Football clubs are starting to tap the potential of blockchain technology as an innovative way to deal with longstanding issues such as ticket scalping, fan engagement and the payment of players' salaries.

Considered by many as revolutionary as the internet, a blockchain is a database that is shared across a network of hundreds of computers. Once a record has been added to the chain it is very difficult to tamper with. And to ensure all copies of the database are the same, the network makes constant checks.

Blockchains have been used most prominently as the tool behind cryptocurrency Bitcoin, but many other possible uses from medical records to banking -- and now sports -- are emerging.

"Blockchain has the power to be the underlying infrastructure upon which sport functions," Michael Broughton of Sports Investment Partners told AFP as the two-day World Football Summit got underway in Madrid.

"Much as mobile phones and apps are today a broader expression of the underlying internet so sport can build upon blockchain."

After French champions Paris Saint-Germain announced earlier this month that they were launching their own cryptocurrency in partnership with Socios.com, a blockchain company based in Malta, Italian giants Juventus announced Monday they would do the same.

Fans of the two clubs will be able to buy club-branded tokens that come with voting rights as well as access to exclusive content and rewards.

- 'Limitles potential' -

English side Arsenal announced in January they had reached an agreement with California-based Cashbet to launch their own cryptocurrency which would be used to bet on matches.

The technology could also have significant implications for ticket sales.

European football governing body UEFA used blockchain technology to sell all of the tickets for the Super Cup final in Tallinn in August between Real Madrid and Atletico Madrid over mobile phones, preventing the duplication of tickets.

In a sign of the growing interest of the football world in blockchain, Barcelona's Argentine star Lionel Messi in December became a brand ambassador for Israeli start-up Sirin Labs which has developed an ultra-secure mobile phone that uses the technology.

Former Liverpool and England striker Michael Owen earlier this year invested in Hong Kong-based Global Crypto Offering Exchange (GCOX), a global platform that allows celebrities to create and list their own "tokens".

"I believe blockchain technology holds the future. It has limitless potential that we have yet to fully explore," Owen said at the time.

- 'Bring transparency' -

The technology is even starting -- albeit on a very small scale -- to be used to pay players, which some believe could help stamp out corruption in football.

Gibraltar United announced in July that it would become the world's first football club to pay its players in cryptocurrency while tiny Turkish club Harunustaspor made global headlines at the start of the year by announcing it had carried out the world's first football transfer of a player in bitcoins.

"It could bring transparency to world of football," said Pablo Dana of Heritage Sports Holding which owns Gibraltar United and in August bought 25 percent of Italian third division side Rimini using a digital currency.

Broughton agreed, saying "having a player's identify and registration on the blockchain could provide greater transparency to the transfer and ownership systems".

The technology could also be used together with big data analytics, to identify future football stars, according to Olivier Jarosz, head of club affairs at the Switzerland-based European Club Association.

"You can through the data base try to find out the biggest potentials without sending 200 scouts," he said.

But Sam Jones of the London Football Exchange warned that "you can't insure yourself" against some of the new cryptpocurrencies that use blockchain.

"You relying on hope and hope is the key ingredient of a bubble," he said.

Five years after he was paralysed in a snowmobile accident, a man in the US has learned to walk again aided by an electrical implant, in a potential breakthrough for spinal injury sufferers.

A team of doctors at the Mayo Clinic in Minnesota say the man, using a front-wheeled walker, was able to cover the equivalent of the length of a football pitch, issuing commands from his brain to transfer weight and maintain balance -- all previously thought impossible for paralysed patients.

The man, now 29, severed his spinal cord in the middle of his back when he crashed his snowmobile in 2013. He is completely paralysed from the waist down, and cannot move or feel anything below the middle of his torso.

In the study, the results of which were published on Monday in the journal Nature Medicine, doctors in 2016 implanted a small electronic device in the man's spine.

The wirelessly operated implant, about the size of a AA battery, generates electrical pulses to stimulate nerves that -- due to the injury -- had been permanently disconnected from the brain.

"What this is teaching us is that those networks of neurons below a spinal cord injury can still function after paralysis," said Kendall Lee, neurosurgeon at the Mayo Clinic and lead study author.

Within weeks of the device being switched on, the man began to take his first steps since the accident -- but was still suspended in a harness.

Astonishingly, after several more sessions of rehab and physiotherapy, he was able to support most of his own body weight and take steps on a treadmill.

"We didn't limit our expectations and continued to safely advance his performance as he gained function," Kristin Zhao, director of the Mayo Clinic's Assistive and Restorative Technology Laboratory, told AFP.

"This is important because the patient's own mind was able to drive the movement in the legs," she said.

Although the device was able to help generate power and control in the patient's lower body, it did nothing to restore sensation in his legs.

This initially proved challenging. Without the physical feeling of walking registering in his brain, it was hard for him to make the instantaneous balance adjustments most of us make without thinking.

The team overcame the problem by installing mirrors at knee height so the patient could see what position his legs were in while walking.

- Long road ahead -

Eventually the man was able to walk on the treadmill with only periodic glances down at his legs.

Footage of the experiment shows him walking jerkily on a slow-moving treadmill, using a metal rail for balance.

While the device's effect is remarkable, the man is still paralysed once it is turned off.

"It is important to understand that even with the success that this individual had in stepping ability during the research, he still performs his daily activities from a wheelchair," Lee told AFP.

In 2011, electrodes implanted on the lower spine of a paraplegic man allowed him to stand and regain some movement in his legs, but the team believes this is the first instance an implant has been used to get a paralysed person to walk.

For safety reasons, the patient currently only uses the device under supervision, but the implications of the study -- that paralysis may not be permanent after severe spinal injury -- could be massive.

"Our results, combined with prior evidence, emphasise the need to reassess our current understandings of spinal cord injury in order to realise the potential of emerging technologies for functional recovery once thought to be permanently lost," Lee said.

The study was conducted in conjunction with the University of California Los Angeles and was partly funded by the Christopher and Dana Reeve Foundation.

Christopher Reeve, best known for starring role in the "Superman" film, was left paraplegic after a horse-riding accident in 1995.

New Zealand's prime minister, who shot to international fame for giving birth while in office, turned heads Monday by bringing her three-month-old daughter into the UN assembly hall.

Jacinda Ardern, 38, is only the second world leader to ever give birth while in the office. The first was the late Benazir Bhutto, who was prime minister of Pakistan when her daughter was born in 1990.

The premier was photographed kissing and bouncing up and down daughter Neve in the main assembly hall next to partner Clarke Gayford, at a plenary meeting known as the Nelson Mandela Peace Summit, which she also addressed.

Gayford, who is a television fishing show host and who plans to be the main caregiver for their daughter, tweeted a picture of the infant's UN diplomatic photo ID that classified her as "New Zealand first baby".

"I wish I could have captured the startled look on a Japanese delegation inside UN yesterday who walked into a meeting room in the middle of a nappy change. Great yarn for her 21st," he wrote.

Ardern became prime minister in October just three months after taking charge of the Labour Party as it languished in the polls. She returned to work last month after a six-week maternity leave.

She had already announced that they would travel as a family to the United Nations in New York, where she will address the General Assembly. Earlier on Monday, she spoke at the launch of the annual "Climate Week" event.

Pregnancy, motherhood and her coalition government have turned her into a poster child for feminism against the backdrop of the #MeToo movement in the United States, where she is taking part in a series of media appearances.

Germany's financial supervisor urged Deutsche Bank Monday to beef up its fight against money laundering, and for the first time used its power to embed an auditor at the country's biggest lender.

Frankfurt-based BaFin "ordered Deutsche Bank to take internal security measures and respect its general duty of care for the prevention of money laundering and terrorist financing," the agency said in a statement.

In a never-before-seen move, BaFin will also embed a "special commissioner" at Deutsche to evaluate and report on the bank's progress, it added.

"We are in agreement with the BaFin that we have to improve these processes in the Corporate and Investment Bank further," a Deutsche Bank spokesman told AFP.

He added that the bank would work to meet its obligations with the authorities and auditors KPMG, who BaFin chose as commissioners.

In January 2017, Deutsche had to pay a fine of almost $630 million (535 million euros) after an investigation by British and American authorities into laundering of money originating in Russia.

Soon afterwards, the US Federal Reserve ordered a further fine of $41 million over gaps in the bank's money-laundering surveillance.

American lawmakers also demanded information about Deutsche's relationship with President Donald Trump and any financial links he might have with Russian entities.

Laundering of Russian cash has returned to the headlines in recent weeks, with Denmark's biggest lender Danske Bank admitting that tens of billions of euros of suspicious transactions passed through its branch in Estonia, most of them from Russia.

In neighbouring Latvia, the central bank chief has also been suspended from his post after being charged with accepting bribes.

Malta, Estonia, Latvia and Cyprus are among the countries with the worst money-laundering image in the 19-nation eurozone, although Spain's Caixabank and Netherlands-based ING have also come in for extra scrutiny by the authorities.

China said on Tuesday it was impossible to hold trade talks with the United States while Washington is imposing tariffs that are like "holding a knife to someone's throat".

Speaking a day after Washington activated tariffs on $200 billion in Chinese goods, vice commerce minister Wang Shouwen said China is open to negotiations but that the two sides must treat each other "equally and with respect".

"Now that the US has adopted this type of large-scale trade restrictions, they're holding a knife to someone's throat. Under these circumstances, how can negotiations proceed?" Wang told a news conference.

US Treasury Secretary Steven Mnuchin had invited Chinese officials to hold new talks, but President Donald Trump's latest tariffs salvo appear to have scuttled that effort.

Wang met US officials in Washington in August but there have been no high-level meetings for months.

Wang said Tuesday the US measures "have made it impossible for the negotiations to proceed".

Beneath the carved timber roof of a traditional "marae" meeting house at Wellington High School, dozens of students watch entranced as a play performed entirely in the Maori language unfolds.

Many only understand a smattering of the indigenous language, but pick up emotional cues from the performers. Some audience members are close to tears as the production in the New Zealand capital ends.

It is a scene that actor Eds Eramiha says would have been difficult to imagine as recently as two decades ago, when te reo Maori was widely regarded as a dying language not worth teaching.

"Attitudes have changed immensely," he said. "When I was at school, te reo Maori wasn't held in high value, it wasn't spoken, it wasn't as freely available as it is to our kids today."

Te reo was banned in schools for much of the 20th century which, combined with the urbanisation of rural Maori, meant that by the 1980s, only 20 percent of indigenous New Zealanders were fluent in the language.

That number was virtually unchanged by 2013, when census figures showed that just 21.3 percent of the Maori population could converse in te reo.

An official report published in 2010 warned the language was on the verge of extinction.

"Te reo Maori is approaching crisis point," it said, with older native speakers "simply not being replaced" as they passed away.

The contrast with New Zealand today is striking. The language is enjoying a surge in popularity among Kiwis -- Maori or otherwise -- embracing their South Pacific nation's indigenous culture.

Te reo courses are booked out at community colleges, while bands, poets and rappers perform using the language.

Te reo words such as 'kai' (food), 'ka pai' (congratulations), 'whanau' (family), and 'mana' (prestige) have entered everyday usage.

Even the way Kiwis define themselves has taken on a te reo tone, with an increasing number preferring to use 'Aotearoa' rather than New Zealand.

- 'More than a language' -



Prime Minister Jacinda Ardern is a passionate champion of the language, saying one of her great regrets is not being able to converse fluently in it.

"We have a guardianship role, a duty of care to te reo Maori," she said this month.

"It's our job to nurture it because it's about more than a language."

Ardern chose to give her daughter Neve a Maori middle name 'Te Aroha' ('the love') when she was born in June.

Her government has set a target of having one million fluent te reo speakers by 2040.

With the Maori comprising only about 15 percent of New Zealand's 4.5 million population, that would mean many non-Maori adopting the language.

It is a prospect that excites Charles Royal, a Maori academic and storyteller at the national museum Te Papa (Our Place).

"We've never had so many te reo speakers as we have now," he said.

"What te reo enables me to do is articulate who I am in a very particular way...as a New Zealander," he added.

Royal said the earlier rejection of te reo stemmed from a sense of inferiority and a mistaken belief that European history was more important that that of New Zealand.

But he said Kiwis now felt more positive about their place in the world and the rising popularity of te reo was an expression of this confidence.

- 'Flies off my tongue' -

As an actor, Eramiha observes that te reo "flies off my tongue a bit better (than English), the flow's different".

Head teacher Angela Fieldes has noticed a similar phenomenon among toddlers exposed to te reo at the Wellington child care centre she helps run.

"They pick it up really, really quickly, so it just becomes part of their day," she said after the children performed a 'waiata' (song), reciting Maori colours, numbers and vowels.

"They love the singing and I think a big part of learning te reo is that it's so rich in the way you can use song."

Royal said there were still New Zealanders who maintained Maori culture was not valuable, but they were an ageing minority.

He said the fact that so many non-Maori, including 'pakeha' (New Zealanders of European descent) wanted to learn te reo was "absolutely fantastic".

"It makes me feel proud to be Maori, it's an act of generosity on both sides," he said.

Eramiha echoes the sentiment, saying the passion for the language has been evident as his Taki Rua theatre troupe performs in te reo across the country.

He expressed confidence in the language's future, saying: "People from other cultures come up to me after our shows and say 'can you teach me how to say hello?'.

"It's a treasure for us to be able to pass it on and a great gift to see other people wanting to learn it. It's amazing."

Five-time Ballon d'Or winner Ronaldo skipped the awards ceremony in London on Monday as his former Real Madrid teammate Luka Modric beat him for the award.

The 33-year-old Portuguese star also lost out to Liverpool's Mohamed Salah for the Puskas Award for the best goal.

He had been nominated for his superb overhead bicycle kick for Real Madrid against Juventus in last season's Champions League quarter-final, which even drew a standing ovation from Juventus supporters in Turin.

Juventus coach Massimiliano Allegri had backed Ronaldo -- who has scored three goals in his last two league games -- for the award, as he led the way in the Champions League with 15 goals to help Real to a third straight title.

"With no offence to Luka Modric, I'd give the Ballon d'Or to Ronaldo for what he did last season. I think he deserves it," said Allegri.

The Italian champions face a heavy week in Turin with three games in their Allianz Stadium in the space of seven days.

After Wednesday's game against 18th-placed Bologna, who shocked Roma 2-0 at the weekend, Juventus play Carlo Ancelotti's Napoli in a top-of-the table clash on Saturday.

Juventus have had a perfect start to the season with five wins and 15 points -- three points ahead of Napoli.

Meanwhile, Inter Milan face a tough task against Fiorentina in the San Siro Tuesday with coach Luciano Spalletti serving a touchline ban for his over-exuberant goal celebration against Sampdoria.

Inter have been struggling but their last-gasp win against the Genoa side followed their come-from-behind 2-1 win in the Champions League against Tottenham.

Spalletti's side travel to the Netherlands to play PSV Eindhoven in the Champions League next week.

Fiorentina are third in the table five points adrift of Juventus, with Inter in ninth.

Two solo yachtsman stranded in the remote Indian Ocean during a round-the-world race were in a "good and stable condition" after being rescued in an multinational mission, Australian authorities said Tuesday.

The yachts of Indian Abhilash Tomy and Irishman Gregor McGuckin, competitors in the Golden Globe race, were damaged during a storm on Friday, leaving them marooned some 3,500 kilometres (2,200 miles) off Australia's west coast.

Tomy, a 39-year-old navy commander, was badly injured during the storm and on his bunk unable to move, race organisers said.

As part of an international effort to reach the men, both sailors were located and brought on board French fisheries patrol vessel FPV Osiris on Monday.

"Both sailors at this stage are reported to be good and in a stable condition," Al Lloyd of coordinating agency the Australian Maritime Safety Authority told reporters in Canberra.

Lloyd said the men were due to arrive at a nearby Indian Ocean island Ile Amsterdam later Tuesday, where they would be assessed by doctors.

McGuckin, 32, was not injured but said he wanted to abandon his yacht after it was damaged. He made his way to Tomy in an attempt to assist him, and arrived at the same time as Osiris, Lloyd said.

At this stage, the plans were for them to be transferred onto the Royal Australian Navy's frigate HMAS Ballarat due to arrive at the island on Friday, and brought to Australia, he added.

The Golden Globe Race involves a gruelling 30,000-mile solo circumnavigation of the globe in yachts similar to those used in the first race 50 years ago, with no modern technology allowed except the communications equipment.

Tomy's own yacht was a replica of Robin Knox-Johnston's Suhaili, winner of the first Golden Globe Race.

President Donald Trump's Supreme Court nominee Brett Kavanaugh on Monday launched an aggressive campaign against allegations of sexual misconduct, vowing on national television to clear his name while appearing to claim his virginity at the time of the accusations as a defense.

With pressure mounting to put Kavanaugh's nomination on hold for the FBI to investigate his past -- a day after a second woman came forward with allegations against him -- Trump stood firmly behind his embattled nominee, accusing Democrats of working hard to "destroy a wonderful man."

The claims, dating back to the conservative judge's high school and college days, threaten to derail what was seen as an all-but-certain confirmation to the lifelong post on the top court.

Instead, he now faces an explosive Senate showdown against the first of his accusers, university professor Christine Blasey Ford, who is set to testify against him Thursday.

With his future and reputation on the line, Kavanaugh stepped up his defense, saying "I've never sexually assaulted anyone, not in high school, not ever. I've always treated women with dignity and respect."

He also sought to present an image of himself as a strait-laced student devoted to his studies and sports, and declared he was a virgin for much of his youth, apparently as a strategy of defense.

"I'm not going to let false accusations drive us out of this process," he added, repeatedly calling for a "fair process."

Trump later tweeted to throw his full weight behind his candidate.

After a dramatic weeklong standoff, Kavanaugh's accuser Ford finally committed Sunday to be questioned in a public hearing before the Senate Judiciary Committee, which is weighing Kavanaugh's nomination.

Ford alleges that a drunken Kavanaugh and another boy shut her in a room and tried to tear her clothes off at a high school beer party in suburban Washington around 1982, when she was 15 and he 17.

Just hours later, The New Yorker dropped a new bombshell, reporting that a second woman was accusing the Washington appeals court judge of sexual misconduct, while they were students at Yale University around 1983-84.

Deborah Ramirez, 53, says Kavanaugh exposed himself to her during a party, thrusting his genitals in her face and causing her to touch them without her consent, according to the magazine.

The allegations stand to derail a nomination that Republicans see as crucial to gaining conservative control of the high court for years.

They could also play decisively in the November midterm elections, where Republican control of both houses of Congress is under threat.

With emotions running high, dozens of protesters were removed from the US Capitol for unlawfully demonstrating against the judge's confirmation.

A spokesperson for the Time's Up movement later issued a statement calling for Kavanaugh to withdraw: "His confirmation would compromise the integrity of the court for generations to come," he said.

- Lack of witnesses -

Kavanaugh's approval was only two weeks ago considered a done deal, with all Republicans in the narrowly divided Senate appearing set to back him.

But the allegations have left some Republican senators -- especially two women who have spoken out in the past about sexual abuse of women -- under pressure to weigh the accusers' stories.

The year-old #MeToo movement against sexual harassment also has politicians wary of angering women voters.

Yet Trump's defiant stance could also stir his Republican base to head to the polls in November, frustrated at what many see as a cynical attempt to sink a qualified nominee.

Kavanaugh argues that no witnesses have yet come forward to corroborate either woman's account. Both accusers have acknowledged memory lapses, which could weaken their claims.

Democrats say that is all the more reason to halt the nomination process and let the FBI, which carries out background investigations for candidates to high positions, investigate them.

"There is only one way to get to the bottom of these allegations against Judge Kavanaugh and prevent the nation from being thrown into further turmoil: an independent background check investigation by the FBI," said Senator Chuck Schumer, the senior Democrat in the Senate.

The European Union said Monday its members would set up a payment system to allow oil companies and businesses to continue trading with Iran in a bid to evade sanctions after the US withdrew from a nuclear agreement.

Iran and the European Union announced their defiance towards US President Donald Trump's administration after high-level talks at the United Nations among the remaining members of the accord.

The countries said in a statement that they were determined "to protect the freedom of their economic operators to pursue legitimate business with Iran."

With the United States and the dollar dominating so much of global trade, the statement said the new mechanism would "facilitate payments related to Iran's exports (including oil) and imports, which will assist and reassure economic operators pursuing legitimate business with Iran."

EU foreign policy chief Federica Mogherini, speaking at the United Nations alongside Iranian Foreign Minister Mohammad Javad Zarif, said the countries were still working out the technical details.

"In practical terms, this will mean that EU member states will set up a legal entity to facilitate legitimate financial transactions with Iran and this will allow European companies to continue to trade with Iran in accordance with European Union law and could be open to other partners in the world," she told reporters.

She said that the remaining members of the so-called Joint Comprehensive Plan of Action -- Britain, China, France, Germany and Russia -- would also maintain their commitments to support Iran on civilian nuclear energy.

"The participants recalled that these initiatives are aimed at preserving the JCPOA, which is in the international interest," she said.

- Pressure on Iranian economy -

In line with findings of UN inspectors, Mogherini reiterated that Iran has been in compliance with the nuclear agreement -- under which Tehran drastically scaled back its nuclear program in exchange for relief from sanctions.

The agreement was sealed in 2015 in a signature achievement for then US president Barack Obama.

Trump pulled out of the agreement in May, describing it as a "disaster" and quickly moving to reimpose sanctions on Iran.

Despite the protests of the European Union, a number of business including French energy giant Total and carmakers Peugeot and Renault as well as Germany's Siemens and Daimler have already suspended operations in Iran for fear of triggering US sanctions.

With Iran's economy already feeling the pinch, US national security adviser John Bolton earlier Monday vowed to impose "maximum pressure" on Tehran, while insisting that Washington was not pushing for regime change.

US Arab allies Saudi Arabia and the United Arab Emirates as well as Israel have long sought for Washington to work to curtail non-Arab and predominantly Shiite Muslim Iran's influence in the Middle East, including in war-torn Syria.

The EU move comes a day before Trump and Iranian President Hassan Rouhani separately address the UN General Assembly, with the US leader expected to take a hard line on Iran.

A South Sudanese doctor who runs an overcrowded hospital with a dimly-lit surgical theatre and no regular supply of general anaesthetics on Tuesday won the UN refugee agency's prestigious Nansen award.

Evan Atar Adaha's Maban hospital in the South Sudanese town of Bunj serves more than 144,000 refugees from Blue Nile state in neighbouring Sudan, UNHCR said.

The hospital's X-ray machine is broken, but Atar and his team perform nearly 60 surgeries per week in a room with just one light, with staff using "ketamine injections and spinal epidurals" instead of general anaesthesia, the agency said.

UNHCR chief Filippo Grandi said Atar's "profound humanity and selflessness" had saved thousands of lives.

Atar had previously run a hospital in Blue Nile but was forced to relocate when a conflict erupted there in 2011 between the Khartoum government and rebel fighters.

Khartoum unilaterally announced a ceasefire in the area in March.

The Nansen prize, awarded annually, is named for Norwegian polar explorer Fridtjof Nansen, who served as the first high commissioner for refugees during the failed League of Nations.

Last year's winner was Nigerian Zannah Mustapha, who helped negotiate the release of some of the girls kidnapped by Boko Haram Islamists from their school in Chibok in 2014.

A key figure in Britain's main opposition Labour party said Tuesday that remaining in the European Union should not be ruled out if there is a second Brexit referendum.

Brexit spokesman Keir Starmer told the left-wing party's annual conference that campaigning for another vote on Britain's relationship with the EU should be an option.

"It's right that parliament has the first say" on any Brexit deal the government strikes with Brussels, he told delegates in Liverpool, northwest England.

"But if we need to break an impasse, our options must include campaigning for a public vote -- and nobody is ruling out Remain as an option," he said, to huge cheers and a standing ovation in the hall.

The comments were not in the official script of his speech, which would have been approved by the party leadership.

Labour is attempting to bridge its Brexit divisions during its conference.

Many young, metropolitan, newer members vociferously oppose leaving the EU, but older, working-class voters from the party's traditional heartlands are in favour.

Labour leader Jeremy Corbyn, a long-time sceptic of the EU, has so far tried to maintain ambiguity on the subject while allowing the Brexit process to tie the government in knots.

Starmer said Labour wanted a general election as a first recourse in a bid to break any Brexit deadlock in parliament.

However, if that was not possible, other options must be kept open, including campaigning for a second referendum.

Starmer said that if Prime Minister Theresa May struck a divorce agreement that did not match Labour's expectations -- something he said "seems increasingly likely" -- then it would vote against the deal in parliament.

May's centre-right Conservatives can only muster a slender majority in the House of Commons so it may only take a few rebels on her own side to bring down the deal.

"We do not accept that the choice is between whatever the prime minister manages to cobble together and no deal. That is not a meaningful vote," Starmer said.

"If parliament votes down the prime minister's deal or she can't reach a deal, that is not the end of the debate," he said.

Ruling Conservative Party chairman Brandon Lewis said of Starmer's speech: "He has refused to rule out delaying Brexit, refused to confirm Labour would end freedom of movement, and opened the door to staying in the EU with a second referendum.

"Labour's promises on Brexit aren't worth the paper they're written on."

The president of Argentina's central bank, Luis Caputo, abruptly resigned on Tuesday after just three months in the position, amid a volatile economic crisis.

The resignation, which the bank said was for "personal reasons," came as President Mauricio Macri was trying to negotiate accelerated IMF funding from a $50 billion loan agreed in June to help stabilize Argentina's economy.

Macri is currently in New York, attending the United Nations General Assembly, while back home discontent was growing as a 24-hour general strike paralyzed the country.

The central bank said in a statement announcing Caputo's resignation that he was doing so with the conviction that a "new agreement with the International Monetary Fund will restore confidence in the fiscal, financial, monetary and exchange situation."

But analysts said there were already rumors on Friday that he would resign due to "a disagreement with the IMF over monetary policy," according to Argentine economist Gabriel Rubinstein.

Formerly chief of trading at JP Morgan and Deutsche Bank, Caputo is close to the center-right Macri and was finance minister before he was appointed president of the central bank in June.

He has been replaced by deputy finance minister Guido Sandleris, an economist who worked previously for the World Bank and Inter-American Development Bank.

Economist Fausto Spotorno said Caputo was never seen as a long-term fixture and that "the government's priority is an agreement with the IMF."

- Crisis of confidence -

After a crisis of confidence beginning in April saw the value of the peso plunge, Argentina negotiated a $50 billion bailout loan from the IMF that included an initial $15 billion tranche in June.

But that failed to prop up the currency and Macri announced in August he would be seeking an accelerated disbursement of the remainder of the funds that were initially due to be transferred over a three-year period.

That sparked two days of damaging drops in the value of the peso, which lost 20 percent against the dollar. For the year it is down around 50 percent.

Inflation is expected to hit 40 percent by the end of the year while economy is predicted to shrink by 2.0 percent.

Macri responded by announcing new, and unpopular, austerity measures, including halving the number of government ministries and restoring taxes on grain exports.

The central bank hiked interest rates to a world-high 60 percent and the peso has remained largely stable since its sudden crash in August.

But restoring faith in the peso has proved difficult with skeptical Argentines believed to be holding $300 billion outside of the country's fiscal circuit, either in cash or abroad, in a bid to protect their assets from the peso's woes.

With no public transport or taxis running, Tuesday's strike was largely respected, as many shops remained closed and citizens found themselves unable to get to work.

Banks and public sector offices were closed but hospitals continued to run a basic service.

Airports were deserted, though, with all flights in and out of the country cancelled.

Streets were calm with no organized protest expected following Monday's mass rally led by unions.
