AFP / ADEM ALTAN Erdogan brought the elections forward by a year and a half, to accelerate the transition to a new presidential system

President Recep Tayyip Erdogan on Wednesday called snap elections in Turkey for June 24, bringing the polls forward by over a year-and-a-half to sharply accelerate the transition to a new presidential system.

Erdogan's announcement upended the political timetable in Turkey, which had been set to vote in simultaneous presidential and parliamentary elections on November 3, 2019.

The elections are especially significant as afterwards a new executive presidency -- agreed in a 2017 referendum and denounced by critics as giving the president authoritarian powers -- will come into force.

The new timetable means that Turkey will also vote in the polls under the state of emergency imposed since the July 15, 2016 failed coup aimed at ousting Erdogan. The authorities agreed this week the emergency should stay in place for another three months.

- 'Overcome the uncertainties' -

Erdogan made the announcement in an address at his presidential palace after meeting Nationalist Movement Party (MHP) chief Devlet Bahceli who the day earlier had urged early elections.

"As a result of consultations with Mr Bahceli, we decided to hold elections on June 24, 2018, a Sunday," said Erdogan.

Bahceli stunned Turkish political observers on Tuesday when he urged the government not to wait for November 2019 to hold the presidential and parliamentary elections, suggesting the polls be held on August 26, 2018.

But the date announced by Erdogan is even earlier and will precipitate an intense election campaign as opposition parties seek to challenge his grip.

The MHP chief's intervention surprised commentators since the government led by Erdogan has repeatedly insisted there will be no early elections.

Erdogan said the authorities would have preferred to "grit our teeth" and wait until November 2019 but the situation in neighbouring Iraq and Syria "made it essential for Turkey to overcome the uncertainties ahead as soon as possible."

Turkey is pursuing a cross-border operation inside neighbouring Syria, which has been wracked by a seven-year civil war, and earlier this year took the Kurdish militia-held Syrian town of Afrin.

Erdogan said he wanted to hasten the move to a new presidential system agreed in the April 16, 2017 referendum which will see the office of prime minister eradicated and a new vertical power structure established under the presidency.

"After April 16, Turkey is still ruled by a system that we can consider old," he said. "The malaise of the old system can be seen in every step we take."

- 'Sign of weakness' -

The Turkish lira, which has lost seven percent against the dollar over the past year, responded positively to the news, climbing 1.1 percent with investors gladdened over the end of uncertainty over the poll date.

But Fadi Hakura, Turkey expert at London-based think tank Chatham House, told AFP that the authorities were keen to hold the elections before any further deterioration in the economy.

"This early election drive reflects the worsening economy that Turkey is going through. It therefore demonstrates a sign of weakness on the part of the (ruling party) leadership," he said.

While growth in Turkey was 7.4 percent in 2017, double-digit inflation, a wide current account deficit and the need for debt restructuring at top companies could be harbingers of trouble ahead.

The polls will give Erdogan, 64, a chance to extend his stay in power with a new-five year mandate, after already serving 15 years in power as premier and then president.

His closest challenger will be the main opposition secular Republican People's Party (CHP) led by Kemal Kilicdaroglu. The pro-Kurdish Peoples' Democratic Party (HDP) has been weakened by the arrests of its most prominent figures.

"We are ready as if the elections were scheduled for tomorrow," said CHP spokesman Bulent Tezcan.

But Tezcan said Erdogan had "no right" to hold elections under the state of emergency, urging parliament to lift the measure immediately.

Meral Aksener, the head of a new nationalist formation, the Iyi (Good) Party, which split away from Bahceli's MHP to protest his alliance with Erdogan, said it was the "most prepared party" and announced she would stand for the presidency.

Erdogan's Islamic-rooted Justice and Development Party (AKP) has established a formal alliance with the MHP to fight the elections, in the hope of sweeping up conservative votes.

MHP leader since 1997, Bahceli is seen as a kingmaker in Turkish politics. He prompted the 2002 snap polls that brought the AKP to power and the AKP has ruled Turkey ever since.

Britain accused Russia on Wednesday of breaking the two-decade international ban on chemical weapons, at emergency talks into last month's poisoning with a nerve agent of a former Russian spy.

The accusations came as diplomats from the Organisation for the Prohibition of Chemical Weapons met behind closed-doors in The Hague to discuss the crisis.

Britain's broadcasting watchdog meanwhile opened seven impartiality probes concerning Russia's RT news channel, noting "a significant increase" in programmes warranting investigation since the March 4 poisoning.

OPCW experts last week confirmed the British findings that former Russian double agent Sergei Skripal and his daughter had been sickened by a nerve agent.

Founded in 1997, the OPCW oversees the application of the Chemical Weapons Convention (CWC) aimed at eliminating the world's stockpiles of toxic arms.

"We will continue to call out Russia's reckless and indiscriminate behaviour when it violates this Convention, and when it threatens global security," British ambassador Peter Wilson told the OPCW.

Called by Britain, it was the second meeting of the body's executive council in three days.

Syria joined the global treaty ban in 2013 and said it had declared all its toxic arms stockpile, which have since been destroyed.

But amid rising accusations that the Syrian regime has maintained a secret weapons programme, the OPCW has becoming increasingly political and divided.

After deploying its experts to Salisbury, the OPCW last week confirmed in a report "the findings of the United Kingdom relating to the identity of the toxic chemical".

It did not however publicly name the substance nor its origins, which Britain says was a Novichok nerve agent of the sort first developed in the Soviet Union in the 1970s.

- 'Impeccable work' -

Moscow has vehemently denied the allegations, and strongly contested the OPCW's findings, alleging that they were manipulated as they failed to disclose the presence of the BZ nerve agent, used by the West, in biomedical samples taken from the Skripals.

Wilson hit back however, telling reporters: "BZ wasn't in the samples, they (the OPCW) were testing. It was in the control samples, meaning that the laboratories were doing their job."

And he accused the Russians of breaking confidentiality agreements by revealing the name of a Swiss lab.

OPCW chief Ahmet Uzumcu refused to be drawn into the war-of-words, but offered reassurances of "the credibility and integrity of this network" and praising the "impeccable" work done by laboratories around the world to analyse samples.

On Monday, the OPCW's governing executive council also met in closed-session to discuss a dangerous mission by its inspectors to the Syrian town of Douma to probe allegations of a chemical chlorine and sarin gas attack on April 7.

The mission had been due get underway on Wednesday, but it was again stalled after it emerged that UN security services came under fire in the town on Tuesday.

Uzumcu said he did "not know when" the inspectors would be able to deploy, and warned the mission would only go ahead if the team had approval from UN security services and it had "unhindered access" to the sites.

Several British MPs have called for it to be shut down, accusing if of being "a propaganda mouthpiece for the Russian state."

French ambassador to the Netherlands, Philippe Lalliot, renewed calls to Moscow to cooperate "without delay" with the British authorities and clarify whether it had been developing nerve agents.

"Those who are cheating on their international obligations risk making the use of chemical weapons seem seriously banal and increasing proliferation activities," he said.

Captain Tammie Jo Shults, one of the first women fighter pilots in the US Navy, was hailed as an American hero Wednesday for calmly landing a stricken passenger jet after a midair engine explosion that killed a mother-of-two.

Shults was identified as the pilot by passengers on Southwest Airlines Flight 1380, which was en route from New York to Dallas when its left engine suddenly blew apart, shrapnel shattering a window and partially sucking one woman out of the plane.

An audio recording revealed a calm, unflappable Shults requesting medical assistance and telling air traffic control part of the aircraft was missing as she guided the jet and the 149 people on board into an emergency landing.

"This is a true American Hero," wrote passenger Diana McBride Self on Facebook, posting a picture of Shults in the aisle of the Boeing 737-700, greeting passengers as they filed out of the plane in Philadelphia on Tuesday.

"A huge thank you for her knowledge, guidance and bravery in a traumatic situation. God bless her and all the crew," she added.

Southwest Airlines, which said it was "devastated" by what happened, declined Wednesday to release any information about the crew.

Shults' expert handling of the incident drew comparisons on social media to the legendary "Miracle of the Hudson" pilot Chesley Sullenberger, who heroically landed a disabled US Airways airline in the Hudson River in January 2009 after a bird strike.

"Sully" became a national hero for his perfect splash landing in the river alongside Manhattan and successful evacuation of everyone on board. Hollywood star Tom Hanks took on the eponymous title role in the 2016 Oscar-nominated movie "Sully."

- Fighter pilot -

"Could you have the medical meet us there on the runway?" Shults' calm voice can be heard asking air traffic control, in an audio recording of their exchange. "We've got injured passengers."

"Is your airplane physically on fire?" asks air traffic control.

"No, it's not on fire but part of it's missing. They said there is a hole and someone went out," she replies.

Witnesses spoke of how a female passenger was sucked toward the window, before being pulled back by fellow passengers as the plane plummeted.

"The window had broken and the suction, negative pressure had pulled her outside the plane partially. These two wonderful men they managed to get her back inside the plane and we lay her down and we started CPR," Peggy Phillips told ABC News.

The woman, who later died, has been named as Jennifer Riordan, a 43-year-old executive for Wells Fargo bank and mother-of-two from Albuquerque, New Mexico.

Seven other people were slightly injured.

Shults graduated from MidAmerica Nazarene University in 1983, and her alma mater says she became one of the first female fighter pilots for the US Navy.

According to an online military aviation forum, she was one of the first women to fly F-18s, landing her fighter plane on boats at 150 miles (240 kilometers) per hour before eventually becoming an instructor. She later joined Southwest Airlines.

A committed Christian, who reportedly teaches Sunday school, her husband Dean is a fellow Southwest pilot and the couple live in the San Antonio area of Texas. They have two children.

Donald Trump confirmed Wednesday that his CIA chief took part in secret talks in North Korea, the most significant sign that an improbable summit between the US president and Kim Jong Un will go ahead.

News of the encounter between the reclusive Kim and Mike Pompeo -- Trump's pick to be America's next secretary of state -- was the latest in a series of revelations from the US leader that have fuelled hopes of a major diplomatic breakthrough with Pyongyang.

"Mike Pompeo met with Kim Jong Un in North Korea last week. Meeting went very smoothly and a good relationship was formed," Trump tweeted, capping the latest twist in a detente in the decades old nuclear standoff.

"Details of Summit are being worked out now," added the president, who is hosting Japan's Prime Minister Shinzo Abe for two days of talks at his golf resort in Florida.

Neither Trump nor the White House offered details of what was discussed and it remains unclear if there is enough potential for an agreement to have the Trump-Kim summit, slated for early June, go ahead.

Officials and outside experts say it is still not clear that Kim, who depends on the military to remain in power, is willing to give up nuclear weapons.

North Korean talk of "denuclearization" -- which Trump has embraced uncritically -- has in the past been code for removing America's military presence on the Korean peninsula, something long unthinkable in Washington.

"Denuclearization will be a great thing for World, but also for North Korea!" Trump added in the tweet.

Nonetheless, the flurry of diplomatic activity has raised hopes for a pair of upcoming and potentially historic summits.

Kim is expected to meet South Korea's President Moon Jae-In at a landmark meeting next Friday where discussion of a peace declaration is now on the cards.

Seoul's push to formally declare an end to inter-Korean hostilities, which at the moment are subject only to an armistice, would have been unthinkable just months ago.

Trump earlier said that the summit could, with his "blessing," explore a peace treaty to formally end the conflict.

"We are looking at the possibility of replacing the armistice regime on the Korean peninsula with a peace regime," a senior official at South Korea's presidential Blue House said Wednesday.

"But this is not something we can do by ourselves. It needs close discussions with relevant parties including North Korea."

- Still enemies -

The 1950-53 Korean War ended in an armistice rather than a peace treaty, leaving the two sides technically at war. The Demilitarised Zone between them bristles with minefields and fortifications.

But reaching any final treaty would be fraught with complications.

"The peace treaty is a very difficult problem," said Koo Kab-woo, a professor at the University of North Korean Studies.

While the US-led United Nations command, China and North Korea are signatories to the decades-old armistice, South Korea is not.

Both Pyongyang and Seoul claim sovereignty over the whole Korean peninsula, but a treaty could imply mutual recognition of each other.

Next week's meeting will be just the third summit between the North and South since the armistice was signed 65 years ago.

Key moments including Kim and Moon's first handshake will be televised live, both sides agreed at working-level talks Wednesday, Seoul said.

- US summit by June -

Trump himself plans to hold a summit meeting with Kim within the next two months.

The pair have not spoken directly, the White House said, but the president revealed Tuesday there had been contact at "very high levels" to prepare for the historic meeting -- an apparent reference to Pompeo's visit.

Trump also said that "five locations" were being considered for the summit.

"That will be taking place probably in early June or before that assuming things go well. It's possible things won't go well and we won't have the meetings and we'll just continue to go on this very strong path we have taken."

US officials say that no decision has yet been made on a meeting venue, but China, North Korea, South Korea, and Panmunjom in the Demilitarized Zone between the two Koreas are seen as possible locations.

Beijing is North Korea's sole major ally, an alliance dating back to the Korean War, but relations deteriorated after China supported UN sanctions to punish Pyongyang over its nuclear weapons program.

The sudden talk of rapprochement on the Korean Peninsula has also sparked a flurry of diplomatic activity with Pyongyang's giant northern neighbor.

Last month Kim made a surprise visit to Beijing to meet President Xi Jinping in what was believed to be his first trip outside his isolated nation's borders since he succeeded his father in 2011.

Senior Chinese officials have since travelled to Pyongyang amid mounting speculation Xi might make a reciprocal visit.

On Wednesday reporters asked China's foreign ministry spokeswoman Hua Chunying about the reports of Pompeo's visit to Pyongyang.

"We welcome the direct contact and dialogue between the DPRK and the US," Hua said, using the official acronym for the North. "But as the saying goes, a good start is half the battle."
