    Growing ranks of Hong Kong's typically conservative and publicity-shy bureaucrats have begun an unprecedented online dissent campaign against the city's pro-Beijing leaders over their response to weeks of violent pro-democracy protests.

    Multiple open letters have been signed by hundreds of anonymous civil servants in the past week condemning the administration of city leader Carrie Lam and the police.

    A group of civil servants have also announced plans to hold a rally on Friday night -- something unheard of from a demographic that usually eschews politics.

    The letters -- accompanied by photos of civil servant identity cards with personal details obscured -- bemoan Lam's lack of leadership and refusal to compromise as her administration grapples with huge protests rocking the international finance hub.

    Civil servants interviewed by AFP said they felt compelled to speak out after nearly two months of chaos that shows no signs of abating, with Lam seemingly unable -- or unwilling -- to find a solution and Beijing continuing to back her government.

    Many decided to break their silence after a vicious attack on protesters by pro-government thugs and suspected triad members that left 45 people in hospital.

    "I hope to use this letter to tell citizens that the people are our real bosses," a 30-year-old executive officer and anonymous signatory who only gave her surname Leung, told AFP.

    "We need to use this special role of ours to make sure the government squarely faces and responds to issues."

    - 'Speak up now' -

    An officer in her mid-twenties in the government's food and environmental hygiene department said she planned to attend Friday's rally because Lam's administration had not shown "a sliver of conscience".

    "If I don't speak up now, I would be complicit in their abuses," she told AFP.

    "The current government has lost its credibility and used the violence of the system and the police to suppress people's voices and deprive them of their fundamental rights."

    The Hong Kong protests were triggered by a government proposal which would have allowed extraditions to mainland China, but have since evolved into a call for wider democratic reforms and a halt to sliding freedoms.

    Beyond agreeing to suspend the extradition bill there have been few other concessions from Lam, who has kept a low profile and made few public appearances as clashes between police and protesters have escalated.

    The protest movement already had broad support from within the city's legal, religious and business communities.

    But growing numbers of professional groups are now speaking out, from architects to flight attendants.

    One of the letters published online focused on allegations that the police were too slow to respond to the suspected triad attacks and colluded with the assailants who were filmed leaving the scene unhindered.

    "As part of the disciplinary forces, we are extremely ashamed. You have brought shame upon your own shoulders," read a statement by a group of firefighters and paramedics condemning police.

    - 'Extreme bullying'

    Chan, an employee in the government's innovation and technology bureau who asked not to reveal his first name, said morale was low among his peers.

    "It's very hard not to speculate there's a connection between police and triads," he said, adding the image of his profession had been "seriously damaged".

    Police chiefs have forcefully denied allegations of collusion with triads, and said their officers were stretched thin by clashes with protests elsewhere that night.

    Other letters penned by civil servants have taken aim at the government.

    One described the authorities' actions as "extreme bullying and oppression", while another threatened "concrete industrial action, so that we could humbly join hands with the community at large".

    The food department officer, who has attended protests in recent weeks, said her colleagues have had little chance to discuss politics at work.

    "Civil servants need to remain politically neutral when carrying out their duties," she said.

    "But when we take off our uniforms after work and become Hong Kong citizens again... like everyone else we are anxious and angry towards this shameless government."

    DUBAI (Reuters) - Iran is set to further cut its commitments to its international nuclear deal unless its European partners move to protect it from U.S. sanctions by ensuring it can sell oil and receive income, its foreign minister told state television on Wednesday.

    "Under current circumstances and if no action is taken (by the Europeans) we will take the next step (in cutting commitments)," Mohammad Javad Zarif said, adding that its European partners should guarantee Iran could sell its oil and collect the revenue.

    Iran has said it will reduce its commitment to the nuclear accord in stages and may even withdrew from the pact unless the Europeans find ways to shield its economy from the U.S. sanctions.

    WASHINGTON (AP) — President Donald Trump is claiming a groundswell of African American support in response to his comments denigratingDemocratic Rep. Elijah Cummings and the congressman’s majority-black Baltimore district, despite polling showing consistently negative numbers.

    Speaking to reporters as he left the White House on Tuesday, Trump claimed the building had been flooded with thousands of letters, emails and phone calls after his criticism of Baltimore thanking him for “getting involved” and exposing corruption.

    “They really appreciate what I’m doing, and they’ve let me know it,” said the Republican president. The White House did not immediately provide any evidence backing up Trump’s claims.


    Trump’s comments came in response to fierce backlash against his earlier remarks lashing out at Cummings, the chairman of the House Oversight Committee, and calling his district a “disgusting, rat and rodent infested mess.” Trump also is under fire for his ongoing attacks on four Democratic congresswomen of color, who he tweeted should “go back” to their countries — even though three of the four were born in the United States and all are U.S. citizens.



    But Trump on Tuesday nonetheless declared himself “the least racist person” in the world, despite his recent comments and racist tweets. And he said “African American people love the job” he’s doing, despite the fact that numerous polls have shown African Americans are overwhelmingly negative in their assessments of his performance.

    Approval among black Americans has hovered around 10% over the course of Trump’s presidency, according to Gallup polling, with 8% approving in June. And a new Quinnipiac University poll out Tuesday found that 80% of registered African American voters think Trump is racist, versus 11% who think he’s not.

    Polling also suggests his recent attacks could hurt Trump with suburban voters — and especially women — whom he may need to win next year. Trump in recent days, however, has expressed to advisers on his reelection team that he believes his broadsides against the minority Democrats will help excite his core supporters.

    Trump insisted Tuesday that there was “zero strategy” in his attacks and that he was only “pointing out facts,” even as he argued they were benefiting him.

    “I think I’m helping myself because I’m pointing out the tremendous corruption that’s taking place in Baltimore and other Democratic-run cities,” Trump said, as he continued to hammer his criticism.

    “Those people are living in hell in Baltimore,” he said, adding he was open to some kind of unspecified federal involvement.

    “If they ask,” he said, “We will get involved.”

    Maryland’s two Democratic senators, saying they could not sit by as Trump continued his assault on the city and its representative, delivered back-to-back Senate speeches Tuesday urging the president to do better.

    Sen. Chris Van Hollen called Baltimore a “great American city.” He said Trump’s “poisonous barrage” has only served to rally not just the people of Maryland, but all over America, to support it.

    “It doesn’t do Baltimore city or any city in this country any good when the person in the highest office in this country launches these nasty, personal, racial diatribes,” he said. “All of us have an obligation and a responsibility to speak out.”

    Sen. Ben Cardin, noting that he and Cummings graduated from the same Baltimore public high school, called the congressman an “inspiration.” He said the president is “trying to bully minorities and others in this country” to distract from congressional oversight. “It won’t work.”

    Vice President Mike Pence, speaking to reporters in Columbus, Ohio, also defended Trump, pointing to the low black unemployment rate and criminal justice reform legislation that Trump signed into law last year.


    “President Trump is someone who calls it like he sees it,” said Pence. “President Trump believes in being able to say when things are not what they should be, to call on leadership, to call on state leadership, and say you have to do better.”

    But Rep. Karen Bass, D-Calif., and chair of the Congressional Black Caucus, accused Trump of exaggerating the economic gains that African Americans have made since he took office and noted the continued racial gap.

    “Currently, African American unemployment remains double that of white Americans and the national average despite gains in the job market,” she said.

    Black unemployment did reach a record low during the Trump administration: 5.9 percent in May 2018. It currently stands at 6 percent. But many economists view the continued economic growth since the middle of 2009, when Democratic President Barack Obama was in office, as the primary explanation for hiring.

    SEOUL, South Korea (AP) — South Korea said Monday it’s returning three North Koreans who crossed the Koreas’ sea border aboard a wooden fishing boat over the weekend.

    Seoul’s Unification Ministry said in a statement it decided to let the North Koreans return home in line with their wishes.

    It said the North Koreans were to sail across the sea border back to North Korea aboard the same boat later Monday.

    Fishing boats drift across the Koreas’ eastern sea border in both directions. South Korea typically returns North Korean fishermen unless they are suspected of espionage. But it also lets them resettle in the South if they want, often triggering angry response from the North.


    North Korea on Saturday released two South Koreans and 15 Russians whose fishing boat drifted into North Korean waters 10 days ago. Those crew members returned to South Korea on Sunday.

    Ties between the Koreas remain cool amid a lack of progress in U.S.-led diplomacy aimed at ending North Korea’s nuclear program.

    SEOUL, South Korea (AP) — Two South Koreans and 15 Russians returned to South Korea on Sunday, following 10 days of detention in North Korea after their fishing boat drifted into North Korean waters, officials said.
    The crew members were aboard a Russia-flagged fishing boat when it was detained by North Korea on July 17 after leaving South Korea’s eastern Sokcho port a day earlier.
    Seoul’s Unification Ministry said in a statement the crew arrived aboard the same boat at Sokcho on Sunday, a day after they left the North’s Wonsan port.
    Seoul officials did not immediately explain how they were detained, treated and repatriated, saying North Korea hasn’t informed South Korea of its decision to release the crew. The ministry said it learned of the boat’s departure from Wonsan on Saturday through various channels that it refused to disclose.
    The ministry statement said it “positively” assessed the North’s repatriation of the crew members.
    In a Facebook message, the Russian Embassy in Pyongyang said the “coordinated work of the Russian diplomatic agency” led to their release. It said the ship’s captain was informed of the crew’s planned release 3 ½ hours before their departure from Wonsan.
    An unidentified crew member told Russia’s state news agency Tass that the ship was released without being fined. “The full crew is aboard the ship, everyone is feeling well,” he was quoted as saying.
    The Tass report said the ship was heading to the waters between the Korean Peninsula and Japan to catch crabs when it was detained. It cited the North Korean foreign ministry representatives as saying the ship was detained for “violating the rules of entry and stay in North Korea.”

    WASHINGTON (AP) — President Donald Trump has sent mementos from his brief visit to North Korea last month to Kim Jong Un (gihm jung oon), but substantive nuclear talks between the two countries have not yet resumed.

    BANGKOK (AP) — U.S. Secretary of State Mike Pompeo said Wednesday he’s very hopeful for a quick resumption in nuclear talks with North Korea despite the North’s recent weapons tests that have clouded already uncertain prospects for a return to the table.

    Pompeo told reporters accompanying him to an Asian security conference in Thailand that some preliminary work on a new round of talks has been done but no dates have been set. He said he’s waiting to see if North Korea’s foreign minister comes to Bangkok for the Association of Southeast Asian Nations Regional Forum and is confident they will meet if he does. The State Department says the lead U.S. negotiator, Stephen Biegun, will be in Bangkok for North Korea-related discussions but has not released his schedule.


    “We think they’ll be started before too long,” Pompeo said. “I’m very hopeful.”

    Talks have been stalled since President Donald Trump and North Korean leader Kim Jong Un’s summit in February in Hanoi that broke up over disagreements about sanctions relief and what actions the North would have to take in exchange. But they agreed to restart the talks when they met at the Demilitarized Zone separating the two Koreas in June. At the time, U.S. officials spoke of the negotiations resuming in a matter of a few weeks.

    “It’s taken a little bit longer than that,” Pompeo said. “There’s been a little bit of preliminary work to be done. I never want to set a date (but) I hope before too long we will have Special Representative Biegun sitting with what I think will be a new counterpart from North Korea.”

    Since the latest Trump-Kim meeting, however, and just in the past week, the North has conducted two short-range ballistic missile tests. And, the two sides remain at odds on a definition of denuclearization. The U.S. says sanctions cannot be removed until the process is complete, although it has said some concessions are possible in return for partial steps.

    The annual ASEAN security meeting has been used in the past as a venue for U.S.-North Korea talks and although the North has signaled that its top diplomat may not attend this year, Pompeo was nonplussed.

    “We don’t anticipate that the North Koreans will be at the event in Bangkok, but if they are, I’d look forward to the chance to meet with Foreign Minister Ri Yong Ho,” he said, saying such a meeting “would be great.” ″We’ll see if they are there, and if they are there, I am confident we’ll meet.”

    Even if such a meeting does not occur, Pompeo will have a full plate of thorny issues to contend with in Bangkok.


    Among them, rising tensions with China over its increasingly assertive behavior in the South China Sea, hostility toward pro-democracy protests in Hong Kong and mass detentions of Muslims and other minorities in the western region of Xinjiang. Pompeo will meet Chinese Foreign Minister Wang Yi on Thursday as talks on ending a bitter U.S.-China trade dispute wrap up in Shanghai.

    Pompeo will also be seeking in Bangkok to ease brewing tensions over trade between U.S. allies Japan and South Korea that threaten to disrupt Seoul’s electronics industry and draws on long-standing bitterness over Japan’s actions toward Korea during World War II. The dispute also threatens to poison relations at a time when Washington would prefer to see a united front in dealing with North Korea.

    .On Friday, Pompeo will meet the Japanese and South Korean foreign ministers separately before convening a three-way meeting among them.

    “We will encourage them to find a path forward. We think it’s important,” Pompeo said aboard his plane. “They’re both great partners of ours; they’re both working closely with us on our efforts to denuclearize North Korea. So, if we can help them find a good place for each of their two countries, we certainly find that important to the United States, indeed, as well as to each of those two countries. I hope we’ll have a good conversation and we can help get to a good place.”

    SEOUL, South Korea (AP) — South Korea’s military said North Korea conducted its second weapons test in less than a week Wednesday, firing two short-range ballistic missiles off its east coast in a move observers say could be aimed at boosting pressure on the United States as the rivals struggle to set up fresh nuclear talks.

    South Korea’s Joint Chiefs of Staff said in a statement that the missiles were launched from Wonsan, a city the North pushes as a vacation destination but that it also uses as a regular launch site.

    It said both missiles were believed to have flown about 250 kilometers (155 miles) at a maximum altitude of 30 kilometers (19 miles) and that the South Korean and U.S. militaries were trying to gather more details.

    The test would be yet another North Korean violation of U.N. Security Council resolutions and comes as the country’s negotiations with the U.S. over its nuclear weapons program are at a stalemate and as Pyongyang has expressed anger over planned U.S.-South Korean military drills.

    “The North’s repeated missile launches are not helpful to efforts to ease tensions on the Korean Peninsula, and we urge (North Korea) to stop this kind of behavior,” the South Korean statement said.

    Japanese Prime Minister Shinzo Abe briefly told reporters the launches were “no threat to Japanese national security.”

    Last Thursday, North Korea fired two short-range ballistic missiles that Seoul officials said flew 600 kilometers (370 miles) and as high as 50 kilometers (30 miles) before landing in the sea.

    North Korea’s state media said those tests were supervised by leader Kim Jong Un and were designed to deliver a “solemn warning” to South Korea over its purchase of high-tech U.S.-made fighter jets and the planned military drills, which Pyongyang calls an invasion rehearsal.

    Even though North Korea is banned by the U.N. from using ballistic technology in any weapons launches, it’s unlikely that the nation, already under 11 rounds of U.N. sanctions, will be hit with fresh punitive measures. Past sanctions were imposed only when the North conducted long-range ballistic launches.

    Japan’s Defense Minister Takeshi Iwaya told reporters Wednesday that the most recently launched weapons did not reach Japan’s exclusive economic zone and that officials were still analyzing details, including the flight distance and trajectory.

    “It is extremely regrettable that North Korea continues firing the missiles that violate the U.N. resolutions,” Iwaya said.

    Observers say a low altitude flight by the missiles indicate North Korea may have been testing their ability to avoid being intercepted.

    Earlier last week, Kim also visited a newly built submarine and expressed his satisfaction with its weapons system. North Korea said its deployment was “near at hand.”

    In a private briefing to lawmakers Wednesday, South Korean military intelligence officers said they’ve determined that the submarine likely has three launch tubes for missiles, according to Lee Hye-hoon, head of parliament’s intelligence committee. If confirmed, it would be North Korea’s first operational submarine with missile launch tubes, some experts said.

    North Korea acquiring the ability to launch missiles from submarines would be an alarming development because such missiles are harder to detect in advance. Experts say the submarine North Korea used to test-fire missiles in recent years should be regarded as a test platform with a single launch tube. They say other North Korean submarines only have torpedo launch tubes.

    Wednesday’s launches came hours after a senior U.S. official said President Donald Trump sent Kim mementos from his brief visit to an inter-Korean border town late last month.

    The official said a top staffer from the National Security Council hand-delivered photographs from the leaders’ June meeting at the Korean Demilitarized Zone to a North Korean official last week. The Trump administration official spoke on the condition of anonymity because the official wasn’t authorized to speak publicly.

    The DMZ meeting was the third summit between Trump and Kim. At their second meeting, in Vietnam, Trump rejected Kim’s demand for widespread sanctions relief in return for dismantling the North’s main nuclear complex, a partial disarmament step.

    During the DMZ meeting, Trump and Kim agreed to resume nuclear diplomacy in coming weeks, but there hasn’t been any known meeting between the countries. Some experts say North Korea wants a U.S. promise to ease sanctions, accept a slow, step-by-step disarmament process by the North or for the U.S. to make other concessions once the diplomacy restarts.

    Despite a recent lack of progress in nuclear diplomacy, both Trump and Kim have said they have maintained good relations with each other. After last Thursday’s missile launches, Trump tried to downplay the significance of the tests, saying that “short-range” was the most important detail. He said North Korea fired “standard” missiles that many countries possess.


    South Korea’s military said the flight data of the weapon launched last week showed similarities to the Russian-made Iskander, a short-range, nuclear-capable missile. A North Korean version could likely reach all of South Korea — and the 28,500 U.S. forces stationed there — and would be extremely hard to intercept.

    Before last week’s launches, North Korea last fired missiles into the sea in early May, and experts said those were also Iskander-like missiles. During Wednesday’s briefing, the South Korean military intelligence officers said that an analysis of North Korea-dispatched photos showed that the North fired four missiles on two days, according to Lee, the lawmaker. South Korea earlier said the North fired a total of three missiles at the time.

    After entering talks with Washington, North Korea has suspended nuclear and long-range missile tests, and Trump has said that is proof that his North Korea policy is working well and has eased the danger of a war with the North.

    In 2017, Trump and Kim exchanged crude insults and threats of destruction as Kim oversaw a series of high-profile nuclear and missile tests meant to build nuclear missiles capable of reaching the continental United States.

    South Korea’s Blue House on Wednesday expressed what it described as “strong concerns” that an earlier North Korean missile test would impact diplomatic efforts towards peace on the peninsula.


    The statement came following an emergency meeting of the Presidential National Security Council (NSC) standing committee held in response to Wednesday morning’s test, which Seoul has said was of two ballistic missiles.

    “The NSC members voiced strong concerns that North Korea’s launches of two short-range ballistic missiles could have a negative impact on efforts to establish peace on the Korean Peninsula,” the Blue House said in a statement.

    “[We] have decided to continue diplomatic efforts so that we do not lose the restarted momentum for the denuclearization of the Korean peninsula, created after last month’s historic South-North-U.S. summit gathering (jongsang hoedong) on the 30th at Panmunjom,” it continued.

    North Korea was reported early Wednesday to have launched two ballistic missiles from Hodo in South Hamgyong Province, in the country’s second such test in a week.

    “The altitude of the short-range ballistic missiles launched this time was around 30km, and the flying distance is presumed to be around 250km,” the South Korean Joint Chiefs of Staff (JCS) reported.

    “North Korea’s launches of missiles are not conducive to efforts aimed at easing military tensions on the Korean peninsula. We urge them to stop such acts.”

    The DPRK is believed to have launched the same missile as last week’s test, the JCS added. That missile, known to U.S. intelligence as the “KN-23,” was also twice tested in May.

    North Korean media last week described it as a “tactical guided weapon,” following a launch it said was intended to send a “warning” to Seoul over its recent deployment of F-35A stealth jets to the peninsula and an upcoming joint military drill with the U.S.

    Pyongyang’s renewed testing schedule comes amid broader uncertainty about prospects for planned DPRK-U.S. working-level discussion, originally slated to take place in mid-July.

    Speaking to reporters Wednesday en route to Bangkok for the annual ASEAN forum, Secretary of State Mike Pompeo told reporters he remains optimistic about the potential for talks.

    “We think they’ll be started before too long… I’m very hopeful,” Pompeo said, while accepting that organizing the meeting had taken “a little longer” than originally planned.

    “There’s been a little bit of preliminary work to be done,” he explained. “I never want to set a date (but) I hope before too long we will have Special Representative Biegun sitting with what I think will be a new counterpart from North Korea.”

    North Korean media is expected to report on the test early Thursday morning.

    SHANGHAI (Reuters) - Talks between U.S. and Chinese trade officials seeking ways to end a year long trade war lasted barely half a day before ending on Wednesday with a terse response from China's Foreign Ministry to U.S. President Donald Trump's warning not to stall.

    As U.S. Trade Representative Robert Lighthizer and Treasury Secretary Steven Mnuchin landed in Shanghai on Tuesday, Trump accused Beijing on Twitter of stalling, and warned of a worse outcome for China if it continued to do so.

    This week's meetings, the first in-person trade talks since a G20 truce last month, amounted to a working dinner on Tuesday at Shanghai's historic riverfront Fairmont Peace Hotel and a half-day of negotiations on Wednesday. Neither team made immediate public comments.

    Chinese Vice Premier Liu He, who leads the Chinese delegation, waved off Lighthizer, Mnuchin and other U.S. officials as their motorcade pulled away from Shanghai's Xijiao State Guest Hotel following a group photo session that concluded around 1:45 p.m. [0545 GMT], about 30 minutes before it was originally scheduled to begin.

    A U.S. government official told Reuters that the U.S. officials were headed to the airport.

    The trade war between the world's two largest economies has disrupted global supply chains and shaken financial markets as each side has slapped tariffs on billions of dollars of each other's goods.

    An official Chinese government survey released on Wednesday showed China's factory activity shrank for the third month in a row in July, underlining the growing strains the row has placed on the No. 2 economy.

    The Shanghai talks were expected to centre on "goodwill" gestures, such as Chinese commitments to purchase U.S. agricultural commodities and steps by the United States to ease some sanctions on Chinese telecoms equipment giant Huawei Technologies Co Ltd, a person familiar with the discussions told Reuters earlier.

    Those issues are somewhat removed from the more core U.S. complaints in the trade dispute, including Chinese state subsidies, forced technology transfers and intellectual property violations.


    'NO DEAL IS FINE'

    As talks were just beginning on Tuesday, Trump said on Twitter that China appeared to be backing off on a pledge to buy U.S. farm goods, and he warned that if China stalled negotiations in the hope that he wouldn't win re-election in the November 2020 U.S. presidential contest, the outcome will be worse for China.

    "The problem with them waiting ... is that if & when I win, the deal that they get will be much tougher than what we are negotiating now ... or no deal at all," Trump said.

    Chinese Foreign Ministry spokeswoman Hua Chunying, responding to a question about those tweets, said she was not aware of the latest developments during talks, but that it was clear it was the United States who continued to "flip flop".

    "I believe it doesn't make any sense for the U.S. to exercise its campaign of maximum pressure at this time. It's pointless to tell others to take medication when you're the one who is sick," Hua told a news briefing.

    Trump and Chinese President Xi Jinping agreed in June at the G20 summit in Osaka, Japan, to restart trade talks that stalled in May, after Washington accused Beijing of reneging on major portions of a draft agreement -- a collapse in the talks that prompted a steep U.S. tariff hike on $200 billion of Chinese goods.

    The U.S. Commerce Department put Huawei on a national security blacklist in May, effectively banning U.S. firms from selling to Huawei, a move that enraged Chinese officials.

    Trump said after the Osaka meeting that he would not impose new tariffs on a final $300 billion of Chinese imports and would ease some U.S. restrictions on Huawei if China agreed to make purchases of U.S. agricultural products.

    But so far, U.S. semiconductor and software makers are still mostly in the dark about the administration's plans.

    In Sao Paulo on Tuesday, U.S. Commerce Secretary Wilbur Ross said decisions on license applications by U.S. firms to resume some sales to Huawei could come as early as next week.

    Hu Xijin, editor-in-chief of China's state-run Global Times tabloid, wrote on Twitter that the negotiators had "efficient and constructive" exchanges.

    "The two sides discussed increasing purchase of U.S. farm products and the U.S. side agreed to create favourable conditions for it. They will hold future talks," Hu said, without elaborating.

    Earlier, the Global Times said if Washington still holds the illusion that Beijing will somehow cave in and compromise on issues concerning sovereignty, "then no deal is fine".

    China stepped up pressure on Taiwan on Wednesday as it announced the suspension of individual travel permits to the self-ruled democratic island "due to current cross-strait relations".

    Relations between Communist-ruled Beijing and Taipei have plummeted since President Tsai Ing-wen came to power in 2016 because her party refuses to recognise the idea that Taiwan is part of "one China".

    As punishment, Beijing has cut official communications, ramped up military exercises, poached diplomatic allies and ratcheted up economic pressure on the island.

    The latest move comes as Taiwan prepares to hold a presidential election in January, with Beijing-friendly candidate Han Kuo-yu of the opposition Kuomintang (KMT) party hoping to defeat Tsai.

    A programme had allowed Chinese citizens in 47 mainland cities to apply for permits to visit Taiwan on their own instead of visiting on group tours.

    But the tourism ministry said in a brief statement that their issuance would be suspended from Thursday "due to current cross-strait relations" -- a move that could hurt the island's economy. The statement did not mention any restrictions on group tours.

    Taiwan's Tourism Bureau said its "stance on welcoming mainland tourists remains unchanged" despite the move.

    "We express regret over this and hope it can resume quickly," the bureau said, adding that travelling between the two sides "should not be interfered with by political or certain factors".

    - 'Weaponisation of tourism' -

    Taiwan experienced a sharp drop in mainland tourists after Tsai took office in 2016.

    Tourism operators attributed the decline to a more negative portrayal of Taiwan in Chinese media, along with scaled-back promotion of tours by major Chinese travel agencies.

    But mainland arrivals rebounded by around 30 percent in the first half of this year after the KMT won local elections in 2018, according to the Taiwan Visitors Association.

    J. Michael Cole, a Taipei-based senior fellow with the Global Taiwan Institute in Washington, said Beijing had hoped that the drop in tourism in 2016 would lead to protests against Tsai, but it had not prevented individuals -- who tend to be healthier -- from travelling.

    "This likely constitutes another round of 'weaponisation of tourism' by Beijing to put pressure on the Tsai administration," Cole told AFP.

    "It's reasonable to conclude that this is meant to add to President Tsai's challenges as she seeks re-election in January, facing off against an opponent from the KMT who claims he will seek better, closer relations with Beijing and thereby help improve the economy."

    - Military warning -

    Han is looking to unseat Tsai of the Democratic Progressive Party (DPP) in a presidential election dominated by relations with China.

    Taiwan has been a de facto sovereign nation since the end of a civil war in 1949, but China still views the island as its territory and has vowed to seize it -- by force if necessary.

    Han, 62, said in a speech Sunday that the election would be a choice between "peace or crisis" with China.

    Tsai, also 62, has described the election as a "fight for freedom and democracy", setting herself up as someone who can defend Taiwan from an increasingly assertive Beijing.

    The Chinese defence ministry issued a white paper last week reiterating Beijing's willingness to use force to "resolutely defeat anyone attempting to separate Taiwan from China".

    Beijing has also lashed out at Washington over its close ties with Taipei and its plans to sell more weapons to the island.

    An American warship sailed through the Taiwan Strait last week. The Chinese military, meanwhile, is holding military exercises southwest and north of Taiwan this week.
