Job Description
Develop and execute the annual audit plan of the Bank as approved including as appropriate any special tasks or projects requested by Management.
Plan and carry out regular internal audits to evaluate compliance with the system of internal controls, assess the reliability and integrity of information and compliance with BankТs policies, procedures, laws and regulations.
Ensure audit and other review findings, observations and recommendations are discussed with respective Unit Heads and agree on a plan of action for improvement.
Conduct continuous follow up and post implementation reviews to ensure Unit Heads and other responsible persons act on agreed action plans.
Maintenance of appropriate auditing standards.
Keep Executive Management and the Audit Committee informed of emerging trends and practices in internal auditing.
Issue periodic reports to the Audit Committee and Managing Director summarizing results of audit activities.
Carry out special assignments, investigations or reviews that may be requested for by the Audit Committee and Executive Management.
Rendering an independent, objective evaluation of effectiveness of risk management, control and governance processes of the Bank and making improvements where necessary.
Managing and conducting performance, operational, financial, IT and compliance audit assignments with emphasis on a risk-based approach designed to assist Management in the attainment of its objectives.
Ensure Enterprise-Wide Risk Management policies, controls and procedures, are effectively implemented, disseminated and complied with across the Bank.
Requirements

Education:
A University Degree / HND from a recognised University
An additional qualification / Degree in any Finance / Business related discipline will be an added advantage.
Micro finance Certification (Issued by CIBN) is essential.
Membership of any related professional body is essential (ICAN, ACCA).

Experience:
Minimum of Seven (7) years of professional experience out of which at least Four (4) years must have been spent in Internal Auditing in a Financial Institution preferably Micro finance Bank and a minimum of Two (2) years at a Senior Management level
The ideal candidate must be highly organized, efficient, detailed, proactive, analytical with high level of integrity.

News IOC 'fully committed' to Tokyo Games despite virus: Olympics chief

The International Olympic Committee is "fully committed" to holding the 2020 Games in Tokyo as planned despite the widening new coronavirus outbreak, the body's president has pledged.

The IOC "is fully committed to a successful Olympic Games in Tokyo starting July 24", Thomas Bach told Japanese media in a conference call late Thursday, according to Kyodo News.

The comments came as the viral outbreak across Japan and dozens of other countries has fuelled concerns about the Summer Games, with a swathe of other sports events postponed or cancelled.

Japanese Prime Minister Shinzo Abe has stepped up national measures to contain the virus, calling on organisers of large events to consider cancelling or delaying them.

Everything from football matches and music concerts to the rituals that mark the opening of the March sumo tournament have been affected.

On Thursday, Abe requested a nearly month-long closure of schools in a drive to curb the spread of COVID-19, linked to four deaths so far among nearly 200 known infections among the general Japanese public.

Some 700 infections were also detected among about 3,700 passengers and crew on a cruise ship that was quarantined off Japan after one of its former passengers tested positive.

Bach avoided directly addressing comments by senior IOC member Dick Pound, who hinted the Games could be cancelled if health authorities block travel.

Pound also said, however, there has been no formal discussion among IOC members about cancelling the Games.

In an interview with AFP, Pound said the Tokyo Games will go ahead as scheduled "absent some very serious and specific admonitions or regulations stemming from the WHO or the appropriate regulatory authorities".

"Unless there is a world situation that is so serious that the games cannot be held or that the regulatory authorities prohibit travel or that sort of thing, we're carrying on," he said.

"But it would be irresponsible to carry on without having at least in the back of your mind that something might happen."

Bach said the priority now "is to ensure the qualification procedure and protecting the safety of athletes at the same time", according to Kyodo.

"This is what we're doing in cooperation with the Japanese authorities, the World Health Organization, the Chinese Olympic Committee and many NOCS," Bach said, referring to national Olympic committees.

Disruption caused by the virus has affected Olympic qualifying in several sports, including football, boxing, badminton, handball and wrestling and sailing.

Tokyo's Olympic organisers have repeatedly said they are focused on holding a safe Olympics and Paralympics with the IOC's full backing.

West Brom's Laurie Cunningham blazed a trail for black footballers in England in the late 1970s, facing vicious abuse from the terraces and on the streets.

At a time when racism is firmly back in the spotlight, the England international's battle against prejudice has been brought vividly to life in a play that tells the story of his life.

Cunningham was part of a trio of black footballers at West Brom labelled "The Three Degrees" by then-manager Ron Atkinson, along with Cyrille Regis and Brendon Batson.

Named after the American female vocal group, they have since been immortalised in a statue in West Bromwich, in the English Midlands.

Cunningham was just 33 years old when he was killed in a car crash in Madrid in 1989 while Regis died from a heart attack in 2018, leaving Batson as the only surviving member.

The stage play, "Getting The Third Degree", was commissioned by Kick it Out to mark the 25th anniversary of the organisation’s battle against discrimination in football.

Written by Dougie Blaxland, a nom-de-plume of playwright James Graham-Brown,it tells the story of Cunningham's rise to stardom and explores how he and his two teammates faced racial abuse and physical threats often orchestrated by the extreme right-wing group the National Front.

Cunningham, just the second black player to represent England, played for West Brom from 1977 to 1979 before moving to mighty Real Madrid.

But his high profile did not protect him from prejudice.

Graham-Brown tells the bizarre story of how Cunningham was leaving a nightclub with his white girlfriend Nikki Brown when they were subjected to abuse by a group of men.

"He (Cunningham) flattened two of them before she (Nikki) said 'Laurie let's go'. Then one of them had the gall to ask 'are you Laurie Cunningham?" he told AFP.

"He replied in the affirmative and he said 'wow, we love you' and, adding insult to injury, asked if he had any tickets for the West Brom v Valencia game the following week."

Powerful striker Regis was also at the receiving end of chilling abuse, getting a bullet in the post after he was selected to play for England.

More than four decades later, racism still casts a shadow over English and European football, with Manchester City star Raheem Sterling among the players to speak out on the issue.

Graham-Brown says despite the current problems blighting the game, racism was "more explicit" in the late 1970s.

"The West Brom v Manchester United game at Old Trafford (December 30, 1978) when West Brom won 5-3, every time Laurie got the ball he was jeered," said Graham-Brown.

"Gerald Sinstadt, the match commentator, became the first of his profession to openly mention racism."

Those incidents came at a particularly volatile time politically.

"The 1978/79 season was the winter of discontent (there were mass strikes and disruption) and the National Front (far-right party) targeted those three players," he said.

"Regis received a bullet in the post and Laurie's flat was set on fire (a petrol bomb was thrown into his house). They were spat at and attacked.

"What was remarkable was none of them retaliated. They rose above the abuse and attacks."

- 'Out of order' -

Cunningham's niece Rhodene Cunningham said her uncle's style was more conciliatory than confrontational.

"Laurie took a different stance to Raheem Sterling but then there was no social media to speak out on in those days," she told AFP.

"Laurie preferred to confront it by inviting those who were racist to 'come and sit down with me and we will talk about it'."

Rhodene said the current racism problem runs deeper than black players being targeted from the stands.

"I still hear of young players experiencing racism having players sidle up to them and whisper comments in their ear," she said.

"They say that nothing is done about it, at the very most a slap on the wrist This is unacceptable and places great stress on your mental health."

She believes that positive change in attitudes can only begin to come about if there is change at the top.

"I think part of the solution of the problem is there needs to be more diversity at the top of the sport," she said.

"There should be more black managers or CEOs of clubs, that would be a sign of progress."

The play had its first outing in the October and November of last year when it toured more than 20 venues in England and Wales to positive reviews.

Injured Nick Kyrgios and Alex de Minaur were on Friday ruled out of Australia's Davis Cup qualifier against Brazil, dealing captain Lleyton Hewitt a blow in his bid to steer them to the Madrid finals.

The mercurial Kyrgios is dealing with a wrist injury that forced him to retire to jeers from his opening round match in Acapulco this week -- his first since the Australian Open in January.

De Minaur continues to struggle with an abdominal tear that he picked up at the season-opening ATP Cup.

Despite both players being named in the team this week, they will no longer play, with Alex Bolt and doubles specialist John Peers called up instead.

"When we announced the team earlier in the week we were hopeful they both would be healthy to play," said Hewitt.

"As seen in Acapulco during the week Alex's abdominal injury has flared up and Nick has a wrist complaint, and they need to rest and focus on their recovery."

John Millman, Jordan Thompson and James Duckworth round out the team to face Brazil in Adelaide from March 6-7.

The winner will join 11 other qualifiers and the 2019 semi-finalists -- Canada, Britain, Russia and Spain -- along with wildcards France and Serbia in the finals in Spain in November.

Australia has met Brazil three times before in the Davis Cup and won on every occasion.

Bordeaux-Begles' Australia back-rower Scott Higginbotham says he has no complaints about the start of the season, with his club leading the French Top 14 table.

Higginbotham, who made the last of his 34 Wallabies appearances in 2017, has featured in all but two of his side's games this term.

"We can't complain. There have been some fantastic wins at home. We kicked off the season really well and we've been able to continue that form," the 33-year-old told AFP this week.

"The way we're playing and the games we're winning it's just building it's just fantastic to be a part of," added Higginbotham, who arrived at Stade Chaban-Delmas at the start of the season from the Queensland Reds.

Bordeaux-Begles host ninth-placed Castres on Sunday as coach Christophe Urios welcomes the side he took to the Top 14 title in 2018.

Fiji centre Semi Radradra, who won an Olympic gold medal at the 2016 Rio Games, has been in scintillating form for the table-toppers this campaign having scored seven tries in 12 matches in all competitions.

"You're never going to question his ability, drive or skill set. He's as professional of an athlete as they come and just a great human on top of that," Higginbotham said.

"He's great to play with and it's nice to have in our team and not have to play against him," he added.

Liverpool's historic charge towards a first English title since 1990 will reach another landmark moment if they beat Watford.

The Reds equalled Manchester City's English top-flight record of 18 consecutive league wins, set between August and December 2017, when they fought back from 2-1 down to beat West Ham 3-2 on Monday.

Klopp's men, who need four victories from their final 11 games to guarantee the title, can break City's record with win number 19 at Vicarage Road.

With second-placed Manchester City on League Cup final duty against Aston Villa on Sunday, a victory against the struggling Hornets would put Liverpool 25 points clear at the top.

If they do win their next four games, they will lock up the title with seven matches to spare, beating the Premier League record of five, which is currently shared by Manchester City in 2017-18 and Manchester United in 2000-01.

Undefeated in their past 44 league matches, Liverpool are also five games away from equalling Arsenal's record of 49 unbeaten across 2003 and 2004.

It would be a huge upset if second-bottom Watford stop Liverpool. They have lost the past four meetings, conceding 15 times and failing to score a single goal.

Asked for the secret of Liverpool's success, Reds defender Virgil van Dijk said: "Not being nervous, that is the main thing.

"Keep playing and keep pressing. There will be moments when the opponent is going to have problems if we keep doing the same thing."

Top-four turbulence

With only seven points separating troubled Chelsea in fourth place and resurgent Arsenal in ninth, reaching next season's Champions League will be a tight squeeze for the six clubs in contention.

Tobias Harris finished with 34 points to lift the shorthanded Philadelphia 76ers over the visiting New York Knicks 115-106 on Thursday.

Al Horford had 15 points and nine assists and Shake Milton scored 19 points as the Sixers improved to a league-best 28-2 at home.

"Just taking the opportunities that were presented," said Harris, who added seven rebounds and seven assists. "We had a good pop to our offence and I was able to get in-the-flow plays."

Milton hit all five of his three-point attempts, while Horford hit all four from beyond the arc for the Sixers, who played without injured all-stars Joel Embiid (shoulder) and Ben Simmons (back).

Embiid has been diagnosed with a strained left shoulder and will be evaluated again in the week.

"It's a painfully obvious bind," coach Brett Brown said. "We're missing two All-Stars. You yank that from the team and it's painful."

The Sixers swept the four-game season series from the Knicks.

Julius Randle paced the Knicks with 30 points and 10 rebounds. Maurice Harkless scored 17 points, RJ Barrett added 15 and Elfrid Payton had 18 points and 12 assists for New York, who have lost six in a row.

Josh Richardson appeared to make a three-pointer at the end of the third quarter, but the officials ruled he didn't get the shot off before the buzzer so the score remained 87-79.

Horford hit a pair of threes early in the fourth for a 100-85 Sixers advantage with 8:34 to go.

Asian and European equities spiralled downwards Friday, extending a collapse in world markets that has wiped trillions of dollars off valuations as the coronavirus spread rapidly around the world with the WHO warning the deadly epidemic was now at a "decisive point".

Tokyo, Shanghai, Sydney, Singapore and Seoul were among the bourses that fell more than three percent while Jakarta was hammered more than four percent.

The casualties have put equities around the world on course to record their worst week since the global financial crisis more than a decade ago as investors run to the hills on fears the virus will smash the global economy.

And while the panic has already caused a bloodbath on trading floors, there are warnings there could be worse to come.

The Dow suffered its biggest points loss on record, shedding almost 1,200 points, while its 4.4 percent drop marked the worst performance in two years. The S&P 500 and Nasdaq also tanked more than four percent.

The VIX "fear" index is now at its highest level since 2011 during the European debt crisis.

President Donald Trump blamed the market plunge on the media coverage of the coronavirus and worries about Democrats winning the White House race.

The heavy selling came as authorities in California said they were monitoring some 8,400 people for COVID-19 after officials confirmed a woman had contracted it without travelling to any of the outbreak-hit regions.

"Even though the market is pricing in the fear of economic issues and disease hitting the US, we haven't actually seen the emergence of clusters" in the US, Steve Englander of Standard Chartered told Bloomberg TV. "Once that happens we will see another sell-off."

After Thursday's battering, Asia picked up the baton. Tokyo tanked 3.7 percent, Shanghai dived 3.7 percent, Seoul gave up 3.3 percent and Sydney dropped 3.3 percent.

Hong Kong retreated 2.4 percent, while Singapore sank 3.1 percent, Jakarta dived 4.1 percent and Bangkok lost 3.4 percent.

Mumbai was 3.1 percent down and Manila eased 2.5 percent, with Wellington 1.5 percent in the red.

In early trade, London, Paris and Frankfurt each plunged 3.3 percent, having all lost more than three percent Thursday.

The losses have seen many markets lose around a tenth of their value in just a week.

The rush to safety has also seen the dollar surge against most higher-yielding, riskier currencies, with the New Zealand dollar, the South African rand and the Russian ruble all more than one percent lower.

Australia's dollar, the Indonesian rupiah and the Indian rupee were also sharply down. But the dollar was well off against the safe-haven yen.

The virus has now killed 2,856 people and infected more than 83,000 worldwide, with an increasing number of new cases being reported each day.

Lithuania, New Zealand and Nigeria on Friday reported their first cases, as officials around the world move to contain the outbreak in their countries as fears of a global pandemic grow.

The operator of Tokyo's Disneyland and DisneySea closed the parks for around two weeks, while Saudi Arabia banned pilgrims from visiting Islam's holiest sites as the number of deaths jumped in neighbouring Iran. Japan and Iraq have also ordered the closure of schools.

World Health Organization boss Tedros Adhanom Ghebreyesus said Thursday the world was at a "decisive point" and countries could still contain the epidemic if they "act aggressively now".

"No country should assume it won't get cases; that could be a fatal mistake, quite literally. This virus does not respect borders," Tedros said in Geneva.

The rate of increase in China continues to fall and there are signs the country is slowly creaking back to life with shops reopening, including Starbucks, which has resumed operations at all its outlets.

But Moody's Analytics said the regional economy faced severe repercussions.

"With economic activity in China severely depleted by the virus, the repercussions will flow through to the rest of the region," it said in a commentary.

Crude prices were again hit, with both main contracts losing more than two percent, on expectations the crisis will put a massive dent in demand. Oil has now fallen more than 20 percent since the start of the year.

Investors are keeping an eye on central banks, particularly the US Federal Reserve, hoping for monetary easing measures, while governments are also facing pressure to provide support.

Nigeria reported the first new coronavirus case in sub-Saharan Africa on Friday, as global stock markets tanked on deepening fears of a pandemic and the World Health Organization warned against the "fatal mistake" of complacency.

The virus has proliferated around the globe over the past week, emerging in every continent except Antarctica, prompting many governments and businesses to try to stop people travelling or gathering in crowded places.

The virus has killed more than 2,800 people and infected over 83,000 worldwide -- the vast majority in China -- since it emerged apparently from an animal market in a central Chinese city in late December.

The number of new deaths and infections has been tapering off in China, following unprecedented quarantine efforts locking down tens of millions of people in the worst-hit cities.

But infections elsewhere have started to surge, with Iran, Italy and South Korea becoming the major new hotspots and cases being confirmed in more than 50 countries.

World Health Organization chief Tedros Adhanom Ghebreyesus said Thursday the world was at a "decisive point" and countries could still contain the epidemic if they "act aggressively now".

"No country should assume it won't get cases; that could be a fatal mistake, quite literally. This virus does not respect borders," Tedros said in Geneva.

The WHO has voiced particular concern about Africa's preparedness, warning at the weekend that the continent's health care systems were ill-equipped to respond to a COVID-19 epidemic.

On Friday, Nigeria reported its first case: an Italian man who returned to densely populated Lagos early this week.

Cases had previously been reported in Egypt and Algeria, but not in the sub-Saharan region.

The low number of cases across Africa, which has close economic ties with China, has puzzled health specialists and raised questions about authorities' capabilities to detect the virus.

- Markets tank -

Stock markets around the world have plummeted this week as it has become increasingly clear the virus will take a huge toll on the global economy.

Stock markets in Asia plunged again on Friday, tracking huge losses in the United States and Europe.

Tokyo, Shanghai, Sydney, Singapore and Seoul were among the bourses that fell more than three percent while Jakarta was hammered more than four percent.

The Dow shed nearly 1,200 points, or 4.4 percent, on Thursday, taking its losses for the week to more than 11 percent.

"There was more coronavirus carnage on the markets," Spreadex analyst Connor Campbell told AFP in the United States on Thursday.

"(This is) one of the worst weeks in recent memory and terrifyingly, it's not over yet," he said. "Friday is a tricky proposition."

Analysts have warned that China, the world's second largest economy, will see a major cut in growth this quarter as the country remains largely paralysed by quarantines and containment measures.

The International Monetary Fund and World Bank said Thursday they were ready to provide countries in need with immediate emergency funding to fight the coronavirus outbreak.

However US President Donald Trump has downplayed the risk of a major epidemic in his country, and accused some media outlets of needlessly causing panic.

This is despite his government's own health officials telling communities to prepare for an epidemic.

Authorities in California said Thursday they were monitoring 8,400 people for the virus, after officials confirmed a woman had contracted the disease without travelling to outbreak-hit regions.

- China hope -

Still signs in China offered hope that the outbreak could be contained.

China reported 44 more deaths on Friday, raising its toll to 2,788, with 327 new cases -- the lowest daily figure for new infections in more than a month.

But fears of a resurgence prompted authorities in Beijing to tighten crowd controls this week to keep people apart in parks, supermarkets and cinemas.

The biggest death toll outside China is in Iran, where 26 people have died.

The virus has mostly killed the elderly or people who had other health conditions.

Of the 83,000 people confirmed to have infections globally, 36,500 have recovered, according to a tally from Johns Hopkins University in the United States, which gathers data from the WHO and national government sources.

- Schools shut -

But outside of China, governments have this week been forced into increasingly drastic measures as they only begin their containment efforts.

Japan's Prime Minister Shinzo Abe said Thursday he would ask the country's schools to close, highlighting the growing fears of a major outbreak as Tokyo prepares to host the Summer Olympics.

Four people have died and nearly 200 people been infected across Japan.

South Korea has the most cases outside China, with more than 2,000 infections and 13 deaths. K-pop megastars BTS on Friday cancelled four Seoul concerts due in April.

Italy is Europe's epicentre with 650 cases and 17 deaths centred around cities in the north.

Wide-ranging measures to halt the spread of the virus have affected tens of millions of people in northern Italy, with schools closed and cultural and sporting events cancelled.

Belarus, Lithuania and New Zealand were the latest to report new cases, with links to Italy or Iran.

Nigeria's economic hub Lagos confirmed a case of new coronavirus on Friday, stirring memories of the fears sparked six years ago when West Africa's Ebola epidemic hit the chaotic megacity of 20 million.

Health Minister Osagie Ehanire said the first confirmed case of the virus in sub-Saharan Africa was an Italian citizen who had returned from Milan earlier this week.

"The patient is clinically stable, with no serious symptoms," Ehanire said, adding that the patient was being treated at a hospital for infectious diseases in Lagos.

The low number of cases so far across Africa, which has close economic ties with China, the epicentre of the deadly outbreak, has puzzled health specialists.

Prior to the case in Nigeria, there had been just two cases on the continent -- in Egypt and Algeria.

- Vulnerable country -

Nigeria, Africa's most populous country with some 190 million people, is viewed as one of the world's most vulnerable to the spread of the virus given its fragile health system and high population density.

In 2014, the first case of Ebola confirmed in the city from the outbreak that swept West Africa set off alarm bells across the globe and unleashed a wave of panic among residents.

In the end Lagos escaped relatively lightly and only seven people died from a total of 19 infected, a number dwarfed by the overall toll of 11,000 deaths across the region from 2013 to 2016.

The World Health Organization (WHO) hailed the containment of Ebola in Lagos as a major success given the potential for a rapid spread in the city's closely packed and poorly sanitised neighbourhoods.

The Lagos state health authorities reacted quickly, medical experts from international organisations in the country deployed from the capital Abuja and the disease was confined to the upscale neighbourhoods in the city.

This time around officials insist that the country has made its preparations for a potential coronavirus outbreak.

"I can tell you that in Nigeria we have a costed plans as part of preparedness for this epidemic," deputy health minister Olorumibe Mamora said earlier this month.

Mamora said quarantine centres had been established in Lagos and Abuja and were being set up in the southern oil hub of Port Harcourt and the biggest northern city of Kano.

"We would do everything we need to do if the situation arises in respect of the safety of our citizens," the official said.

Nigeria's Centre for Disease Control says that three laboratories in the country have the capacity to diagnose the virus and that health officials have been meeting daily to share intelligence.

- 'Lessons from Ebola' -

The director general of the West African Health Organisation Stanley Okolo has insisted the region had "learnt from the lessons of Ebola".

He said members of the Economic Community of West African States (ECOWAS) bloc agreed recently to come up with a "regional cost plan" and estimated that up to $50 million was required.

"The devastation of an epidemic affects everybody," he said.

Situated in a tropical regional not far from the equator, Nigeria has had to face the threat of multiple contagious diseases.

An outbreak of Lassa fever, which is spread mainly through rat faeces and urine, has killed over 100 people across the country since the start of the year.

Experts say the oil-rich economic powerhouse is better prepared to deal with any disease epidemics than some of its poorer neighbours in the region.

But the government is criticised for not spending enough on health and crumbling infrastructure, corruption and the departure of doctors to better paying jobs abroad have eaten away at the sector.

News: Turkey says will not stop refugees who 'want to go to Europe'

Turkey will no longer close its border gates to refugees who want to go to Europe, a senior official told AFP on Friday, shortly after the killing of 33 Turkish soldiers in an airstrike in northern Syria.

"We will no longer keep the doors closed for refugees who want to go to Europe," the official said on condition of anonymity.

Nearly 300 migrants including Syrians have already arrived in Edirne province on the border with Greece in a bid to go to Europe, the private DHA news agency reported.

Another group of migrants arrived on the coast of Ayvacik in Canakkale, western Turkey, and wanted to go to the Greek island of Lesbos by boats, it reported.

The killing of Turkish soldiers in Idlib after an air strike blamed on Damascus has prompted an emergency meeting chaired by President Recep Tayyip Erdogan.

Turkey, which is already home to around 3.6 million Syrian refugees, fears more people arriving in the country where there is growing popular discontent against their presence.

In a series of tweets, Erdogan's top press aide, Fahrettin Altun, accused Syrian President Bashar al-Assad of "conducting ethnic cleansing" and seeking to drive millions of Syrians out of Idlib.

"These people will try to escape to Turkey and Europe. Already hosting close to 4 million refugees, we do not have the capacity and resources to allow entry to another million," he wrote.

Greece and its EU partners also fear another influx of refugees from Syria after more than one million made their way there in 2015 before an EU-Turkey accord was reached on controlling the numbers.

News: Mexico court jails man over murder of journalist Valdez

One of the murderers of acclaimed journalist and AFP contributor Javier Valdez Cardenas was sentenced Thursday to 14 years and eight months in prison by a Mexican court.

Heriberto Picos Barraza, nicknamed "El Koala", was one of the perpetrators of the crime committed in the northwestern city of Cualiacan in May 2017, according to the prosecution.

He had served as a driver for two men, Juan Francisco Picos Barrueto and Luis Idelfonso Sanchez, who shot Valdez outside his office.

A co-founder of the weekly newspaper Riodoce, Valdez, 50, was one of the most prominent chroniclers of Mexico's deadly drug war in a state where notorious kingpin Joaquin "El Chapo" Guzman once reigned.

The public prosecutor's office ordered the accused to pay 9 million pesos (around 420,000 euros, $460,000) to the journalist's family.

The sum will be covered by the Executive Commission for Victim Assistance (CEAV), a branch of the interior ministry.

The prosecution argued that the assassination was ordered by Damaso Lopez Serrano, the son of a drug trafficker, who was furious at having been criticized in an article by Riodoce.

Lopez Serrano, who allegedly paid 100,000 pesos for the killing and supplied the weapons, has always denied the claims.

Juan Francisco Picos Barrueto, having refused to plead guilty in exchange for a sentence of 20 years and eight months in prison, will be tried in March as the main perpetrator.

The murder in one of the deadliest countries for members of the press sparked international condemnation.

Turkey warned on Friday it was opening the gates for refugees to flee to Europe after an air strike blamed on Damascus killed 33 Turkish soldiers in Syria.

The international community voiced fears of a rapidly-rising risk of escalation after the attack by Russian-backed Syrian forces in the province of Idlib, where President Bashar al-Assad is waging a bloody campaign to oust rebels from their last holdout.

The deadly bombardment has added to weeks of growing tensions between rebel supporter and NATO member Ankara and Damascus ally Moscow.

Adding to the tensions, Moscow announced that two of its warships were transitting Friday through the Bosphorus Strait in Istanbul in plain sight of the city

The UN has repeatedly warned that the fighting in Idlib could potentially create the most serious humanitarian crisis since the start of the civil war start in 2011.

But Russian vetoes, often backed by China, have chronically crippled UN action in Syria.

Turkey retaliated to Thursday's strike by hitting Damascus regime targets "from the air and ground," President Recep Tayyip Erdogan's communications director Fahrettin Altun said.

The United States condemned the Syrian action, and NATO said it would hold urgent talks on the crisis on Friday.

In a move that could have major repercussions for Turkey's neighbours to the west, Ankara said it would open the way for refugees to go to Europe.

"We will no longer keep the doors closed for refugees who want to go to Europe," an official told AFP on condition of anonymity.

- Risk of 'bloodbath' -

Turkey also called on the international community to establish a no-fly zone over Idlib, where regime forces have since December clawed back chunks of the region, forcing close to one million people to flee their homes and shelters amid bitter cold.

The United Nations said Monday that the latest fighting was coming "dangerously close" to encampments of the displaced, risking an imminent "bloodbath".

Groups of migrants have already moved towards western Turkey seeking to reach Greece, Turkey's private DHA news agency reported.

- 'Dangerous situation' -

The international community voiced alarm over the latest violence in Idlib.

"Without urgent action, the risk of even greater escalation grows by the hour," UN spokesman Stephane Dujarric said in a statement, reiterating Secretary General Antonio Guterres's call for an immediate ceasefire.

NATO chief Jens Stoltenberg urged de-escalation by all parties of "this dangerous situation" and condemned the "indiscriminate air strikes", in a phone call with Turkish Foreign Minister Mevlut Cavusoglu.

A US State Department spokesperson said Washington stood by its NATO ally and continues to call "for an immediate end to this despicable offensive by the Assad regime, Russia and Iranian-backed forces".

Under a 2018 deal with Russia meant to bring calm to Idlib, Turkey has 12 observation posts in the Idlib region -- but several have come under fire from Assad's forces.

In its first response to the Turkish deaths, Russia's defence ministry said the troops were among "terrorist groups" and that they had not communicated their presence in the area.

Thursday's attack brings to 53 the number of Turkish security personnel killed in Idlib so far this month.

- More civilians killed -

Elswhere, jihadists and Turkish-backed rebels on Thursday re-entered Saraqeb, a key Idlib crossroads town they had lost earlier in February, reversing one of the main gains of the government's devastating offensive.

The counter-offensive could, however, be short-lived as Russian-backed Syrian troops continued to chip away at other parts of the rebel bastion, capturing 20 localities.

Seven civilians, including three children, were killed in regime and Russian bombardment of Idlib, according to the Syrian Observatory for Human Rights, adding to more than 400 such deaths since December.

State news agency SANA acknowledged there were "fierce clashes" between the army and "terrorist groups on the Saraqeb front".

An AFP correspondent accompanied the rebels into Saraqeb, where he found a ghost town of bombed out buildings.

The counter-attack temporarily reverses one of the key gains of the government since its offensive against the country's last rebel enclave in December.

The cash-strapped government had been keen to fully secure the M5, a highway that connects Syria's four main cities and passes through Saraqeb.

The Syrian Observatory said the air strikes were carried out by Russia, heavily criticised by the West for the high civilian death toll from its bombing campaign.

State media accused the "terrorists" of launching car bombings and other suicide attacks against government forces attempting to retake the town.

It said the army had inflicted heavy losses on the attackers, despite the military support it said they had received from Turkey.

The Finance Analyst position is responsible analyzing financial data and developing profit-focused action plans. You will be a fundamental contributor to the fiscal health and success of Lidya with the ability to effectively communicate complex financial information in a clear and concise approach.

Key Duties and Responsibilities:

a) Financial Reporting: Researching, monitoring, and analyzing financial data to be a fundamental contributor to the fiscal health and success of Lidya, including but not limited summarizing data to structured reports on Lidya’s and client’s financial status and risks. Preparing weekly, monthly, quarterly, and yearly operating reports to present to senior management and provision of recommendations for improvements based on trends. Supporting the preparation of annual financial information be provided to the external auditors. Coordinating with other members of the finance team to review financial information and forecasts.
b) Loan Portfolio Growth. Supporting the evaluation, authorization and approval of loans given to customers including, verification of documentation presented for all loan applications and ensuring they meet KYC, loan assessment and any other documentation as required by the Lidya and by the regulators. Managing the cost analysis process by establishing and enforcing policies and procedures.

Desired Qualifications and Skillset:

  • 1 to 4 years+ of experience (preferably commercial) working with an Investment Bank, Commercial Bank, Management Consulting Firm or in a Finance Analyst Role.
  • Bachelor's degree in finance, accounting, statistics, mathematics, engineering, investments or a related business discipline
  • Strong analytical skills including the ability to read and assess both individual and company financial statements – profitability, cash flow and debt service capacity analysis + projections.
  • Ability to extract data from financial systems, manipulate in offline environments such as Excel, and assist in the preparation of financial models.
  • Bachelor's degree in finance, accounting, statistics, mathematics, engineering, investments or a related business discipline
  • Self-starter with the desire to contribute from day one to supporting Lidya in providing premier financial services.
