What We Know About China’s Suspected Laser Attack On U.S. Soldiers Last Week
They aren’t just some high-tech toy bought off the shelf. This was a military weapon being used on U.S. Air Force pilots.

Apparently Chinese soldiers attacked U.S. Air Force pilots in Africa with laser beams last week. U.S. pilots in Djibouti said lasers struck their plane while in flight, The Wall Street Journal reported. They also said the lasers appeared to be coming from the direction of a nearby Chinese military base.

The two airmen reported symptoms of dizziness and seeing rings. (Pointing lasers at aircraft is extremely dangerous. It can temporarily blind pilots, and in the United States it’s a federal offense.) While the pilots are expected to make a full recovery, the incident raises questions about how far the United States will allow China to push it without pushing back.

But first let’s back up. What’s everyone doing in Djibouti, a tiny country in eastern Africa? America has a base in Djibouti because of its proximity to Yemen, a terrorist incubator. The 4,000 U.S. troops stationed there are tasked with conducting counterterrorism operations in the region.

What about China? Well, that’s a little more opaque. China opened its Djibouti base last August, claiming that its purpose is to help with anti-piracy patrols and other peacekeeping missions. It’s supposedly a logistics base, but here’s the thing: China doesn’t have foreign military bases anywhere in the world — except in Djibouti, eight miles from the U.S. base.

Now, back to those lasers. First, the lasers that were used to target U.S. planes are military-grade. They aren’t just some high-tech toy bought off the shelf. This was a military weapon that was being used on U.S. Air Force pilots.

Second, last week’s incident isn’t the first time this kind of thing has happened. According to The Wall Street Journal’s military sources, there have been three previous incidents involving military-grade lasers in Djibouti in the last few weeks. There was also a fourth incident that didn’t involve lasers, but no further details were given. But last week’s laser attack was the only one that caused the U.S. government to lodge a formal diplomatic complaint with the Chinese government.

So why didn’t America say something sooner? A spokeswoman for the Defense Department said that a complaint was lodged this time because of the injuries sustained by the airmen and because the latest attack indicates that the frequency of these incidents is on the rise.

But it also sounds like that fact has been known for some time. The U.S. military was concerned enough about the risk of these laser attacks that it had previously warned pilots to use caution when flying over certain parts of Djibouti. And while such laser attacks have only just started popping up in that country, apparently they’ve been an ongoing problem in the area of Asia under U.S. Pacific Command.

It’s easy to say that what happened last week was just some Chinese military personnel goofing around, maybe showing off with one of China’s new gadgets, and that this was utterly unsanctioned by Chinese military leadership. But this would be extremely naïve.

For one thing, it would be an awfully big coincidence if Chinese military personnel in several locations at different times over the past few months all had the same idea: “Let’s laser some U.S. planes.” It wouldn’t be at all surprising if this harassment was sanctioned by senior Chinese government and military officials. Chinese leaders aren’t fools, either. They know how to harass, but stop “just short of war,” as one Asia expert told The Wall Street Journal.

What’s more, these laser attacks are also wholly consistent with Chinese actions over the past several years while Beijing has been angling to rival the U.S. as a global superpower.

Let’s just take a few examples. First, China has been aggressively building up its military. For the past two decades, Beijing’s military budget increases have been in the double digits. In an assessment of China’s military power last year, the Pentagon noted that China is likely to build more military outposts like the one in Djibouti, perhaps in Pakistan. Last month, China held its largest ever naval drills, not surprisingly, in the South China Sea. This was followed quickly with live-fire exercises in the Straits of Taiwan.

Second, as most China-watchers are well aware, Beijing has been building up and militarizing man-made islands in the South China Sea in recent years. These actions present obvious problems to navigation in some of the world’s busiest international shipping lanes. Just last week, it was revealed that the Chinese had installed anti-ship cruise missiles as well as surface-to-air missiles on three of the disputed Spratly islands in the region.

Third, while most American media and political elites are hyper-focused on Russian interference and intelligence operations, few are keyed in on the massive intelligence and cyber espionage operations that China has been conducting against America in recent years, most notoriously the 2015 Office of Personnel Management hack that resulted in the theft of personal data belonging to nearly 80 million Americans.

Fourth, China has long backed the Kim Jong Un’s rogue regime in North Korea, and has proven less then helpful in curbing that country’s nuclear ambitions over the past few decades. Beijing likes to feign interest in doing so, but has ultimately not proven to be a reliable partner in that effort.

There are plenty of other indications of growing Chinese aspirations for regional hegemony and global leadership, including its Silk Road initiative, an increasingly aggressive posture vis-à-vis Taiwan, and its surging investment in Africa.

What this latest incident of Chinese laser tag shows is that China is testing its boundaries, not unlike a two-year-old. It is inching its way across various boundaries to see just what, exactly, it can get away with before America lays down the law, hoping to expand its power and position, not just in China’s sphere of influence in near-Asia, but also on the global stage. If it moves too fast, it might scare the international community. So it’s inching its way toward superpower status, testing the waters as it goes along.

And China will keep progressing apace if it’s not checked by the U.S. and its allies. The Trump administration has showed more willingness to push back than its predecessor, for example by increasing Freedom of Navigation Operations in the South China Sea. But the administration could do more. In reaction to the recent military installations in the Spratly Islands, the White House said, “We’ve raised concerns directly with the Chinese about this and there will be near-term and long-term consequences.” Great. But what, exactly, will that mean?

China takes a long view of history. Its willing to be patient and keep inching forward slowly, inuring the world to its growing dominance. If the U.S. doesn’t do something more to push back against Chinese aggression, we can expect to see more of the kind of harassment those U.S. airmen endured last week. And we can expect it to slowly ramp up.

An Israeli minister has threatened the life of Syrian President Bashar al-Assad over his strategic alliance with Iran, which supports Damascus in a seven-year civil war against rebels and jihadis.

Suspected Israeli airstrikes have destroyed Iranian positions and killed Iranian personnel operating in war-torn Syria, where Israel accuse Tehran of building a network of hostile, mostly Shiite Muslim militias that threaten Israeli national security. As Iranian officials warned they would retaliate against such attacks, Israeli Energy Minister and cabinet member Yuval Steinitz said the consequences of allowing Iran and its allies to work in Syria would be fatal for Assad.

"If Syrian President Bashar Assad continues allowing the Iranians to operate out of Syria, it would be the end of him, the end of his regime," Steinitz told Israeli news site Ynet in an interview Monday, later clarifying his words.


"If Assad allows Iran to turn Syria into a forward operating base against us," he said, "to attack us from Syrian soil, he should know that will spell his end."

While Israel has no formal relationship with Iran, who it accuses of secretly building nuclear weapons and supporting terrorist organizations, it does maintain regular contacts with Assad's other key foreign sponsor Russia. Steinitz praised dialogue between Israeli Prime Minister Benjamin Netanyahu and Russian President Vladimir Putin, saying that there were "conflicts of interest" at times, but "usually our interests converge."

"Everyone should understand, however, that certain things are red lines for us. If anyone is interested in maintaining Assad's survival, they should tell him to prevent missile and drone attacks on Israel," Steinitz said, adding that he knew of no "concrete proposal" to kill the Syrian leader.

Steinitz compared the situation in Syria to that in Lebanon, where Iran-backed Shiite Muslim movement Hezbollah recently made gains in the country's first general election in nine years. Hezbollah is considered a terrorist organization by top Iran foes Israeli, Saudi Arabia and the U.S., and was formed during Israel's occupation of civil-war-torn Lebanon in the 1980s.

Israeli initially invaded Lebanon in 1978 and 1982 in response to attacks by Palestinian militias attempting to establish an independent state on territory also claimed by Israel. Israeli forces withdrew in 2000, but invaded again in response to Hezbollah border raids in 2006 and pulled out after a ceasefire about a month later. Both sides have occasionally clashed, and Assad's retaking of large swathes of Syria after a 2011 uprising backed by the West, Turkey and Gulf Arab states has boosted the positions of Hezbollah and its allies.

Israel has been accused of supporting rebel groups near the occupied Golan Heights territory and of conducting a number of deadly airstrikes in Syria, despite not officially choosing a side in the country's internal conflict. On February 9, an Israeli jet was shot down by Syrian air defense after the aircraft struck Syria's Tiyas, or T-4, airbase in apparent retaliation for an Iranian drone crossing over into Israeli airspace. Last month, Russia accused Israel of again attacking the base, this time killing a number of Iranians there.

In April, Israel has also been charged with bombing the 47th brigade military compound in Syria's southern Hama province, an attack that caused a massive explosion strong enough to induce a minor earthquake detected in neighboring Lebanon and Turkey. Iran has vowed it would take revenge for the strikes.

China closing in on massive new chip fund in bid to dominate US semiconductor industry

China’s government has made technological independence from the United States one of its highest priorities. And now, it appears to be putting its money where its messaging has been.

According to the Wall Street Journal, China is close to finalizing a $47 billion investment fund that would finance semiconductor research and chip startup development. The fund, formally the China Integrated Circuit Industry Investment Fund Co., appears to be underwritten predominantly by government capital sources.

Such a fund has been rumored for months, with the size of the fund ranging widely. Just two weeks ago, Reuters had reported that the fund would be $19 billion, while Bloomberg reported $31.5 billion two months ago. The exact number appears to be under intense negotiation among the Chinese leadership, and is also responsive to the increasingly tense trade negotiations with the United States.

If the $47 billion number pans out, it would be identical in size to a $47 billion fund that was financed by Tsinghua University, China’s leading engineering university, to spur the development of an indigenous semiconductor industry back in 2015.

China is highly dependent on foreign tech in its semiconductor industry, importing 90% of its chips in order to power its fast-growing economy. The Chinese government has always been wary of that dependency, but its fears were heightened in recent weeks after the United States banned American companies from selling components to ZTE, a prominent Chinese telecom equipment manufacturer.

Chinese President Xi Jinping has gone on something of an indigenous innovation tour in recent weeks, visiting factories across the country and encouraging further investment in the country’s technology industry. From the Communist Party of China’s official newspaper the People’s Daily two weeks ago, “National rejuvenation relies on the ‘hard work’ of the Chinese people, and the country's innovation capacity must be raised through independent efforts, President Xi Jinping said on Tuesday.”

While the numbers discussed are eye-popping, so are the costs of developing leading-edge semiconductor technology. As semiconductors have grown more complex, costs have skyrocketed to maintain Moore’s Law. Intel spent more than $13 billion on R&D expenses alone in 2017, according to IC Insights, with Qualcomm, Broadcom, and Samsung each spending more than $3 billion.

While China may try to play catchup in the broad category of semiconductors, it is strategically placing its money on new areas like 5G wireless and artificial intelligence-focused chips where it might become a leading provider of technology. Concerns over 5G in particular have galvanized American attention on Qualcomm and its ability to compete in what is rare virgin territory in the telecom equipment space.

For American companies like Intel and Qualcomm, who are used to holding de facto monopolies on entire swaths of the semiconductor market, the renewed competition from China is going to pressure them to push their tech forward faster.

An Obama-era rule requiring thousands of US restaurants, stores and movie theaters to post nutritional information for items on their menus kicked in Monday, reminding Americans they are what they eat.

The calorie-labeling rules were a controversial provision of former president Barack Obama's signature 2010 health care law -- which President Donald Trump has pushed to dismantle -- and their implementation has been postponed several times.

But the Food and Drug Administration announced last year it would press ahead with the regulation, which requires chains with 20 or more locations as well as grocery stores and convenience chains to post calorie counts for standard menu items.

Many major restaurant chains like McDonald's and Taco Bell are already complying with the rule, but the federal government will now require it.

"National menu labeling could help make a big difference in America's obesity rates, one of our most vexing public health challenges," wrote FDA Commissioner Scott Gottlieb, citing research that menu labeling prompts consumers to order 30 to 50 calories less per visit.

A number of public health advocacy groups as well as the National Restaurant Association have lauded the move, but some industry organizations have lampooned it as inflexible and anti-business.

"Regrettably, FDA's one-size-fits-all approach demonstrates a stunning lack of understanding about consumer preferences and the pizza category," said Tim McIntyre, chair of the American Pizza Community, a coalition of pizza chains.

"Pizza's unique ordering variations create countless combinations making it difficult to accurately deliver information on printed menu boards and costly to maintain," he said in a statement.

But Gottlieb emphasized that the FDA has "worked hard to make sure this new rule can be implemented in a way where the information will be maximally beneficial to consumers and the new requirements will be minimally burdensome to restaurants and retail establishments."

"Firms won't need to deal with a patchwork of different requirements for calorie labeling across the country," he added.

Posters, billboards and coupon mailings are exempted, and supermarkets and convenience stores do not have to post calorie information next to each item in self-service buffets and drink stations, Gottlieb said last November.

More than a third of Americans are obese, putting them at higher risk for heart disease, diabetes and some types of cancer.

Businesses in North Korea’s coal-producing region have built greenhouses where vegetables are grown, packaged, and shipped all over the country, report inside sources.


“We can’t export coal, so we’ve changed our lifestyle,” said an inside source from South Pyongan Province on May 3 during a telephone conversation with Daily NK. “These days, the residents in this area use greenhouses to make a living.”


“If you go to the coal mine regions, you will have a hard time finding a household that hasn’t built a greenhouse. In the Tokchon Region, about 80% of residents are operating greenhouse businesses and the party cadres are proactively encouraging this,” the source continued.


South Pyongan Province has a number of mines all aimed at earning foreign currency, including Bukchang, Dokchon, 2-8 Youth Jikdong, and Chonsong. Many in the region previously worked in the mines to earn their living, but they are adapting to the sanctions by looking for new methods to make money.


“Because exports have been blocked, top quality coal has become available for us to use in our boilers to heat the greenhouses,” an additional source in South Pyongan Province added.


“Some residents, who lacked this access previously, have responded by saying, ‘The situation is good,’ and, ‘It would be good if coal exports dropped altogether.’”


She explained that the greenhouses are used principally to cultivate cucumbers, tomatoes, and pepper. The produce is then packaged for sale and distributed to Sinuiju and Pyongyang. Thanks to the development of logistics methods including taxis and privately-operated trucks, a sound basis for profitability has been established.


But not all residents have been able to reap the benefits of these developments.


Daily NK earlier in May reported that coal prices have fallen dramatically, and coal miners have not been able to make as much money as in the past, putting them in hard times. Recently, children as young as 10 years old have been seen filling backpacks with coal and selling it.


Asked about how widespread the benefits are, a separate source in South Pyongan Province answered, “Starting a greenhouse requires purchasing plastic sheeting [to cover the house] and a heater, so it can be an expensive business to enter. Those without the materials or the capital to do so are falling behind.”


United Nations Security Council Resolution 2371, adopted last August, completely prohibits North Korea from exporting mineral products such as coal and iron ore.

Frustration is rising among students and parents who have still not received their textbooks one month after the start of the spring semester.

“This year, the central education management office sent schools an insufficient number of textbooks to provide to their students,” said an inside source from South Hamgyong Province during a telephone conversation with Daily NK on May 4.

According to the source, one local elementary-middle school in the province received only 15-20 math books for each class of 30-35 students, and only 10 English textbooks. Only around 60% of students studying English have received a book to use for the subject.

The same problem has been noted in other regions as well. A North Hamgyong Province source said, “There are fights breaking out between the first grade students over English books at an elementary school in a rural school in Chongjin.”

When asked about the origin of the shortage, the North Hamgyong-based source said that there are gaps between Kim Jong Un’s policy of strengthening education and actual implementation.

“The original textbooks were small and light but they had enough lessons. But Kim Jong Un has ordered that education be strengthened and the books be changed, which is causing the present difficulties,” she said.

“The new textbooks that are replacing the old ones were originally used in Number One Schools (where the children of party cadres and the gifted attend). It's a larger and heavier book, and so making it requires lots of foreign currency to buy the paper. In a country in difficult circumstances, this isn't easy,” she added.

Many students and their parents have spent the past month scouring markets to find the books, to no avail.

“In the past, computer-made black pamphlet textbooks were sometimes circulated, but now doing so is regarded very poorly [by the authorities], who liken it to handing out [political] leaflets. People have been threatened against printing their own textbooks, and so the practice has stopped.”

The residents are upset at the prioritization of the textbook distribution, which underscores social inequality.

“The order of distribution isn’t determined by those students who study well and participate in organizational life activities, but rather to the students whose parents help out the teachers by lowering the burden of doing housework and lesson planning," the South Hamgyong Province-based source said, explaining that this means that the parents who bribe the teachers will have textbooks given to their children first.

“The students who have textbooks partner up with students who don’t have them so they can use them together at their desks. They sometimes want to lend their books to their friends, but they are not permitted to do so."

One frustrated parent told the source, “Does it even make sense that we can’t provide our children with textbooks? When will our country no longer have these kinds of worries?” with another adding, “We adults are a big reason why the country is so poor like this.”

North Korea adopted a new law in 2012 making schooling compulsory for twelve years. The textbook system was reorganized at this time, with new books entering into circulation in 2014.

The North Korean authorities have been espousing the greatness of Kim Jong Un at workplaces across the country following last Friday's inter-Korean summit, sources have informed Daily NK.


"The authorities delivered a lecture at work on April 30 lauding 'the Great Leader Comrade's fearless, courageous decision to hold the [inter-Korean summit]," a source in South Hamgyong Province said on May 2. "A low-level Party official ordered every single worker attend, and then proceeded with the lecture himself."


According to the source, the Party official, holding the orders in one hand and a picture of Kim Jong Un and Moon Jae In taken at the summit in the other, told the group that "the summit will go down in history."


The Party official reportedly spent the entire day of April 28 – the day after the summit – in a meeting receiving official orders from the government regarding the style of propaganda to be disseminated to residents.


"The cadre only mentioned 'denuclearization' once, and did not elaborate or explain its meaning," he said. "But he talked a lot about economic development, and stressed at length the 'success' of the summit."


"The cadre repeatedly called it 'a victory arising from the sleepless nights of the Supreme Leader,' urging us to 'stand together strong' and 'work harder to repay [Kim Jong Un].'"


The latest revelation suggests that the regime is seeking to emphasize Kim Jong Un's diplomatic prowess to boost national unity.


"It’s similar to when Kim Jong Il secured food aid from South Korea and the UN in 2000, and the authorities claimed in propaganda that it was 'rice received from winning the struggle against our enemies,'" a source in North Hamgyong Province explained.


He also described the reactions of the workers attending a similar lecture in his region, saying that "everyone paid close attention" with keen interest in information regarding improving relations with South Korea, leaving the room "so quiet, you could hear a pin drop."


"Saying that it was 'a shame' that a lot of the workers couldn't see video of the summit (on state TV) due to electricity shortages, they promised to 'soon show a commemorative film' (of the summit) at the factory," the North Hamgyong Province-based source said, suggesting that other summit-related propaganda activities would take place as well.


Students have also become a primary target for summit-related propaganda in recent days, a separate source in Ryanggang Province told Daily NK.


"There have been coordinated efforts for teachers to carry out lectures about the summit at middle schools across Ryanggang Province. Some kids have allegedly reacted by merrily chanting, 'Unification! Unification!"

The North Korean authorities are reportedly monitoring citizen reactions to last Friday's inter-Korean summit, focusing on potential backlash or negative effects of mentions of "denuclearization" in state media in the days following the event. Sources inside the country has described at least one instance of residents modifying their reactions to avoid negative repercussions from the initiative.


A source in Ryanggang Province described a recent incident during a conversation with Daily NK on April 30, saying, "People were gathered around talking about the inter-Korean summit, when the Socialist Women's Union leader suddenly came over and informed them that 'the Party has issued orders for a domestic review of the people's reactions.’"


"She also said that they should be more careful with their words and instead say positive things about the country's efforts," the source continued, saying that the remarks were a suggestion to the group to avoid problems that may arise if they are too open about their opinions of the summit.


The source described how the gathering was an impromptu one, beginning with just a couple of people but growing in size after word spread. "The [Socialist Women's Union leader], whose husband is a Party cadre, actually said a lot of unconventional things at the gathering,” she explained.


These so-called "residential zone women"– a term used in North Korea to refer to women who are part of the Socialist Women's Union and who are charged with the ideological education and socialist group activities of a number of households – have taken on the role of family breadwinners over the years through their market activities, subsequently rising in social status.


Descriptions by a separate source in Ryanggang Province of one of these women openly acknowledging and suggesting tips for "expected behavior" in response to government orders represents a significant development, as she holds a position as an official local role model and thought-leader in the eyes of the state.


The Socialist Women's Unit leader apparently tried a number of times to encourage the group to speak positively about the government's efforts.


"She said that 'big changes are certainly coming' and that 'we should hold our tongues and have hope that the day will soon come that we can live easily,'" the additional source said. She also apparently described "denuclearization" as "an end to the production of scary weapons" when asked by someone in the group what the term meant.


But despite the warnings people are receiving over expressing opinions about the summit, the source described frequently hearing optimistic talk of improving inter-Korean relations.


"Anywhere people are gathered, there are discussions of summit-related news, mostly expressing hopes about South Korea. One person said that 'relations will improve because [President] Moon looks like he's easy-going,'" the initial source explained.


"Embedded in these remarks is a sense of longing for the South and to go forward living as one people, together."

In a year dominated by the #MeToo movement, the Cannes film festival -- which starts Tuesday -- is feeling the heat to address glaring gender imbalances in the competition for its top prize, the Palme d'Or.

But the numbers show the festival still has some way to go in the battle of the sexes.

- And the winner is... -

Of the 268 filmmakers who have claimed one of Cannes' top three prizes, only 11 -- or four percent -- have been women, an analysis by AFP shows.

New Zealand's Jane Campion remains the only female director to have received the highest accolade, the Palme d'Or, awarded for her masterpiece "The Piano" in 1993.

Iranian prodigy Samira Makhmalbaf snagged the prestigious Jury Prize twice, first for her 2000 breakthrough feature "Blackboards" and again three years later for "At Five in the Afternoon".

The last major prize winner was Italian director Alice Rohrwacher, who took home the Grand Prix for "The Wonders" in 2014. She's back in the running this year with "Happy as Lazzaro".

- Director's cut, or not -

Women have made up barely 3.5 percent of the best director and best screenplay winners over the past seven decades.

Only four of the 111 winners have been female -- and two of them were last year when Sofia Coppola became only the second woman to secure the best director trophy with her American Civil War drama "The Beguiled".

Meanwhile, Briton Lynne Ramsay's "A Beautiful Day" scored best screenplay.

- Struggle to get in -

If only one woman has won the Palme d'Or it is also because very few of them ever get nominated.

Since 1946, only 84 of the 1,790 directors whose films has been shown in competition at Cannes have been women -- in other words, less than one in 20.

The latest edition doesn't buck the trend, with just three female directors among the 21 main competition contenders.

This is still better than the 2010 and 2012 festival editions, which featured all-male lineups.

While Cannes organisers acknowledge the gender inequality, they insist this merely reflects the underrepresentation of women directors in the cinema industry as a whole.

- Jury duty -

Australian actress Cate Blanchett heads this year's starry majority-female jury, which also includes Kristen Stewart and Lea Seydoux.

While Blanchett is the 12th chairwoman in the festival's 71-year history, only one woman director, Jane Campion in 2014, has had the honour.

She has said that Cannes needs to have an all-female jury one day to counter the decades of male domination.

Apart from the president, the jury is composed of four women and four men -- a parity ratio observed since 2013.

Overall women fare slightly better as judges at Cannes, although it is still relative. One in five jury members have been women in its seven-decade history.

China's top economic official will visit Washington next week to continue trade discussions, the White House said Monday, as threatened tariffs on billions of dollars of goods could be imposed this month.

The visit by Vice Premier Liu He -- considered President Xi Jinping's right-hand man on economic issues -- comes after he led talks in Beijing last week with a high-level US delegation that made little headway in resolving the standoff.

The meetings come after a series of tit-for-tat threats of tariffs on billions of dollars of goods sparked earlier this year by Donald Trump, who accuses China of using unfair practices to get an unfair advantage over US exporters and costing American jobs.

"China's top economic advisor, the vice premier, will be coming here next week to continue the discussions with the President's economic team," said White House press secretary Sarah Sanders.

"The president has a great relationship with President Xi," Sanders said. "And we are working on something that we think will be great for everybody."

The negotiations could head off the threatened US tariffs targeting $150 billion in imports from, while China has warned $50 billion in goods are in the firing line. Some of the US measures are due to take effect before the end of May.

However, China said "big differences" remained between the two sides after last week's talks while leaks of the negotiating positions showed both were digging in with hardline demands.

The row has fuelled worries about a trade war between the economic superpowers that has the potential to hammer the global economy.

A detained Emirate princess, a yacht seized by Indian soldiers in international waters, a Frenchman being held in Luxembourg -- accounts from key players in the attempted escape by a daughter of the ruler of Dubai have all the hallmarks of a geopolitical thriller.

Rights activists are increasingly worried about the fate of 32-year-old Sheikha Latifa bint Mohammed bin Rashid Al-Maktoum, who has not been seen publicly since being captured at sea in March while trying to flee the United Arab Emirates.

Human Rights Watch on Saturday urged the Dubai authorities to reveal the whereabouts of the princess, saying her case could constitute "enforced disappearance".

A source close to the Dubai government has said only that Latifa was indeed brought back to Dubai and was "with her family" and "doing excellent".

But accounts by people involved in the escape who spoke with AFP suggest an aggressive campaign to recapture the princess after she slipped over the border into Oman in February, and punish those who helped her.

Her case has since been taken up by the UK-based advocacy group Detained in Dubai, which has alerted the UN's human rights commission.

In what appears to be a self-made video uploaded to YouTube in March, which brought her into the public spotlight, Latifa says she was fleeing mistreatment and restrictions imposed by the family of her father, Mohammed bin Rashed Al-Maktoum.

"I'm making this video because it could be the last video I make," she says, adding that she is "99 percent positive" her escape would succeed.

"If it doesn't, then this video can help me because all my father cares about is his reputation," she adds.

- 'Admit it was kidnapping' -

Latifa's video was published once it became clear that her attempt to get away, which began on February 24, had failed.

She had enlisted the help of Tiina Jauhiainen, a Finnish woman who had been her teacher of the Afro-Brazilian martial art capoeira; Christian Elombo, a French national who taught sports in Oman; and Herve Jaubert, a Franco-American businessman who claims to be a former French secret service agent.

After making it to Oman, Jauhiainen said she and Latifa boarded a yacht owned and piloted by Jaubert with the goal of reaching India, from where Latifa would fly to the United States.

But on the night of March 4-5 their vessel was surrounded by the Indian navy and detained by soldiers who then towed the yacht back to the United Arab Emirates.

Jaubert and Jauhiainen said they were held until March 20 and 22, when they were expelled from the country, while Latifa has not been heard from.

In a video released later, Jaubert, 62, claimed they were surrounded by "five warships, two planes and a helicopter" and were "beaten severely" by soldiers who boarded the yacht and robbed them, even as Latifa screamed that she was seeking asylum.

He said he was blindfolded and held in solitary confinement while being questioned, before being made to sign a forced confession and released.

"They wanted us to admit that it was a kidnapping, because according to their Islamic definition, a woman, even adult, cannot give her consent because she remains the responsibility of her father," Jaubert told AFP.

He said Latifa had contacted him because of his 2009 book "Escape from Dubai", in which he recounts fleeing by dinghy to avoid fraud claims after a business deal soured.

Jaubert said he was to be compensated only for fuel costs, and had previously told the BBC that while he was supposed to be paid, money was not his motivation.

- 'She is my friend' -

"They wanted to know which organisation was behind all this. They couldn't believe that I helped Latifa because she is my friend," Jauhiainen said.

The Indian government has refused to comment, though the Business Standard newspaper, citing government sources, said Prime Minister Narendra Modi himself authorised the secret operation to consolidate the country's strategic interests with Gulf states.

Elombo, 40, was arrested on February 26 on charges of facilitating the illegal entry and exit of the princess in Oman, according to sources close to the case.

He was given a suspended jail sentence and expelled in early April, when he went to visit his family in Luxembourg.

But upon his arrival the police arrested him because of an Interpol "red notice" issued at the request of the UAE, seeking his extradition.

The warrant, seen by AFP, says Elombo is wanted on charges of "kidnapping", which can carry a life sentence in prison.

Prosecutors in Luxembourg say they are still waiting for a formal extradition request, while France's foreign ministry said Monday that Elombo was benefiting from consular assistance, as he had in Oman.

The Dubai government source denounced last month that a "private matter" had become a "soap opera", while accusing its Gulf rival Qatar of being behind the campaign.

Australia have been forced to scrap a day-night Test and will hold the game in normal hours instead after India refused to play, cricket officials said Tuesday.

Cricket Australia had pencilled in the December 6-10 Test in Adelaide as a pink-ball match but India baulked at playing under floodlights.

"We can confirm that we have received advice from the Board of Control for Cricket in India (BCCI) that it is not prepared to participate in a proposed day-night Test in Adelaide this summer," CA chief James Sutherland said in a statement.

"As a result, we can now confirm this Test match will be a day format."

CA believes day-night Test cricket is a more television-friendly format and perhaps the only way to save the five-day version of the game following the rise of the quickfire Twenty20 format.

But India, who are the world's top-ranked team, said they didn't want to play their first day-night Test during such a high-profile series.

"Yes, it's pretty clear that we are not playing a day-night Test in Australia, no doubt about it," BCCI administrator Vinod Rai told AFP earlier this month.

The Australians have played four day-night Tests since 2015, three of them in Adelaide, winning all of them.

India have not yet played a pink-ball Test and would be reluctant to give the hosts any advantage as they seek a first Test series win in Australia.

"I think everyone in world cricket knows that, to be frank, I think (India) want to come out here and beat us," Sutherland told Australia's SEN Radio in early May.

Sutherland said Australia would still play a day-night Test against Sri Lanka in Brisbane in January.

"We are committed to hosting at least one day-night Test each home summer as part of our continued focus to grow Test cricket," he said.

New York state's top prosecutor and a public champion of the #MeToo movement resigned on Monday, just hours after being accused by The New Yorker of physically assaulting four women.

It was an abrupt fall from power for Eric Scheiderman, the chief law enforcement officer in the state and a Donald Trump opponent whose office had launched multiple legal challenges against the Republican administration.

"In the last several hours, serious allegations, which I strongly contest, have been made against me," Schneiderman said.

"While these allegations are unrelated to my professional conduct or the operations of the office, they will effectively prevent me from leading the office’s work at this critical time. I therefore resign my office, effective at the close of business on May 8."

Earlier, he issued a statement denying that he had assaulted anyone or that he had ever engaged in non-consensual sex.

Two of the women spoke to the magazine on the record, alleging that Schneiderman repeatedly hit them, often after drinking, frequently in bed and never with their consent.

Both say they sought medical attention after having been slapped hard across the ear and face, and also choked, the magazine said.

The New Yorker said none of the women classified the behavior as consensual.

In February, Schneiderman sued The Weinstein Company for failing to protect employees from years of disgraced mogul Harvey Weinstein's alleged sexual misconduct despite multiple complaints from staff.

He had also been instructed by New York Governor Andrew Cuomo to review a 2015 decision by the Manhattan district attorney not to prosecute Weinstein over allegations of assault.

Japanese drug giant Takeda on Tuesday announced a firm acquisition offer worth £46 billion ($62.5 billion) for Irish pharma firm Shire, after a series of unofficial bids were turned down.

The proposal, if implemented, would represent the largest ever foreign takeover by a Japanese firm, and will create one of the top-ten pharmaceutical companies in the world.

The announcement follows a string of lower offers rejected by Shire over the past month. It comes as Takeda looks to expand abroad in the face of a projected drop in drug prices at home.

Late last month, the Irish pharmaceutical firm said its board would recommend the £46-billion bid "subject to satisfactory resolution of the other terms of the possible offer".

On Tuesday, Takeda said the boards of the two companies "have reached agreement on the terms of a recommended offer pursuant to which" the Japanese firm will acquire Shire.

Analysts have said the buyout would be a smart move by Takeda as it looks to diversify, and could pay off in the long-term.

Takeda shares closed up 3.99 percent at 4,638 yen right before the widely expected announcement, after three consecutive days of declines as investors worried about whether the deal would overextend the firm's finances.

Industrial production in Germany bounced back in March from a February slip, official data showed Tuesday, soothing fears of sharp slowdown after a year of unexpectedly strong growth.

Output among industrial firms in Europe's powerhouse added 1.0 percent month-on-month, federal statistics authority Destatis said.

Capital goods producers were the biggest contributor to the growth, adding 2.6 percent, while deliveries from consumer goods makers also swelled but producer goods firms fell back slightly.

Overall, "industrial production took a breather in the first quarter after the strong growth over the year 2017," the economy ministry in Berlin commented, with the March results showing that "the upturn remains intact".

The positive signal for output is especially comforting for Germany after figures released Monday showed the third monthly slip in a row in industrial orders.

The first-quarter slowdown was caused by strikes, widespread time off due to flu infections and awkwardly-timed Easter holidays rather than weakness in the wider economy, the government economists argued.

Also on Tuesday, Destatis issued figures showing Germany's balance of trade -- the amount exports outweighed imports -- leapt in March to 22 billion euros, compared with 19.1 billion in February.

The nation's export success has long caused grumbling among trade partners in Europe and the United States, who complain Germany's massive surpluses come at their expense.

Tensions with Washington over protectionism have mounted in recent weeks, with the European Union unable to secure more than a temporary reprieve from President Donald Trump's tariffs on metals imports that many observers fear could spark a tit-for-tat trade war.

China's surplus with the United States widened in April, underlining an imbalance between the economic titans as they struggle to reach an agreement on averting a potentially damaging trade war.

The figures Tuesday will likely reinforce Washington's determination after high-level talks in Beijing last week ended with both sides admitting there were big differences to overcome, with threats of tariffs on billions of dollars of goods casting a shadow.

The record imbalance is at the heart of US President Donald Trump's anger at what he describes as Beijing's unfair trade practices that are hurting American companies and destroying jobs.

Customs data showed the surplus grew 4.2 percent on-year to $22.2 billion last month, with exports rising by a tenth and imports up more than 20 percent.

Compared with March, the surplus was up 43.9 percent, though analysts say seasonal factors such as Chinese New Year had dampened exports for the month.

Attention now turns to a visit next week by a delegation led by Chinese Vice Premier Liu He -- considered President Xi Jinping's right-hand man on economic issues -- hoping to iron out the differences.

However, there are concerns about the chances of success.

"We don't expect all core differences in the US-China trade relationship to be resolved," Wang Tao, chief China economist in Hong Kong for UBS, wrote in a recent report.

"Lingering trade tension and uncertainty will likely negatively affect China's export orders and related business investment," he said, according to Bloomberg News.

China ranks 110th, or "mostly unfree", on a global ranking of economic freedom put out by the conservative American think tank Heritage Foundation.

The two countries have been engaging in high-stakes negotiations to head off the threatened tariffs -- Washington has targeted $150 billion in Chinese imports while Beijing put $50 billion of US goods on the firing line.

China's trade with the wider world also continued improve, Tuesday's figures showed, after it posted a rare deficit in March.

Exports surged 12.9 percent on-year, while imports rose 21.5 percent -- both figures beating expectations.

"The data suggest that foreign demand for Chinese goods has started to soften, with the prospect of possible US tariffs weighing on the outlook," said Julian Evans-Pritchard, China Economist at Capital Economics, in a note.

The strong import figures point to growing demand within China, a boon for the country's transition to consumption-fuelled growth from a decades-long dependence on exports and investment, analysts say.

"While softer foreign demand is being largely offset by domestic strength for now, the headwinds to growth from slower credit creation look set to increase," said Evans-Pritchard.

Chinese President Xi Jinping and Kim Jong Un met in northeast China on Tuesday in an unannounced visit by the North Korean leader ahead of an expected summit with US President Donald Trump.

Chinese state broadcaster CCTV showed Xi and Kim taking a seaside stroll in the northeastern city of Dalian and holding talks, while the official Xinhua news agency said the two leaders met on Monday and Tuesday.

It was Kim's second visit to China since March, highlighting efforts by the Cold War-era allies to mend ties that have chilled as Beijing has supported UN sanctions over Pyongyang's nuclear activities.

Beijing is keen to avoid being left out in the cold in the wake of Kim's historic summit last month with South Korean President Moon Jae-in and his planned meeting with Trump in June.

"After the first meeting between me and Comrade Chairman (Kim), both China-DPRK relations and the Korean peninsula situation have made positive progress. I feel happy about it," Xi said, according to Xinhua.

For his part, Kim was quoted as saying: "These are the positive outcomes of the historic meeting between me and Comrade General Secretary (Xi)."

Japanese media had earlier shown images of an airplane normally used by North Korean VIPs flying out of Dalian, fuelling speculation that Kim had been in town.

President Donald Trump is expected to deliver a hammer blow to the Iran nuclear deal Tuesday, removing key sanctions relief for Tehran and casting the accord's future into serious doubt.

Officials and diplomats expect the pugnacious US leader to ignore last-ditch European pleas and withdraw US support for what he has repeatedly slammed as a "very badly negotiated" agreement.

At 2:00 pm (1800 GMT), Trump will make perhaps the most consequential foreign policy announcement of his young presidency to date from the Diplomatic Reception room of the White House.

Concretely, he must decide by May 12 whether to continue to waive sanctions on Iran's central bank and its oil sector dealings, a key pillar of the 2015 agreement reached between Tehran and six world powers.

Critics warn ending the waivers would unravel the carefully constructed deal, plunge Iran's already struggling economy into crisis, spur a Middle East arms race and expose the biggest transatlantic rift since the Iraq War.

His decision will be closely watched across the Middle East, where a number of powers are mulling their own nuclear programs, and in Pyongyang ahead of non-proliferation talks between Trump and North Korean leader Kim Jong Un.

For months, Trump has unsuccessfully demanded changes to the Obama-era nuclear accord, which saw Iran stop military-scale uranium enrichment and open up to inspections, in return for massive sanctions relief.

Months of intensive talks between the United States and European allies ultimately stalled when Berlin, London and Paris refused Trump's demand to rewrite key provisions of the accord.

One European diplomat, echoing the somber mood around foreign embassies in Washington on the eve of Trump's announcement, said "there is plainly a difference of opinion."

"I would like to pretend to you today that I feel that there is a chance of the existing (deal) remaining intact," the European official said. "I think that that chance may exist but it is very small."

A French official said President Emmanuel Macron left the United States last week "convinced that we would get a negative decision."

- Danger of 'escalation' -

Ahead of Trump's verdict, diplomats shifted into damage limitation mode, hoping that beyond his inevitably harsh rhetoric, he stops short of immediately reimposing sanctions.

Trump may decide to denounce the deal but leave sanctions in limbo, offering what diplomats say is a last slim chance to salvage the agreement.

On the other end of the scale, Trump could decide to reimpose central bank and a thicket of other sanctions against Iran -- from finance to transport -- effectively ending US participation in the deal and putting European companies at risk of punitive measures.

In Brussels, officials are already working on "blocking" measures that would protect EU citizens and companies from US prosecution.

"We are having conversations obviously and we are working on a number of proposals that could protect European companies and operators," a senior EU official told reporters.

Tehran has sent mixed signals about its potential response, hinting it could leave a fatally undermined deal and resume military-scale uranium enrichment.

But Iranian President Hassan Rouhani -- who publicly backed engagement with the United States and could face a domestic backlash if that policy fails -- indicated his country would stay in the agreement even if the United States pulls out.

It is still unclear whether Iran's more hardline military leaders, or Supreme Leader Ayatollah Ali Khamenei, hold the same view.

Iran staying in the deal makes it more likely that vital avenues for European trade would stay open.

Amid six months of speculation over Trump's decision, the Iranian rial had lost around a third of its value, before authorities in April took the drastic step of pegging the exchange rate to the dollar.

- Hawks take the lead -

Since his days as a presidential candidate, Trump has vowed to scrap the deal, but has until now stopped short, amid fierce debate inside his administration.

According to a CNN poll published Tuesday, 63 percent of Americans believe their country should not withdraw from the agreement.

The United States does not allege that Iran is breaking the terms of the agreement, but says the accord itself does not permanently end Tehran's controversial nuclear programs, stop missile tests or end bellicose Iranian activity in the region.

Trump has complained, in particular, that Iran gets sanctions relief up front but could return to controversial activities once restrictions reach their "sunset" in 2025.

His administration has also been angered by Iran's support for Syrian President Bashar al-Assad, the Lebanese armed group Hezbollah in Syria's civil war and Shiite Huthi rebels in Yemen.

With the arrival of John Bolton as National Security Advisor and Mike Pompeo as Secretary of State, the Iran hawks now appear to be in the driver's seat.

Reimposing oil sanctions could be just the first step of a "a broad coercive campaign" to "break the regime's back" according to Cliff Kupchan, an analyst with the Eurasia group.

European powers are deeply skeptical that Trump's administration has a backup plan to restrain Iranian ambitions once he has made good on his campaign promise to tear up the deal.

Britain's Boris Johnson, who was in Washington to lobby Pompeo and Vice President Mike Pence, told Fox News: "Plan B does not seem to be, to me, particularly well-developed at this stage."
