians launched mortar shells at soldiers near the border fence, causing no injuries.

The military said it later targeted a Hamas observation point with tank fire in response to "projectiles" fired.

Israel has pledged a tougher response to the balloons and kites, which Palestinians have been launching for months.

Israel's fire service says hundreds of fires have caused damage amounting to millions of shekels (hundreds of thousands of dollars or euros).

The military has opened fire at or near those launching the devices in recent days, but Thursday marked the first time someone was killed in such strikes.

"Earlier today, a Hamas terrorist squad was launching arson balloons from the southern Gaza Strip into Israeli territory," a military statement said.

"In response, an (Israeli army) aircraft fired towards the squad."

Last weekend saw the most severe exchange of fire between Israel and Palestinian militants in Gaza since a 2014 war.

Israel hit dozens of sites it said belonged to militants in the Gaza Strip in Saturday's strikes, killing two Palestinian teenagers.

The same day, around 200 rockets and mortars were fired at Israel from Gaza and four Israelis were wounded when a rocket hit a house in the nearby Israeli city of Sderot.

Hamas and Israel have fought three wars since 2008.

Taiwan has stepped in to help its ally Palau attract more tourists after an airline from the Micronesian nation said it was forced to shut under pressure from China.

Taiwan's battle to protect its few remaining official allies has intensified as relations with Beijing deteriorate.

Four former allies of Taiwan have switched diplomatic recognition from Taipei to Beijing since 2016 as China offers economic incentives to jump ship.

China sees Taiwan as part of its territory awaiting reunification, by force if necessary, even though the island views itself as a sovereign nation and is a self-ruling democracy.

Tensions have escalated under President Tsai Ing-wen since she came to power two years ago as she has refused to accept both sides are part of "one China".

Palau has maintained ties with Taiwan but now one of its airlines, Palau Pacific Airways, says it has been forced to suspend operations because of a plunge in Chinese tourists.

A letter from the airline's Taiwanese owner, Sea Passion Group, to Palau's national congress accused Beijing of branding Palau "an illegal tour destination", denting its business.

The airline said it believed it had been targeted "most likely due to lack of diplomatic status".

A Palau-based member of staff from the airline told AFP the shutdown would happen after August and would halt flights to and from Hong Kong and Macau, the only two routes it operates.

Taiwan's foreign ministry said Thursday that Taiwan's national airline, China Airlines, has added two more weekly flights to Palau between June and August "to assist in attracting more overseas visitors".

"Helping our diplomatic allies with economic development is one of the important tasks in promoting bilateral cooperation," it said in a statement.

In 2016, tourists from China made up 47 percent of all visitors to Palau, a Pacific island group with a population of 22,000. Taiwan tourists accounted for 10 percent of visitors.

But in is letter to Palau's congress, Sea Passion Group said the number of air travellers using its flights fell 16 percent from January to June this year against the same period in 2017 and ticket prices dropped 45 percent to $300.

Taiwan's local media reported China had imposed a ban last November on tours to Palau and the Vatican -- also one of Taiwan's allies -- and that agencies could face a steep fine if they run trips to those destinations.

The number of group tourists from China to Taiwan has also plunged in recent years as relations sour.

In addition, Beijing has used it growing clout to force multinational firms to list Taiwan as a province of China, including Australian airline Qantas, clothing supplier Gap and hotel chain Marriott.

LOS ANGELES (AP) — A small crowd that gathered Thursday outside the Los Angeles office of U.S. Rep. Maxine Waters to counter an expected protest by a self-styled militia group burned an American flag taken from the back of a pickup truck.

The incident happened after the far-right Oath Keepers group didn't appear at the office after saying it would rally against the congresswoman.

A group of counter-protesters there to support Waters were chanting "black power" and other slogans when the pickup approached.

The vehicle, occupied by two men who appeared to be white, was stopped by the crowd. Some marchers opened the doors and one grabbed the flag flying on a pole in the bed of the truck, which sped off.

The flag was stepped on and lit on fire as someone stoked the flames. A few people cheered and someone yelled, "This is not the American flag, this is their flag."

No one was injured or arrested. Police wouldn't immediately say whether they were investigating.

Attempts to reach a representative for Waters were unsuccessful.

The congresswoman, an outspoken critic of President Donald Trump, sparked anger among conservatives after she called on the public to "push back" on administration officials spotted in public.

The Oath Keepers called Waters a "protest terrorist inciter" and said members intended to "stand against terrorism, stand for freedom of speech and association, in support of ICE/Border Patrol as they enforce constitutional immigration laws."

The gathering was planned for the early afternoon but police said then that authorities had been informed by Oath Keepers that the demonstration was called off.

"The Oath Keepers would like nothing more than to inflame racial tensions and create an explosive conflict in our community," Waters said in a statement a day earlier urging counter-protesters to stay away.

A few dozen counter-protesters including union workers, church leaders, South Los Angeles residents and members of activist groups gathered peacefully outside the office at midday. Some held signs proclaiming "Black, brown and labor unity!" and "Resist!"

"These people are coming here to cause problems," said Cliff Smith, an organizer with United Union of Roofers Waterproofers and Allied Workers Local No. 36. "Violent right wing groups have no business here."

MOSCOW (Reuters) - Russia on Thursday broadcast a series of videos showing the testing and operation of a new generation of nuclear and conventional weapons, days after Vladimir Putin and U.S. President Donald Trump discussed how to avoid an arms race.

President Putin announced an array of new nuclear weapons in March in one of his most bellicose speeches in years, saying they could hit almost any point in the world and evade a U.S.-built missile shield.

Both he and Trump, who held their first summit in Helsinki on Monday, have spoken of the need to avoid an arms race, and Putin has spoken of the urgent need to work to extend the new START strategic arms reduction treaty.

On Thursday, the Russian Defence Ministry aired Hollywood-style footage of many of the new weapons Putin unveiled in March being tested or in action.

It showed a Russian MiG-31 fighter jet taking off from an airfield carrying the new Kinjal hypersonic missile and then launching it while airborne.

MiG-31 jets which patrol the Caspian Sea have been armed with the Kinjal since April, the Interfax news agency reported.

The ministry also said it was preparing to conduct flight tests of a new nuclear-powered cruise missile, the Burevestnik or Storm Petrel.

The first footage of a live launch of the Avangard hypersonic missile, which Moscow says boasts "a glider maneuvering warhead," was also aired along with a clip of the heavy Sarmat intercontinental ballistic missile.

Putin's boasts about the new weapons have been greeted with scepticism in Washington, where officials have cast doubt on whether Russia has added any new capabilities to its nuclear arsenal beyond those already known to the U.S. military and intelligence agencies.

Facebook founder and CEO Mark Zuckerberg has found himself at the center of a fresh row after saying the social network should not prohibit posts which deny the Holocaust.

In a podcast interview with tech website Recode on Wednesday, Zuckerberg said that while Facebook was dedicated to stopping the spread of fake news, certain beliefs that were sincerely held would not be taken down.

After the remarks caused a backlash on social media, he was forced to backtrack, saying if any post advocated violence or hate against a group, it would be removed.

The controversy began when Zuckerberg provided an unprompted example of Holocaust deniers to Recode host Kara Swisher to make a point about allowing hoaxes to be published on the site.

He said that messages accusing victims of the Sandy Hook school shooting of being liars would be taken down for harassment, but added that not all factually incorrect posts would receive the same treatment.

"I'm Jewish, and there's a set of people who deny that the Holocaust happened," he said.

"I find that deeply offensive. But at the end of the day, I don't believe that our platform should take that down because I think there are things that different people get wrong. I don't think that they're intentionally getting it wrong."

After Swisher interjected that Holocaust deniers may indeed be motivated by malign intent, Zuckerberg continued:

"It's hard to impugn intent and to understand the intent. I just think, as abhorrent as some of those examples are, I think the reality is also that I get things wrong when I speak publicly. I'm sure you do. I'm sure a lot of leaders and public figures we respect do too."

The comments caused a stir, with many seeing Zuckerberg's foray into the contentious debate as problematic.

Zuckerberg later emailed Recode to clarify, stating that if something is spreading and rated as false by the site's fact checkers, "it would lose the vast majority of its distribution in News Feed.

"And of course if a post crossed (the) line into advocating for violence or hate against a particular group, it would be removed."

The episode was an unwelcome distraction for Facebook after it held a briefing on the company's new policy to remove bogus posts likely to spark violence.

The new tactic being rolled out across the global social network was tested in Sri Lanka, which was recently rocked by inter-religious violence over false information posted on the platform.

A spokesman announced Facebook may remove inaccurate or misleading content, such as doctored photos, created or shared to stir up or ignite volatile situations in the real world.

Hate speech and threats deemed credible are violations of Facebook rules, and are removed.

The new policy advances another step, by eliminating content that may not be explicitly violent but which seems likely to encourage such behavior.

Kevin Kisner of the United States surged to the top of the early British Open leaderboard on Thursday as Rory McIlroy and Tiger Woods prepared for afternoon starts at Carnoustie.

Kisner went out in one of the first groups just before 8am (0700 GMT) and had an eagle and four birdies in his five-under-par round of 66 on a perfect summer's morning on Scotland's east coast.

"The golf course is great for me. The conditions have been fine," said the 34-year-old, who led going into the final round of last year's US PGA Championship before dropping away to finish tied for seventh.

"Going forward, you never know what you're going to have in Scotland. I know the rain is coming in tomorrow. I don't think the rain is going to affect how the golf course is playing in one day, but I have to just keep doing what I'm doing."

Americans have won the last five majors and will take some beating this week, with reigning champion Jordan Spieth, world number one Dustin Johnson and Woods all hoping to be in contention.

- South Africans start strongly -

Another early starter taking advantage of the ideal summer weather in Carnoustie was South Africa's Erik van Rooyen.

On his Open debut, Van Rooyen went out in the second group of the day at 6:46am and shot a four-under 67, the only flaw on his scorecard coming with a bogey at the last.

Van Rooyen was far from the only player to struggle at the 18th, the scene of Frenchman Jean Van de Velde's infamous meltdown in 1999, when he frittered away a three-shot lead on the last day as he tried to play out of the Barry Burn.

However, it was still a fine start for the 28-year-old, who qualified for his first British Open by coming second at the Joburg Open.

"It was playing as easy as it was going to play this whole week this morning, no wind at all. I think it's going to pick up from now onwards. So you had to go out and take advantage of it," said Van Rooyen, whose compatriot Brandon Stone shot a three-under 68.

Stone has come to Carnoustie fresh from a spectacular final round of 60 to win the Scottish Open at Gullane last weekend, and South Africans have previous at winning the Claret Jug in these parts.

The legendary Gary Player won at Carnoustie back in 1968, while Ernie Els won at Muirfield in 2012 and Louis Oosthuizen triumphed at St Andrews in 2010, two other venues on Scotland's North Sea coast.

Spieth, looking to retain the title he won at Royal Birkdale 12 months ago, was another early starter looking to make headway, but compatriot Phil Mickelson had a disappointing two-over-par round of 73.

Johnson teed off just after 1pm local time in a group behind McIlroy, who is looking to end a four-year major drought at the venue where he was the leading amateur as a teenager back in 2007.

Other afternoon starters include reigning PGA champion Justin Thomas, Australia's Jason Day and Ireland's Padraig Harrington, winner of the last Open here 11 years ago.

The biggest crowds, however, will probably be with Woods, who was due to tee off at 3:21pm alongside Japan's Hideki Matsuyama and Scotland's top-ranked golfer, Russell Knox.

No Scottish player has won a major since Paul Lawrie here in 1999, and it seems unlikely that Sandy Lyle will be the one to end that particular drought this weekend.

Now 60, Lyle was the Open champion back in 1985 and had the honour of playing the first tee shot at 6:35am, only to end with a round of 75, four over par.

British police believe they have identified the suspects who carried out the Novichok nerve agent attack on a former Moscow double agent and his daughter and that they are Russian, the Press Association news agency reported Thursday.

"Investigators believe they have identified the suspected perpetrators of the Novichok attack through CCTV and have cross-checked this with records of people who entered the country around that time," a source with knowledge of the probe told the British agency.

"They (investigators) are sure they (suspects) are Russian," the source added.

Government departments and the Metropolitan Police, whose counter-terrorism unit is investigating the poisoning, refused to comment on the report when contacted by AFP.

But Security Minister Ben Wallace wrote on Twitter: "I think this story belongs in the 'ill-informed and wild speculation folder'."

Russia's embassy in London seized on the minister's message and urged Britain "to conduct the investigation in a transparent way so as to avoid rumours and leaks".

"In March British political leadership rushed to put forward unsubstantiated accusations against Russia, instead of waiting for results of the investigation," it added in a statement.

Ex-Russian spy Sergei Skripal and his daughter Yulia collapsed in the southwestern English city of Salisbury after being exposed to the nerve agent Novichok.

Both have since recovered.

Britain blamed Russia for the poisoning of Skripal, a former military intelligence colonel who was jailed for betraying Russian agents to Britain's MI6 foreign intelligence service.

He left Russia for Britain in a 2010 spy swap.

Russia has strongly denied involvement in the Skripal attack, sparking a row that has led to tit-for-tat diplomatic expulsions between Britain and its allies and Moscow.

- 'Coded Russian message' -

In another report Thursday, CNN said the two suspects were identified using facial recognition technology and had fled the country following the March 4 attack, likely on a commercial flight.

Britain previously confirmed that border officials searched an incoming Aeroflot plane at London's Heathrow Airport on March 31 in what it called "routine" checks for criminal activity.

Russia at the time called the search an act of "blatant provocation" and suggested it was linked to the diplomatic spat over Salisbury.

Citing a source with knowledge of the investigation, CNN said the suspects' departure was "revealed in a coded Russian message to Moscow sent after the attack, which was intercepted by a British base in Cyprus".

Two Britons fell ill last month in a town near Salisbury after being exposed to Novichok, one of whom died.

Experts are seeking to establish whether the toxin was from the same batch used against the Skripals.

Dawn Sturgess, 44, and her 45-year-old partner Charlie Rowley collapsed at his house in Amesbury within hours of each other on June 30.

On Wednesday, police started a search of the Queen Elizabeth Gardens in Salisbury. Certain areas were to be searched by fingertip, in a search due to last several days.

The New York Times reported Sunday that British investigators believe the Skripals were targeted by current or former agents of the GRU Russian military intelligence agency.

The GRU, where Skripal worked, is also accused of interfering with the 2016 US presidential election. Twelve of its officers were charged Friday with hacking Hillary Clinton's campaign.
