The call for Imperial College Research Fellowships starting in 2019 is now open. Imperial’s prestigious Imperial College Research Fellowships sustain the brightest and best early career researchers from across the world, providing a level of commitment and support that is rare from a UK university.
Course Level: Imperial College Research Fellowships are intended for postdoctoral researchers of demonstrated ability, who are at the early stages of their research career and who have the potential to establish research independence.
Eligible Countries: There are no restrictions on nationality.
Eligibility Criteria: Applicants must meet the following criteria:
  • There are no restrictions on nationality; however, you will be required to provide evidence of your eligibility to work in the UK before commencing any fellowship offered
  • Applicants should have a PhD and will normally have no more than four years postdoctoral research experience in an academic environment (calculated from the PhD viva to the application deadline). Exceptions to this can include discipline hopping, where there must still be less than four years post-doctoral research experience in the discipline of the proposed fellowship; career breaks and career changes, where time spent out of the academic research environment will not be counted in the four years

Lawmakers fired the opening shots Tuesday in a bitter political battle to confirm Brett Kavanaugh, the conservative judge tapped by President Donald Trump to fill a vacancy on the US Supreme Court.

If confirmed by the Senate, Kavanaugh would help cement a rightward tilt on America's top court, potentially shaping many aspects of US society for decades to come, including women's access to abortions.

Trump on Monday nominated Kavanaugh, 53, as his pick to succeed retiring Justice Anthony Kennedy, saying the federal judge has "impeccable credentials, unsurpassed qualifications, and a proven commitment to equal justice under the law."

The job-for-life appointment would lock down a conservative majority on the court following the departure of Kennedy, who acted as swing vote on a number of major issues including the legalization of gay marriage across America.

Opposition figures wasted no time in assailing Kavanaugh, warning his confirmation would usher in the erosion of civil liberties and long-held rights, while conservatives were quick to drum up support for the nominee.

In selecting Kavanaugh, Trump "has put women's reproductive rights and vital health care protections... at grave, grave risk," Senate Minority Leader Chuck Schumer told reporters outside the Supreme Court on Tuesday.

"Now is the time for the American people to make their voices heard, loudly, clearly, from one end of this country to the other."

Senator Bernie Sanders, an independent who caucuses with opposition Democrats, said Kavanaugh would serve as a "rubber-stamp for an extreme, right-wing agenda pushed by corporations and billionaires."

But the Senate's top Republican, Majority Leader Mitch McConnell, hailed a "superb choice" in Kavanaugh and urged senators to "put partisanship aside."

The conservative action group Judicial Crisis Network immediately launched a website called ConfirmKavanaugh.com featuring an advertisement for the nominee who "applies the Constitution just as it was written."

Calls to put party politics aside are likely to go unheard in Washington.

The appointment of Supreme Court justices was once a fairly civil and bipartisan affair: when Ruth Bader Ginsburg was nominated in 1993, Senators voted 96-3 to confirm her.

Not any more.

Kavanaugh's nomination sets the stage for a brutal confirmation battle, a blueprint for which Republicans established in 2016 when they denied a hearing to Merrick Garland, Barack Obama's choice to fill the seat left vacant following the death of conservative justice Antonin Scalia.

When Trump finally tapped Neil Gorsuch to fill the vacancy, McConnell resorted to changing procedural rules so he could be approved by a simple majority instead of the traditional 60-40 threshold.

But Republicans hold the narrowest of majorities in the Senate: 51 Republicans, against 49 Democrats and Independents. With ailing Republican John McCain unable to vote, they have little wiggle room.

During the Gorsuch vote, three Democrats from conservative states ended up siding with Republicans, and a question now is whether they will support Kavanaugh.

The newly-nominated justice on Tuesday went to the US Capitol to begin meeting with senators ahead of any confirmation hearings to explain his positions.

"If confirmed by the Senate, I will keep an open mind in every case, and I will always strive to preserve the Constitution of the United States and the American Rule of Law," he said earlier.

McConnell told reporters that Kavanaugh's confirmation should be complete by the time the Supreme Court's new session begins in October.

- Bush era -

Kavanaugh worked for president George W. Bush, who appointed him in 2003 to the US Court of Appeals in Washington -- where he was finally confirmed in 2006 after years of Democratic obstruction.

Kavanaugh grew up in Washington as the son of a schoolteacher. He has the reputation of a staunch conservative, one who many Republicans hope could help overturn Roe v Wade, the landmark 1973 decision guaranteeing women the right to an abortion.

He has ruled on hundreds of cases, and contributed to prosecutor Kenneth Starr's report into president Bill Clinton's affair with White House intern Monica Lewinsky, which outlined grounds for Clinton's impeachment.

Later he was part of Bush's legal team working on the 2000 Florida recount, which resulted in Bush's winning the presidency.

While Democrats tried to paint Kavanaugh as an extremist, Republicans said he was the type of moderate Bush might have appointed.

Kavanaugh is also a robust supporter of the executive power of the presidency -- so much so that Democrats warn that Trump wants Kavanaugh on the bench as a check against possible legal action against him, including potential subpoenas related to special prosecutor Robert Mueller's probe.

Mueller is looking into any links between Russia and Trump's 2016 electoral campaign, as well as possible obstruction of justice.

Trump "chose the candidate who he thought would best protect him from the Mueller investigation," Schumer said, adding that Kavanaugh has written that a president should not be investigated and could choose not to follow the law if he deemed it unconstitutional.

A few hundred asylum-seekers from Yemen have sparked an unprecedented wave of xenophobia in ethnically homogenous South Korea, echoing the anti-immigrant sentiment that has swept Europe and helped propel Donald Trump to the White House.

More than a million migrants arrived in Germany after its borders were opened in 2015 to asylum-seekers -- many fleeing war -- which deeply divided the country and its neighbours.

And the United States, by far the world's most popular destination for migrants, detains thousands of illegal arrivals at its border with Mexico every month. President Trump has vowed to build a wall to keep them out of the country.

But when just 550 or so people from war-ravaged Yemen arrived over several months in South Korea, the reaction was uncompromising.

"Is the government crazy? These are Muslims who will rape our daughters!" was one of the top comments, liked by thousands, on Naver, the country's top Internet portal.

Hundreds protested in Seoul last month urging authorities to "kick out fake refugees" while nearly 700,000 -- a record -- signed a petition on the presidential website calling for tightening what are already some of the world's toughest refugee laws.

"Europe may have historical baggage with countries (former colonies)... but South Korea has no such moral obligation," the petition said.

Refugees are largely an alien concept in the Asian country where only around four percent of the population are foreigners, mostly from China and Southeast Asia.

Discrimination against them is widespread. Many are openly mocked on public transport for being "dirty" or "smelly", and refused entry to fancy restaurants or public baths.

A government survey in 2015 showed that 32 percent of South Koreans do not want a foreigner as a neighbour -- far higher than 14 percent in the US and China's 12.2 percent.

The Yemenis took advantage of visa-free access to the tourist island of Jeju. The loophole, intended to boost visitors to the destination, has been closed to other Yemenis following the uproar.

A recent opinion poll showed about half of South Koreans oppose accepting the Yemeni asylum-seekers, with 39 percent in favour and 12 percent undecided.

Park Seo-young, a 20-year-old college student from Daejeon, was against.

"I heard that Yemen has a very poor record in women's rights... and I'm afraid that the island will become more dangerous than before and the crime rate will go up," she told AFP.

Another student, Han Eui-mi, added: "Why should they come all the way to Korea when there are many countries nearby?"

- 'Dead bodies everywhere' -

Around 40 of the new arrivals are staying at a nondescript hotel in Jeju City.

Packed four to a room to save money, they take turns to cook traditional Yemeni meals in a basement communal area.

Mohammed Salem Duhaish has been given refuge by a local family, along with his wife and eight-month-old son.

Formerly a worker at Sana'a international airport, he fled after Houthi rebels -- who are fighting a Saudi-led military alliance -- blew up a nearby airbase.

There were "dead bodies beside you everywhere, and fighting, gunshots and bombs," he told AFP.

Duhaish paid a broker $600 for a visa to Oman. From there, he went to Malaysia, where he worked illegally for three years.

The 33-year-old had once hoped to go to the US, where he has several relatives, but gave up on the idea once the anti-immigration Trump became president.

Instead, he decided to head for South Korea.

Duhaish said he learned about the country from the Korean television dramas popular across Asia, adding: "We want the Korean government and Korean people to accept us and deal with us as people who need help."

Many of the other arrivals on Jeju have also spent years in Malaysia, raising questions over whether they had already had an opportunity to claim asylum.

Liu Xia, the widow of Chinese Nobel dissident Liu Xiaobo, arrived in Germany Tuesday after she was released from years of de facto house arrest in China.

Despite facing no charges, the 57-year-old poet had endured heavy restrictions on her movements since 2010 when her husband won the Nobel Peace Prize -- an award that infuriated Beijing.

After being allowed to leave China, Liu flew via Helsinki to Berlin, where she arrived just days before the first anniversary of her husband's death from liver cancer.

Berlin-based dissident Liao Yiwu and German Nobel laureate Herta Mueller were among a dozen people waiting to greet her at the airport, shouting out her name from the viewing terrace as she emerged from the aircraft.

But Liu immediately boarded a black van parked on the airfield tarmac and was whisked away without making any remarks.

Liao had earlier voiced his joy on Twitter, saying: "I am so, so, so happy! Finally, finally, Xia is coming today!!"

Liu had become a cause celebre and was seen as a test case for China's attitude to human rights, with activists and foreign powers urging Beijing to allow her to leave the country.

Her husband Liu Xiaobo, a veteran of the 1989 Tiananmen Square protests, died last year of liver cancer while serving an 11-year sentence for "subversion".

In an emotional phone call with Liao recently, Liu said, "They should add a line to the constitution: 'Loving Liu Xiaobo is a serious crime -- it's a life sentence'."

With Beijing's rights record in the spotlight, a court in central China sentenced another prominent Chinese political campaigner to 13 years in jail for "subversion", just hours after Liu Xia left the country.

Qin Yongmin, 64, was first jailed as a "counter-revolutionary" from 1981-1989 and has already spent a total of 22 years in prison.

- 'Very severe' depression -

Close friend Ye Du, speaking to AFP before Liu's departure, said she was suffering from "very severe" depression, adding she would "sometimes faint" and was taking medicine to sleep.

Another friend who has spoken to her several times said she was in "bad shape, physically and psychologically".

She was finally given a passport last week, this friend, who did not wish to be named, told AFP.

"I hope Liu Xia can find some personal peace and restore her health in Germany," said UN High Commissioner for Human Rights Zeid Ra'ad Al Hussein, who called her fate in recent years "nothing short of tragic".

Chinese authorities had consistently maintained Liu was free but imposed severe restrictions on her movement and kept her under constant surveillance.

In May, several foreign diplomats who tried to visit Liu at her apartment amid concerns over her health were denied access.

Hua Chunying, a Chinese foreign ministry spokeswoman, said Liu's travel to Germany for medical treatment was "of her own free will".

US State Department spokeswoman Heather Nauert welcomed the decision to release Liu "from house arrest" and allow her to leave China "as she long wished".

"We urge China to release all prisoners of conscience and respect the human rights and fundamental freedoms of all," she said on Twitter.

Patrick Poon from Amnesty International said it was "really wonderful" that Liu was finally allowed to leave.

But he voiced concern for her brother Liu Hui who remains in China and said she "might not be able to speak much for fear of her brother's safety".

In Hong Kong, pro-democracy activists celebrated at a memorial to Liu Xiaobo adorned with the couple's pictures.

"I'm in a sea of joy," said veteran activist "Long Hair" Leung Kwok-hung as he drank a toast to her.

- 'Petty, cruel and vindictive' -

At Liu's Beijing apartment building on Tuesday, two men guarded the entrance and questioned anyone who came near while at least two others patrolled the park outside.

But despite heavy security, AFP gained access to her apartment on Monday and saw little sign she was preparing for an imminent departure. Liu declined to give a formal interview, citing fears for her younger brother.

Pictures of the couple in happier times lined the walls.

Liu's departure came during a visit by Chinese Premier Li Keqiang to Berlin, where he met German Chancellor Angela Merkel, although a Chinese foreign ministry spokeswoman denied any "association or link between this incident and the visit".

Merkel has spoken out frequently on Chinese human rights abuses and is believed to have pushed for Liu's release during her May visit to Beijing, where she met the wives of detained human rights lawyers.

Analysts, however, pointed to the upcoming anniversary of Liu's husband's death as a reason for the timing.

"Perhaps the Chinese government realised that as the anniversary of Liu Xiaobo's death approaches, keeping his widow under house arrest simply shows the Chinese to be petty, cruel and vindictive -- not the image it's trying to project to the world," said Elaine Pearson from Human Rights Watch.

Others said Beijing might be trying to curry favour with Western powers ahead of an EU-China summit next week, as China needs Europe in the trade battle with the United States.

A Western diplomat said: "It has to do with China's image at a time when it is fighting a trade war with the United States."

"China needs to let some steam off and it is conducting a charm offensive targeted at the rest of the world."

This however does not herald an improvement in human rights, this diplomat said, adding that on the contrary, "we can see it is getting worse".

A prominent Chinese political campaigner was sentenced to 13 years in jail on Wednesday, a court in central China said.

Qin Yongmin was found "guilty of subversion of state power," the Wuhan City Intermediate People's Court said on its official website.

According to court records, it appears to be the heftiest sentence handed down in China for "subversion" in the past 15 years.

The 64-year-old, first jailed as a "counter-revolutionary" from 1981-1989, has already spent a total of 22 years behind bars.

At the time of his arrest in January 2015, Qin was head of the pro-democracy "China Human Rights Watch" group, which circulated online statements denouncing government policies, as well as organised discussion groups.

Qin had "refused to cooperate with the court" and remained completely silent during his trial in May, lawyer Lin Qilei previously said.

His other lawyer, Liu Zhengqing, told AFP he was in "despair" about the sentencing and "angry at the rogue regime" in China.

"[We] will definitely appeal," he announced.

The verdict comes a day after Liu Xia, the widow of Chinese Nobel dissident Liu Xiaobo, was allowed to leave China for Germany.

"It's appalling to see such a heavy sentence imposed on a veteran activist who just exercised his freedom of expression just a day after we see some hope in Liu Xia's case," Amnesty International China researcher Patrick Poon told AFP.

"It reminds us that we shouldn't forget the less famous activists who face harsh sentence and harassment," Poon added.

According to the indictment, prosecutors cited Qin's writings on democracy as evidence, including a passage where he called on China's youth to fight for human rights protections according to United Nations treaties (six of which China has ratified).

The veteran activist was last convicted and sentenced to prison in late 1998 after he and other activists sought to officially register the China Democracy Party. He was released in December 2010.

The European Union on Wednesday criticised a "deteriorating situation of civil and political rights in China, which has been accompanied by the detention and conviction of a significant number of Chinese human rights defenders."

Following a two-day EU-China Human Rights Dialogue in Beijing, the Europeans also noted that Beijing had signed but not ratified the International Covenant on Civil and Political Rights.

It was this document that Qin cited as he attempted to found his party in 1998, landing him in jail.

Upon his release, Qin said police had told him not to speak with journalists, while several of his supporters who had hoped to meet him have disappeared and are believed to be in police custody.

But Qin told AFP at the time that he would continue to advance human rights because "I must do what I must do."

In December, Chinese activist Wu Gan was sentenced to eight years after he refused to plead guilty to charges of subverting state power.

Frances Eve, researcher at Chinese Human Rights Defenders, said Qin was "prosecuted for his belief in a democratic China as well as his actions in advocating for human rights."

"Authorities have been unable to build a case against him despite three years of investigation," Eve said.

Judging by her apartment on the eve of her departure from Beijing to Germany, Liu Xia seemed completely unaware of her impending freedom -- or perhaps unwilling to believe it.

AFP on Monday evaded tight security to gain rare access to the fifth-floor duplex apartment where the poet has been held under de facto house arrest since her dissident husband Liu Xiaobo won the Nobel Peace Prize in 2010.

No bags or boxes had been packed in her wood-panelled, booklined home.

Instead, in the centre of her living room stood a large, unfinished white canvas, a square half-filled with cramped black numbers, painted obsessively into orderly rows: "20170713, 20170713..."

"It's the date of Liu Xiaobo's death," she explained.

On an opposite wall, beneath prominent photos of her husband in happier times, she'd propped up another of her paintings -- a dark grey expanse bisected by large black blotches.

"It's the closing of a tomb," she said of the abstract oeuvre.

Liu spoke in barely audible whispers, directly up against the AFP reporter's ear.

"They can hear everything that goes on in this apartment," she cautioned.

The 57-year-old gave no indication she knew anything of her imminent trip and declined to give a formal interview, citing fears for the safety of her younger brother.

A friend who asked not to be named told AFP Tuesday that she had in fact been issued a passport last week.

Chinese authorities have consistently maintained Liu was free but imposed severe restrictions on her movement and placed her under constant surveillance.

Sparse light entered her apartment through the kitchen window, which faces a park encircled by barbed wire-topped fences.

But the rest of the apartment's curtains were tightly drawn.

On one shuttered window pane, Liu had written the Chinese characters for "freedom, freedom, freedom" in a lop-sided scrawl.

- Drugs and hallucinations -

Liu has suffered from "very severe" depression, close friend Ye Du said before her departure, adding she would "sometimes faint."

Lately she'd been battling suicidal thoughts and become hooked on medication to fight depression and hallucinations, according to her Berlin-based friend Liao Yiwu.

"I think it would take her at least a year to return to a normal, healthy state," he said.

Liu was dressed in multiple layers and a long-sleeved blue gown, even though the air conditioning in her house wasn't turned on against the sticky summer humidity.

Even through the thick fabric, her arms felt thin to the bone.

Ye Du told AFP that she had been permitted to leave the apartment for a few days each month to see her brother, with a police escort.

Authorities had allowed her a landline but no mobile phone, which might have provided access to encrypted communication apps, he said.

Liu said no friends were allowed into her home.

She appeared surprised and unnerved to see foreign reporters, but also immediately warm and welcoming, communicating much in silence via laughs and tight hand squeezes.

She declined any photographs being taken inside the apartment.

Liao explained that Liu had her hopes of leaving raised and dashed repeatedly since her husband's passing.

"She's packed up her things so many times, but the government has always acted unscrupulously. There have been endless excuses," said Liao.

- 'A writer is just a writer' -



On Monday, Liu Xia's apartment compound was serene, a normal Beijing scene -- except for the five or more plainclothes men standing constant watch in front of her building, one sporting an earpiece.

Retirees strolled through the leafy lanes with their teddy bear poodles, while a pair of women carried home shopping bags full of lychees and spring onions, toddlers in tow.

In the narrow entry to Liu's building, two dirty makeshift beds had been set up for those tasked to watch her around the clock.

An elderly neighbour who had known Liu and her parents for nearly two decades said he wasn't bothered by the security.

They helped to maintain "a quiet social order" -- and prevent hordes of journalists from rushing in, as had happened in the past.

He said he sometimes encountered Liu while shopping or walking in the park, but had no real sympathy for her situation.

"Sure, a writer is just a writer, but you can't interfere in your country's interests. Every country has its rules, and if you break them, you have to pay up," he said.

Yet Liu Xia has been charged with no crime, and told Liao recently in an emotional call that her only possible offence is "loving Liu Xiaobo."

"In the long run, what political threat can she pose?" asked Liao.

"She has been through so much, and been by Xiaobo's side for so many years. No one has the right to ask her to do anything."

The uneasy calm that had descended on Asian markets was shattered Wednesday after the US threatened to hammer China with tariffs on a further $200 billion of imports, ratcheting up a trade war between the world's top two economies.

Washington's announcement comes just days after the two sides exchanged tit-for-tat measures on a range of goods worth tens of billions of dollars, with US Trade Representative Robert Lighthizer blaming Beijing.

"As a result of China's retaliation (to Friday's measures) and failure to change its practices, the president has ordered USTR to begin the process of imposing tariffs of 10 percent on an additional $200 billion of Chinese imports," he said in a statement.

Tuesday's announcement is the latest move by Donald Trump in his America First protectionist agenda that has also seen the US target Canada, the European Union and Mexico, who have also hit back with their own measures, sparking global trade war fears.

Trump has previously warned he would hit a total of $450 billion in Chinese goods, which essentially accounts for all the country's US-bound exports, citing its unfair practices and intellectual property theft.

While observers have been nervously expecting the next salvo in the trade row, the news jarred markets, which had enjoyed some stability this week from upbeat US jobs data and hopes for the upcoming earnings season.

"This latest story will serve as a reality check for the market, reminding investors to reconsider how aggressive they want to be," Michael O'Rourke, chief market strategist at JonesTrading, told Bloomberg News. "Regardless, the $200 billion in potential additional tariffs is not a surprise. The president made everyone well aware of them."

The news sent risk assets into a nosedive. Tokyo's Nikkei ended the morning 1.4 percent lower, with exporters hurt as the safe-haven yen surged against the dollar.

- 'Sobering reality' -

Hong Kong and Shanghai each lost 1.9 percent, while Seoul shed more than one percent and Singapore gave away 1.5 percent. Sydney retreated 0.6 percent, while Taipei and Jakarta were also sharply lower.

Stephen Innes, head of Asia-Pacific trade at OANDA, said "nothing is written in stone and the tariffs are not set to take effect until September" but the move was still "a very sobering reality check as to just how fragile sentiment around trade war rhetoric is".

But Ray Attrill, head of forex strategy at National Australia Bank, added that he saw the move as "a negotiating tactic designed to get China back to the negotiating table on trade", adding that higher tariffs would "inevitably impose significant burdens on US consumers".

While the dollar slipped against the yen, the rush for safety saw the greenback pile ahead against higher-yielding currencies, with the South Korean won down 0.3 percent, Indonesian rupiah shedding 0.2 percent and Thai baht 0.1 percent lower.

The Chinese yuan dived 0.6 percent, wiping out recent gains, with many warning that Beijing stands to suffer most from a full-blown trade war, which comes just as its economy shows signs of stuttering.

Observers will be keeping a close eye on the release Friday of Chinese trade data, which will give an idea about how the row has affected the country's exports so far.

Oil prices also sank on concerns that a trade war could hit demand for the commodity.

The United States and China have fired the next shots in their escalating trade war, with Washington threatening to impose fresh tariffs on another $200 billion in Chinese goods and Beijing vowing to retaliate.

The latest moves in the ballooning trade conflict between the world's top two economies came just days after tit-for-tat duties on $34 billion in goods came into effect.

Analysts have warned that spiralling trade tensions between the two powerhouses could have a damaging impact on the global economy and far-reaching consequences across the planet.

US Trade Representative Robert Lighthizer late Tuesday accused China of retaliating to its tariffs "without any international legal basis or justification."

President Donald Trump has therefore ordered the trade department to "begin the process of imposing tariffs of 10 percent on an additional $200 billion of Chinese imports," Lighthizer said in a statement.

Officials will hold hearings in late August on the list of targeted products and an administration official said it would take about two months to finalise, at which point Trump would decide whether to go ahead with the levies.

The eventual goal is to impose tariffs on 40 percent of Chinese imports, the same proportion of US goods hit by Beijing's retaliation, an official told reporters.

If the measures are imposed, it would mean new taxes on thousands of products from fish to chemicals, metals and tires.

Reacting to the "totally unacceptable" Washington list, the commerce ministry in Beijing said it would be forced to take "countermeasures".

"The behavior of the US is hurting China, hurting the world, and hurting itself," the ministry said in a statement, saying it was "shocked" by the US actions.

"In order to safeguard the core interests of the country and the fundamental interests of the people, the Chinese government as always will have no choice but to take the necessary countermeasures," it added.

Beijing said it would "immediately" tack on the case to its suit against Washington's "unilateralist" behaviour at the World Trade Organization.

At a forum in Beijing, a senior official accused the US of "damaging the world economic order" and said tit-for-tat tariffs would "destroy" trade between the rival powers.

"The outburst of large-scale mutual levying of tariffs between China and the United States will inevitably destroy Sino-US trade," said the assistant minister of commerce Li Chenggang.

The dispute comes on top of Washington's confrontation with other allies and major trading partners including Canada, Mexico and the European Union, after it imposed steep tariffs on their steel and aluminum. Those nations have also retaliated.

The new trade frictions sent investors running for cover, with equity markets across Asia tumbling more than one percent.

- 'Unfair practices' -

The trade confrontation between Washington and Beijing has been escalating for months, despite Trump's repeated statements that he has a good relationship with China's President Xi Jinping.

China accused the US of starting "the largest trade war in economic history," after the first round of tariffs took effect last week.

But Trump has said continuously that China has taken advantage of the US economy, and he has vowed to hit nearly all the country's products with tariffs, as much as $450 billion.

The US trade deficit in goods with China ballooned to a record $375.2 billion last year, stoking his anger.

For now, the USTR continues to work on the process of finalising an additional $16 billion in goods to face 25-percent tariffs to bring the total up to $50 billion. Beijing has vowed to retaliate accordingly.

The new list of goods to face 10-percent punitive duties includes frozen meats, live and fresh fish and seafood, butter, onions, garlic and other vegetables, fruits, nuts, metals, and a massive list of chemicals, as well as tires, leather, fabrics, wood and paper.

The officials said they tried to target goods that would reduce the harm to US consumers.

They also said they remain open to working with China to try to resolve the dispute, but the response from Beijing so far has been unsatisfactory.

"For over a year, the Trump Administration has patiently urged China to stop its unfair practices, open its market, and engage in true market competition," Lighthizer said.

"Unfortunately, China has not changed its behavior."

But he added that "the United States is willing to engage in efforts that could lead to a resolution of our concerns."

France coach Didier Deschamps said he was delighted to have the chance to bury the pain of the Euro 2016 final, which his side lost on home soil to Portugal.

"Finals have to be won because we have still not got over the one we lost two years ago," he said.

- Expectant nation -

In England too, World Cup fever has been building with Gareth Southgate's young team on the cusp of reaching the country's first World Cup since they won it on home soil in 1966.

The country is expected to grind to a halt on Wednesday night as millions of fans watch the match.

"We can feel the energy and the support from home and it's a very special feeling and a privilege for us," Southgate said on Tuesday.

England are in the last four of a major tournament for the first time since Euro '96, when Southgate himself missed a penalty in a shootout defeat against Germany.

He said he was convinced that win or lose on Wednesday, his team had a bright future after decades of English under-achievement on the international stage.

"We're going into a semi-final but it just seems like it's the next step on the journey," Southgate said.

Thailand celebrated the successful mission to free 12 boys and their football coach from a cave Wednesday, with the nation heaping praise on the rescue team as the triumphant tagline "Hooyah" pinballed across social media.

The nerve-shredding three-day mission ended on Tuesday with the final group of four boys and the coach emerging from the cave which had held them captive for 18 days.

The rescue received blanket coverage in Thai media with newspapers The Nation running a "Hooyah! Mission accomplished" and the Bangkok Post emblazoned with "All Wild Boars saved".

Despite spending days in the dark, dank cave health officials said the boys - who are aged 11 to 16 - are in good physical and mental health.

"It might be because they were all together as a team, helping each other out," Thongchai Lertwilairattanapong, Inspector General of the Public Health Ministry told reporters, singling out their 25-year-old coach for keeping their spirits high.

The group remain in quarantine in Chiang Rai hospital where one of the last batch of people to leave the cave has "minor pneumonia," he said.

Some of the first boys to be freed have been able to see their parents, he added.

The saga of the "Wild Boars" gripped the world, with the lives of the group hanging in the balance as the threat of heavy rain injected urgency to an already perilous extraction bid.

On Wednesday a few hundred Thai school children gathered opposite the hospital, looking up at the building that will be home to the rescued football team for the coming days.

Their teacher led them in a chant thanking "everyone who came to help make the mission succeed," in a small reflection of a wider gratitude towards the foreign experts who helped extract the stricken group.

- Risky rescue -

Rescuers had weighed up several options to save the boys, including keeping them in the cave through the months-long monsoon season.

But they were prodded into the dangerous task of 'diving out' the team through submerged chambers and claustrophobic passages as oxygen levels in the cave plummeted and rains menaced.

The group were led out in three batches by a team of 13 international divers flanked by the Thai Navy SEALs, who greeted each successful rescue with a "Hooyah" on their Facebook page.

That sign off quickly turned into a hashtag shared across social media, where luminaries of business, politics and sport extended their best wishes to the team and the rescuers.

Authorities have shrouded the details of the rescue bid in secrecy, with fragments of information emerging about the heroic efforts of the dive team.

The dangers of the rescue were brought into sharp relief last Friday by the death of a retired Thai Navy SEAL as he ran out off air in the flooded cave complex as the extraction plans were being laid.

"I'm very happy and relieved. I haven't been able to sleep for days. I'm happy that the boys are out too," Khamluh Guntawong grandfather of the team coach Ekkapol Chantawong said.

"Ekk really loves and cares for the boys," he added, of a figure who is emerging as something of hero despite being the only adult to accompany the boys into the cave on June 23.

The group became trapped in rising floodwaters and were found nine days later emaciated and dishevelled on a muddy ledge, with water lapping ominously below.

The saga captivated a global audience for over two weeks, rewarding them with a remarkable happy ending.

French football star Paul Pogba dedicated his country's World Cup semi-final victory over Belgium to "the heroes of the day, well done boys, you are so strong" he tweeted.

US President Donald Trump will harangue European allies for not spending enough on their defence Wednesday as NATO begins its most difficult summit in years, as a yawning transatlantic rift widens.

Trump set the tone for the two-day meeting as he touched down in Brussels, tweeting a demand that NATO allies "reimburse" the United States for defence costs.

His stance earned him a summit eve rebuke by EU President Donald Tusk who said that Trump should "appreciate" his allies and that the United States didn't have many.

While NATO officials and diplomats will try to promote an image of unity in the face of growing unease about the threat from Russia, the tensions between Brussels and the White House are growing ever sharper.

Trump said before leaving Washington that his meeting in Helsinki with Russian President Vladimir Putin next Monday "may be the easiest" part of his European tour, which also includes a trip to Britain, where the government is in crisis over Brexit.

And he vowed not to be "taken advantage" of by the European Union, which he accuses of freeloading by relying on the United States for its defence while restricting US imports into the bloc, the world's biggest market.

- 'Appreciate your allies' -

The meeting of 29 Western leaders has the potential to turn into another public bust-up following a divisive and bad-tempered summit of G7 nations in Canada last month.

Trump has ramped up his rhetoric ahead of the talks, explicitly linking NATO with the transatlantic trade row.

"The European Union makes it impossible for our farmers and workers and companies to do business in Europe (U.S. has a $151 Billion trade deficit), and then they want us to happily defend them through NATO, and nicely pay for it. Just doesn’t work!" he tweeted as he arrived in Brussels.

European officials have expressed hopes that NATO members can paper over their differences but Tusk's salvo exposed the deep transatlantic divisions.

"Dear America, appreciate your allies, after all you don't have that many," Tusk said, before reminding Trump that European troops had come to America's aid following the September 11, 2001 attacks on the United States.

"Please remember this tomorrow when we meet at the NATO summit, but above all when you meet President Putin in Helsinki. It is always worth knowing who is your strategic friend and who is your strategic problem," he said.

Trump will meet the Russian leader in the Finnish capital on July 16 for their first summit amid an ongoing investigation in the US into possible Trump campaign collusion with Russia.

European diplomats fear a repeat of the G7, when Trump clashed with his Western allies, withdrawing from a joint statement and calling Canadian Prime Minister Justin Trudeau "dishonest and weak" before meeting North Korean dictator Kim Jong Un at a summit afterwards and praising him as "very talented".

- Spending demands -

There have been fears that Trump, keen to be seen to make a breakthrough with the Kremlin strongman, might make concessions that would weaken Western unity over issues like Ukraine and Syria.

Trump set the stage for clashes at the summit by writing to around a dozen allies to berate them for lagging on a 2014 pledge to try to spend two percent of GDP on defence by 2024.

According to a joint declaration prepared in advance of the summit, part of which was seen by AFP, NATO members will make an "unwavering commitment to all aspects of the defence investment pledge agreed at the 2014 Wales Summit" which includes the two percent target.

But in a bid to appease the US president, they also vow to "submit credible national plans on its implementation".

However new figures published Tuesday will do little to satisfy Trump's demands -- they show that only seven European NATO countries will reach the two percent target in 2018.

Crucially, they do not include Germany, Europe's biggest economy and prime target for Trump's invective, which is on course to spend just 1.24 percent of GDP on defence in 2018.

US ambassador to NATO Kay Bailey Hutchison told reporters that Trump would also recommit to one of the founding articles of NATO -- Article 5 -- which holds that an attack on one member is an attack on them all.
