2020 International Mathematical Union Breakout Graduate Fellowship Program

The program aims to support postgraduate studies, in a developing country, leading to a PhD degree in the mathematical sciences. The IMU Breakout Graduate Fellowships offers a limited number of grants for excellent students from developing countries.
Professional mathematicians are invited to nominate highly motivated and mathematically talented students from developing countries who plan to complete a doctoral degree in a developing country, including their own home country. Nominees must have a consistently good academic record and must be seriously interested in pursuing a career of research and teaching in mathematics.
It is the hope of the donors, the IMU and FIMU that the fellowship helps educate the next generation of mathematicians and hopefully results in extended benefits to the home countries of those chosen for the fellowships.
Eligibility Criteria
  • Nominator must be a professional mathematicians (including those who have superannuated, but continue to mentor young students). It is preferable that the nominator has been mentoring the nominee.
  • The nominee must be a resident and a citizen of a developing country
  • The student must either
    • Be pre-accepted to join a doctoral program in the first academic year after the time of selection in a university or research institution which is based on a developing country. OR
    • Already be enrolled in a doctoral program in a university or research institution which is based on a developing country
  • There is no age limit for the student.
  • Nomination for women students is strongly encouraged.
IMU Breakout Graduate Fellowship Program Benefits.
The fellowship can cover the entire period of the doctoral program up to four years of the student (nominee). The following costs up to a maximum of USD $10,000 per year can be covered by the grant:
  • Full tuition fee
  • Accommodation expenses
  • Travel expenses to the host institution (if different from the home country)
  • Basic living expenses that will depend on the cost of the living of the country in which the student will study his/ her doctoral program
IMU Breakout Graduate Fellowship Program Conditions.
    • The fellowship is incompatible with any other scholarship.
    • The fellowship will be awarded starting from the time of selection Fellowship (i.e. without retrospective effect) in case of awardees already enrolled in a doctoral program, and from the time the awardee enrols in a recognized doctoral program otherwise.
  • The fellowship will be sanctioned for one year at a time and is renewable annually, based on satisfactory progress of the awardee and will cease to be awarded when the awardee completes the doctoral program or at the end of four years, whichever is earlier.

2021 African Guest Researchers’ Scholarship Programme at Nordic Africa Institute

One of the Nordic Africa Institute’s Strategic goals is to contribute to building capacity in the production of knowledge about Africa. The purpose of the African Guest Researchers’ Scholarship Programme is to provide opportunities for Africa-based researchers with a PhD to work and develop their ongoing research at the Nordic Africa Institute. The scholarship offers access to the Institute’s library and other resources that provide for a stimulating research environment.  Through the programme, the Nordic Africa Institute can promote and establish relations with and between African and Nordic research communities.   
The maximum duration of the stay is 90 days, minimum is 60 days. Also note that most academic institutions in the Nordic countries, including the Nordic Africa Institute, are closed or at least running at a reduced capacity during the periods 15 June–15 August and 15 December–15 January. Applicants can thus not choose these periods for their visit.
Eligibility Criteria
  • The scholarship programme is directed at postdoctoral researchers based in Africa and engaged in Africa-oriented research within the disciplines of Social Sciences and Humanities.
  • The applicant should be affiliated to an African university/research center and have a proven track record of extensive research experience.
  • The Institute strives to achieve a fair distribution of scholarship positions in regards to gender and geographic focus.
Nordic Scholarship Programme Benefits.
  • The scholarship includes a return air-fare (economy class), accommodation, a subsistence allowance of 400 SEK (approx. 42 USD) per day plus an installation grant of 2,500 SEK (approx. 260 USD) and access to a workspace, including a desk computer, in a shared office at the Institute. Please note that the subsistence allowance will be provided only for the days spent in Uppsala.
  • The Institute’s library is specialized in literature on contemporary Africa and focuses on Social Sciences. Furthermore, Guest Researchers have access to the Uppsala University Library and to the Library of the Swedish University of Agricultural Sciences.

2020 IMU/CDC Graduate Research Assistantships in Developing Countries Program

The Program provides research assistantships to graduate – PhD and Master – students of emerging research groups working in a developing country listed in Priority 1 or 2 of the IMU CDC Definition of Developing Countries. It provides modest support for emerging research groups, making it possible for them to fund their most talented students as graduate research assistants, thereby fostering the growth of a mathematics community.
It is assumed that the emerging research group has an ongoing collaboration with an international mathematician. The students will receive a monthly stipend to study full-time and pursue a Master or PhD graduate degree in mathematics and they will be supported additionally by linking their research with an international mathematician.
Eligibility Criteria
  • The Principal Investigator should be a university professor in mathematics holding a PhD and live and work in a university or research center in a developing country listed in Priority 1 or 2 of the IMU CDC Definition of Developing Countries, and who is already training mathematics Master’s or PhD students, and who is part of a research group.
  • The International Partner should be a mathematician working in a university or research center not based in any of the countries listed in Priority 1 or 2 of the IMU CDC Definition of Developing Countries.
The International Partner and Principal Investigator should be in regular contact, for instance using modern communication technology. At the time of application there should be an active and ongoing collaboration between the International Partner and Principal Investigator.
The Principal Investigator will be responsible for ensuring smooth sustained communication in the Team between:
  • the graduate research assistants,
  • the International Partner, and
  • the GRAID Committee.
IMU/CDC Graduate Research Assistantships in Developing Countries (GRAID) Program Funding.
The amount of the stipend per graduate research assistant should not exceed USD 3,500 per year. The exact amount will be decided by the GRAID Committee on a case-by-case basis depending on the local cost of living. One Team can apply for up to 3 graduate research assistantships.
The following costs can be covered by the stipend:
  • Accommodation expenses of the graduate research assistant
  • Basic living expenses
Funding for the graduate research assistantships will be provided by voluntary donations from mathematicians or mathematical institutions worldwide.
IMU/CDC Graduate Research Assistantships in Developing Countries (GRAID) Program Duration of Support.
  • For PhD students the stipend will typically cover 4 years depending on satisfactory progress based on annual reports. Extensions for up to 6 months will be decided at the discretion of the GRAID Committee.
  • Master students will typically be funded for 1 year. Extensions for up to 6 months will be decided at the discretion of the GRAID Committee
Method of Application
They invite applications from Teams consisting of:
  1. the Principal Investigator (PI) plus his or her research group, and
  2. the International Partner.

Trump declares himself 'chief law enforcement officer' as he issues numerous pardons

President Trump on Tuesday exercised his pardon power, granting clemency to or commuting the sentences of nearly a dozen people convicted of crimes, including former Illinois Gov. Rod Blagojevich and junk bond pioneer Michael Milken.

Trump also referred to himself as the nation's “chief law enforcement officer,” a title typically reserved for the attorney general.

On Tuesday morning, the White House announced Trump’s pardoning of former San Francisco 49ers owner Edward DeBartolo Jr. for his involvement in a 1998 corruption case against former Louisiana Gov. Edwin Edwards. Ohio pastor Darrell Scott, a longtime Trump supporter, told the Associated Press that he submitted “a package” to the president advocating for DeBartolo’s pardon.

Speaking on the tarmac at Joint Base Andrews before boarding Air Force One en route to a fundraiser in Beverly Hills, Trump announced that he had commuted Blagojevich’s sentence. The former governor is serving a 14-year sentence on federal corruption charges.

“He seems like a very nice person,” Trump told reporters. “I watched his wife on television.”

Patricia Blagojevich had appeared on numerous Fox News shows to appeal for her husband, who was once featured as a guest contestant on Trump’s reality show “The Apprentice.”

Blagojevich, a Democrat, was convicted for abusing his powers as governor by seeking campaign contributions in exchange for filling the Illinois Senate seat left open when Barack Obama became president.

For months Trump had been considering a pardon for the former Illinois governor, who the president said was treated “very, very unfairly.”

The president also told reporters that he had granted clemency to former NYPD commissioner Bernard Kerik for corruption and financier Michael Milken for regulatory crimes.

Kerik, who served more than three years in federal prison for tax fraud and for making false statements, appeared on Fox News Monday night. He was New York’s top cop under then-Mayor Rudy Giuliani, who is now one of the president's attorneys.

After Trump boarded Air Force One, the White House announced full pardons for four others — Ariel Friedler, Paul Pogue, David Safavian and Angela Stanton — and the granting of commutations to three more: Tynice Nichole Hall, Crystal Munoz and Judith Negron. Munoz and Hall were both convicted of drug-related crimes, while Negron went to prison for Medicare fraud.

In a statement, the White House noted that Sheldon Adelson and Tom Barrack, longtime backers of Trump’s campaign, were among those who advocated for clemency for Milken.

The granting of pardons and commutations comes two days before Trump ally Roger Stone is due to be sentenced for lying to Congress, obstruction and witness tampering in a case stemming from special counsel Robert Mueller’s investigation into Russian interference in the 2016 election.

On Twitter earlier Tuesday, Trump called for all cases stemming from the Mueller probe to be “thrown out.”

Trump was asked by reporters about the public rebuke from Attorney General William Barr, who said in an interview last week that such tweets make his job “impossible.” The president said he agreed.

“I do make his job harder,” Trump said. “I do agree with that, I do. He’s working against a lot of people who don’t want to see good things happen, in my opinion.”

The president reiterated his claim that he has the right to intervene in the Stone case.

“I’m actually, I guess, the chief law enforcement officer of the country,” Trump said. “I could be involved if I wanted to.”

China legal activist who called on Xi to 'give way' arrested: activists

BEIJING (Reuters) - Chinese authorities have arrested a prominent rights activist and legal scholar who had called on President Xi Jinping to step down over his handling of crises including the coronavirus outbreak, two fellow activists said on Monday.

Xu Zhiyong had been on the run since December after attending a gathering in the southern city of Xiamen which focused on discussion of human rights in China, according to Hua Ze, an activist and friend of Xu's. Four others who had attended the gathering in December were arrested previously, Hua told Reuters.

Xu was arrested on Saturday night by the Beijing police with assistance by police in Guangzhou, Hua said.

The Beijing and Guangzhou city police did not respond immediately to faxed requests for comment.

Xu's girlfriend, who was in Beijing, has not been reachable since Saturday, according to U.S.-based Human Rights Watch China researcher Yaqiu Wang.

Xu, a long-time activist for judicial and legal reform, in 2012 founded the New Citizens Movement, which called on government officials to disclose their wealth. He was sentenced in 2014 to four years in prison for his work with the group.

In recent weeks, Xu had written many articles criticising Beijing's handling of the coronavirus outbreak, which has infected more than 70,000 people in China and killed 1,770.

In a Feb 4 article published on a website that is blocked in China and belongs to the New Citizens Movement, Xu called on Chinese President Xi Jinping to resign, citing his handling of crises, from Hong Kong's anti-government protests to the epidemic that originated in the central city of Wuhan.

"Medical supplies are tight, and the hospitals are overcrowded with people, and a large number of those infected are unable to have their cases verified," Xu wrote. "You say you personally directed the deployment, it is a mess."

"Mr. Xi Jinping, please give way," he wrote.

Xu also criticized restrictions on Chinese media reporting of the epidemic centered in Wuhan and the strict lockdown measures implemented to contain it.

Israel to allow hundreds more Gazans to enter for work

JERUSALEM (AP) — Israel will provide hundreds of additional work permits for Palestinians in the Gaza Strip, an Israeli defense body said Tuesday, in a new step aimed at solidifying an informal cease-fire with the Hamas militant group.

COGAT, the Israeli defense body responsible for civilian Palestinian affairs, said it was lifting certain restrictions on the territory starting Wednesday following days of “relative quiet” in the area surrounding Gaza.

The additional work permits bring the total to 7,000 from 5,000.

Israel blames the Islamic militant group Hamas, which rules Gaza, for ongoing fire emanating from the Gaza Strip, including a spate of explosive balloons launched from Gaza that have damaged Israeli properties.

Tens of thousands of Gazans used to work in Israel. But Israel virtually sealed the border when it joined Egypt in imposing a crippling blockade on Gaza after Hamas seized power from rival Palestinian forces in 2007. The blockade, along with three wars between Hamas and Israel, has devastated the economy in Gaza, where unemployment is over 50%.

In recent months, Israel has quietly provided some relief as part of an unofficial, Egyptian-brokered truce with Hamas, in exchange for reduced rocket fire from the territory and the scaling back of weekly protests along the border.

Those include “merchant” permits that allow Palestinian businessmen to trade in Israel. Many of the permits are used by laborers who do menial jobs inside Israel.

With the additional permits, Israel appears to be expanding that program to ease the economic crisis in Gaza.

Former New York Mayor Michael Bloomberg turned 78 years old last Friday. That makes him the same age as his top rival for the Democratic presidential nomination, Sen. Bernie Sanders (I-Vt.), and six months older than former Vice President Joe Biden.

Everybody is expected to pile on Bloomberg in Wednesday night's Democratic debate in Nevada, and Sanders tested out his salvos in a CNN town hall on Tuesday night. But age isn't the only thing Bloomberg and Sanders have in common. Neither has been a Democrat for most of the past two decades, for example, and both have had two coronary arterial stents inserted near their hearts to relieve blockages.

Sanders, who had a heart attack in October, said Tuesday night that he won't release his full medical records. After getting out of the hospital, he had said "the people do have a right to know about the health of a senator, somebody who's running for president of the United States — full disclosure." On Tuesday night, Sanders said the three letters he released from doctors equal "a detailed medical report," and when pressed on whether he plans to release his medical records, he said, "I don't think we will, no."

Bloomberg disclosed his 2000 heart operation for the first time in 2007. In December, he released a letter from his longtime physician, Dr. Stephen Sisson at Johns Hopkins in Baltimore, attesting that Bloomberg is "in outstanding health," though he developed an irregular heartbeat called an "atrial fibrillation" last year and is treating it with blood thinners. Bloomberg "has had normal cardiac stress testing annually" since he had the stents inserted in 2000, Sisson wrote, and the artery has not become clogged again.

"Heart problems are extremely common in older adults," The Associated Press notes.
