Just days after the poisoning of a Russian double agent and his daughter in Salisbury with a military-grade nerve agent, the United Kingdom on Thursday will reportedly announce plans to construct a nearly $70 million chemical weapons defense center. In a planned speech on Thursday, Defense Secretary Gavin Williamson will emphasize that "the chemical threat doesn't just come from Russia but from others," the BBC reported. The new facility, which is set to be sited at the Defense Science and Technology Laboratory in Wiltshire, will "ensure we maintain our cutting edge in chemical analysis and defense," Williamson will say. Princeton (United States) (AFP) - The Russian chemist who first revealed the existence of "Novichok" nerve agents says only the Russians can be behind the weapon's use in Britain against a former spy and his daughter.

Vil Mirzayanov, 83, came to the United States in 1995 after 30 years of working for the State Scientific Research Institute of Organic Chemistry and Technology, or GNIIOKhT.
It was he who in the early 1990s revealed the existence of that class of ultra-powerful nerve agents.
He did so first in the Russian media as it opened up with the collapse of the Soviet Union, and later, with chemical formulas at hand, in his book "State Secrets," published in 2007.

Former Russian agent Sergei Skripal and his daughter Yulia were found slumped on a bench in the English city of Salisbury on March 4. Britain says it is "highly likely" that Moscow was to blame for the nerve agent attack.

Mirzayanov, speaking at his home in Princeton, New Jersey, said he is convinced Russia carried it out as a way of intimidating opponents of President Vladimir Putin.
"Only the Russians" developed this class of nerve agents, said the chemist. "They kept it and are still keeping it in secrecy."

The only other possibility, he said, would be that someone used the formulas in his book to make such a weapon.

- 'Dangerous for the Kremlin' -

He said that the Russians could argue that maybe someone had synthesized them "and they could make me guilty!"
This is the first time the nerve agents, which took 15 years to develop and were tested on animals, have been used to try to kill somebody, Mirzayanov said.
Why now? Mirzayanov said he believes the Kremlin wants to intimidate people, such as enemies of Putin.

For instance, he hypothesized, suppose someone leaves Russia with material that would compromise President Donald Trump in the US probe into whether his 2016 election campaign colluded with Russia in its alleged drive to help him beat Hillary Clinton.

"It's very dangerous for the Kremlin because it is a plot against America," said the chemist. "So they threaten this person, and they say, 'look what happened to Skripal. The same could happen to you.'"
Mirzayanov said Skripal could no longer cause Russia any problems but the Kremlin could have killed him anyway, and in a cruel fashion, just to intimidate potential opponents.

- No cure -

An attack with Novichok agents, which are 10 times stronger than VX, is excruciating and has no cure, he added.
He said half a gram is enough to kill a person who weighs 50 kilos (110 pounds).
Someone exposed to it first has their vision go blurry, and if no antidote is applied are then hit with violent convulsions and can no longer breathe.

"I have seen the effect on animals -- rabbits, dogs. It is awful," he said.
Even if they do not die, Skripal and his daughter will suffer for the rest of their lives, he predicted.
The nerve agents are easy to administer because they are binary, meaning they result from the mix of two substances which on their own are harmless.

So these two parts can be transported with no risk, then blended to make the weapon in a spray gun.
Mirzayanov said that as awful as it has been, the attack in Britain might lead to something good: the UK and other Western countries insisting on Novichok agents being registered in the Convention on the Prohibition of Chemical Weapons, as he has been urging for more than 20 years.

Had these weapons been placed under control the Salisbury attack might not have happened, he said.
Now that Mirzayanov is speaking openly about Novichok, his friends on Facebook and elsewhere are urging him to be careful, lest the Russians seek reprisal against him.

"But I have lived for quite a long time. They cannot stop me. I will work until the end to have Novichok placed under international control," he said.

Defence Secretary Gavin Williamson has boldly claimed that Russia should ‘shut up’ as he faced questions over the threat of a new Cold War.
When quizzed about relations between Russia and the UK, he responded: ‘Well let’s face it, relations ain’t good are they… It’s feeling exceptionally, exceptionally chilly.’

He added: ‘Frankly Russia should go away, it should shut up’.
It comes as the Prime Minister visited Salisbury on Thursday to speak to emergency services, members of the public and local businesses.

She will also receive a briefing from Public Health England.
Russian foreign minister Sergei Lavrov, meanwhile, earlier warned Moscow will expel British diplomats ‘soon’ after Mrs May announced the biggest expulsion of Russian embassy staff since the Cold War.

The stark remarks from the Defence Secretary came after he delivered a keynote speech in Bristol and faced questions about the poisoning of former spy Sergei Skripal.

‘What we will do is we will look at how Russia responds to what we have done’, he said.
‘It is absolutely atrocious and outrageous what Russia did in Salisbury. We have responded to that. Frankly, Russia should go away and should shut up.’

As he called for the whole country ‘to unite’ with the Prime Minister, Williamson pleaded: ‘You see it in the House of Commons and you listen to members of Parliament from all parties on the backbenches.
‘That is what they are wanting to see: Britain standing together against this great threat.’

As the diplomatic fall-out from the Salisbury spy poisoning scandal continued,
Boris Johnson confirmed the UK will submit a sample of the nerve agent to the Organisation for Prohibition of Chemical Weapons (OPCW) for it to carry out its own tests.

The US threw its diplomatic weight behind the UK on Thursday, saying it ‘stands in solidarity with its closest ally’.
Mr Johnson said the UK’s response means Russia’s intelligence capabilities in the country had been ‘basically eviscerated’ for decades.

The Foreign Secretary claimed Russian President Vladimir Putin wanted to send a message to any defecting Russians that ‘you’re going to die’.
Announcing sanctions in the House of Commons, the PM said the attack on ex-spy Sergei Skripal and his daughter Yulia amounted to ‘an unlawful use of force by the Russian state against the United Kingdom’.

Mrs May announced the suspension of high-level contacts with Russia, including a boycott of this summer’s World Cup by Government ministers and members of the royal family.
She said Russian state assets will be frozen ‘wherever we have the evidence that they may be used to threaten the life or property of UK nationals or residents’.

 

Twenty-three Russian diplomats identified as undeclared intelligence officers have been given a week to leave the UK, in the largest mass expulsion since 31 were ordered out in 1985 following the defection of double agent Oleg Gordievsky.

Mr Corbyn drew criticism for his stance on the Salisbury incident after his spokesman said the history of the use of information from UK intelligence agencies is ‘problematic’ and refused to say that the Labour leader accepted the Russian state was at fault.

The spokesman’s comments prompted Labour backbencher John Woodcock to table an Early Day Motion ‘unequivocally’ accepting the ‘Russian state’s culpability’ for the attack, and supporting ‘fully’ the statement made by Mrs May in the Commons.

Top Air Force leaders sidestepped questions from Congress this morning about the creation of the "Space Force" suggested by President Donald Trump Tuesday.
Air Force Secretary Heather Wilson opened her testimony before the House Appropriations Committee today by touting the Air Force's efforts in space, a top priority for the service in the fiscal year 2019 budget.

In contrast, Trump suggested removing the space domain out of the Air Force and creating a separate Space Force.

"My new national strategy for space recognizes that space is a war-fighting domain, just like the land, air, and sea. We may even have a Space Force -- develop another one: Space Force," Trump said at Marine Corps Air Station Miramar in San Diego. “We have the Air Force; we'll have the Space Force. We have the Army, the Navy.

“You know, I was saying it the other day, because we are doing a tremendous amount of work in space. I said maybe we need a new force. We'll call it Space Force. And I was not really serious. Then I said what a great idea. Maybe we'll have to do that. That could happen."

When asked for her reaction to the idea, Wilson would only say she welcomed the president and vice president's leadership on space operations.
Sitting beside the secretary, Air Force Chief of Staff Gen. David Goldfein said he was "excited by the dialogue."

The idea of a separate space command has long been debated in the military and on Capitol Hill. The Space Corps -- as it's been called -- was in the House's version of the 2018 National Defense Authorization Act but later dropped in conference.
Advocates for a Space Corps say a separate command is necessary to keep up with modern adversaries like China and Russia.

But in a letter last summer to Rep. Mike Turner, R-Ohio, who spearheaded the congressional effort against the Space Corps, Secretary of Defense James Mattis said he was opposed to the idea.
"At a time when we are trying to integrate the department's joint warfighting functions, I do not wish to add a separate service that would likely present a narrower and even parochial approach to space operations," Mattis wrote.

Testifying today before the House Armed Services Committee, the former deputy assistant secretary of defense for space policy also pushed back on the creation of a separate Space Corps.
"Space is a different kind of domain than air," Doug Loverro told congressman during a hearing on space warfighting readiness. "We don't need to move it out of the Air Force in order to go ahead and create the space-smart civilian and military force that we need.

“But we need to allow it to grow differently than the way we would grow air officers."
He compared it to how the Navy has different training for a sailor operating submarines versus ships in the surface fleet.

WASHINGTON (AP) -- The Trump administration accused Russia on Thursday of a concerted, ongoing operation to hack and spy on the U.S. energy grid and other critical infrastructure, and separately imposed sanctions on Russian officials for alleged high-tech interference in the 2016 American presidential election.
U.S. national security officials said the FBI, the Homeland Security Department and American intelligence agencies determined that Russian intelligence and others were behind the attacks on the energy sector. The officials said the Russians deliberately chose U.S. energy industry targets, obtaining access to computer systems and then conducting "network reconnaissance" of industrial control systems that run American factories and the electricity grid.
The U.S. government has helped energy businesses kick out the Russians from all systems currently known to have been penetrated, according to the officials. The officials, who briefed reporters on condition of anonymity to discuss sensitive national security information, left open the possibility of discovering more breaches, and said the federal government was issuing an alert to the energy industry to raise awareness about the threat and improve preparation.
The accusations and accompanying sanctions are some of the strongest actions to date by the administration to punish Russia for hacking and other efforts to sow discord in the American democracy. Also Thursday, the U.S. joined the Britain, France and Germany in a joint statement blaming Moscow for the poisoning of an ex-Russian spy who was living in England.
The list of Russians now under sanction includes the 13 indicted last month by U.S. special counsel Robert Mueller as part of his Russia-related investigation into alleged election interference. The sanctions are the first use of the new powers that Congress passed last year to punish Moscow for meddling in an election that Republican Donald Trump won over Democrat Hillary Clinton.
"These targeted sanctions are a part of a broader effort to address the ongoing nefarious attacks emanating from Russia," Treasury Secretary Steven Mnuchin said. He said others would face punishment in the future under the new sanctions law "to hold Russian government officials and oligarchs accountable for their destabilizing activities."
Altogether, 19 Russians were cited. Also sanctioned were five Russian companies, including the Internet Research Agency, which is accused of orchestrating a mass online disinformation campaign to affect the presidential election result.
The Treasury Department announced the sanctions amid withering criticism of Trump and his administration for failing to use its congressionally mandated authority to punish Russia. Trump himself has been skeptical of the election accusations.
The targets include officials working for the Russian military intelligence agency GRU. Thursday's action freezes any assets the individuals and entities may have in the United States and bars Americans from doing business with them.
The Treasury Department said the GRU and Russia's military both interfered in the 2016 election and were "directly responsible" for the NotPetya cyberattack that hit businesses across Europe in June 2017.

"The administration is confronting and countering malign Russian cyberactivity, including their attempted interference in U.S. elections, destructive cyberattacks, and intrusions targeting critical infrastructure," said Mnuchin said.

Among those affected was Yevgeny Prigozhin, who is known as Russian President Vladimir Putin's "chef" and who ran the St. Petersburg-based Internet Research Agency and 12 of the agency's employees. They were included in Mueller's indictment last month.
The IRA "tampered with, altered, or caused a misappropriation of information with the purpose or effect of interfering with or undermining election processes and institutions," specifically the 2016 U.S. presidential race.

"The IRA created and managed a vast number of fake online personas that posed as legitimate U.S. persons to include grassroots organizations, interest groups, and a state political party on social media," the Treasury Department statement said. "Through this activity, the IRA posted thousands of ads that reached millions of people online."

The sanctions also affect the Russian Federal Security Service, or FSB, and six of its employees for cyberattacks more broadly, including those targeting Russian journalists, opposition figures, foreign politicians and U.S. officials. The Americans include members of the diplomatic corps, the military and White House staffers.

  • Play a strategic role in the data governance strategy for data quality management, consistency, usability, security, currency, and data availability to the organization and customers.
Key Responsibilities
Establish a standardized Data Quality Management Program:
  • Ability to understand business process flow and translate that into data quality measurement requirements.
  • Determine data quality improvement recommendations as well as process improvement recommendations for the source systems.
  • Collaborate directly with the Business Data Owners and Data Governance Specialist to establish the business rules that will provide the foundation of the organization's data quality improvement plan.
