THE NEWS: US using DNA tests to reunite children with migrant parents

US using DNA tests to reunite children with migrant parents
source: AFP

GETTY IMAGES NORTH AMERICA/AFP/File / SPENCER PLATT Women and their children, many fleeing poverty and violence in Honduras, Guatamala and El Salvador, arrive at a bus station following release from Customs and Border Protection in McAllen, Texas on June 22, 2018

US officials have resorted to DNA testing on up to 3,000 detained children who remain separated from their migrant parents, a top official said Thursday as President Donald Trump's administration struggles to rapidly reunite families at the center of a border crisis.

The controversial procedures are part of government efforts to meet rapidly approaching court-imposed deadlines for reuniting children with their parents, and come as the president himself once again demanded swift action by Congress to fix the country's "insane" immigration laws.

The Department of Health and Human Services is "doing DNA testing to confirm parentage quickly and accurately," HHS Secretary Alex Azar told reporters on a conference call. His team said the procedures were "harmless" cheek swabs.

Normally a last-resort means of identifying of migrants -- if birth certificates or other documents are unavailable -- DNA testing is being used to speed the process to meet a judge's order to reunite families by July 26, and by next Tuesday for some 100 children under age five.

But Azar portrayed the process as orderly and disputed accusations that the Trump administration has failed to account for some minors.

"HHS knows the identity and location of every minor in the care of our grantees," he said, adding that authorities were working to reunite children with their parents "as expeditiously as possible."

About 11,800 minors are currently in US custody after crossing over from Mexico, Azar said. Eighty percent are teenagers, mostly males who entered the United States on their own.

Azar did not provide an exact figure for the total number of detained children who have been split from their parents, only saying that number is "under 3,000" minors and that they are in "excellent" care, with three meals plus snacks each day and supervised exercise and entertainment.

The administration had previously said that just over 2,000 separated minors remained in its care.

AFP / NICHOLAS KAMM US President Donald Trump has spoken out repeatedly against lengthy judicial processes to determine migrants' eligibility for immigration, asylum or deportation, arguing they are a waste of US resources

Azar said reunited families would remain in custody of the Department of Homeland Security as their cases are adjudicated.

The DNA test results are being solely used to accurately connect parents with children, HHS Assistant Secretary for Preparedness and Response Jonathan White said on the call.

"This isn't some vast sprawling data set that we're matching up," he said.

But critics warn that very young children cannot give permission for such tests, which they say could ultimately be used for further monitoring, and that the policy shows the government never registered people properly when they were first detained.

"It's deplorable they are using the guise of reuniting children to collect even more sensitive data about very young children," said Jennifer Falcon of RAICES, a Texas-based rights group representing migrant families.

"This would allow the government to conduct surveillance on these children for the rest of their lives."

- 'INSANE' immigration laws -

Meanwhile Trump on Thursday uttered his latest contradictory outburst over the chaotic border crisis.

In a series of tweets, Trump demanded lawmakers "pass smart, fast and reasonable Immigration Laws" now, after the House of Representatives last month rejected a broad immigration bill that had his support.

AFP/File / Don EMMERT Yeni Gonzalez, of Guatemala, was reunited with her three children on July 3, 2018 in Harlem, six weeks after being separated at the border

"When people, with or without children, enter our Country, they must be told to leave without our... Country being forced to endure a long and costly trial," he wrote.

Trump has spoken out repeatedly against lengthy judicial processes to determine migrants' eligibility for immigration, asylum or deportation, arguing they are a waste of US resources.

"Congress - FIX OUR INSANE IMMIGRATION LAWS NOW!" he tweeted.

It was the latest conflicting message by Trump to Congress.

Before the June 27 House vote, he said Republicans -- who control both chambers -- "should stop wasting their time on immigration" until after the November midterm elections.

Days later he traveled to Capitol Hill to urge Republicans to back the pending legislation -- and after it failed, insisted he had "never pushed the Republicans to vote for the Immigration bill."

Trump has made fighting immigration -- both illegal and legal -- a central plank of his US-centered policy agenda, resulting in the "zero tolerance" immigration approach under which undocumented border crossers were being systematically prosecuted, and their children separated from them.

Faced with a barrage of criticism, Trump signed an executive order to halt the family separations, but made no specific provisions for those already split apart.

New figures released by DHS show overall apprehensions at the southwestern border dropped by 18 percent in June from the previous month, to 34,114.

But the number of family units apprehended remained steady, at 9,449 for June.

THE NEWS: Trump's scandal-plagued environment chief resigns

AFP/File / JIM WATSON The list of accusations levelled against the Scott Pruitt, the 50-year-old head of the US Environmental Protection Agency, had grown almost too long to itemize

US President Donald Trump on Thursday announced the departure of his environment chief, Scott Pruitt, who faced ever-growing ethics scandals over his spending and conduct in office.

"I have accepted the resignation of Scott Pruitt as the Administrator of the Environmental Protection Agency," tweeted the president, ending months of speculation about the future of the man he had tasked with dismantling former president Barack Obama's green legacy.

"Within the Agency Scott has done an outstanding job, and I will always be thankful to him for this," added Trump.

Trump told journalists aboard Air Force One that there was "no final straw" that led to Pruitt's departure, and that the move -- which he said had been in the works for "a couple of days" -- was "very much up to him."

"He came to me and he said, 'I have such great confidence in the administration. I don't want to be a distraction.' And I think Scott felt that he was a distraction," said Trump.

Trump tweeted that Pruitt's deputy, the former coal lobbyist Andrew Wheeler, would take over Monday as acting head of the agency.

"He is a very environmental person. He's a big believer, and he's going to do a fantastic job," the president told journalists of Wheeler.

Pruitt, a former Oklahoma attorney general reported to have close ties to fossil fuel industries, had become the focus of multiple investigations in recent months, including by his own agency's inspector general, two other independent federal agencies and by Congress itself.

The list of accusations levelled against the 50-year-old EPA chief had grown almost too long to itemize.

All the charges share a common thread: he appears to have used the position he has held since February 2017 to enrich his and his own family's lifestyle in violation of federal law, while punishing subordinates who raised objections to his behavior, or who failed to show sufficient loyalty to him.

It all began with a penchant for first-class and private air travel while on official business, a bill footed by the taxpayers, in contravention of usual government practice.

Then came reports of the large number of bodyguards he kept around him 24 hours a day, doubling the cost of his predecessors' security detail.

He also ordered the installation of a secure telephone cabin in his Washington office at the cost of $43,000, which critics found excessive.

- Zealous lieutenant -

And there was the question of his personal expenses. He rented an apartment linked to oil industry lobbyists in a pricey neighborhood of the capital for a mere $50 a night, a sum he only paid on nights he actually slept there.

He also tasked members of his staff with personal assignments, including finding him another apartment, getting his tickets to sporting events and trying to help his wife find a job.

Some of the tasks were outright bizarre, including a reported order to find and obtain a used Trump-brand mattress from a Trump hotel.

Despite the laundry list of ethics complaints putting him on thin ice, Pruitt was invited to and appeared at the White House Wednesday for Trump's Independence Day celebration, where he and other cabinet members received a shout-out from the president.

Pruitt made no mention of the various ethics complaints in his resignation letter, instead praising Trump for having "blessed me personally and enabled me to advance your agenda beyond what anyone anticipated."

But instead of taking responsibility, he pointed a finger at the pressure from critics including congressional Democrats.

"The unrelenting attacks on me personally, my family, are unprecedented and have taken a sizable toll on all of us," he wrote to Trump, in his letter posted by Fox News.

Trump's inner circle has had a revolving door since his first weeks in office, when he sacked national security advisor Michael Flynn.

Cabinet members who resigned or were ousted include health secretary Tom Price, secretary of state Rex Tillerson, national security advisor HR McMaster and veterans affairs chief David Shulkin.

Until now, Trump had stood by Pruitt -- a zealous lieutenant who strongly defended his decision to quit the Paris climate accords -- praising his work to roll back Obama-era environmental regulations that the president says hinder economic growth.

But the tone changed in recent weeks.

Last month, while praising Pruitt's "fantastic job" at the EPA, the president admitted, "I'm not happy about certain things, I'll be honest."

Congressional Democrats have called for Pruitt's ouster for months, and on Thursday their reaction to his departure was swift.

"Good riddance," tweeted House Democrat Earl Blumenauer.

"Given Pruitt's complete failure to protect our clean air and water, and with 13 open federal investigations into his work, the only question is why this took so long."

Pruitt's exit came just days after a woman confronted him at a Washington restaurant and called on him to resign.

At least 24 people were killed in a series of explosions Thursday at fireworks warehouses in the town of Tultepec in central Mexico, including rescue workers who died saving others' lives, officials said.

The initial explosion occurred around 9:30 am (1430 GMT), then spread to other warehouses just as police and firefighters began attending to the first victims.

Tultepec, a town of 65,000 people just north of Mexico City, is known for its artisanal fireworks -- and a history of deadly accidents.

"We deeply regret the deaths of those who were killed this morning in... Tultepec, including our firefighter and police colleagues who lost their lives saving those of many others," read a tweet from the Red Cross in the state of Mexico, where Tultepec is located.

At least 24 people were killed -- including a minor -- and 49 wounded, officials said.

The victims included four firefighters and five police.

Hundreds of soldiers, police and firefighters deployed to the neighborhood of Xahuento, on the outskirts of the town, cordoned off a wide area around the smoldering workshops where the explosions ocurred.

AFP / Pedro PARDO Firefighters work at the site after a series of explosions at fireworks warehouses in Tultepec, central Mexico, on July 5, 2018

An anguished teenager was asking rescue workers for news about his father, a fireworks maker who worked in the area.

"I left school to look for him as soon as we heard about the explosion. But they won't let me through and nobody is giving me any information," said Allan Osvaldo, 14.

Hours later, his father reappeared, badly shaken but safe.

"I was in my workshop when I heard the explosion. I ran out and was immediately enveloped in the cloud of smoke," said the father, 43-year-old Osvaldo Urban, his voice trembling.

"I'm so grateful to be OK."

- 'It rained fire' -

An overpowering smell of gunpowder hung in the air, and occasional detonations could still be heard hours after the original accident.

Charred furniture and bricks hurled by the explosions could be seen lying in the grass, even outside the ample security perimeter.

"I was having breakfast when there was a terrible blast. We left the house running and I saw a huge white cloud in the sky, as if it were going to rain -- except today it rained fire," said Alondra Perez, 62, who lives across the road.

AFP / Pedro PARDO Women embrace at the site of a series of explosions at fireworks warehouses in Tultepec, central Mexico, on July 5, 2018

Two badly damaged firetrucks were visible beside one totaled workshop, and a police officer told AFP an ambulance had been completely charred in one blast.

"People here insist on continuing to make fireworks. It's their tradition. But they don't gauge the consequences of these tragedies. It's infuriating, because our firefighter colleagues... end up dead saving these people," he said, speaking on condition of anonymity.

- History of accidents -

Mexican President Enrique Pena Nieto sent his condolences to the victims' families on Twitter and said the army and interior ministry were supporting the state rescue effort.

Authorities suspended all fireworks sales in the area.

State Interior Minister Alejandro Ozuna said an "exhaustive review" would be conducted of all workshops' permits.

"We know it's a way of life and a tradition, but we have to send the community the message, and they have to understand, that it must be regulated, for their own safety," he said.

Tultepec is known for making the fireworks that Mexicans traditionally use to celebrate holidays and saints' days. It has been hit by devastating explosions in the past.

On June 6, seven people were killed in a similar blast.

And on December 20, 2016, 42 people were killed and 70 injured in a series of spectacular explosions at Tultepec's San Pablito market, the largest fireworks market in the country.

On that occasion, investigators say a rocket exploded at the market -- crowded with holiday shoppers at the time -- and set off a chain reaction of other blasts.

Despite the dangers, Tultepec's fireworks tradition is deeply rooted.

"This is our work, this is how we eat," said retired fireworks maker Manuel Guerrero, 63, at the scene of Thursday's explosions.

"Half the town makes its living from this. If you're one of the unlucky ones, well, that's the way it is. We just have to go on. Life goes on."

THE NEWS: Divers to check sunken Thai boat for Chinese tourists: governor

Divers to check sunken Thai boat for Chinese tourists: governor
source: AFP

AFP / Kritsada MUENHAWONG The boat, which had left the popular snorkelling spot of Koh Racha to return to Phuket, was carrying 105 passengers, the majority Chinese tourists

The search for dozens of missing Chinese tourists whose boat capsized off the Thai holiday island of Phuket resumed early Friday, with divers poised to scour the sunken hull, the local governor told reporters.

The Phoenix ran into trouble on Thursday afternoon, when it was hammered by five-metre (15-feet) high waves that had been whipped up by a storm.

The boat, which had left the popular snorkelling spot of Koh Racha to return to Phuket, was carrying 105 passengers, the majority Chinese tourists.

The body of one of the passengers, believed to be a Chinese holidaymaker, was pulled from the sea late Thursday and brought to shore, shortly before the search was called off for the night.

Helicopters, police and fishing boats were deployed early Friday as the rescue mission restarted.

"We will conduct air searches and send divers to check inside the sunken Phoenix boat," Noraphat Plothong said.

"Police investigators said most of the tourists were wearing life jackets," when the boat went down, he added.

Thailand is already in the global spotlight for a dramatic rescue mission in the north of the country, after 12 boys and their football coach were trapped in a cave complex.

Stunned survivors of the boat accident huddled in blankets on a Phuket pier late Thursday.

Some cried while others appeared dazed as they walked around still wearing their life vests.

"Eleven are injured, of these two are in serious condition," the governor added.

The Phoenix was among several boats that appeared to have ignored a severe weather warning in place since Wednesday to take tourists on day-trips to the islands that dot the seas off Phuket.

A Chinese consular official arrived at the operations centre in Phuket to monitor the rescue effort.

Several other vessels hit trouble late Thursday. Initial reports from officials said all of the passengers on those boats were rescued.

But as details dripped through overnight, governor Noraphat said two passengers were still unaccounted for from another stricken ship.

Phuket is a magnet for overseas visitors including Western sun-seekers and huge numbers of Chinese tourists who make up the bulk of the 35 million people expected to visit the kingdom this year.

Thailand has a poor health and safety record and accidents are common on its roads and busy waterways -- especially in tourist areas during the monsoon season which is now biting.

THE NEWS: Thai military diver dies as window for cave rescue narrows

AFP / Lillian SUWANRUMPHA The rescue effort started almost two weeks ago after the "Wild Boars" team went into the cave in northern Thailand after football practice

A former Thai navy diver helping to rescue a football team trapped inside a flooded cave died Friday as officials warned the window of opportunity to free the youngsters is "limited".

The diver's death raises serious doubts over the safety of attempting to bring the 12 boys and their football coach out through the cramped, waterlogged passageways of the Tham Luang cave.

But Thailand's Navy SEAL commander indicated that rescuers may have little choice but to attempt the tricky extraction of the group, in the first official admission that they cannot wait out the monsoon underground.

"At first, we thought the children could stay for a long time... but now things have changed, we have a limited time," Apakorn Yookongkaew told reporters.

AFP / Laurence CHU Thailand cave rescue mission

A sombre mood has clouded the elation from earlier in the week, when the boys were found dishevelled and hungry but alive on a ledge several kilometres (miles) inside the cave.

Many of the boys -- aged between 11 to 16 -- are unable to swim and none has scuba experience, further imperilling any attempt to dive out of the cave.

Those risks were made all the more immediate by the death of the diver, identified as Saman Kunan, who passed out and perished while returning from the chamber where the boys are trapped.

He was part of a team trying to establish an air line to the chamber where the children are awaiting rescue.

The Seal commander said oxygen levels in their shelter had dropped, but said a doctor was with the team monitoring their health.

- 'Still have faith' -

Chiang Rai deputy governor Passakorn Boonyaluck delivered the "sad news" of the diver's death to reporters massed at the entrance to the cave complex.

But Navy Seal commander Apakorn vowed the rescue bid will continue.

"We lost one man, but we still have faith to carry out our work."

AFP / YE AUNG THU Thai soldiers and police officers pay their respects as a Thai Navy plane carrying the body of Saman Kunan

Saman resigned from the Thai military in 2006 before working at Bangkok's Suvarnabhumi airport, according to a post on the Thai Navy Seals Facebook page, which said he was a triathlete and a "skilled and able diver."

Tributes poured out across social media in Thailand.

Asked how the boys could make it out safely if an experienced diver could not, Apakorn said they would take more precautions with the children.

Even for expert divers the journey is an exhausting 11-hour round trip.

"It's very risky (diving out). Think about it, a Navy Seal just passed away last night, so how about a 12-year-old kid," said Rafael Aroush, an Israeli volunteer helping the rescue bid.

Officials vowed to investigate the death, and have sent the body to a local hospital for an autopsy.

- Extreme risk -

The accident marks the first major setback for the gargantuan effort, which started almost two weeks ago after the "Wild Boars" team went into the cave in northern Thailand following football practice.

Their ordeal has gripped Thailand, with the nation holding its breath for their safe escape.

ROYAL THAI NAVY/AFP/File / Handout The "Wild Boars" team went into the cave in northern Thailand following football practice nearly two weeks ago

Messages of support for the "Wild Boars" have come in from across the world, including from football stars in Russia for the World Cup.

The unprecedented rescue mission has been dogged by the threat of rains, which complicate pumping water out of the cave system.

Intermittent rain hit the already muddy camp site on Friday.

The trapped team has been receiving basic training in breathing through diving equipment in case the order to evacuate is given.

But authorities are reluctant to allow them to dive out of the cave, given the extreme risks.

Other options under consideration are waiting out the monsoon -- which could take months -- or climbing out through a crack in the rock face, if one can be found.

THE NEWS: Pompeo to seek 'details' on denuclearisation in N. Korea

Pool/AFP / Andrew Harnik US Secretary of State Mike Pompeo has been tasked with thrashing out the details of an agreement on North Korean denuclearisation

US Secretary of State Mike Pompeo was en route to Pyongyang Friday to press Kim Jong Un for a more detailed commitment to denuclearisation following the North Korean leader's historic summit with President Donald Trump.

Since meeting Kim in Singapore last month Trump has been bullish about hopes for peace, boasting that the threat of nuclear war is over.

But the statement the leaders signed was short on clear commitments and Pompeo has been tasked with negotiating a plan that would Washington hopes would involve Kim declaring the extent of his nuclear weapons program and agreeing a timetable for it to be dismantled.

"Our leaders made commitments at the Singapore summit on the complete denuclearisation of North Korea," Pompeo told reporters travelling with him on a journey that included a stop at Yokota, a US airbase in Japan.

"On this trip I'm seeking to fill in some details on those commitments and continue the momentum toward implementation of what the two leaders promised each other and the world," he said.

"I expect that the DPRK is ready to do the same," he added, using the initials of North Korea's official name.

The top US diplomat and senior aides were due in the North Korean capital on Friday, where Pompeo is to stay overnight for the first time.

In a tweet the Secretary of State said he was "looking forward to continuing our work toward the final, fully verified denuclearisation of #DPRK, as agreed to by Chairman Kim".

Washington hopes that "complete" denuclearisation can begin within a year, but many expert observers and Trump critics warn that Kim's summit promise meant little and the process could take years -- if it ever starts.

In the meantime, Pompeo and Trump have vowed to keep in the place the international economic sanctions that they believe forced the North to the negotiating table in the first place.

The US delegation is set to have lunch with senior North Korean official and former spy master Kim Yong Chol on arrival in Pyongyang.

After talks late Friday and early Saturday in the capital, Pompeo is due to fly on to Tokyo to brief his Japanese and South Korean counterparts.

His round-the-world diplomatic voyage will then take him on to Vietnam and Abu Dhabi before he arrives in the Belgian capital Brussels to rejoin Trump for next week's NATO summit.

THE NEWS: Shoko Asahara, hanged cult guru behind Japan sarin attack

AFP/File / JIJI PRESS Asahara once led up to 10,000 followers, including some who in 1995 targeted the Tokyo subway in a shocking chemical attack that killed 13 people and injured thousands more

Shoko Asahara, executed Friday for his role in the deadly 1995 sarin attack on Tokyo's subway, used a mixture of charisma and mysticism to lure followers to his Aum Shinrikyo doomsday cult.

The "guru" with his wild hair and unkempt beard, once led up to 10,000 followers, including some who in 1995 targeted the Tokyo subway in a shocking chemical attack that killed 13 people and injured thousands more.

The attack brought international infamy to the Aum group, which attracted a range of devotees, including the doctors and engineers who produced chemical agents for the group's crimes.

AFP/File / Junji KUROKAWA The Aum group released sarin at several points across the Tokyo subway during the morning rush hour on March 20, 1995

Despite humble beginnings and being nearly blind, Asahara was a charismatic speaker who attracted hordes of recruits to the cult he developed in the 1980s.

"Asahara was talented at brainwashing," said Kimiaki Nishida, a professor of social psychology at Rissho University in Tokyo.

He "lured young people, who felt a sense of emptiness in Japanese society," Nishida told AFP.

Asahara told followers that he would help them acquire "the power of God with the right kind of training" and they would "create a new world" after Armageddon, which he predicted would occur in 1997.

- 'Violence was a hobby' -

He was born Chizuo Matsumoto on March 2, 1955, one of nine children of an impoverished straw mat maker in Yatsushiro on the southern Japanese island of Kyushu.

He started calling himself Asahara in the 1980s, when the Aum cult was being developed.

He was admitted to a state boarding school for blind children when he was six, quickly earning a reputation for bullying classmates.

"For him, violence was like a hobby. Once he got angry, there was no way to stop it," a former classmate once said.

Asahara left school at 19 after qualifying as an acupuncturist.

His poor eyesight meant he was unable to pursue his first choice of medical school, and he failed to gain admission to study law at the University of Tokyo -- a traditional route into the nation's elite class.

In 1978, he married Tomoko, and the couple would go on to have four daughters and two sons.

Four years later, he had his first brush with the law, being arrested and fined for selling quack medicine out of his acupuncture practice east of Tokyo.

After the arrest, he became a recluse, reportedly travelling to India and reading religious books, before emerging as a yoga instructor two years later.

He claimed to have achieved enlightenment in the Himalayas and preached an esoteric mix of various Eastern religions combined with his own apocalyptic prophecies.

- Another Asahara? -

His followers claimed their guru, who dressed in Chinese-style pyjama tunics, had extra-sensory powers and could levitate for hours at a time.

In 1990, Asahara and a group of followers ran unsuccessfully for parliamentary election, and after the failed bid he became increasingly violent.

JIJI PRESS/AFP/File / JIJI PRESS Asahara was sentenced after a lengthy prosecution during which he regularly delivered rambling and incoherent monologues in English and Japanese

In June 1994, Aum members released sarin in the central Japanese city of Matsumoto at night, killing eight people, but the attack was not initially linked to the cult.

The group went on developing their chemical weapons, and on March 20, 1995 released sarin at several points across the Tokyo subway during the morning rush hour.

The attack shocked the world, and prompted a massive crackdown that saw Asahara and some of his followers arrested.

He was on death row for the attack and other crimes from 2006, after a lengthy prosecution during which he regularly delivered rambling and incoherent monologues in English and Japanese.

Twelve other Aum members were also sentenced to death over the 1995 attack and other crimes.

The Aum cult, now renamed Aleph, officially disowned Asahara in 2000, but experts believe his influence remains strong, with some members using pictures of him and recordings of his voice for meditation.

And there have been fears that Asahara's execution could usher in a replacement "guru."

"It would be no surprise if another Asahara emerges in the future," Nishida said.

THE NEWS: US, China fire first shots in 'largest trade war in economic history'

US, China fire first shots in 'largest trade war in economic history'
source: AFP

AFP / - There are fears that prices will rise on the streets

The US and China on Friday launched tit-for-tat tariffs on each other's imports, the opening shots in what Beijing called "the largest trade war in economic history" between the world's top two economies.

At the stroke of midnight Washington time, the US pulled the trigger on 25-percent duties on about $34 billion in Chinese machinery, electronics and high-tech equipment, including autos, computer hard drives and LEDs.

The foreign ministry in Beijing said retaliatory measures "took effect immediately" with state news agency Xinhua confirming they were also 25-percent tariffs on an equal amount of goods.

Economists have warned escalating trade frictions could throttle global growth and strike at the heart of the world trading system, causing shockwaves across the planet.

Friday's tariffs could just be the opening skirmishes in the trade war, as US President Donald Trump has vowed to hit as much as $450 billion in Chinese goods, the vast majority of imports.

Months of dialogue between the two economic superpowers appeared to have failed, with Trump warning just hours before the tariffs came into effect that Washington was ready to impose duties on hundreds of billions of dollars more in Chinese imports.

Trump has for years slammed what he describes as Beijing's underhand economic treatment of the United States, with the US trade deficit in goods with China ballooning to a record $375.2 billion last year.

US officials accuse China of building its emerging industrial dominance by stealing the "crown jewels" of American technological know-how through cyber-theft, forced transfers of intellectual property and state-sponsored corporate acquisitions.

And despite dire warnings about the impact on the US, Trump believes the robust American economy can outlast its rivals in the current battle.

- 'Made in China' -

AFP / - The tariffs will affect some $34 billion in goods

But China also believes that its economy, with a greater focus on domestic demand and a reduced dependence on exports, can ride out the storm.

A member of China's central bank monetary policy committee, Ma Jun, said Friday that the first punches will have a "limited impact" on the Chinese economy.

"The $50-billion trade war will slow down China's GDP growth by 0.2 percentage points," Ma told Xinhua, China's official news agency.

With only $130 billion in US imports to retaliate against, Beijing has said it will take "qualitative" and "quantitative" measures against the US, triggering fears it could cripple the operations of US multinationals in China.

"A trade war benefits no-one because it hurts free trade and the multilateral process," China's prime minister Li Keqiang said on a visit to Sofia.

Chinese stocks actually rose after the announcement, with the benchmark Shanghai Composite Index up nearly one percent and the Shenzhen index climbing more than one percent.

Stocks fell back slightly from that point, with Shanghai closing up half a percentage point.

Li Daxiao, analyst at Yingda Securities, said news of the tariffs was already priced into the market, "therefore investors are not in as much of a panic as before."

On the streets of Beijing, there were some concerns that prices would rise due to the tariffs but also a determination to support the Beijing authorities in the trade war.

"I will try my best to support domestic products. I think products made in China are the best," said one shopper in a Beijing grocery story, who gave his name as Yang.

Beijing has accused the US of "firing on the whole world" with the measures, pointing out that most of the Chinese exports under attack are largely made by companies with foreign investment -- including from America.

- Darkening skies -

Under the banner of his "America First" policy, Trump has also targeted other traditional trade partners of the US, such as the European Union, Japan, Mexico and even Canada.

AFP / John SAEKI Trump tax on Chinese goods

And signs are growing that the escalating global trade dispute is already affecting the world's top economy, with punitive duties now in place for steel and aluminium and the White House threatening to levy duties on auto imports.

As the tariffs approached, the US central bank warned the impending trade battle was beginning to darken the otherwise blue skies of the robust American economy, now in its 10th year of recovery.

Businesses around the United States told the central bank that spending plans had been scaled back or postponed and they also warned of further adverse effects from the trade conflict, according to a Federal Reserve survey.

The start of the trade war also likely confirms the widening rupture between Trump and his own Republican Party, a traditional champion of free trade and big business.

AFP / Kirill KUDRYAVTSEV Neymar celebrates scoring Brazil's opening goal against Mexico in the World Cup last 16

Favourites Brazil and Neymar take on a talented Belgium side in the World Cup quarter-finals on Friday while an exciting young France team led by emerging superstar Kylian Mbappe must pass a tough test against Uruguay.

As the World Cup bursts back into life, Brazil are aiming to continue on the path towards winning a record-extending sixth World Cup at Moscow's Luzhniki Stadium on July 15.

But first, Neymar and his star-studded supporting cast have to get past Belgium, who boast an array of their own firepower, to reach the last four.

In a Kazan Arena expected to be awash with yellow-clad Brazil fans at the 1800 GMT kickoff, Belgian trio Eden Hazard, Romelu Lukaku and Kevin De Bruyne have a chance to prove they can cut it at the highest international level after so many disappointments.

AFP / BENJAMIN CREMEL France forward Kylian Mbappe has three goals at the World Cup

Belgium coach Roberto Martinez acknowledged the gulf in World Cup pedigree between his side, who have never been further than the semi-finals, and Brazil.

"They know how to win World Cups, they've done it more than any other nation so they have that psychological barrier out of the way," the Spaniard said.

"Of course we want to win and we're going to try to win. The most important aspect tomorrow is our chance to play in the quarter-final.

"We want to enjoy our game."

Brazil coach Tite said he was desperate to win without resorting to the "horror" of penalties after three of the last-16 ties were settled by spot-kicks.

AFP / Odd ANDERSEN Kevin De Bruyne provides Belgium's creative spark

"A football match should never be settled with the horror of penalties. I don't see that as a valid result," Tite said Thursday. "For me, there has to be another way."

Brazil made a slow start in Russia but hit their stride with an impressive performance to shut down Mexico in the last round.

All eyes will again be on Neymar's performance. The world's most expensive player has attracted praise for his goals and fierce criticism for his play-acting at the merest contact from an opponent.

He has brushed off the barbs, saying: "I don't care much for criticism, or praise, because this can influence your attitude."

- Waiting on Cavani -

France overran Argentina in a last-16 match that appeared to signal the passing of a torch to a new generation of superstars, as 19-year-old Mbappe scored twice to outshine Lionel Messi and dump the 2014 finalists out of the competition.

Nobody in the French camp is under any illusions that Uruguay will give them the acres of space they enjoyed against the disorganised Argentine defence.

"Uruguay have so many assets, so many qualities," said France coach Didier Deschamps. "They defend as a unit, they play together and they love to do that."

Uruguay will make a last-minute decision on whether prolific striker Edinson Cavani will play after he suffered a calf injury in his impressive two-goal performance that ended the hopes of Cristiano Ronaldo's Portugal.

Cavani was back in training on Thursday and France are acutely aware of the threat posed by the man who plays for Paris Saint-Germain.

"I am preparing my team for if Cavani plays," Deschamps said, adding he would only know 90 minutes before kickoff.

France are likely to draft in Bayern Munich's Corentin Tolisso in place of the suspended Blaise Matuidi to add steel to their midfield.

In England, World Cup fever is building as hopes rise that Gareth Southgate's young team can beat Sweden on Saturday and reach the semi-finals for the first time since 1990.

Southgate has urged his young squad to seize their chance.

"It's a great opportunity, and although our team will be individually better in two years, we might not have this opportunity again," he told the BBC.

Even if England do reach the final, British political leaders and royals will not attend the match in Russia. The boycott imposed over a nerve agent attack on a former Russian spy living in southwest England has taken on new significance after a fresh case of exposure to the same poison nearby.

FIFA President Gianni Infantino told President Vladimir Putin that everyone had fallen "in love with Russia" during the World Cup, during a meeting Friday at the Kremlin.

"Everyone who has been here for a period of time now has discovered a country that we didn't know," Infantino said, flanked by former stars including England's Rio Ferdinand.

England or Sweden will play the winner of Saturday's other quarter-final, in which host nation Russia hope to keep their rollercoaster ride through the finals going when they play Croatia.

Written off as no-hopers before the tournament, Russia are now within reach of their first World Cup semi-final since 1966.

AFP/File / Vasily MAXIMOV Cristiano Ronaldo hinted after May's Champions League victory that he was considering leaving Real Madrid

Spain's media said goodbye to superstar Cristiano Ronaldo while Italy's welcomed him on Friday after persistent reports that the five-time Ballon d'Or winner will leave Real Madrid for Italian champions Juventus.

"Ciao CR7" said the headline of Barcelona newspaper Mundo Deportivo.

"Real accepts his departure, the key day will be today (Friday) and Juve wants to wrap up the operation so it can announce it," the newspaper said.

Spanish sport newspaper AS said that the player could be unveiled to Juve supporters in Turin as early as Saturday, with the date 7/7 symbolic for number 7 Ronaldo.

Juventus "hopes to announce (the news) tomorrow in its stadium," said the paper, which had the headline "Cristiano exit imminent".

Ronaldo was applauded at Juventus Stadium by the club's fans last season after scoring a spectacular overhead kick in the Champions League quarter-finals.

Italian media welcomed the purported "imminent" arrival of Ronaldo, with Corriere Dello Sport also expecting him in Turin on Saturday.

"Italy is only a step away and Madrid is looking for its new top player," the newspaper said.

Gazzetta Dello Sport had the headline "CR7 Juve, we can do it", and said Juventus was "closer than ever to the deal of the century".

Spain's Marca newspaper claimed that Ronaldo has "already given his word to (Andrea) Agnelli" the president of Juventus.

"His desire to play for Juve is strong," Marca said, cautioning that the Turin club had not yet received a firm offer from Real Madrid.

The paper also said that while Real maintains Ronaldo's buy-out clause is 1 billion euros ($1.17 billion) -- which would nix any potential transfer -- "the player and his representatives say there is a signed document freeing him for 100 million".

Numerous media outlets have reported since Wednesday that Juventus offered the galactico a four-year contract with 30 million euros per year.

The 33-year-old, whose Portugal were knocked out of the World Cup last 16 by Uruguay on Saturday, hinted after May's Champions League victory against Liverpool that he was considering leaving the Santiago Bernabeu.

"It was very nice to be in Madrid," he said at the time, using the past-tense. He later walked back the statement, but doubts over his future at Madrid lingered.

Real Madrid has won the La Liga twice and the Champions league four times since Ronaldo moved there from Manchester United in 2009.

THE NEWS: Syria rebels say close to deal with Russia on south

Syria rebels say close to deal with Russia on south

AFP / Mohamad ABAZEED Smoke rises from rebel-held areas in Syria's Daraa during reported air strikes by regime forces on July 5, 2018

Rebels in southern Syria said on Friday they were close to reaching a deal with regime ally Russia including a ceasefire and the handover of some territory.

A meeting between rebel and Russian negotiators was still continuing on Friday afternoon with no confirmation of a final agreement.

But its broad outlines were described to AFP by two spokesmen for the joint opposition command in the south.

Hussein Abazeed said a ceasefire would take hold in the southern province of Daraa, known as the "cradle" of Syria's uprising.

"Rebels will hand over their heavy-duty weapons in stages in exchange for the regime withdrawing from four towns" it had recently recaptured, said Abazeed.

Government forces would then take control of a key route running along the border with Jordan, up to the Nassib border crossing.

"The Nassib crossing will come under a Syrian civil administration, with Russian supervision," said Abazeed.

The border point, which has remained in opposition hands, is one of the key targets of the government's more than two-week offensive in southern Syria.

Recapturing it could bring renewed trade with neighbouring Jordan.

Abazeed said the preliminary deal also provided for the safe transfer of at least 6,000 people, including rebels and civilians, to the northwestern province of Idlib.

According to rebel sources, Moscow had previously rejected a phased surrender of heavy arms and any population transfers.

Ibrahim Jabbawi, another spokesman for the rebels' southern operations, confirmed the agreement on a ceasefire, the surrender of heavy weapons, and the rebel handover of the frontier road with Jordan.

A key ally of Damascus, Moscow has been brokering talks for the negotiated surrender of rebels in areas of southern Syria bordering Jordan and the Israeli-occupied Golan Heights.

The negotiations collapsed on Wednesday, ushering in a day-long volley of air strikes, barrel bombs and missiles that ultimately pressured rebels to return to the table.

They resumed talks at around midday on Friday. Rebels have walked away from negotiations in the past if they deem the terms too tough.

Sputnik/AFP / Alexei Druzhinin FIFA chief Gianni Infantino presents Russian President Vladimir Putin with a jersey in the Kremlin. Also present was former German international Lothar Matthaus and ex-Mexican footballer Jorge Campos Navarrete

FIFA president Gianni Infantino told President Vladimir Putin on Friday the world was "in love" with World Cup hosts Russia and praised him for overcoming negative stereotypes about the country.

Infantino spoke at a meeting with Putin and former world football stars including former England defender Rio Ferdinand and ex-Denmark goalkeeper Peter Schmeichel.

"We all fell in love with Russia," Infantino told a beaming Putin at the televised meeting in the Kremlin.

"Everyone who has been here for a period of time now has discovered a country that we didn't know."

Despite high tensions with the West, Putin has presided over a well-organised, good-humoured tournament.

Human rights groups warn however that he is using the world's biggest sporting event to gloss over his authoritarian rule.

Human Rights Watch said the tournament is taking place "during the worst human rights crisis in Russia since the Soviet era."

But the World Cup has created an unusual carnival atmosphere in traditionally conservative Russia -- not least due to the home team's own unexpected success.

"Russia has become a true football country. The virus of football has entered into the bodies of each and every Russian citizen," Infantino said.

Hundreds of thousands of foreigners are visiting, with many saying it has allowed them to discover a different, softer side to Russia.

"Many stereotypes about Russia have simply collapsed," Putin told his guests, who also included Lothar Matthaus of Germany and Marco van Basten of the Netherlands.

"People have seen that Russia is a hospitable country which is friendly to visitors."

Infantino praised Putin's government for busting negative anti-Russian stereotypes.

"All the fears that some were trying to put on us with regards to this World Cup, well not only they were not true but it's actually the opposite."

Infantino was elected president of world football's governing body in 2016. His predecessor Sepp Blatter resigned following a corruption scandal.

THE NEWS: 37 dead, 18 unaccounted for in Thai tourist boat capsize

AFP / MOHD RASFAN Emergency personnel transfer a passenger from the sunken tourist boat

Thai rescuers pulled 37 bodies from waters off the coast of the holiday island of Phuket on Friday after a tourist boat went down in heavy seas with dozens of Chinese passengers on board.

Many of the dead were found drifting face down in the water, still wearing life jackets, several kilometres (miles) from where the Phoenix sank after being hit by five-metre (15-foot) high waves in a storm on Thursday evening.

"The death toll today is 37, with 18 still unaccounted for," said a Thai navy official late Friday, requesting anonymity.

In a grisly development earlier, divers reported seeing "over 10 bodies" floating inside the hull of the submerged boat, according to Thai navy Rear Admiral Charoenphon Khumrasee, who said they would try to retrieve them later Friday.

One survivor, a Chinese woman, was rushed to hospital in Phuket, according to an AFP reporter at the scene, after she was found several kilometres from the boat having spent the night in the water.

Her condition was unknown.

The three-decker boat was carrying 105 passengers, mostly Chinese tourists, when it sank.

"The skies were clear when we went out, we had no idea the weather could change so fast," said Wu Jun, 28, from the hospital bedside of his wife Long Hai Ning.

The pair, who were on their honeymoon, were on different decks as the boat started to list, but both managed to escape.

"I grabbed onto a railing and pulled myself overboard," he told AFP, adding he feared women and children were among those who were trapped on the bottom deck as the boat went down.

A total of 56 passengers were reported missing as of Friday morning before the recovery effort began, with the Phoenix looking set to be one of the worst boat disasters in recent Thai history.

The boat sank 40 metres below the surface of the Andaman Sea, a few kilometres off the coast of Koh He, an islet known for its coral formations and popular with day-trippers from the tourist magnet of Phuket.

A stream of full body bags were brought to shore at Chalong pier in Phuket and taken to a nearby hospital for identification.

Helicopters continued to scan the water Friday afternoon in what appeared to be an increasingly forlorn hunt for survivors.

"I'm not really sure how many will survive," a grim-faced Noraphat Plodthong, the governor of Phuket, told reporters.

- Weather warning -

Some 48 people -- passengers and crew -- were rescued from the Phoenix on Thursday before the operation was suspended overnight.

AFP / Mohd RASFAN So far 21 bodies have been recovered from the water

Thai junta number two Prawit Wongsuwon ordered an investigation into why "the boat went to sea" despite a weather warning, while Thai police said they would seek to charge the captain and owner with negligence.

The Phoenix was among several boats that appeared to have ignored a warning in place since Wednesday not to take tourists on day-trips to the islands that dot the seas off Phuket.

Several other vessels hit trouble late Thursday, but all of their passengers were rescued.

Thailand is already in the global spotlight for a dramatic rescue mission in the north of the country, after 12 boys and their football coach were trapped in a cave complex.

A Chinese consular official arrived at the operations centre in Phuket to monitor the rescue effort.

Chinese foreign ministry spokesman Lu Kang said a taskforce was on its way to Thailand.

"We hope that the Thai side can continue their best efforts and... do their best to treat the injured, comfort relatives and deal with other follow up measures," he said.

Phuket draws hordes of overseas visitors including Western sun-seekers and huge numbers of Chinese tourists who make up nearly a third of the 35 million people expected to visit Thailand this year.

Last year 9.8 million Chinese tourists visited Thailand, with five million more arriving between January and May this year.

Thailand has a poor health and safety record and accidents are common on its roads and busy waterways -- especially in tourist areas during the monsoon season which is now biting.

THE NEWS: US trade deficit hits 18-month low on record exports in May

US trade deficit hits 18-month low on record exports in May
source: AFP

AFP/File / Hector Mata The US trade deficit fell 6.6% to $43.1 billion in May due to all-time record exports

A burst of US exports of soybeans, commercial aircraft and other goods drove the American trade gap to its lowest level in 18 months in May, the government reported Friday.

As Washington embarked on a multi-front trade war, the US trade deficit fell 6.6 percent to $43.1 billion in May due to all-time record exports.

There were signs firms tried to ship products out before retaliatory tariffs from China took effect Friday.

The new figures were released just hours after President Donald Trump unleashed a $34 billion barrage of border taxes targeting Chinese industries that US officials say have benefited from the alleged theft of American intellectual property.

China immediately retaliated, marking the start of what Beijing called the largest-ever trade war.

Within the numbers, there also were signs importers bumped up their purchases in anticipation of looming tariffs.

Total exports rose nearly two percent to a record $215.3 billion, much faster than the 0.4 percent jump in imports to $258.4 billion.

Exports of goods rose to their highest on record of $144.2 billion, supported by all-time record shipments of foods and feeds, including a $2 billion jump in soybeans which are the subject to tariff threats in the huge Chinese market.

There was confusion over what products Beijing authorities have targeted for retaliation against Trump's offensive, but they said they planned to slap punishing duties on the US soy industry, which is heavily dependent on the Chinese and Mexican markets.

Despite the dip in the US trade deficit, the trend remained little changed, with the gap up nearly eight percent year-to-date compared to the first five months of 2017.

And the US trade gap with China crept higher, rising $1.2 billion to $32 billion.

Americans imported $43.7 billion in goods from the largest US trading partner, $1.8 billion more than in April, but exported only $11.7 billion, $600 million more than the prior month.

Elsewhere, total petroleum exports rose to $14.3 billion, the highest since December 2013, while non-petroleum exports also hit an all-time high of $130 billion.

Trade with countries currently locked in battle with Trump also was robust: Exports to Mexico were $22.7 billion, a record; while imports from Canada were the highest since December 2014 at $28.8 billion.

Pakistan's former prime minister Nawaz Sharif was sentenced in absentia to 10 years in prison by a corruption court in Islamabad Friday, lawyers said, dealing a serious blow to his party's troubled campaign ahead of July 25 elections.

The verdict, a potentially significant boost for the main opposition party led by former World Cup cricketer Imran Khan, immediately raised questions over whether Sharif will return to Pakistan from London, where his wife is receiving cancer treatment. Pakistan has no extradition treaty with the UK.

Sharif was ousted from his third term as prime minister by the Supreme Court last year following a corruption investigation and banned from politics for life, but remains a powerful symbol for his ruling Pakistan Muslim League-Nawaz.

He has framed the charges against him as a conspiracy by the powerful military, which has ruled Pakistan for roughly half its 70-year history.

Small protests quickly broke out after the verdict at the court in Islamabad, which was surrounded by heavy security, and in some other Pakistani cities including Multan in Punjab, the Sharif dynasty's provincial stronghold.

"We reject this decision," his brother Shahbaz Sharif, who is leading the PML-N into Pakistan's second ever democratic transition of power, told a televised press conference in Lahore.

"It is based on injustices. This decision will be written in black words in history," he said.

Khan for his part greeted the verdict with jubilation at a campaign rally in the Swat valley in Pakistan's northwest.

"Today all Pakistanis must offer thanksgiving prayers because today is the beginning of a new Pakistan. Now robbers will not go into assemblies, but to jails," he told a roaring crowd of thousands.

Lawyers said Sharif had also been fined eight million pounds ($10 million) and that the court had ordered the federal government to confiscate the high-end properties in London's exclusive Mayfair neighbourhood.

- 'Difficult position' -

Analysts said the verdict would damage the PML-N's campaign, as the less charismatic Shahbaz seeks to fend off the challenge by Khan's Movement for Justice and other parties.

"No matter what the PML-N says, the decision is going to damage their vote bank," analyst Rifaat Hussain told AFP, adding that he thought it unlikely Sharif would return.

Recent surveys show that up to 22 percent of voters are undecided, he said, and with further serious allegations of corruption against the PML-N leadership there is little chance of Sharif mobilising the "sympathy factor" after the verdict to attract support.

The ruling has put Sharif in a "difficult position", agreed analyst Rasool Bakhsh Rais.

"If Sharif does not come back, his party is over. If he comes back, he will have to fight cases and he will be suffering a lot -- but in this way he will save his party."

Sharif, who at times during his premiership appeared to seek a better relationship with Pakistan's arch-enemy India, has since his ouster repeatedly accused the military of wanton political interference.

The verdict coming just weeks before the polls fuelled narratives he was being targeted, said analyst Michael Kugelman.

"A culmination of fair justice served or politicized selective justice? Timing alone suggests the answer," he tweeted.

But Kugelman also suggested the party was becoming a "spent force": "The walls are closing in, and rapidly".

AFP/File / AAMIR QURESHI Nawaz Sharif's daughter Maryam (L), his presumptive heir, was also handed a seven-year jail term

Journalists and activists have spoken of pressure by the military to censor positive coverage of the PML-N campaign amid allegations of a "silent coup". The military has said it does not interfere in the media.

The party has also seen a series of high-profile defections in recent weeks, further weakening its position.

The corruption controversy erupted with the publication in 2016 of 11.5 million secret documents from Panamanian law firm Mossack Fonseca documenting the offshore dealings of many of the world's rich and powerful.

Three of Sharif's four children -- Maryam, his presumptive political heir, and his sons Hasan and Hussein -- were implicated in the papers as owners of the London properties.

He himself was not named, but his children were "not financially sound" in the years the flats were purchased -- 1993-1996, according to the court judgement released Friday.

On Friday the court also sentenced Maryam to seven years in prison.

Sharif has faced -- and fought off -- similar challenges in the past.

In 1993 he was sacked from his first term as premier for corruption, while in 1999 he was sentenced to life in prison after his second term in office ended with a military coup.

Following the coup he was allowed to go into exile in Saudi Arabia, returning in 2007 before becoming prime minister for a third time in 2013.
