Job Title: Urban Livelihoods Manager

Location:
Yola, Adamawa

Scope of Work

  • The Livelihoods Manager will be responsible for the technical implementation coordination, monitoring and evaluation of a Small and Medium Enterprise (SME) livelihoods programme, called “Rescuing Futures that will support young people” in Adamawa State in Northeastern Nigeria.
  • Supported by Citi EMEA and the IRC, vulnerable host community members are expected to improved livelihoods opportunities, and use those opportunities to contribute to the development goals of their communities.
  • This will be done through training and community engagement sessions, learning events, and start-up grants to successful programme participants.
  • There will also be a focus on stakeholder engagement to the wider business and humanitarian communities.
  • The project will support male and female youth to undertake income generation through self employment.
  • Working through employment and business development service providers, the IRC will support access to job counseling, legal counseling, job referall, life skills, vocational training, on the job training and microenterprise – all coordinated through IRC’s partnerships approach.
  • The Urban Livelihoods Manager will be responsible for the day to day implementation and scale up plans for the livelihoods program.
  • S/he will liaise with other technical coordinators within IRC, partners, as relevant interagency coordination structures.
  • The Manager is responsible for overall management of livelihoods staff, providing any and all support necessary to ensure successful implementation of ERD livelihoods programming.
Major Responsibilities

Technical Quality and Program Development:
  • Ensures appropriate methodologies and technical approaches are implemented working with the ERD Coordinator to ensure global best practice in programming.
  • Works alongside the ERD Coordinator to plan and manage programmatic and structural transitions.
  • Support ERD M&E staff to develop relevant monitoring tools and adapt them to the different program methodologies.
  • Review and summarize monthly monitoring reports for the ERD Coordinator on the output/impact of the Livelihoods Program
  • Follow up on indicator progress and achievement and ensure quality data management for project monitoring
  • Support the identification of opportunities and development of market integrated assessment in collaboration with the ERD Coordinator and country program senior management staff.
Proposal Development, Grant Planning & Implementation:
  • Supports/participates in the development of all ERD Livelihoods related proposals.
  • Responsibility for livelihoods budget management and compliance.
  • Contributes to regular donor and internal reporting. Where necessary ensures the IRC submits donor reports as per set schedules (monthly, quarterly and annually) on grant activities, indicators and achievements are produced in quality.
  • Works closely and coordinates with IRC logistics, finance and grant staff to ensure timely and compliant program activities and expenditures; including active participation in procurement, supply chain, grant and other meetings.
  • Provides direction, capacity building and monitors staff in implementation of their work plans and technical quality of activities
  • Analyze budget and attend BVA meetings when requested by the coordinator
Coordination & Representation:
  • Develops and maintains effective coordination and long-term relationships with external stakeholders; government line ministries and agencies such as the Ministry of Commerce, Ministry of Youth and Social Development on the implementation of the project
  • Actively advances IRC’s connections to livelihood actors at national level, seeking avenues for partnership, collaboration and coordination of activities.
  • Participate in ER&L, FSWG and the Cash working group meetings in the project areas.
  • Oversees any partnership with the private sector and community CBOs if any during the period of the project.
  • Where possible identify new partners (including private sector) to support urban project activities
Key Working Relationships

  • Position directly Supervises: Livelihoods Officers and Livelihoods Assistants
  • Key Internal Contacts: Grants unit; finance, HR and supply chain departments; other sector managers.
Job Requirements
Education:
  • Bachelor's degree in business administration, economics, social science, or related field required.
Work Experience:
  • Minimum of 2 years professional experience in NGO humanitarian program management, preferably with specific experience in livelihoods and enterprise development.
Demonstrated Technical Skills:
  • Project management experience in economic development programming and financial/business skill building, preferably with a focus on youth.
  • Strong budget management skills, planning, reporting, monitoring and evaluation skills.
  • Demonstrated Managerial/Leadership Competencies:
  • Experience in youth outreach, relationship building, and partnerships in advancing organizational mission and recognizing opportunities for collaboration.
  • Experience managing project team.
  • Experience in developing new relationships with private sector partners.
  • Strong leadership, analytical and organizational skills. Demonstrated ability to quickly assess priorities and effectively manage a variety of activities at a time while paying appropriate attention to detail.
  • Excellent interpersonal skills and ability to interact professionally with donor, project stakeholders, in-country collaborate with d staff at all levels of the organization.
Languages:
  • Fluency in English Language both written and spoken is required and any local language
Computer/Other Tech Requirements:
  • Full professional competency in Microsoft Office Suite, especially Word, Excel, Outlook, and PowerPoint.

  • The Child Protection Assistant will conduct and support child protection activities in the host communities

Responsibilities
Grants:

  • Regularly update rant portfolio document, highlighting reporting timelines, as well as concept and proposal development timelines
Reporting:
  • Under the direction of the QAM and in coordination with programme sector managers and the M&E Specialist, ensure timely compilation of programme and project data to meet internal, donor, and sector coordination reporting requirements by deadline;
  • Ensure templates and processes are fit for purpose to collect relevant quantitative and qualitative information required for reporting to a range of stakeholders;

Communications:

  • Act as the focal point for collecting and compiling information to produce external communication products promoting the contribution of DRC-DDG Nigeria to the crisis response, ensuring protection principles and standards are adhered to in all products disseminated publicly;
  • Undertake field visits to produce creative and engaging communications products to raise awareness of the crisis in northeast Nigeria and the humanitarian response efforts of DRC-DDG;
  • Provide high-quality editing of text and visual materials and products to the standard required for public dissemination;
  • Maintain and update DRC-DDG Nigeria country profile documents, fact sheets, and presentations for external audiences;
  • Ensure all DRC-DDG and donor visibility requirements and communications commitments are implemented;
  • In coordination with the PDQM, liaise with DRC-DDG West Africa regional office and headquarters communications focal points as required.
Requirements
Education:
  • University degree in a relevant field such as Social Sciences, Development Studies, Journalism, Communications or similar;
  • Certification or equivalent professional experience in graphic design, publishing, or similar.
Experience and technical competencies:
  • At least 2-3 years of professional experience working with humanitarian / development organizations with responsibilities for grants, reporting and/or communications;
  • Knowledge of relevant sectoral areas implemented by DRC-DDG Nigeria programmes – including protection, food security, WASH, shelter, NFIs, mine action, mine risk education, and armed violence reduction;
  • Highly developed skills and demonstrated capacity in editing of written and audio-visual reporting and communication products to the quality required for submission and dissemination to external audiences;
  • Advanced computer literacy in publishing and design software (Office suite, Adobe, InDesign, etc), evidenced by a portfolio of communications products produced by the candidate;

Consultant - OFDA Project Final External Evaluation

About the Job
  • The DRC Nigeria programme strategy is currently articulated around the provision of emergency assistance and protection, primarily focusing on IDPs currently located in informal settlements and host communities
  • However, while responding to the most pressing needs of IDPs, DRC simultaneously provides support to returnees who have arrived back to their areas of origin and need recovery assistance as they begin rebuilding their lives.
  • To respond to growing humanitarian needs, the Office of US Foreign Disaster Assistance (OFDA) has been funding the Danish Refugees Council (DRC) since May 2015 to implement the project "Ensuring timely and emergency assistance to vulnerable populations affected by the conflict in Nigeria”, within the sectors of Shelter, NFI and WASH. The goal of this action is to provide timely, effective and appropriate emergency Shelter, NFI and WASH assistance to internally displaced persons, host communities and returnees in North East Nigeria
  • This project, whose direct beneficiaries are IDPs and returnees, was implemented in Borno and Adamawa states.
  • DRC wishes to conduct an external evaluation in order to evaluate the impact of its intervention:
    • For the project beneficiaries
    • In a broader sense within the affected community and
    • As part of the wider humanitarian response
  • The evaluation will provide an independent assessment of the relevance, efficiency, effectiveness, and sustainability of the programme and make recommendations to enable the organization to engage in effective policymaking, planning, programming, and implementation
  • It is also intended that this evaluation of the completed grant forms the baseline for the start-up and implementation of a new grant in similar sectors.
Your Main Duties and Responsibilities
  • The evaluation will use the DAC criteria to measure the impact of DRC’s interventions in the sectors of Shelter, NFI and WASH under the completed project, to be used as a baseline against which to implement a similar project
  • There will be a particular focus on the relevance and coordination of the programme over project cycles and changes in context, with the aim of analysing the current context in terms of likely scenarios and risks requiring emergency response
  • The evaluation will include a significant component on how the best practices/lessons learned can be applied to emergency response programming, contingency planning, and supporting other partners and local actors.
  • The purpose of this evaluation is to measure the impact of DRC’s interventions in the sectors of Shelter, NFI and WASH under the completed project, to be used as a baseline against which to implement a similar project.
Relevance:
  • To what extent and in what aspects did the project meet a verified need?
  • How realistically were the objectives of the project defined? Were they appropriate for the participants, beneficiaries and stakeholders?
  • To what extent do the objectives of the project and the intervention objectives correspond to the basic principles of the DRC mandate?
  • To what extent did the intervention contribute towards the goals and achievements of the Humanitarian Response Plan, Regional Plan, as well as other sector-specific goals set by other agencies, including the government? How well does the project fit within the country strategy for DRC Nigeria?

Effectiveness:
  • To what extent have the objectives of the intervention been achieved?
  • What were the positive and negative effects, expected and unforeseen of the project?

  • To what extent were the deadlines met?
  • How effective were the communication chanels used, both internal and external to implement the project?

Durability:
  • To what extent has the project enhanced the resilience of the target populations?
  • To what extent are the project partners able and willing to maintain the outcome of the intervention after discontinuation of DRC support?
Transversal Aspects:
  • To what extent has the differing needs of men, women, boys and girls been identified in the needs analysis?
  • Did women and men make equal contributions to the design of the project?
  • Has the project been implemented and data analysed/interpreted with gender, age, disability, or other specific needs in mind?
Recommendations:
  • What were the good practices of the project?
  • What were the lessons learned?
  • What activities should be continued, stopped, or refracted in the future?

  • How can specific recommendations be made for the implementation of the future grants?
It is proposed that the external evaluator be contracted for between 30 to 35 working days. The external evaluator is responsible for the timely delivery of the following evaluation products:
  • An Inception Report (maximum 5 pages): Based on the documentation review and report of the data analysis, the report will outline the evaluator’s understanding of the evaluation and expectations, along with a concrete action plan for undertaking the evaluation – including methodology and timelines for all deliverables;
  • A presentation of the major findings and recommendations of the evaluation to internal stakeholders (to occur immediately upon concluding the fieldwork and prior to departure from Nigeria);
  • A Draft Report (maximum 20 pages with an Executive Summary of no more than 5 pages) clearly articulating key findings, conclusions, lessons learned and recommendations for concrete actions to be taken in the implementation DRC WASH, Shelter, NFI and livelihood programming in NE Nigeria. The Evaluation Manager/Steering Committee will provide feedback and comment within 7 days of receiving the report.
  • A Final Report that incorporates comments from the Evaluation Manager and Evaluation Steering Committee, alongside a response matrix detailing how each comment was handled in the revising of the draft report (delivered within 7 days of receiving Evaluation Steering Committee feedback on Draft Report).
  • About you or your team: To be successful in this role we expect you to embody DRC's core competencies: Communicating, Taking the lead, Collaborating, striving for excellence and Demonstrating integrity.
Requirements
  • Advanced University Degree or equivalent in Humanitarian/Development Studies, Social Sciences, or other fields related to the provision of humanitarian assistance in Shelter, NFIs, WASH or Protection.
  • At least 3-5 years of relevant experience and proven expertise in the humanitarian sector with significant experience in monitoring, data analysis, research and/or evaluation – including prior experience in project and programme reviews and evaluations
  • Strong quantitative and qualitative research skills.
  • Ability to work independently and achieve quality results with limited supervision.
  • Strong analytical and synthesis skills.
  • Excellent command in written and spoken English.
Desirable:
  • Knowledge of the current literature/practice on displacement-related emergency response. Familiarity with DRC and/or Nigeria emergency response preferred.
  • Experience conducting evaluations of OFDA-funded projects preferred.

Job Details
  • The Supply Chain - Logistics Team Leader will be based in Maiduguri office and he/she will take a lead role in overseeing all the warehouses in Maiduguri, Mafa, Bama and Ngala field offices. The Supply Chain -Logistics Team Leader will be supported by Warehouse Assistants in the locations mentioned while reporting to the Logistics Manager in Maiduguri Office.
  • The position includes frequent travel to all the field Offices and works closely with procurement Officer, Transport Officer, HR/Admin officer and Senior Finance Officer. Overall Warehouse Management:

  • Binance, the world's largest cryptocurrency trading platform, blockchain investment platform Neufund, and a subsidary of the Malta Stock Exchange, MSX, plan to launch the exchange in late 2018.
  • The project aims to be the primary regulated global trading platform for digital assets including cryptocurrencies and equity tokens worldwide. 

A global trade market for decentralized assets like cryptocurrencies and equity tokens is taking root in Malta, the tiny European country that has positioned itself as a pioneer in the blockchain industry.
Three financial institutions have partnered to create the exchange, which aims to become the leading issuance platform for security tokens, the digital crypto-assets used primarily for investment purposes.
Binance, the world's largest cryptocurrency trading platform, blockchain investment platform Neufund, and a subsidary of the Malta Stock Exchange, MSX, plan to launch the exchange in late 2018.
The project's end goal is to tokenize traditional financial assets and to provide a primary global platform for issuing and trading securities over the blockchain, Binance CEO Chanpeng Zhao said in a statement.
Finance platform CapLinked estimates the market cap for equity tokens could skyrocket as high as $1 trillion by 2020.
If so, then Malta's forthcoming decentralized global stock exchange could position itself as a financial heavyweight in the newfound crypto trading industry.

Comcast announced on Thursday that it was no longer pursuing its bid to buy some of 21st Century Fox's assets.
This ended a bidding war it had entered with Disney for the assets, which exclude the Fox News and Fox Business channels.
Comcast said it would now focus on its bidding war with Fox for the British broadcaster Sky. Read more about that battle here.

Comcast said Thursday that it no longer intended to pursue its acquisition of some 21st Century Fox assets, handing Disney a victory in the two conglomerates' bidding war.

The cable provider said it would instead focus on its fight with Fox for the British broadcaster Sky.

Comcast had entered a bidding war with Disney for some of 21st Century Fox's assets excluding the Fox News and Fox Business channels. On June 20, Disney raised its offer for the assets to $38 a share, or a total of $71.3 billion in cash and stock.

"I'd like to congratulate Bob Iger and the team at Disney and commend the Murdoch family and Fox for creating such a desirable and respected company," Brian Roberts, Comcast's CEO, said in a statement.

Comcast originally held back on bidding for Fox's production assets until a federal judge approved AT&T's so-called vertical merger with Time Warner. A Comcast-Fox merger, like a Disney-Fox merger, would have been similarly vertical by combining a distributor with a content producer.

The Justice Department last week moved to appeal the decision to clear the $85 billion merger between AT&T and Time Warner. It had argued that the deal would reduce competition and raise prices.

Comcast's most recent offer for Sky values the broadcaster at £26 billion, or $34 billion, up from its previous offer of £22 billion. 21st Century Fox had bid £14 a share for Sky.

Comcast shares gained nearly 3% in premarket trading, while Disney's rose 1.2%.

The European Union is set for crunch talks with the Trump administration over possible US tariffs on automobiles made in Europe.
Officials are preparing for the worst and readying a list of retaliatory tariffs should they fail to reach an agreement with President Donald Trump.
"If the US would impose these car tariffs, that would be very unfortunate, but we are preparing together with our member states a list of rebalancing measures as well," the EU's trade chief said on Thursday.

European Union officials are preparing for the worst ahead of talks with the US about the future of trade.

President Donald Trump and his administration are considering tariffs of as much as 20% on US automobile imports from Europe. EU officials are readying a list of retaliatory tariffs to be applied should the two sides fail to reach an agreement.

Senior EU officials, including the European Commission's president, Jean-Claude Juncker, are set to fly to Washington, DC, next week with the aim of persuading Trump not to levy punitive tariffs on European automobiles. The EU is preparing to hit back, however, if he cannot be persuaded.

"The aim of President Juncker's visit is to try to establish a good relation, try to see how we can de-escalate the situation and avoid it from going further and see if there is a forum where we can discuss these issues," Cecilia Malmstrom, the EU's trade chief, said at a press conference on Thursday.

"If the US would impose these car tariffs, that would be very unfortunate, but we are preparing together with our member states a list of rebalancing measures as well," she added.

According to an EU source cited by Bloomberg, any retaliatory tariffs would be ready immediately.

Bloomberg also reported that Juncker would put two separate plans on the negotiating table that would be intended to stop any further escalation in the trade conflict.

The first plan is a so-called plurilateral deal, whereby tariffs on autos and auto parts would be reduced by all major auto-exporting countries. Second, according to Bloomberg, Juncker will propose a "limited" free-trade agreement between the EU and the US.
Trump mulls auto tariffs

The US Commerce Department is investigating auto imports, and Trump has previously threatened large tariffs on imported cars. Earlier this week, Trump said he was ready to impose a "tremendous retribution" against the EU.

"We said if we don't negotiate something fair, then we have tremendous retribution, which we don't want to use, but we have tremendous powers," Trump said in a Cabinet meeting.

"Including cars — cars is the big one," he added. "And you know what we're talking about with respect to cars and tariffs on cars."

Many European automakers, including BMW and Mercedes, already have production plants in the US. Mercedes employs 4,000 people at its production plant in Alabama, while BMW's plant in Spartanburg, South Carolina, makes close to 2,000 cars a day.

Trump, however, wants more production in the US, saying in a June tweet that companies should "build them here!" Almost every major auto manufacturer, from foreign companies like Hyundai to American brands like GM and Ford, has submitted comments to the Commerce Department warning about the possible effect of tariffs on US auto workers and consumers.

Marriage brokers can be found in many countries of the world and act as professional matchmakers who facilitate the introduction of suitable partners and guide their clients through the process until the marriage is official. The services offered by brokers have recently appeared in North Korea, report inside sources.

“More and more residents are paying keen attention towards creating a better future for their children, which has been driving up demand for matchmakers. They’re mostly active in wealthier neighborhoods, like those where cadres live,” a source in North Hamgyong Province told Daily NK on July 12.

According to the source, the brokerage fee received by the matchmaker depends on the target of the client’s desire. The rates vary greatly depending on the wealth of the person in question, with the most common price point involving each side paying 1,000 yuan (approx U.S. $150).

The children of donju (North Korea’s nouveau riche) are particularly high-value clients for the matchmakers. Perhaps contrary to expectations, cadres with sons tend to pick daughters from wealthy families who are active market traders.

The unusual aspect of this is that the bride’s family are often willing to agree to the arrangements. A suitable match doesn’t necessarily require large amounts of money, with the reasoning being that a good character will be helpful in getting the daughter to become a cadre.

“These days, matchmakers are putting together daughters from donju families and sons from cadre families. The broker satisfies the demands of both sides in this way,’ a source from South Pyongan Province said.

“A little while ago, there was a wedding at a cadre family’s home in Hyesan City, and their son was marrying a daughter from a market ‘kingpin’ household (a family with proficient market experience),” a source from Ryanggang Province added.

There are also matchmaker services for ordinary residents, who focus on clients from the local neighborhood. These providers do not usually receive money, but if the match results in a marriage, they are invited to the dinner reception.

While expert professional marriage brokers are appearing in North Korea, the number of “love marriages” is also slightly on the rise.

“In cases where the children of cadre and donju parents do not get along, the matchmaker sometimes intercedes, but there are also disagreements. In some instances where the antipathy is strong, some prospective clients have run away,” the South Pyongan Province-based source said.

As the two Koreas move forward with preparations to hold family reunions in August, there has been a spate of email phishing attacks on defector and North Korean human rights organizations thought to be the work of North Korean hackers.

Daily NK has learned that hackers have sent out “spear phishing” emails to representatives of defector and North Korean human rights organizations in a bid to obtain sensitive information. The emails were sent out with the subject title, “Ministry of Unification Divided Families Information System Administrator.”

Spear phishing, which gets its name from the underwater fishing technique, typically involves a hacker sending out an email that attracts the attention of the target user and entices them to click on a virus-infected link. After the virus enters the target user’s computer, sensitive information is sent back to the hacker and other malicious processes can be initiated.

Computer security experts say that methods used in the recent spear phishing attacks are more refined than those used in the past.

In past attacks, target users were invited to click on an attached file in the Hangul Word format (.hwp); however, this recent spate of attacks has involved fake “security emails” where users are directed to click on a link to a .hwp file. This is a similar method used by real companies when they send email requests to customers for online payments.

The emails stated that target users could check information regarding family reunions on July 3, when the two Koreas exchanged lists of divided family members. Sending the emails on that date was likely an attempt to get as many target users as possible to click the links. The two Koreas exchanged lists of divided family members (South Korea: 250; North Korea; 200) who were deemed eligible to participate in the upcoming reunions on July 3.

While the recent hacking incidents cannot be completely proven to be the work of North Korea, the code used is similar to other attacks linked to the country, together with the methodology. Moreover, the fact that defector and North Korean human rights organizations were targeted highlights the question of motive.

A computer security expert who requested anonymity told Daily NK on July 4 that the code used in this attack is similar to other attacks attributed to North Korea, “so it’s likely they’re behind it. But it cannot be completely proven and more investigation is needed.”

East Security’s Security Response Team Director Mun Jong-hyun said that the code used in the attack and the attached file format (.exe) are all familiar to South Korean computer security analysts.

“The attack methods used are similar to those used by hackers who are on government payrolls. There is Russian language embedded in the code used in the attacks, which appears to be an attempt to hide the origin of the attacks. However, they used an .hwp file and fluent Korean in the body of the email – including use of the word ‘bibon’ (shorthand for ‘password’),” he told Daily NK.

The advanced packaging tool (APT), referred to as Operation Mystery Egg, used in the recent hacking attacks has been broadly used to attack South Korean organizations working on North Korea issues.

“These recent attacks are APT attacks through email perpetrated by the Kumsong 121 Group, which is suspected of working for the regime,” said Director Mun. “APT attacks will continue until they have achieved their objectives.”

“Hackers collect information from the target users’ virus-infected computers and send additional files to the infected computer through command and control (C&C) servers. Through this method, hackers can gain complete control over the computer,” he added.

Computer security experts say that users must be extremely careful as the attacks are becoming more sophisticated and nuanced.

“When you receive an email you need to confirm the email address of the sender. Hackers use the email addresses of South Korean portal sites to conduct attacks,” another computer expert, who asked not to be named due to security concerns, added.

“Computer users should confirm whether the email they received is from an official email account from a government agency before opening it. Any emails that seem suspicious should be reported to computer security specialists.”

Unification Media Group (UMG): This is the week’s market news for North Korea. We’re talking today with journalist Kang Mi Jin. South Korea is in the midst of the rainy season. How is it in North Korea?

Kang Mi Jin (Kang): There was a mudslide in parts of Ryanggang Province. North Korea did not get a lot of rain, but the mudslides have set off hurried preparations throughout the country to prepare for the rainy season. People are checking again whether the roofs they repaired before the rainy season can stand up to the strong winds, and that the drainage ditches near their homes are not clogged with rocks or grass.

People in North Hamgyong Province experienced serious flooding several years ago, and are paranoid about even the smallest rise in ditch water. They’re busy checking to make sure diversions made of rock are setup and that the streambeds are cleared.

UMG: There was a lot of damage done to North Hamgyong Province during the flooding in 2016, so we hope that the region passes through the year without any trouble. There was also a picture of Kim Jong Un at the North Korean embassy in China chatting and smoking with diplomats there. I hear that cigarettes are popular in the North Korean markets.

Kang: Yes, there are many new types of North Korean-made cigarettes appearing in the country’s markets. There were about 40 different types according to a source I spoke to last year. I confirmed yesterday there are six or seven new kinds that have appeared since then.

The brand names are quite diverse and manufactured in various factories. Mindeullae, Seogwang, Dongbang, Bulssi and Mirae were not around in the 2000s, and Bamgoyangi, Jinhung, Hin Yongaksan were introduced last year. The wide variety of cigarettes reflects the differing income levels and preferences of North Korean consumers.

I heard from a source that during the holidays or when a guest visits, people give out expensive cigarettes. But they give out more modest cigarettes to friends and relatives at other times.

UMG: The increase in variety must mean there has been an increase in demand. South Korea is now placing an emphasis on people quitting smoking, but what about in North Korea?

Kang: North Korea is also promoting non-smoking to its citizens. KCTV has referred to smokers who light up all day and night as “ignorant people” and “those who don’t care about their health.” They also talk about the unpleasantness that smokers spread around them.

Women have also joined in on the call for men to give up smoking. One anti-smoking ad says that “Men who don’t smoke make women happy.” I think this is indicative of that gradual changes are happening in North Korea.

UMG: There was also a report that Ri Sol-ju suggested that her husband Kim Jong Un should stop smoking during the dinner hosted by North Korea for the South Korean special envoy. Smoking, of course, is well known to be unhealthy and North Korean men need to understand that. How much do the newly launched cigarettes cost?

Multiple sources informed me that a pack of Hongchonji runs about 2,900-3,000 KPW, and Mindeullae goes for about 1,900-2,000 KPW. Songak brand sells for 1,200 KPW, Jinhung for 1,500 KPW, and Bamgoyangi for between 2,050-2,100 KPW. Myongsim brand is 2,500 KPW and Hana about 3,700 KPW.

The Amnok River brand, a more expensive variety of cigarette, fetches between 5,200-5,400 KPW and the White River Mountain brand sells for 4,500 KPW.

UMG: There’s a wide variety of cigarettes costing anywhere from 1000 won to 5000 KPW. I think it shows that North Korea’s cigarette market has developed significantly. Last week, you reported that North Korean women have become very interested in skin care. Could you elaborate?

Kang: I think women in most places are interested in skincare and so it’s not surprising to see the same phenomenon in North Korea.

Many North Koreans work outside and they need to take care of their skin in the summer. Women now have a whole slew of skin products to choose from. Skin care is becoming an ingrained aspect of daily life.

One woman I talked to recently said that she uses a product called Mianmak at least once a week for her skin. She also said that the more well-off members of society like the donju (newly-affluent middle class) and businesspeople spend a lot of money on their skin but ordinary women only use skin products once weekly or monthly. According to her, most women save up money to buy face packs to use once a week when they’re mobilized for farm work or when there are a lot of events.

UMG: What is Mianmak?

Kang: It’s essentially a mask pack. North Koreans don’t use a lot of foreign loan words and there are a lot of products with pure Korean names. The name Mianmak means “making your face beautiful.” There’s another product called Miansu, which means “water that makes your face beautiful.”

UMG: Last week, you talked about the fact many North Korean women are using wrinkle removers. Mask packs are just as popular it seems.

Kang: Another woman I spoke to said that she buys cucumber Mianmaks every week to take care of her skin. I told her that a friend of mine said that she uses ginseng Mianmaks once a week because they’re good quality. The North Korean woman seemed a bit jealous!

I think the increasing interest in skin care among women in North Korea shows the growing level of economic freedom they are experiencing due to marketization.

An internal document from North Korea obtained by Daily NK describing political lecture content targeting residents in border regions.

The North Korean authorities have portrayed South Korea as crime-ridden, and emphasized the superiority of the socialist system in lectures for residents living near the Chinese border, sources in the country report. South Korean capitalism was explicitly referred to as a “living human hell” during the lectures, with further allegations that women in the country are giving up their maternal instincts.

According to a document Daily NK recently obtained regarding political activities targeted at residents of the border region, South Korea “is a society where the love people feel for each other has completely dried out and women no longer have any maternal instincts.” It also claimed that South Korea was desperately trying to create a “fantasy about capitalism in our [North Korea’s] society.”

“There are no refined, wonderful mothers who can become the models for children in South Korea […] Women have lost their maternal instincts and are living perverted, directionless lives,” the document states, going on to claim that incidents such as the “Wonyongi Incident” (involving the murder and secret burial of a child in Pyongtaek) along with the murder of a priest, his wife and their middle school-age daughter are typical of incidents that happen on a regular basis.

The document also claims that in North Korea “the maternal instinct our mothers have is not just limited to care of their family alone […] North Korean mothers have a refined view on happiness and toward their children in that they work for their families’ happiness and the prosperous future of the motherland while raising revolutionaries who will work tirelessly for the Party, Suryong, motherland and people.”

The statement shows that the North Korean authorities wish to venerate mothers who raise children loyal to the regime. The expansion of marketization in North Korea is changing this view of women to one where they are more involved in economic activities outside the home, but the authorities have been slow to catch on to this trend.

The lecture material also describes what an ideal mother should be like and talks about some examples of women voluntarily contributing resources to the regime and being devoted mothers and citizens.

According to the document, a woman named An Yong Sun from Rason City, North Hamgyong Province, is a “true citizen of our generation who shows how one should love the children of the party and the future of our country […] She sent many things that demonstrated her devotion to the Kumsusan Palace of the Sun following her granddaughter’s hope to meet with Chairman Kim Jong Il.”

An also reportedly sent a great amount of materials to “socialist construction sites,” including the Paektusan Heroes Youth Power Plant construction site and construction sites in Samjiyon.

The North Korean authorities continue to encourage voluntary efforts from residents through their emphasis on a campaign to “learn from hidden heroes.”

Recently, moreover, the North Korean state media has been increasing its coverage of South Korean social issues.

The Rodong Sinmun, the official publication of the Korean Workers’ Party, reported on several news stories from South Korea on July 10 (results from a survey: bad news for South Korean youth), July 11 (an unachievable dream [concerning South Korea’s housing prices]), and July 13 (terrible conditions for the elderly).

These stories form part of a broad campaign aimed at inciting fear of capitalism amongst the North Korean population.

The responsibility for investigating human trafficking cases has recently been transferred from the North Korean Ministry of State Security (MSS, which monitors ideological trends within the population), to the Ministry of People’s Security (MPS, North Korea’s national police agency).

“The investigation and management of human trafficking cases has moved to the MPS,” said a North Pyongan Province-based source on July 17. “[It means that] human trafficking has shifted from being a crime against the state to being considered a regular crime.”

The context behind the development is not unrelated to the gradual weakening of the MSS, which has consistently failed to follow orders even from the central government apparatus, according to the source who noted that “the central government seems to have decided that giving too much power to the agency will make it a threat to Kim Jong Un’s authority.”

Human traffickers in the North Korean context generally refers to those who support the selling of young women to China or help them to escape to other countries. The North Korean state has considered human trafficking to be an act “against the motherland” because it supports defections, and had placed the responsibility for dealing with such cases in the hands of the MSS.

The North Korean government had also declined to list the crime of human trafficking in its criminal code and instead classified it as a crime against the state. This may be because doing so would contradict North Korean propaganda, which continues to claim that there is no human trafficking in the country.

The ill-effects of this policy were clear. The MSS conducted many of its investigations in secret, which led to cases where MSS agents received bribes in return for turning a blind eye. The North Korean government was aware of the widespread corruption that was taking place.

Some North Koreans have welcomed the change while expressing concerns.

“MSS investigations generally meant that those accused of criminal activity had to live with the repercussions for the rest of their lives and as a result people would sell off their belongings just to pay bribes to make the investigation go away,” a source in South Pyongan Province reported.

“People are optimistic about the transfer to the MPS because those investigations generally don’t involve political repercussions.”

Some are concerned that although the seriousness of the crime has been reduced, it will paradoxically lead to harsher punishments.

“There are growing concerns that MPS agents will handle cases according to the rulebook, so to speak. People are worried that state control over the border region will increase,” ,” said an additional source in North Pyongan Province.

She also reported on the strange power play that is occurring between the MPS and MSS due to the central government’s moves to take power away from the MSS.

“The MSS has lorded over the people in the past but is now losing authority. The MPS agents are enjoying this. The status of MSS agents is growing so they are just watching it all unfold,” she said.

“There is a great power play happening between the two agencies. The MPS feels that the MSS misjudged that the trust they received from the Party meant they were all-powerful, while the MSS seems to be warning the MPS not to enjoy their demise too much – because the MPS could also end up in the same situation.”

Enrique Curbelo is delighted. Selling cannabis has allowed the affable 76-year-old to keep his privately owned pharmacy in Montevideo open in a market dominated by big chains.

"I had to sell what they didn't sell," he told AFP. "For me it's like selling aspirin."

It's been this way for a year now.

Every Wednesday, Ismael Fernandez receives a WhatsApp message from his local pharmacist telling him a new stock of cannabis has arrived.

After leaving work, he heads there and buys the 10 grams that Uruguayan law permits, costing 400 pesos, around $13.

Fernandez then heads home and rolls a joint "to relax" with his partner Stefania Fabricio.

No longer do they need to surreptitiously contact a dealer and pay more for Paraguayan or Brazilian marijuana that's been "pressed, mixed (and is) sometimes very bad and full of chemicals."

"Now it's much easier than when it started," Fernandez, a 31-year-old who works for a cleaning company, told AFP.

It has been four and a half years since marijuana use became legal in Uruguay and a year since it has been sold in pharmacies -- up to 40 grams a month per person.

Initially, there was insufficient supply, leaving people standing in long queues as stocks sometimes ran out. Pharmacies are better prepared now.

"They send you a message with a number which you use later to go and collect it, and in my pharmacy you can order it online," added Fernandez, the father of a three-year-old.

Hairdresser Fabricio, also 31, says "it's good quality," but not too strong.

"It doesn't send your head spinning, but it's not meant to. You get a hit but you can still do things perfectly."

- 'Privileged' -

She says she feels "privileged" to live in a country that enacted a law to "get tons of people out of the black market."

As a result, she said, the stigma attached to those who smoke pot is changing, "albeit slowly."

The system is simple: to buy cannabis in a pharmacy you must be at least 18, live in Uruguay and sign up as a "buyer" at the post office.

An initial stumbling block arose when banks refused to work with establishments selling cannabis due to international rules against drug-trafficking.

But the country plowed on, and last year it became the first in the world to fully legalize its sale.

But Enrique Curbelo had to get over his own prejudices before deciding to join the select band of pharmacies selling the plant.

There are 14, half of them in the capital, serving the 24,812 registered buyers.

- 'Normal people' -

Users can choose between two brands and two types of cannabis -- sativa and indica -- both provided by an official distributor.

Customers are generally not the stereotypical grubby-looking student or idle waster.

On this day in Curbelo's store they include two young women, a man in his 50s and an older lady -- "normal people," says the pharmacist.

Official statistics say 70 percent of buyers are male and 49 percent are between the ages of 18 and 29.

To keep anyone from exceeding their monthly allowance, a fingerprint machine is used to register every sale.

Along with the ability to purchase cannabis in a pharmacy, Uruguayans have the right to grow their own -- up to a six-plant maximum -- or to join a cannabis club, which can have up to 45 members and 99 plants.

Federico Corbo, a 41-year-old gardener, grows cannabis in his garden on the outskirts of Montevideo. He experiments by crossing species in an attempt to improve quality and optimize the flowering period.

Corbo is not impressed with the quality on offer in pharmacies.

"It's not the worst, but it's low," he said, insisting quality control needs to be improved.

"Marijuana that doesn't reach the minimum standards -- with crushed flowers, no aroma, low quality -- shouldn't be sold in the pharmacy.

"Maybe, as I'm a grower, I'm very demanding, but there is a cost associated to the product and it must be offered to the public in the best way possible."

According to the Institute of Cannabis Regulation and Control (Ircca), an average cultivator or club member supplies cannabis to two other people, while those who buy it in a pharmacy share it with one other.

"Approximately half of marijuana users have access to regulated cannabis," says Ircca.

The rest prefer to continue buying the drug on the black market, put off by the need to register as a user.

"It's wrong -- if they legalize it they have to do so in a way in which the state doesn't keep a paternalistic role in overseeing how much you smoke or stop smoking," one clandestine user, who wished to remain anonymous, told AFP.
