Former guerrilla Gustavo Petro shook off any lingering voter suspicion Sunday to become the first leftist candidate to contest the second round of an election in conservative-dominated Colombia.

Petro will face the favorite, right-wing senator Ivan Duque in the second round of the presidential election on June 17.

The 58-year-old former Bogota mayor who was once a youthful member of now disbanded M-19 guerrillas, has been a surprise package in the elections -- the first presidential polls to be held since the peace deal with former rebel movement FARC.

FARC's five-decade war of terror has stigmatized the political left in Colombia, but Petro managed to draw large crowds to his campaign meetings, including many young people.

"People have been able to detach themselves from the fear generated by war and the politics of hatred," he told AFP.

Now on June 17, he is in with a chance to follow in the footsteps of other Latin American rebels-turned-presidents, such as Dilma Rousseff in Brazil or Uruguay's Jose Mujica.

In a Colombia deeply scarred by the conflict, Petro's success has for the first time posed a leftist threat to the dominance of the conservative and liberal elite.

He claims his campaign was blackballed by the conservative mainstream press, but he found his audience via social media. He was the candidate with the most subscribers to his Twitter and Facebook accounts.

Short and bespectacled, he has gained a reputation as an orator during the campaign.

His critics dismiss him as a "radical populist," reminding people of M-19's signature bloody 1985 assault on the Bogota Palace of Justice which led to a death toll of 99.

Petro has always insisted his role in the group was as an organizer, not a fighter. He was in prison when the 1985 assault took place.

A former comrade, Juan Montana, described him as "a bad guerrilla with a gun, but a good political guerrilla."

A father to six children, "he's a very demanding, results-oriented, man. He's likeable, generous, very shy and separates his family life from his public life very well," said another associate, Jorge Rojas.

From a family of modest means on the Caribbean coast, Petro was born in 1960 and joined M-19 as a 17-year-old, having been radicalized by the rightist coup in Chile.

He studied economics but became a political activist before he was arrested and tortured.

He gained a reputation for arrogance and bad management during a stint as Bogota's mayor, which ended after three years in 2015.

Critics highlight his authoritarian streak, an unrealistic reform manifesto, and point to an affinity with the unpopular Venezuelan regime.

Duque and the right pounced on his stated admiration for the late president Hugo Chavez during the campaign, warning voters not to allow the left to lead Colombia down the same ruinous path as its socialist-ruled neighbor.

The financial health of international racing could be set for a revolution if ambitious plans by the consortium that has bought 25% of The Tote come to fruition, its head Alex Frost told AFP.

The purchase worth up to £150million ($200million) by the Alizeti consortium from Betfred's Fred Done has been warmly welcomed by the racing industry, including two-time Arc de Triomphe winning trainer John Gosden as it is made up of racehorse owners and breeders.

The Tote was a betting operation owned by the British Government until Done bought it in 2011 for £265million -- Alizeti intend to buy 100% within three to five years.

Frost, 42, says Alizeti's proposal to form international partnerships has been warmly received.

This could indeed be rich pickings for the 'Sport of Kings' with the likes of the state-owned PMU in France and the TAB in Australia as potential partners.

"We see many potential opportunities to partner internationally thereby transforming the UK Tote into a truly global multi-channel business," he said.

"This would drive incremental revenue for both the UK Tote and those international partners.

"All of the international racing jurisdictions we have spoken to are absolutely committed to building the sport of racing both domestically and globally."

Frost forged a highly successful career in the City of London.

And he found that 20 years of experience there and his passion for racing combined ideally so he left in 2016 to set up the Alizeti Consortium.

He says the bodies he has spoken with have all reached the same conclusion that joining forces is a potent weapon to increase prize money globally.

"There is a common understanding that this can best be achieved by strong collaboration," he said.

"We will look to be a major influencer in growing our great sport around the globe in the years ahead."

- 'Enhanced growth trajectory' -

The British Government's recent decision to reduce the maximum wager on fixed odds betting machines from £100 to just £2 has had the bookmakers pulling their hair out and warning of mass closures of betting shops in the high street and as a result lots of redundancies.

However, Frost, who after having some successful horses as an owner set up his own breeding operation with his wife Olivia last year in Wiltshire in South West England, says the consortium's successful bid could be a case of serendipity.

"If this (industry commentators saying betting shops will close) were to be true it would have potential implications for racing industry funding either through the levy or media payments," said Frost.

"A strong and revitalised Tote, on an enhanced growth trajectory and committed to supporting the industry at a time of such uncertainty, is to be welcomed."

Frost, who said it was essential to secure The Tote to underpin the future of the industry, claimed British racing could take heart from examples round the globe where the Tote operators were in good health.

"Evidence shows that in most markets around the world where there is a strong Tote there is also a strong racing industry," he said.

"The Together for the Tote consortium of racehorse owners and breeders are committed to investing materially in the UK Tote to enhance operational performance.

"By strengthening the Tote, it will be in a far better position to increase industry funding for the benefit of all stakeholders across the spectrum of the UK racing industry."

Campaigners on Monday urged Nigeria to stop handing out millions of dollars to tackle unspecified security issues with no questions asked, arguing the practice fuels corruption and conflict.

Nigeria is facing widespread unrest, from Boko Haram's Islamist insurgency in the northeast to a resurgence of violence in a long-running dispute over land and resources in central states.

At the same time troops have been deployed to curb rising crime from cattle rustling and kidnapping gangs in the north, as well as to stop attacks on oil and gas infrastructure in the south.

Nigeria's defence budget is estimated to be some $1.2 billion (1.03 billion euros) this year -- but Transparency International (TI) estimated more than $670 million extra is handed out annually without proper oversight.

Known as "security votes," the funds comprise cash payments made to designated federal, state and local government officials for discretionary spending.

They also dwarf recent and promised US and British security and counter-terrorism assistance, TI said in a report, "Camouflaged Cash: How 'Security Votes' Fuel Corruption in Nigeria".

"Nigeria would arguably not need such assistance if it curtailed the use of security votes and reprogrammed them into the country's formal defence and security budget," it said.

The group's head of defence and security, Katherine Dixon, called security votes "one of the most durable forms of corruption operating in Nigeria today".

Instead of helping to end conflict, they provided corrupt officials with "an easy-to-use and entirely hidden slush fund", she added.

"Corruption in the crucial sector of defence and security plays right into the hands of those who seek to sow the seeds of instability and terror," she said.

"It leaves armed forces under-resourced in the fight against Boko Haram and feeds groups who may destabilise the elections."

- 'Siphoned off' -

President Muhammadu Buhari, a former military ruler, came to power in 2015 after promising to end the Boko Haram conflict and stamp out endemic graft and impunity in government.

He argued that corruption had left troops without adequate arms and ammunition to fight the jihadists, who in 2014 had run rampage across the northeast capturing swathes of territory.

One of his first acts as president was to order a probe into the opaque practices of defence procurement, which led to the arrest of former national security advisor Sambo Dasuki.

Dasuki is accused of using some $2 billion in defence funds earmarked for the fight against Boko Haram to help bankroll Goodluck Jonathan's re-election campaign against Buhari in 2015.

TI has previously said that Nigerian former military chiefs have siphoned off more than $15 billion from the country's defence sector.

Last December, the government announced the withdrawal of $1 billion from Nigeria's Excess Crude Account -- the country's rainy-day savings fund of profits from oil sales.

Vice-President Yemi Osinbajo said the money was not only meant to help end the Boko Haram conflict but also tackle other security challenges, without elaborating.

The main opposition Peoples Democratic Party accused the ruling All Progressives Congress of planning to use the money to fund Buhari's bid for re-election next year.

TI said that the use of security votes had increased from 30 in the federal budget in 2016 to more than 190 this year, despite Buhari's promise of open government and anti-corruption.

"With the approach of the 2019 election, this abrupt increase should ring alarm bells for those overseeing Nigerian public spending," the report said.

TI said Buhari should curtail his government's use of the practice to demonstrate his seriousness about tackling graft.

It recommended that all candidates at next February's election should pledge to outlaw the practice and tighten legislative scrutiny of existing and planned expenditure.

Iran's president will attend a summit with his Chinese and Russian counterparts next month, officials in Beijing said Monday, as they try to salvage the nuclear deal thrown into upheaval by Donald Trump.

China, Russia and European powers, all of which signed the 2015 Iran nuclear accord, are scrambling to save the pact following the US president's decision to quit the agreement and reinstate sanctions.

China's President Xi Jinping will meet Iran's Hassan Rouhani on the sidelines of the Shanghai Cooperation Organisation (SCO) meeting on June 9-10 in Qingdao, said Foreign Minister Wang Yi.

Russian President Vladimir Putin will also attend the summit, he added.

Wang did not include the nuclear deal in a readout of the summit's formal agenda.

But Beijing, which is Iran's top trade partner and one of the biggest buyers of its oil, has signalled that it intends to keep working with the Islamic regime despite the US move.

The summit will discuss a three-year action plan to "fight the three evil forces" -- terrorism, separatism and extremism -- and strengthen cooperation on tackling cybersecurity breaches and drug trafficking, Wang said.

China will also push for "reforms to the multilateral trading regime" connecting the markets of SCO members, which account for nearly 40 percent of the global population, he said.China floated the idea of an SCO free trade area in 2016, according to state-run Xinhua agency, but Wang did not say whether it would be part of the agenda

China has voiced "strong dissatisfaction" after two US warships sailed by an island claimed by Beijing in the disputed South China Sea, adding to simmering tensions in the strategic waterway.

The foreign ministry issued a statement expressing "resolute opposition" to the US sail-by of the territory in the disputed Paracel Island chain on Sunday.

The US military conducts what it calls "freedom of navigation" voyages in the South China Sea to contest Beijing's assertion of territorial rights in the area, although the US has no claims of its own in the disputed region.

The US Navy's Higgins and Antietam warships, a destroyer and cruiser respectively, entered China's territorial waters without permission and were met by the Chinese Navy, which "conducted verification and identification of US ships according to law and warned them to leave," the ministry said.

State-run news agency Xinhua said the two vessels were "expelled" from the waters.

The operation was conducted just over a week after Beijing flew nuclear-capable bombers to a disputed island in a bold powerplay to show its military might and boost its territorial claims in the area.

The move prompted immediate criticism from the US, which last week pulled its invitation to China to join maritime exercises in the Pacific because of Beijing's "continued militarisation" of the South China Sea.

Beijing has been building artificial islands to reinforce its claim over most of the resource-rich South China Sea despite protests from Southeast Asian countries.

Its neighbours, particularly some of those involved in maritime disputes over the waters, have expressed fears China could eventually restrict freedom of navigation and overflight.

The company's board is set to "unanimously recommend" the proposal, saying it presented shareholders "with an opportunity to realise their investment... for significant value and certainty".

The bid came just over a month after Blackstone made a lower, confidential offer, Investa added.

Shares in Investa surged 10.26 percent to Aus$5.10 in intra-day trading in Sydney on Monday.

The move into the Australian real estate market follows Blackstone's purchase of an Auckland office precinct in New Zealand for NZ$635 million (US$441 million) two weeks ago.

Conservative candidate Ivan Duque won the first round of Colombia's presidential election but fell short of the 50 percent threshold needed to avoid a runoff next month.

The 41-year-old senator will face former guerrilla Gustavo Petro on June 17, the first leftist candidate to contest a runoff in Colombia.

Duque won 39.2 percent of the votes, compared to Petro's 25 percent, in the Sunday poll which showed deep divisions over a peace deal with former rebel movement FARC.

It was the first presidential election in half a century free of the threat of the FARC, however Duque has campaigned strongly on a pledge to rewrite a peace agreement with the group.

Polling was "totally normal," said electoral authority chairman Juan Carlos Galindo. Turnout was a higher-than-usual 53.2 percent in a country traditionally plagued by voter apathy.

The peaceful election was an achievement praised by outgoing President Juan Manuel Santos after casting his ballot in Bogota.

Ironically, the peace Santos made with the FARC has opened sharp divisions, reflected in the two candidates to succeed him.

Duque has vowed to rewrite an accord he sees as too lenient on a group that waged a decades-long war of terror in Colombia before transforming itself into a political party.

Duque's pledges to defend private enterprise and introduce tax cuts also won him support.

Duque called for a "Colombia where peace coincides with justice" after the results were announced, reiterating his desire to revise -- without "shredding" -- the pact with FARC.

Petro, a former member of the disbanded M-19 rebel group, defied expectations in a country where presidential elections have traditionally been the domain of the right.

His total of more than 4.8 million votes is almost double the previous best showing for the left in a presidential election, in 2006.

"It's obviously going to be very polarized in the second round," said analyst Andres Macais, with both sides scrambling to form alliances with defeated candidates.

Conservatives backing Duque have a majority in the Congress after sweeping legislative elections in March.

Leftist candidates Sergio Fajardo, a former Medellin mayor who polled 23.7 percent of the vote, and peace negotiator Humberto De la Calle, have previously refused to ally with Petro.

Petro expressed confidence after his second-place finish. "You can be certain that we will win, that the history of Colombia can be changed," he told supporters.

The 58-year-old rallied many Colombians with his campaign speeches against inequality and corruption.

"I voted for Petro... who has helped the poor people," said domestic worker Gladys Cortes, 60.

Analysts said turnout could be a key factor in the second round.

"There is an increase in participation, but abstention is still high, we will have to see if it is still possible to move that absentee vote towards Petro. The second round is going to be very close," said analyst Medofilo Medina.

Santos -- who was awarded the Nobel Peace Prize for the 2016 deal with the FARC -- steps down in August.

Duque, a gray-haired senator and former economist, is backed by the Democratic Center party of former president Alvaro Uribe, which swept legislative elections in March. If successful, he can count on the support of Congress.

Uribe fell out with onetime ally Santos over his drive for peace with FARC, setting up his own party in 2013.

Many voters see Uribe's guiding hand behind the inexperienced Duque's campaign. Like Santos, the 65-year-old Uribe is constitutionally precluded from seeking a third term.

Colombia, ravaged by corruption and glaring inequality, is still struggling to emerge from the longest armed conflict in the Americas.

The world's leading producer of cocaine, the country continues to battle armed groups vying for control of lucrative narco-trafficking routes in areas FARC once dominated.

The peace deal, in effect for little more than a year, remains fragile.

The FARC's political party did not win much support in March's legislative elections, failing to add to the 10 parliamentary seats it was awarded in the peace deal.

"What we Colombians want is that those who have committed crimes against humanity be punished by proportional penalties, which is incompatible with political representation, so that there is no impunity," Duque recently told AFP.

The senator has pledged to eradicate "the cancer of corruption" and to revive a sluggish economy, while vowing to defend traditional family values.

Petro's crowds grew steadily as his campaign went on, in what some analysts see as public support for the peace deal and the rehabilitation of FARC as a political party.

"Society has overcome the fear of violence and terror, and what we are seeing today is the political expression of that, filling public places and drawing crowds," Petro told AFP in the final days of his campaign.

US and North Korean officials met Sunday at a border truce village as preparations resumed for a high-stakes, high-drama summit that President Donald Trump suggests could help the North realize its "brilliant potential.

"I truly believe North Korea has brilliant potential and will be a great economic and financial Nation one day," Trump said on Twitter.

"Kim Jong Un agrees with me on this. It will happen!," the president said, confirming that a US team "has arrived in North Korea to make arrangements for the summit" between himself and North Korean leader Kim.

His upbeat language contrasted sharply to that of only three days earlier, when Trump canceled the planned summit, citing "open hostility" from the North. An extraordinary flurry of diplomacy since then -- much of it led by South Korea -- appears to have put the meeting back on track.

Kim and South Korean President Moon Jae-in met Saturday at the Panmunjom border truce village, in a surprise bid to salvage the June 12 summit planned for Singapore.

Announcing the lower-level talks held Sunday, State Department spokeswoman Heather Nauert said, "We continue to prepare for a meeting between the President and North Korean leader Kim Jong Un."

The Washington Post reported that the US delegation to the Panmunjom meeting -- in the Demilitarized Zone between North and South Korea -- was led by Sung Kim, a former US ambassador to South Korea and former nuclear negotiator with the North. It said the Americans met with North Korean Vice Foreign Minister Choe Son Hui.

Tokyo stocks opened higher Monday on the news, although trading was thin.

"Excessive worries receded as efforts resumed for a summit between the US and North Korea," Okasan Online Securities strategist Yoshihiro Ito said in a commentary, which added that uncertainty remains.

The United States currently has no ambassador to South Korea, even as it takes up one of the most delicate diplomatic challenges in years.

It remains far from clear how Trump and Kim might be able to bridge what appear to be vast differences in their expectations for what would be a historic meeting. But analysts on Sunday expressed increasing confidence that it will take place.

- Days of brinkmanship -

The apparent progress in the on-again-off-again talks followed a tense and turbulent few days of diplomatic brinkmanship.

Within 24 hours of cancelling the summit Trump reversed course, saying it could still go ahead after productive talks were held with North Korean officials.

"It's moving along very nicely," Trump said at the White House on Saturday. "We're looking at June 12 in Singapore. That hasn't changed."

His abrupt decision to pull out of the meeting had blindsided South Korea and Moon, who had been brokering a remarkable detente between Washington and Pyongyang in a bid to avoid a devastating conflict.

But Trump accompanied the cancellation with a letter to Kim that mixed tough language with an almost beseeching plea to get things back on track. Some critics mocked the letter's tone, but it may have achieved the desired result.

- Kim 'met his match' -

James Clapper, director of US national intelligence under former president Barack Obama, told CNN: "I support the letter that President Trump sent... In some ways, Kim Jong Un may have met his match here with our very unconventional president."

Victor Cha, who was President George W. Bush's top advisor on North Korea and was briefly expected to get Trump's nod as ambassador to South Korea, said Sunday he was now confident the summit will take place.

The Moon and Trump administrations very much want the meeting, he said, "and Kim says he wants a summit, so it's going to happen."

There are still stark differences between what the two sides hope to achieve.

Washington wants North Korea to quickly give up all its nuclear weapons in a verifiable way in return for sanctions and economic relief.

Pyongyang has a different view of denuclearization and remains deeply worried that abandoning its deterrent would leave the country -- and its leader -- vulnerable, especially while the United States maintains a robust military presence in South Korea.

Kim "has almost an emotional attachment and a personal psychological attachment to these nuclear weapons," US Senator Marco Rubio said Sunday on ABC's "This Week." "They make him feel prestigious, they make him feel powerful."

If Trump is unable to negotiate those weapons away and unwilling to live in a world where North Korea poses a nuclear threat, then "you're going to have to do something to go after them at some point," the senator said.

A Malian migrant who scaled a four-storey Paris apartment bloc with his bare hands to save a child was honoured by French President Emmanuel Macron on Monday and offered citizenship.

Two days after his daring Spiderman-style rescue -- viewed millions of times online -- Mamoudou Gassama was received by Macron at the presidential palace.

"You have become an example because millions of people have seen you. It is only right that the nation be grateful," Macron told the 22-year-old, adding that his immigration status would be "put in order."

During the meeting, Macron also proposed that Gassama, who received a medal and certificate for bravery, join the French fire service.

"I was not thinking of anything. I went straight up," the sporty youth, who wore jeans and a short-sleeved patterned shirt, explained.

"Bravo," Macron replied.

The act of heroism, which was the top news item for most French websites and television channels, comes as French lawmakers debate a controversial bill that would speed up the deportation of economic migrants and failed asylum-seekers.

Gassama has been living illegally in France and working in construction after arriving in the country in September last year following a perilous journey from his homeland to Libya then Italy.

Macron, a centrist, has taken a tough line on economic migrants fleeing poverty rather than refugees escaping war or persecution.

But Gassama's "exceptional act of heroism" warranted an "exceptional decision", he said Monday.

Gassama leaped into action Saturday evening on seeing a four-year-old child dangling in mid-air from a balcony half-way up an apartment block in the multi-ethnic 18th district of the French capital.

The video shows him pulling himself up from balcony to balcony as a man on the fourth floor tries to hold on to the child by leaning across from a neighbouring balcony.

Firefighters arrived at the scene to find the child, whose parents were not at home, had already been rescued.

A shy figure who was accompanied to the Elysee Palace by his older brother, Gassama said he had acted instinctively.

"I saved the child and then went inside the building and I was shaking," he told Macron.

Reacting to his awards he said later: "I'm pleased because it's the first time I've received a trophy like that."

- 'Incredibly brave act' -

Gassama's story instantly drew comparisons with that of another Malian migrant who was feted as a hero, and given citizenship, for helping save lives during a January 2015 terror attack.

Lassana Bathily helped hide hostages in the freezer during a jihadist attack on a Jewish supermarket in Paris, in which four people were killed.

On Sunday, government spokesman Benjamin Griveaux backed calls by anti-discrimination group SOS Racisme for Gassama to be given the same recognition as Bathily, citing his "incredibly brave act".

Confirming to Gassama that he would be made a French citizen, Macron said: "Even if you did not think about what you were doing it was an act of courage and strength that won the admiration of all."

But in a warning to other African migrants he said he "can not give (papers) to all those who come from Mali or Burkina Faso" -- two of the countries from where thousands of migrants set out each year for Europe on a perilous journey across the desert and Mediterranean Sea.

Across the political spectrum his decision to confer citizenship on Gassama met with approval.

A senior member of the anti-immigration National Front, Nicolas Bay, said however that while the party supported Gassama receiving French papers all other illegal migrants should be summarily deported.

- Dreams of a better life -

Passersby raised the alarm Saturday on noticing the little boy hanging in mid-air.

"Luckily, there was someone who was physically fit and who had the courage to go and get the child," a spokesman for the fire service said.

The boy's father, who had reportedly gone out to the shop, has been taken into custody for leaving the child unattended.

He is to be brought before prosecutors on Monday.

The boy's mother was not in Paris at the time of the incident.

The child has been placed in state care.

The Socialist mayor of Paris, Anne Hidalgo, was among the politicians who lined up to phone Gassama to thank him for his selfless act.

"He explained to me that he had arrived from Mali a few months ago dreaming of building his life here," she said.

On Monday, he was made a honorary citizen of the eastern suburb of Montreuil, where he has been living in a hostel for migrants.

Ivanka Trump is facing an online backlash for tweeting what one critic called a "tone deaf" photo of herself cuddling her son as outrage grows over a federal government policy to separate the children of undocumented migrants from their parents.

The eldest daughter of President Donald Trump, who serves as an advisor to her father, posted the picture of her with her son on Sunday, with the caption: "My <3! #SundayMorning."

Critics were quick to point to a "zero tolerance" policy announced earlier this month by Attorney General Jeff Sessions that authorizes border security agents to take away the children of people who enter the United States unlawfully.

The government places such children in foster homes, but Steven Wagner, a senior official in the Department of Health and Human Services told a congressional committee last month the government was "unable to determine with certainty the whereabouts of 1,475" minors after attempting to contact their sponsors in the last three months of 2017.

"Isn't it the just the best to snuggle your little one -- knowing exactly where they are, safe in your arms? It's the best. The BEST. Right, Ivanka? Right?" tweeted comedian Patton Oswalt.

"This is so unbelievably tone deaf, given that public outrage is growing over young kids being forcibly ripped from the arms of their parents at the border — a barbaric policy that Ivanka Trump is complicit in supporting," added Brian Klaas, a political scientist at the London School of Economics.

Many others tweeted using the #WhereAreTheChildren hashtag.

Donald Trump, for his part, blamed opposition Democrats for the "horrible law" in a tweet on Saturday -- though there is no law mandating the policy and it was not immediately clear what he may have meant.

European stock markets and the euro dipped as chaos in Italy rattled investors who feared the nomination of a technocrat prime minister may fail on the long run to avert a eurozone crisis, analysts say.

Oil prices extended losses, meanwhile, after Saudi Arabia and Russia signalled they could raise output, while Asian stock markets rose on signs that Donald Trump's summit with Kim Jong Un could be back on.

The Paris and Frankfurt equities markets, which had opened in the green, dropped into the red in early afternoon trading after the Milan FTSE MIB stock exchange had a rollercoaster day.

After opening nearly two percent up, it suffered a dramatic plunge, before coming off its worst levels in mid-afternoon.

Italy is mired in political chaos over the anti-establishment Five Star Movement and the far-right League's bid to form a government.

President Sergio Mattarella vetoed the nomination of fierce eurosceptic Paolo Savona as economy minister, prompting the anti-establishment alliance's prime minister-elect to step aside.

The president has now appointed Carlo Cottarelli, a pro-austerity economist formerly with the International Monetary Fund, to lead a technocrat government, ahead of likely fresh elections in the autumn.

Just ahead of the nomination, Italy's debt-risk premium had soared to its highest level since November 2013.

Italy's 10-year bond yields -- the return an investor gets on holding the bond -- spiked to 233 points above that of German debt which is the eurozone's benchmark.

Yields typically rise at times of stress as investors demand higher returns if they are to buy a country's bonds.

Meanwhile the euro also dropped against the dollar in mid-afternoon trading after earlier positivity gave way to fear of a drawn-out crisis.

"The planned eurosceptic governing coalition will not initially be possible. However, it looks like there will be new elections in the autumn, which could see the populists emerge with a bigger share of the votes," Commerzbank Commodity Research analysts said in a note.

The single currency was also hurt by the prospect of upheaval in Spain, where Prime Minister Mariano Rajoy could face a no-confidence vote after his party was found guilty of benefiting from illegal funds in a massive graft trial.

- Oil slips -

Separately, the WTI oil futures contract tanked Monday, extending last week's losses, after Saudi oil minister Khaled al-Faleh said his country could open the taps wider in the second half of the year to insure against any supply shocks.

His Russian counterpart Alexander Novak said they discussed whether they need to ease production limits set in 2016.

The comments come as supply worries increase, with major producer Venezuela hit by economic uncertainty, Iran facing painful export sanctions and demand seen picking up.

With the London markets closed for a bank holiday, there was no official quote available for Brent oil, the European benchmark.

Asian markets meanwhile mostly rose on renewed hopes for a Trump-Kim summit after the US president appeared Friday to make a U-turn 24 hours after cancelling the meeting.

On Sunday Trump tweeted that a US team "has arrived in North Korea to make arrangements for the summit".

He added: "I truly believe North Korea has brilliant potential and will be a great economic and financial Nation one day. Kim Jong Un agrees with me on this. It will happen!"

Job Overview and Description
The successful candidate for this position will work in the Legal Department and provide day-to-day advice to clients on a broad range of legal and commercial matters, be involved in negotiations and legal drafting as well as support the litigation portfolio.
Responsibilities for this position may include but are not limited to:
1. Litigation Support
a) Receives and reviews judicial and arbitral processes on behalf of CNL and other Chevron entities in Nigeria.
b) Develops the preliminary assessments on litigation and arbitration involving CNL and other Chevron entities in Nigeria, and, on the strength of these assessments, makes recommendations for assignment of the matters to outside counsel.
c) Develops and refines the case plans for the defense of CNL and other Chevron entities in Nigeria and obtains the requisite approvals for these case plans, working with more senior attorneys, Upstream (Corp.) Litigation, external counsel and business owners.
d) Identifies potential witnesses and works with the internal team, the witnesses and outside counsel, to develop witness statements, file witness depositions in court and conduct pre-trial conferences to prepare witnesses for trial testimony.
e) Works with internal teams, external counsel and business owners to develop requisite court processes to be filed in court in defense of lawsuits involving CNL and other Chevron entities in Nigeria.
f) Monitors case progress to conclusion.
g) Receives, reviews and responds to claims and demand letters.
2) Negotiation and Review of Agreements
Provides legal support for the drafting, review and negotiation of various types of agreements and other legal documents including: crude handling and crude lifting agreements, farm out agreements, collateral responsibility agreements, agreements for the provision of security services, pipeline and facility surveillance program agreements, memoranda of understanding, waivers, indemnities, undertakings, confidentiality agreements, etc.

3) Legal Advisory Services and Legal Support
a) Reviews company publications, holding statements and other press releases and presentations to be made by various persons and departments within CNL and other CVX entities in Nigeria.
b) Tracks and reviews legislative bills to identify areas of likely impact on Chevron’s operations and the oil and gas industry at large.
c) Reviews environmental and other monitoring reports to ensure consistency with Corp. Guidelines and applicable local laws and regulations.
d) Provides other ad hoc legal support as required.
4) Investigations
Participates, as a representative of NMA Law on multi-functional investigation teams set up to investigate alleged violations of company policies.

ST PETERSBURG, May 25 (Reuters) - Russian state oil major Rosneft signed a deal to help Kurdistan develop its gas reserves and build a gas pipeline, expanding the company's dominance in the energy sector of Iraq's semi-autonomous region.

Rosneft said it would conduct a pre-FEED (front engineering and design) of a gas pipeline in Kurdistan as part of its plan to build an integrated gas business value chain in the region.

It said it would focus on partnerships and third-party project financing for gas projects in Kurdistan.

Rosneft has agreed to invest billions of dollars in Kurdistan's oil projects in the past two years including securing control of the region's oil pipeline.

That pipeline gave Rosneft access to crucial infrastructure that ships most of the region's oil to global markets via Turkish territory.

It made the Kremlin-controlled firm the biggest investor in the region by far, turning Erbil, traditionally a strong U.S. ally, into an important partner for Moscow as Russian President Vladimir Putin seeks to expand influence in the Middle East.

Russia chose not to oppose the Kurdistan Regional Government's failed independence referendum last year, which was dismissed as illegal by Baghdad and caused alarm in Washington, the European Union, Iran and Turkey.

Rosneft also said it aimed to produce up to 10,000 barrels per day of oil in Kurdistan by the end of this year.

SEOUL/SINGAPORE, May 25 (Reuters) - South Korea's purchases of sweet crudes from the United States and Africa are growing as its refiners snap up spot cargoes to replace more expensive Middle East grades, multiple sources from the country's oil industry said on Friday.

South Korea's four refiners – SK Energy, GS Caltex, S-Oil and Hyundai Oilbank - typically import more than 80 percent of their crude from the Middle East for the stability of buying feedstock oil via long-term contracts.

But with ongoing OPEC-led output cuts and worries over Iranian crude supply driving up Middle East crude prices, the refiners - except for S-Oil whose top shareholder is Saudi Aramco - are increasingly seeking alternative sources to cushion the impact of higher prices on their refining businesses.

"South Korean refiners are focusing on the economics of crude purchases," said Cho Sang-bum, an official at the Korea Petroleum Association, a representative group of South Korean refiners.

SK Energy, South Korea's top refiner, is likely to import more Brent-linked crude in the second and third quarters as well as WTI-priced North American crude, said a company spokesman SK Innovation, parent company of the refiner.

GS Caltex, the country's second-biggest refiner, has bought 2 million barrels of Saharan Blend from Algeria, said a trade source with knowledge of the matter, although the refiner declined to comment. GS Caltex is also set to receive a total of 5 million barrels of U.S. crude for June to August delivery.

Hyundai Oilbank is looking for various crudes that are economically viable to import as well. It recently made rare purchases of Canadian crude and Norwegian condensate.

In the first four months of the year, the Middle East accounted for 77.7 percent of South Korea's total crude imports, down from 85.9 percent over the same period last year, according to the latest data from state-run Korean National Oil Corp (KNOC). That is the lowest contribution from the Middle East since 2004.

This provided room for American, Algerian and Kazakh crude to grow. U.S. crude shipments increased 15-fold to 7.9 million barrels in January-April this year from last year. Imports from Algeria and Kazakhstan showed a respective ten-fold and four-fold rise, according to KNOC data.

The government's freight rebates for non-Middle East crude imports and free trade agreements also helped non-Middle East crudes like those from the United States appear more attractive.

Middle East crudes carry an import tariff of 3 percent.

SINGAPORE/LONDON, May 25 (Reuters) - Asian spot liquefied natural gas (LNG) prices breached the $9 per million British thermal unit (mmBtu) mark this week, a three-year summer season high driven by crude oil gains, production outages and demand from key Asian consumers.

Spot prices for July <LNG-AS> delivery in Asia were at $9.20 per mmBtu this week, gaining 50 cents from the previous week and the highest in more than three months.

Demand from buyers in South Korea, China and India supported prices at a time when maintenance in Angola is expected to curb supply.

Higher prices for fuel oil - which can also be used for power generation - are also lending support to LNG prices.

Japan will see warmer weather over June-August, the official forecaster said on Friday, which could stoke LNG demand.

In Europe, the gas price spread is widening enough to fuel a resurgence in cargo diversions from Atlantic to Pacific markets, the prospect of which has helped keep European gas hubs, facing depleted inventories, buoyant, traders said.
Tenders And Sales

South Korea's Korea Midland Power Co Ltd (KOMIPO) likely bought a cargo for July 21 to 25 delivery at $9.30 per mmBtu, traders said.

The state-owned utility has re-issued a separate tender seeking two cargoes for delivery in November and January, a tender document showed.

China's offshore oil and gas company CNOOC and PetroChina are also bidding for several cargoes to be delivered during the summer months, traders said.

PetroChina, the country's top gas producer, has curbed supplies of the fuel to some industrial users in northern and western regions, which has driven up demand for LNG in China.

To prevent another round of winter shortages, state-run PetroChina started from early May limiting gas supplies and hiking prices for major customers, including city gas distributors and inland gas liquefaction plants in some western provinces, sources have said.

On the supply side, Abu Dhabi National Oil Co (ADNOC) likely awarded a sell tender that it issued earlier this week at $9.50 to $9.90 per mmBtu to be delivered ex-ship (DES) into North Asia, traders said.

Indonesia's Donggi-Senoro LNG export plant has sold a late-June cargo, though price details were not immediately available.

US energy companies added the most oil rigs in both a week and a month since February as drillers continued to return to the well pad.

May 25 (Reuters) - U.S. energy companies added the most oil rigs in both a week and a month since February as drillers continued to return to the well pad with crude prices at their highest since late 2014.

The total oil rig count rose by 15 to 859 in the week to May 25, the highest level since March 2015, General Electric Co's Baker Hughes energy services firm said in its closely followed report on Friday.

For the month, the rig count rose by 34, its second increase in row, after rising 28 in April.

The U.S. rig count, an early indicator of future output, is much higher than a year ago when 722 rigs were active as energy companies have been ramping up production in tandem with OPEC's efforts to cut global output in a bid to take advantage of rising prices.

On Friday, however, U.S. crude futures fell by almost $3 to around $68 a barrel after OPEC and Russia said they were considering an increase in output. Earlier in the week, U.S. crude traded over traded over $72, their highest since November 2014.

Looking ahead, crude futures were trading around $67 for the balance of 2018 and around $63 for calendar 2019 .

In anticipation of higher prices, U.S. financial services firm Cowen & Co this week said the exploration and production (E&P) companies they track have provided guidance indicating a 13 percent increase this year in planned capital spending.

Cowen said those E&Ps expect to spend a total of $81.2 billion in 2018, up from an estimated $72.1 billion in 2017.

Cowen, which conducts its own count, said the total number of land oil and gas rigs fell by 13 this week to 1,057 due to private operators broadly distributed outside the major basins. Cowen noted the count in the Permian, the nation's biggest shale oil basin, was flat week-over-week.
